Connection between SB1 dollars and projects scrutinized at Capitol hearing It was transportation day in Sacramento last Tuesday as the California Transportation Foundation held its 21st annual Transportation Forum, immediately followed by a special hearing of the state Senate Transportation Committee on SB1. The back-to-back events held Feb. 11 underscored the close scrutiny being placed on SB1, the "Road Repair & Accountability Act of 2017" that raised fuel taxes and fees to generate more than $5 billion per year to fix roads, bridges and other aging transportation infrastructure. The consensus opinion shared by many speakers and those who testified at the Capitol was that the state would be in dire straits if SB1 had not passed, or was repealed in a failed ballot measure in 2018. Still, there was broad agreement that state and local governments were not doing enough to publicize the transportation improvements under construction or recently completed because of the new funding. California State Transportation Agency Secretary David S. Kim testified at the Capitol hearing that "we are relentlessly implementing SB1" and that "SB1 funds are protected and locked in." It was a tacit acknowledgement of the controversy that erupted last year over an executive order issued by Gov. Gavin Newsom directing state agencies to "leverage" $5 billion in transportation dollars to reduce Greenhouse Gas emissions. SB1 stakeholders protested loudly, and the administration has since walked back those comments. A previous Asphalt Insider article on the subject that was published Oct. 14, 2019, can be found HERE . Kim this week reiterated that "we're honoring the will of the voters" and that SB1 funds are being used "for their intended purpose." New Caltrans Director Toks Omishakin, on the job just over three months, also emphasized the department's commitment to delivering SB1 dollars quickly and efficiently. He also made reference to pavement research being conducted in the state that will benefit Caltrans, and referenced long-life pavement strategies. Caltrans is

Connection between SB1 dollars andprojects scrutinized at Capitol hearing

It was transportation day in Sacramento last Tuesday as the CaliforniaTransportation Foundation held its 21st annual Transportation Forum,immediately followed by a special hearing of the state SenateTransportation Committee on SB1.

The back-to-back events held Feb. 11 underscored the close scrutinybeing placed on SB1, the "Road Repair & Accountability Act of 2017"that raised fuel taxes and fees to generate more than $5 billion peryear to fix roads, bridges and other aging transportationinfrastructure.

During the Q&A session led by Committee Chairman Sen. Jim Beall,D-San Jose, who was the author of SB1, a question was raised aboutthe "framework" recently released by the U.S. House Transportation &Infrastructure Committee for a five-year, $760 billion infrastructurebill. Kim, a former FHWA official,commented that "there's a lot to likein the House framework" and thatthere is "a lot of synergy" with SB1.Beall said he and others would urgethe House T&I Committee to hold afield hearing on the bill in California.More information on the T&IFramework is HERE. Also at the hearing, there wasadditional commentary about thepotential detrimental impacts toproject delivery of the TrumpAdministration's move to roll backfuel-efficiency vehicle standards.CalAPA and other organizations havepreviously communicated concernsabout this move, and testimony thisweek indicated it could cause delays in getting projects approvedbecause emissions targets would need to be recalibrated.

A coalition letter sent to U.S. Sen. Dianne Feinstein Sept. 10, 2019and signed by CalAPA and numerous other SB1 stakeholders raisedalarms about the potential negative consequences of the state-federal fuel-efficiency standards dust-up, stating, "We implore youand Congress to prevent negative impacts to well-paying constructionjobs, our thriving economy, and the mobility of all Californians."

Caltrans seeks participation in pre-qualification programs

Special to Asphalt Insider In an effort to streamline the approval process for roadway materials,Caltrans has implemented the use of pre-qualification programs.These programs include job mix formula (JMF) verifications,Independent Assurance (IA) tester certification and laboratoryaccreditation, Material Plant Quality Program (MPQP) approval, andaggregate material approvals, all of which can be done prior to awardof construction contracts. Construction projects can beunpredictable, making coordination of requiredapprovals difficult. By waiting until projects areawarded and suppliers identified, valuable time is lostin getting the JMFs, laboratories, testers, plants, andaggregates approved. The pre-qualification programs provide theopportunity to jump-start this process, which is intended to reducecosts, delays, and disputes during construction. The followingprograms are currently being offered by Caltrans: Job Mix Formula Pre-qualification Program (JMF-PP)The JMF-PP provides paving contractors with JMFs that have beenverified by Caltrans before the award of construction contracts. HotMix Asphalt (HMA) suppliers submit a TL-3900, JMF Submittal form, toJMF(dot)Submittals(at)dot(dot)ca(dot)gov and then enters necessaryHMA design test data in the Data Interchange for MaterialsEngineering (DIME) HERE. Once the submittal is reviewed forcompleteness, the assigned Caltrans laboratory coordinates collectionof material samples and performs the JMF verification. If the JMF isverified, the HMA supplier receives a compl eted CEM 3513, CaltransHot Mix Asphalt Verification form,valid for 12 months. This program ismanaged by Caltrans Division ofEngineering Services (DES), MaterialsEngineering and Testing Services(METS). Additional details on theJMF-PP can be found HERE. The IA Service Request provideslaboratory accreditations andtechnician certifications statewide,excluding those certificationsthat arecovered under the Joint Training andCertification Program (JTCP). Detailson the JTCP certifications can befound HERE. To request IA services, alaboratory submits a completedLaboratory Accreditation RequestForm (TL-0118) or TechnicianCertification Request Form (TL-0120)along with all required documents tothe IA Service Request Coordinatorat:

IA staff are dispatched regionally in theorder in which completed submittals are received. Material Plant Quality Program (MPQP)The MPQP provides approval for material plants that producematerials for public construction projects such as HMA batch andcontinuous plants, asphalt rubber binder plants, and Portland cementconcrete batch plants. Toobtain plant certification,contact the appropriateCaltrans district weights andmeasures coordinator. Anappointment needs to bescheduled at least twoweeks prior to the requesteddate. Priority will go tothose plants producingmaterials for a Caltransproject. The MPQP manualcan be found HERE. Thisprogram is managed by Caltrans Division of Construction. Additionalinformation on the MPQP can be found HERE. Aggregate Pre-qualification Program (APP)The APP provides contractors the ability to submit aggregate forquality assurance testing by Caltrans before the award ofconstruction contracts. Aggregate producers submit quality controldata onto DIME for review by the APP administrator. The APPAdministrator will review the submitted package for technicalcontent and after review, request a split sample of material to beshipped to a Department Laboratory. Accepted material will beplaced on the Aggregate Pre-qualification Program Material List forup to one year. The APP Material list can be found HERE. Thisprogram is managed by Caltrans DES, METS. PAVEMENT RECONSTRUCTION: Replacement of an existing pavementstructure by the placement of the equivalent of a new pavementstructure. Reconstruction usually involves complete removal andreplacement of the existing pavement structure and may include newand/or recycled materials.

SUBSOIL: Is the base layer/subsoil firm and unyielding under thepressure of repeated construction trucks? Is the soil dry enough tosupport heavy construction? Can the soil hold its shape under loadedtrucks? If the site is wet, postpone until the site is sufficiently dry andcan be proof rolled and uniform stability is obtained.
