Clearinghouse Exercise Goals – Overflight

• Benefit = Get Clearinghouse Mission Assignments approved so personnel in the air more quickly

• For the May 2015 NLE we are testing Mission Tasking process with Cal OES Air Coordination Group, Cal OES Operations Branch, and Cal EOC – Mission Request for reconnaissance flight with CHP over Cajon Pass– Mission Request for imagery collection with CA Air National Guard

over Cajon Pass

• Overflight Success = – Follow Mission Request process and complete Mission Request form

correctly– Mission Request accepted by Operations Branch and forwarded to Cal

OES ACG

Clearinghouse Exercise Goals – Clearinghouse Operations

• Benefit = Better coordination among participating Clearinghouse organizations (subject matter experts in the field and responders in EOC)

• Meet other Clearinghouse partners who could participate in earthquake response

• Ask questions, learn about Clearinghouse capabilities, resources, and goals

• Be sworn in as a Clearinghouse Disaster Service Worker and obtain limited liability coverage for response

Why is Incident Situational Awareness Important?

• Better coordination between Clearinghouse scientist and engineer subject matter experts in the field and emergency managers in Emergency Operations Centers

• EOC managers can make informed decisions about logistics and resources when they have real-time information about the disaster impacts

Clearinghouse Exercise Goals – Information Sharing

• Benefit = Improved Situational Awareness• For the May 2015 NLE, you will be asked to share Essential

Elements of Information, using various applications, connected through XchangeCore, to provide situational awareness.

• Exercise-specific directions will be provided; your input should take no more than 5-10 minutes to participate

• What does participation mean?:• Connect Only• Connect and pull data (1 element/1 time)• Connect and push data (1 element/1 time)• Connect and pull and push data (1 element/1 time)• Connect and pull and push data (>1 element or >1 time)

Information Sharing Success

• We are NOT demonstrating all the capabilities of either XchangeCore, or the connected applications (ArcGIS Online, Google Earth, SpotOnResponse, Web EOC)

• Overall Exercise Success = points on the maps – XchangeCore connector for ArcGIS Online Success =

• Work with point features • See what your information looks like in other applications• Bring information into your map from other applications

– SpotOnResponse Success = • Add new incident to map• Update incident on map with photo or attachment

– Google Earth Success = • See reports of incidents and updates from all other connected

applications

Step-by-step instructions will be provided, but here is a summary: Look at Exercise Play spreadsheet for time and location information Log in to SpotOnResponse Go to https://app.spotonresponse.com with your Android® phone or tablet, your iPad® or iPhone® or Web Browser and access with your username and password. No access? Use “Click here” to register for access … Project Code: userClearHouse. Make sure to turn on Location Services and Pop-Ups or Allow when prompted. Do NOT use “private” browser mode Set location to <e.g. Cajon Pass> Turn on GIS layers that are important to what you are doing e.g Quaternary Faults provided by CGS, Nursing Homes within 10 miles of Cajon pass from CA Dept. of Public Health, and USGS ShakeMap (see image above) Next, YOU add the ground-truth information from the field: Click on point in GIS layer and a white box will open and display attributes associated with that feature Copy lat/long information Click on green + button, upper left corner of map window, and a dialog box will open Paste lat/long information into the description field in the dialog box Use the lat/long information you pasted into the description field to update the lat long fields in the dialog box Select appropriate incident category from drop down e.g. Incident-Critical Facility Add subject e.g. Hospital near fault and in high shaking zone Add Description e.g. observe fractures in ground in hospital parking lot; liquefaction present and may affect structure Save changes.
