    Californians will welcome 725 new laws on Jan. 1.

    Here's a glance at some of the laws taking effect

    when you ring in the new year:

    n AB 119 prevents insurance companies

    from charging different rates for men and

    women for identical coverage.

    n SB 782 prevents landlords from evicting

    tenants who are victims of domestic or

    sexual abuse or stalking.

    n AB 1844informally known as Chelsea'sLaw and authored by local Assemblyman

    Nathan Fletcherwill increase penalties,

    parole provisions and oversight of sex

    offenders, including a "one-strike, life-

    without-parole penalty" for some.

    n AB 1871 allows people to lease out their

    cars when they are not being used

    alleviating the need to purchase additional

    insurance.

    n AB 537 will make food stamps an

    acceptable form of payment at farmers

    markets through an EBT process.

    n SB 1411 makes it a misdemeanor to maliciously impersonate someone via a social media outlet

    or through e-mails.

    n SB 1317 allows the state to slap parents with a $2,000 fine if their K-8 child misses more than

    10 percent of the school year without a valid excuse. It also allows the state to punish parents

    with up to a year in prison for the misdemeanor.

    n AB 715 makes a change to the California Green Building Standards code. The change will

    require new California buildings to be energy efficient.

    n SB 1449 makes the possession of up to one ounce of marijuana an infraction with a penalty of a

    $100 fine.

    n AB 12 allows foster youth to acquire state services until the age of 21.

    n SB 1399 allows California to medically parole state prison inmates with physical incapacitating

    conditions and ultimately shifts some of the cost of care to the federal government.

    n AB 97 bans the use of trans-fats in food facilities.

    The Victims of Violence Law SB 782

    If you read the law or a summary of the law

    protect people who fail to pay their rent.

    The law makes it so a landlord can't evict someone JUST because they are a victim. Victims

    are often evicted because they use the police too often to come and protect them or because

    the neighbors don't want to hear them screaming for help. Often these evictions fall under

    disturbing the peace violations. Often these people end up in homeless shelters and the

    children don't go to school which ends up putting a bigger burden on society. This law should

    help save the taxpayer money in the long run.

    This law protects the victim from violence and eviction while protecting the landlord from

    fraud. Read it.

    Problem is this state has no common sense. Calling to report a stalker does NOTHING. "Get

    a restraining order" What? Lots of dead and injured people had restraining orders.

    Case in point. I reported a serious situation with a guy out of Vietnam with severe mental

    disorders. I called the police and reported it. Even told them the address I was going to ( a

    friend's house) and that this guy was threatening to be there to 'greet ' me . I was told they

    could not do anything unless he did something. So me and my 357 were best friends. One

    night, well, let it go at that. Lots of complications and 'discussions with the police " afterwards

    but eventually I get to be released and now live with the result for the rest of my life. My fun

    sport of target shooing has been ruined. I did call !

    Robin, sadly you are naive. The laws in this wacky state NEVER work because of those who

    write it and the judicial system that plays humanitarian with Other people's lives. The

    criminals keep getting out and the victim's keep getting victimized. When law and order are

    real, then these stalking victim's will not need such misguided intentions. Best thing a stalking

    victim could do in today's california bario is to move to another state where the stalkers are

    really dealt with. New laws are paper in this state , paper without a solution to anything

    except to 'feel good'. New laws mean and do nothing.

    Robyn ignores that the aggressor (in the case of domestic abuse) is afforded equal protection

    under SB 782. Essentially, the abuser and the abused can feel "safe" in their home...at least

    until one of them is Dead! Right on, protect and perpetuate a dangerous situation. Robyn

    also ignores the rights of the neighbors...who have done nothing wrong and may just simply

    want to sleep through the night, but, I guess for Robyn, they are not victims, too?

    Gregc is on point. So bullet #2 makes it illegal for a landlord to evict a tenant alleged to be avictim of abuse or stalking. Although I sympathize with actual victims, their situation should not

    exempt them from having to pay for things they need (rent), and how many more tenants

    (working to get more "free" stuff) will now claim to be victims to avoid paying rent? I guarantee

    that the number of abuse and stalking victims in California will now skyrocket. Will the

    businessmen who are the landlords just be expected to provide their Capital assets for nothing?

    If that is the case, those businessmen will get try to get rid of those unprofitable assets, resulting

    in even more real estate dumped into one of the worst markets in the country. Either that, or the

    "government" will pay the rent, probably at some formula well below market value. But the

    government is in hock up to its eyeballs already, and it would pay for ridiculous laws like this

    from tax generated revenue. That tax revenue would come from the producers actually paying

    the taxes, who, if they have the means, are fleeing the state in droves because of insane crap like

    this. I'm one of them. I lived in California for more than 30 years, and thought it was the greatest

    place on Earth back in the day. I moved to Florida in 2004, and it almost makes me cry to think

    what California has become. You're already circling the drain, and if you keep electing

    politicians that pass laws like these, you're going down.

    I left the peoples republic of California 16 years ago. So glad I did. They are going to be whining

    for my money soon. Second law the house should pass is to ban all funds to bail out state

    budgets.

    Republicans. As far as I'm concerned we should just call them all republicrats. Romney

    brought us mandatory insurance policies, oblivious to the extreme invasion of personal

    liberty it entailed. Huckeby is strongly in favor of limiting personal liberty, as are most of the

    I lived in Los Angeles for fourteen years. Left in 1974 but went back to visit friends in L.A. and

    San Francisco every year up until 1995. Couldn't stand it anymore after that. It's no longer the

    California that I once loved. I'll never go back again.

    Just about 100 years ago my grandparents and great grandparents migrated to California, to

    escape fascism, government oppression and and seek the freedom and prosperity that the state

    offered. As of 2010 all but a few of their children, grandchildren, and great grand children have

    left the state for the same reasons.

    the last 2 speakers of the house are both felons, with a third speaker about to become a felon.

    You might just miss California.

    Please come to New York (Where everything is taxed even more), where a bagel costs $2.00,

    but if they slice it, it costs $2.18. (9 % slicing tax). You might just miss California.

    If you rob Peter to pay Paul, & create more Pauls, who's vote will these stinking politicians get?

    I can't take ca anymore either. I will miss certains things too but that (beaches, mountains)

    will be in shambles too. The only solution all these wacky politicians can think of is to sell the

    properties? Like the OC fairgrounds- nuts, just nuts. The state and surrounding businessesmake money due to the state fairs and other events held there. Its all just to feel good and put

    out more deceiving propaganda how to reduce the fiscal crisis. What state did you move to.

    I'm looking at perhaps the east coast. Maybe Texas too. I would be an asset because I work

    hard and far from lazy.

    You would think that having had a state legislature that has spent the last 10 (actually a lot

    longer than that!) running up multi-billion dollar deficits, that the people of Mexifornia would

    have learned something. But you forget that the majority are Democrats. These unbelievably

    Yeah...I left California over a year ago. Although I miss certain things...I'm so glad I'm out of

    there. Just for the record....Dems & Repubs have both ruined the state. Ca. Repubs assisted inadministering the largest tax increase in the history of the country in 2009. So let's not be

    fooled...neither party gives a rats-ass about the average working Californian. What really scares

    me are the laws the article could not mention? 725 laws!!!! Stay tuned!!!

    I have heard people complain that God has too many rules to obey and impossible to memorize

    to know them all. Well. There are only 623 rules in the New Testament and about 1,000 in the

    Old. I suspect God now has fewer rules than California.

    the world's fifth largest economy, to the federal goods and services we receive vs. the federal

    I lived in CA for 35 years and left 3 years ago to move to AZ....the best move I ever made. The

    illegals are taking over CA and the liberals are letting them do it. If you work hard and want to

    have a modicum of freedom, you can no longer live in CA. It will only get worse in the coming

    years. The tax base has been eroded to the point it can no longer support the mass welfare state

    it has become. When it falls, which it will, maybe the reset button can be hit and the state will

    return to some state of normalcy. In the interim, it's best to just stay away.

    I spent my entire military career in Southern California, and left for AZ at retirement. While I

    miss California at times, articles such as this remind me that I made the best decision. California

    is circling the drain and all the liberal politicians can do is to make government more intrusive.

    How are those tax rates working for you? If you are lower income, what have the liberals really

    done for you? Have they given you the opportunity to better yourself? Or do they keep giving

    Constitution mandates that States are responsible for all pre-and post disaster efforts. The

    Feds are not to get involved unless the State governor requests it, which neither the mayor of

    New Orleans or the Governor of Louisiana did until it was far too late. Had Bush intervened

    before the required request, Major Media would have had a field day accusing him of being a

    Nazi for taking over a State task. You are right on target about D.C. being infested with

    Uhm, you might like living in Texas, but I grew up here and hate the place. Low wages; jobs

    We tried to stop illegal aliens from getting federally mandated social benefits. Prop 187.

    Federal Courts overturned the will of the California people. Tell me how that is my fault as Cal

    resident who supported 187. Sadly. I guess the Cali-bashers would rather bail out Egypt and

    other foreign states than one of their own. I don't know why Californians elect so many

    moonbats into the legislature, and governor but I sure don't vote for them....Makes me sad to

    see such a great place to live and work messed up by this band of Gypsies, Tramps, and Thieves

    freom.....Cali exports isn't problems to other states but pats themselves on the back because

    they are so green. NEWS FLASH....It's not green if you become green on the backs of other

    states. So how will Cali eventually pay for all this crap? Yup they will dump it on the other 49

    states........then New York and Mass. will jump in. BTW if you are going to throw in the old just

    Wow! Where do you start with the late great state of Clifornia? I lived there for a short time in

    the early eighties and knew then how jacked up that state is. It was a dream of mine to go to Cali.

    Then reality hit. For those on NorCal, I feel for you, the rest of the state is holding you hostage.

    When will the Libs learn that, you can't take care of everyone. We are a nation built on self

    reliance and taking care of our own. The old adage "Give an man a fish he eats for a day, teach

    him to fish, he eats for a lifetime" comes to mind. When so many people have their hands out for

    help when they are perfectly capable of working will always break the budget. Thanks for

    Update. The top 5% of the working population pays 58% of the nations taxes. the top 1% pays

    38.02%. The bottom 50% pat 2.7% of the nations taxes but want the others to pay more. One

    could conclude that you are in that 50% that pay 2.7% and want the "rich" guys to pay more so

    you can pay less? Hey only 2.7% less and you can pay nothing. Better yet if you work at it hard

    enough you can get the top 1% and the top 5% to pay say 5% more each and then they can pay

    you not to pay taxes!!!! Fantastic.

    California can do what they want. I love free speech and democracy at work. BUT, when their

    over spending and over regulation government goes bankrupt. Dont even think about using my

    federal tax dollars to bail them out. You spend it, you earn it. California is free to setup and pay

    I am a Californian, and I can explain this beautiful place for the rest of you. Here's the nub:

    California has the most amazing weather, climate and landscapes on earth. Haunting. Deeply

    beautiful. Narcotic. As a result the liberal elites of this place are absolute perfectionists and

    utopians. No expense is too much. Every tear must be wiped by a loving socialist nanny-state.

    And since utopian-perfection is unobtainable in human affairs, the elites prefer complete chaos

    and disintegration because in the back of their mushy minds they believe chaos will bring them

    closer to perfection. In short: the perfect IS the enemy of the good. As an example of the type

    look no further than Nancy Pelosi. She is a former Marin County supervisor who is VERY

    wealthy. From her enormous home on the cliffs among the redwoods it seems anything is

    possible. A passionate devotion to "equity" and "diversity". To the extent these people have a

    philosophical orientation it can best be described as classical 1930's marxist-trotskyite. TheyHATE the middle class (very classical marxist: "epatet le bougouisie"). In their world view the

    middle class siphons money away from the truly deserving elites while simultaneously

    'exploiting' the working class. Their goal is a soviet-style society, hopefully without the 'hard

    gulags' that caused so much suffering. Instead we will have mandatory psyche meds prescribed

    under Obamacare for those diagnosed with 'oppositional-defiant' disorder.

    I think you have offered a most insightful analysis of "what California actually is, and how it

    got that way". I can clearly remember when California was deservedly a place that attracted

    newcomers because it offered, and promised, so much. It was a national leader, and trend

    setter in positive and productive ways. That all began to change in the '60s' when the liberal

    erosion started taking root at the Federal level, and found fertile soil on the Left Coast. Trust

    me on this...Washington and Oregon have also been infected by the California virus.

    You hit on some good points. The Increased Spending on the part of the Federal Government to

    'mandate' Programs and partial pay is choking the states financially. Plus, printing even more

    monies to support the rest of the World because Americans are Unfair and have so much.

    Few people realize that California's Debt represents 13% of Our GDP ! Look what Greece is doing

    to the EU. There re three more states because CA which totals to amost 45 % of GDP!

    China holds 80% of our debt ! The Government controls 40% of the Economy and 90% of

    Mineral Rights within 6 states with 40- 50% ownership of land through National Parks andother laws. Yet, we are paying out money to everyone in the world, too. How much can be

    PRINTED and how many LAWS are Too many ?

    The Mexican Constitution is based on 196 Rights 'controlled' by the Government.

    Americans have No Rights if moving to Mexico.

    What a Great Country this United Socialist States of America !

    Million, pick up a copy of a King James Study guide, A copy of Combat hand guns, and a Copy of

    a Glen Beck book. Sit in the coffee section making sure all the yuppies see what you are reading,

    God, guns, and Beck. Make sure when you are done you leave the God, Guns and Beck on the

    table in the coffee section. Better yet go to Starbucks and bring the same books God, Guns, and

    I would only like to comment on the marijuana issue. Am pleased as punch that FINALLY

    California has a semblance of sanity in passing a toke[n] victory in this one, at the very least. I

    left her in '99, but always voted for these bills when they were on the ballot. I don't smoke, but

    anyone with common sense[amilla] realizes how asinine it is to pursue prosecution of pot perps.

    When I moved to MexiFornia in the early 80's, my Midwestern Dad warned me I'd be back. He

    said "you work to support the guy next to you in California". Well, I was young and dumb and

    moved there anyway. Once I saw it was basically a 3rd world country with real slums like Brazil,

    I had never been so happy in all my life to see the deep green fields of corn & smell the

    Goldenrods through the windows of my Plymouth. When I got near my normal home town in

    the Midwest, I pulled over, grabbed a palm full of Black Glacier soil, kissed it, and felt ALIVE

    again!

    It is said that everything begins on the West coast. That means what you see in California is only

    a year or two away from the Nation. The people have looked down so long that we are no longer

    a Republic but now supposedly a Democracy. The next step is fascism or authoritarism.

    Dependence on the government is very dangerous and we have passed that. I am glad I am in the

    fall of my years. My step grandchildren will NOT enjoy the freedoms my generation did unless

    they stop this downward spiral of dependence.

    I have lived all of my 61 years here in California. I love the geography but hate the politics with a

    passion. The liberals have completely and utterly destroyed it, as they have attempted to do to

    the rest of the country. My goal for 2011 is to get out of this mess for good. It saddens me to

    think of leaving my home State, but, it is becoming unlivable here. I predict within a very short

    Whenever we begin to think that Californians can't possibly get any crazier, they prove us

    wrong. What they do to their own state is bad enough, but let's not overlook the fact that they

    have also cursed the rest of the nation with the likes of Pelosi, Boxer, Waters, Feinstein, who

    now have significant influence over the lives of the rest of us who don't live in" Dizzyland". The

    truly sad fact is that California used to be a wonderful place, until the liberal factions took it

    over, and decided that they were preordained by their own "superior intellects" to create a

    Utopia for the less enlightened citizenry.

    When CA comes a knockin' on our door cring and moaning for help to stay the inevitable

    bankruptcy I hope they will understand when nobody answers. CA is a swell example of what

    20+ years of liberal policies do to what once was a great state. How's that Governor MoonBeam

    I am a native Californian. I am 48 years old. My husband and I have run a business in California

    for nearly 30 years. We have fought the good fight so to speak but now realise we are out

    numbered by the "takers". The takers are the blood sucking unions, illegal aliens and the state

    workers that provide less then stellar "service" to their fellow Californians for which they are

    paid handsomely. In speaking with other California business owners, it's amazing just how many

    are looking at leaving this state, and these are not big corporations. It is the small family

    businesses that are looking to get out. I did not vote for Governor Moonbeam nor did I cast a

    vote for elitist do nothing Boxer. What's funny is how many Californians blame Arnold...it justgoes to show how stupid people are. It's the legislature stupid! The Governor does not write the

    laws, nor does the President! I would highly recommend to other states that do have transplants

    from California to require a competency test be taken before the former Californian can vote in

    your state! This will be the year my family leaves California.

    This is a stupid law. It's not hard to get in trouble if the principal decides he/she doesn't like

    for parents to be checking on how their children are doing in school. We have a visually

    impaired child and we let her go to a space camp educational program designed especially for

    visually impaired children. It was during school because that was the only time the camp

    could get enough experts and chaperones for the visually impaired children. We had a valid

    excuse from the space camp director but the principal spitefully denied the 4 days were

    excused abscences and then turned us in to a social worker, saying our child didn't attend

    school regularly. We had to threaten a lawsuit to stop the harassment. Our daughter will be

    attending a private homeschool soon.

    "SB 1317 allows the state to slap parents with a $2,000 fine if their K-8 child misses more than

    10 percent of the school year without a valid excuse. It also allows the state to punish parents

    with up to a year in prison for the misdemeanor."

    Will there be a government program to give people the $2000 if they need it?

    We need a couple more laws. Legalize concealed carry. Legalize target shooting within 100 yards

    of the border in rural areas. Require that the home addresses and phone numbers of all

    government officials be made public record. List every law that that official voted for. Let's see

    how many new laws get passed after that.

    Just DopeyRatz doing what they do best - continue to make people miserable while trying to

    make things better. Every time they do anything to help people it seems to hurt people more. If

    anyone's happy they find a way to screw that up too. I just love listening to the 3 amigo's talk
