We refer to your letter GCF/HC/Readiness/April 2014 dated April 3, 2014 and welcome the establishment of the Green Climate Fund (Fund) as an operating entity of the financial mechanism of the United Nations Framework Convention on Climate Change (UNFCCC).
We are very pleased to advise that the Royal Government of Cambodia (RGC) has decided to nominate the Ministry of Environment as the NDA to act as an interface between RGC and the Fund . As requested in your letter, please find the relevant details of the Cambodia NDA:

The RGC would like to confirm its interest for the readiness support offered by the Green Climate Fund (GCF) and has in place a strong strategic framework for engagement with the Fund based on the Cambodia Climate Change Strategic Plan (2014-23) and related Climate Change Action Plans in priority Ministries. Based on the proposed focus areas identified in your letter, we would in particular welcome support for the followings:
Development of pipeline project/programme proposals for the GCF, based on existing climate change action plans; Assistance for the identification of implementing entities, including at least one suitable international entity as a transitional measure until a national implementing entity can be accredited. The RGC has identified a potential national implementing entity/ intermediary, and would welcome support from the GCF to identify and address any capacity gaps prior to accreditation; and

Broader readiness support, to assist with the mainstreaming of climate change in Government management systems, in partnership with other existing initiatives at country level.
We look forward 'to a very cooperative and close collaboration partnership with the Fund and will appreciate if you could communicate with the NDA on the next steps for this readiness support. At the same time we would like to point out that the RGC has in place Standard Operating Procedures for the management and implementation of external financial assistance.
