Benefits of upgrading & integrating signals
Reduce everyday congestion markedly.
Reduce pollution throughout the city.
Give priority to buses approaching junctions.
Enable a much more effective response to traffic incidents, especially on A14 and M11.
Comprehensive traffic/journey monitoring will yield more accurate data for future planning.

Implement Inbound Flow Control Relocate queues to the edge of the city.
Traffic, including buses, moves freely beyond the control points.
A bypass lane enables buses to jump ahead of any queue at a control point.
Work involved has lower impact on homes and businesses.
Responsive to demand.
No queues at off-peak times.
Opportunity to raise money from businesses.

Access charge
Option to raise revenue and reduce pollution: 1. Access to the bypass lane could require a pre-paid annual
pass.
2. Candidate applicants might include:
Buses and coaches (PSVs)
Taxis
Retail delivery vehicles (HGVs and LGVs)
Couriers
3. Access monitored by ANPR cameras in real time.
4. Cost of a pass proportional to weight and emission rating of vehicle.

How to deter residents from driving
Sticks
1. Close more residential roads to through traffic.
2. Interrupt inner orbital routes (e.g. Northampton St & East Rd).
3. Restrict movements at junctions between main and residential roads.
4. Tax workplace parking spaces.
5. Reduce availability of parking, multi-storey and on-street.
6. Increase parking permit fees for second & third cars.
Carrots
1. Schools transport co-ordinator.
2. Incentivise employers to install secure cycle parking and changing facilities.
3. City-wide goods delivery network.
4. Better and safer provision for cycling and walking.
5. Better bus services.
Cons of a congestion charge
1. Accessing the city is a rich person’s privilege.
2. Efficacious fee unknowable in advance (£11.50 in London).
3. Not responsive to demand by hour and day.
4. May still need bus lanes.
5. Creates an expectation of priority over cyclists & pedestrians.
6. Reduces labour mobility for lower paid & competition in manual trades.
7. High administration & enforcement costs (33% in London).
8. Rejected by Edinburgh and Manchester in referendums.
9. Many city residents assume they won’t pay or will get a large discount (90% in London).
