Initial Proposition 39 funding will go to LEAs and Community Colleges for energy efficiency projects that meet certain criteria. CCC Funding & Resources: On 1 July 2013 the CCC was funded with an allocation of $5 million from the Clean Energy Job Creation Fund to train and deploy Corpsmembers in a new CCC Energy Corps program designed to meet the following goals: • Create Job Opportunities for energy industry and other workforce entrants, including young adults and recently returned veterans from Iraq and Afghanistan. o Develop future energy industry workers through a tiered program of training, education and work experience. • Save Energy and Operating Costs o Conduct Energy Opportunity Surveys that collect and provide information necessary to identify, maximize, and account for the energy savings benefits produced by Proposition 39 funds. o Perform EE retrofit installations that generate substantial energy savings. Energy Corps Program: The CCC has established a new Energy Corps Program (”ECP”), which is a partnership between the CCC, State Agencies, Investor Owned and Municipal Utilities, 3rd Party EE companies, EE Industry associations, local governments, and California Local Corps certified by the CCC throughout California.

The purpose of the CCC’s EC is simple: Create and deliver innovative workforce development opportunities that train and engage Corpsmembers in saving energy and associated costs for Californians.

Distribution of Prop 39 Funding: The Proposition 39 funding distribution model is skewed toward “smaller allocations to many LEAs”: 64% of LEAs receive $50K or less. 89% receive $500K or less. 9% of LEAs receive 42% of funding. 2% of LEAs receive 30% of funding. 2 LEAs receive 9% of funding ($44.7M). This distribution model reflects the CA student ADA population. * A limited quantity of CCC EO Surveys are available statewide for all LEAs at all funding levels, on a first come first served basis, with the majority of EO Surveys provided for LEAs with ADA 5,000 and below.

Energy Corps Program- Proposition 39 Funded Energy Opportunity Surveys -

EO Survey Training: Corpsmembers are trained to conduct ASHRAE (American Society of Heating, Refrigerating and Air Conditioning Engineers) standard Level 1 (+) whole building “Energy Opportunity Surveys” to assess the condition of public school buildings, identify EE opportunities and establish building performance baselines. Data collected by trained Corpsmembers will help create a statewide energy efficiency database for use by state & local planners and funders in order to help ensure that the maximum benefits are achieved from EE retrofits funded by Proposition 39.EO Surveys: “Whole Building” ASHRAE Level 1(+) Energy Opportunity Surveys conducted by trained CCC Corpsmembers and CCC Staff include the following subsystems: Lighting & control systems, HVAC, internal plug loads, integrated Energy Management systems, and the building ‘envelope’. Analysis of the data includes utility bill information to track energy use over time, determine a baseline of energy use, help estimate potential savings, follow up and validate savings from installation of EE retrofits.
