Background: D-1485 Regulations
Issued in 1978
Underlying principle:
“Water quality in the Delta should be at least as good as those levels
which would have been available had the state and federal projects
not been constructed”
Protected beneficial uses of water: Delta and Suisun Marsh
But not in the Southern Delta
No priority of burden between CVP and SWP
Racanelli Decision (1986) overturned
