quarter of 2017, from 3.89 metric tons per hectare in the first quarter of 2016, the provincial average went down to 3.58 metric tons per hectare in the same quarter of this year. This decrease can be attributed to the effects of typhoon Nina in December 2016, as all ecosystems: irrigated, rainfed and upland areas posted a decline of 8.03, 8.91 and 6.36 percent, respectively in its yield in metric tons per hectare. Camarines Sur is still the top palay producer in Bicol Region in the first quarter of 2017 where fifty-three percent of the entire region’s palay production came from this province. The other 47 percent of palay in the region came from the other five provinces with Albay sharing 15.6 percent of the production. (cont inued on page 9)

Those numbers may seem irrelevant or insignificant to most peo-ple but for government planners, policy makers, and businessmen, the-se figures are as vital as the social services being delivered to every needy constituent. Statistics are important for making decisions, investments, and predictions. Economists use statistics to find relationship between supply and demand, imports and exports, inflation, gross domestic products and gross national income. For the government, these numbers are used as basis in the develop-ment of social and eco-nomic development plans, programs and services. Investors utilized these numbers for planning what kind of business is suited in one area and

For instance, knowing the population of one area will have a bearing on food production, on employment, dependen-cy, ageing, voting popu-lation, etc. The PSA’s data on housing provides information on the supply of housing units, its structural characteristics and facilities; have bearing on the maintenance of privacy, health and the development of normal family living conditions. This is 97.05 percent higher than the same quarter of the previous year’s production of 3,795 metric tons. Likewise,
