the freeway would use the big loop curves providing safe connections with either lane.

c. South San Francisco Underpassto Peninsula Avenue in Burlingame.

Due to the character of the ter-rain this. section traverses, the lo-catioi~ of Mills Field and immediateplans for its development and oth-ers in Burlingame and San l~Zateo,to conserve the value of the invest-ineiit in the present highway, thereappears to be only one proper andlogical solution for the reconstruc-

tion of this section of. highway.After due consideration of all

factors involved, it is recommendedthis section be developed by stages.to an ultimate "Freeway" design,and become the initial unit of con-struction.The freeway is planned to consist

of the use of the present road~~vayfor one-quay traffic, a new three-laneroadway to be constructed and sep-arated from the present pavementby meaizs of a 40-ft. minimum widthof division strip. The division strip,with the initial construction of thene~v roadway, «Jill provide immedi-ate relief at the intersections madewith San Brailo Avenue, entrance toNTills Field, Millbrae Road, Broad-~~Tay, Ptlrlingame, and PeninsulaAvenue, where ultimate grade sep-arations are planned.

This section of highway has a veryhigh accident rate, and of these acci-clents almost 60 per cent are of thetype which will be eliminated bythe construction of dual roadwayswith protection at intersections.The first stage, including the chan-nelization of these intersections, willfacilitate flow of traffic and providesafety features which are lacking on

the, highway at the present time,although maximum freeway princi-ple can not be realized either fromtraffic flo~~v or safety until the gradeseparations are built.The alignment of the ne~v roacl-

tnay is planned to parallel the «~est-erly side of the present pavement tonear 112illbrae Road, thence diverg-ing and continuing on direct courseto the present comzections withBroadway, Burlingame. Tlie accomplishments referred tohave been bratiight about in spite ofthe opposition, and almost constantrefLlsal of the majority of the Statelegislature to sLlpport or adoptsaunclly progressive and seriouslyneeded legi~la~iol~. However, tre-menclous benefits are no«~ accruingand are being transmitted to the eiti-zens and taxpayers of Californiathrotlbh far reaching improvementsin the o~eratiilg efficiency of thoseState agencies controlled ai~cl di-reeted by departmental heads se-lected by this administration.As Director of Public Works of

the State of California, I take pleas-iire in reportiizg particularly tothose of you «rho are Californiaresidents, a fe~v pertinent facts re-garcling the conduct of this depart-inent, «rhich receives azid upendsapproximately $50,000,000 of ,yourmoney each year.The Department of Public Works,

the largest agency of the State Gov-ertlment, employing over six thou-sand people, is made up of five divi-sions ;namely, Division of High«gays,Diti~ision of Water Resources, Divi-sion of Architecture, San Francisco-Oakland Bair Bridge Di~-ision, andthe Division of Contracts and Rightsof Way.Upon the Division of Highways

devolve the maintenance and. im-~rovement of 14,000 miles of roadsand some 4,000 bridges ii1 the StateI~ibh~vay System, and the construe-tion of all i2e~v high«gay and bridgeprojects. In the carrying out o~these functions the Division ofHighways ~~ill spend approximately$42,000,000 this year.

The Division of ~Tater Resourcesis in charge of all work looking tothe conservation of the State'swater supplies both privately andpublicly controlled anc~ has super-vision over 605 dams behind whichis impounded the «paters so valuableto the great interior valleys and thetowns ai2c1 the cities of California.

Never, inthe entire 91-year history of thisState. has there existed a clearly cle-finecl and progressive «pater con-ser~~ation procedure based on thetheory that the people of Californiaare the owners of the surplLis waterin the streams.In the absence of such a program
