� e answers to such questions will vary from person to person, depending on individual circumstances and needs. Choosing the type of home you can a� ord, and what � nishes and design features you want, might be the easiest part of the process. A little more challenging, but nonetheless equally important, are matters such as � nding a community in proximity to amenities such as shopping and schools, commuting times and transit options, and if your new home will still be suitable in three, � ve or 10 years.

S hopping for a home online is a great way to narrow your search, but there’s nothing like visiting

the sites, models and sales o� ces to get down to the nitty-gritty. Before you venture out, here are some pointers:

First, be clear about what you want and expect in a new home and in your builder.

Remember, the range of prices in the new-home market generally re� ects di� erences in location, features and home styles. � ere’s no magic involved. If a builder’s pricing seems out of whack with others in the area, ask for an explanation. Higher prices could mean better quality materials, � nishings, features and service. Make sure that the price you are paying will deliver the quality you want.

Second, understand exactly what is included with the home you are buying and what is optional. Ask the sales representative to show you samples, and request a “spec” sheet that clearly lists what is included, as well as any upgrade options.

� ird, evaluate any promises that have been made during your visit. Is the builder prepared to put them in writing? Hearsay comments should not be included as part of your evaluation process. Sit down with your sales representative, ask questions and discuss your Agreement of Purchase and Sale in detail – then take it to a lawyer before it’s � nalized.

As for the timing of your purchase, it’s natural to wonder whether now is the best time, given all the discussion about market conditions. But if your employment and � nances are secure, you’re best served looking at the long term – say seven years. Where are new-home prices likely to be then? Higher or lower? And if you missed out on building equity by delaying your purchase, would you be better o� ?

Q: What are some of the choices available for flooring? A: “Choosing your flooring is a huge decision because next to your walls it’s the biggest surface in your home and it gets the most use,” says Kal Macdonald, interior design supervisor for Shane Homes.

Of course, carpet is popular because “it’s soft, cosy and warm. The down side is the dirt and stains and it’s not the most durable, especially in high traffic areas,” Macdonald says.

The trend in home decor has been for hard surface flooring on the main floor and carpet on the stairs, in the upper hall and the bedrooms. However, many people are now opting for hard surface flooring upstairs because they’re hypo allergic and easy to clean, but the con is the price, he says.

Among the hard surface choices, lino or sheet vinyl “come in lots of different colours, are impervious to water and easy to maintain, but they can easily tear.”

Meanwhile, vinyl plank flooring, often used in commercial buildings, is making its way into homes because “it looks nice and is great for a kitchen, mud room or basement,” he says.

Many homeowners prefer ceramic and porcelain tile, or

natural stone such as travertine, marble, granite and slate for their kitchens, bathrooms, mud rooms and entries, because they’re durable, but they can be cold underfoot unless you have in-floor heating.

“Laminate flooring has come a long way in the last five years giving people the look of hardwood for less money and the up side is they’re scratch and dent resistant, but I don’t recommend them for bathrooms or laundry rooms,” Macdonald says.

Hardwood provides “a classic look and exotic woods such as Tiger Wood and Brazilian Cherry are very popular,” he says, while engineered hardwood, which is built in layers with hardwood on top, is versatile and “can be nailed, glued or floating, so you can put it in your basement.”

Finally, cork provides a “one-of-a-kind look. It’s warm and cushiony underfoot, plus it comes from a renewable resource, but because it’s soft it will show dents.”

With so many choices of flooring available “it’s important to do your homework to make sure the product you choose fits your budget and your lifestyle,” Macdonald says.

The Bank of Canada has once again maintained its target for the overnight rate at one per cent. The bank rate is correspondingly 1.25 per cent and the deposit rate is 0.75 per cent.

Both total CPI and core inflation in Canada are still expected to follow roughly the path outlined in the January Monetary Policy Report, although recent readings were slightly higher than expected. Excess supply in the economy and competition in the retail sector will likely keep inflation well below the two-per-cent target this year.

The global economy is evolving largely as anticipated, with growth expected to strengthen in 2014 and 2015. The United States is still expected to lead the acceleration in advanced economies, although recent data have been softer, largely owing to weather effects. Volatility in global financial markets has increased somewhat, reflecting buoyant market conditions in most advanced economies and increased risk differentiation among emerging markets. More recently, tensions in Ukraine have added to geopolitical uncertainty.

In Canada, economic growth in the fourth quarter of 2013 was slightly stronger than the Bank anticipated, and upward revisions earlier in the year further raised the level of GDP. The Bank still expects underlying growth of around 2.5 per cent in 2014, with the current quarter likely to be softer. Exports have been a little stronger than previously thought but continue to under-perform, and overall business investment has yet to pick up. Meanwhile, recent data support the Bank’s expectation of a soft landing in the housing market and stabilizing debt-to-income ratios for households.

On the whole, the fundamental drivers of growth and inflation in Canada continue to strengthen gradually, as anticipated. With inflation expected to be well below target for some time, the downside risks to inflation remain important. At the same time, the risks associated with elevated household imbalances have not materially changed. The Bank judges that the balance of risks remains within the zone for which the current stance of monetary policy is appropriate and therefore has decided to maintain the target for the overnight rate at one per cent. The timing and direction of the next change to the policy rate will depend on how new information influences this balance of risks.

The next scheduled date for the overnight target rate announcement is April 16.

high enough, you can get a bed riser to lift it. Consider creating a document on your computer that serves as an index to outline where you’ve stored what. When winter arrives, you won’t have to rely on your memory to find what you need.

How long have you been putting off that rummage sale? Have you been saving items for years with the intention of selling them, but never seem to get around to it? Pull out your calendar today and book a definite date to have your sale this spring. Blocking the time now increases the likelihood of following through with it later.

Another option is to forgo the big sell-off entirely and donate these items instead. It takes several days to orchestrate a successful sale, so determine whether the money you’ll make is worth the time and energy it will take. After all, you can always get more money but you can never replace lost time.

Jump-start your spring cleaning with baby steps. If you don’t know where to begin when it comes to spring-cleaning your home, start small. Pick just one room. Moving clockwise, remove anything that doesn’t belong in that room and place it in a “move elsewhere” box to deliver to the room it should live in. Pull out anything that doesn’t give you joy or value and place it in a “give away” box. Toss or recycle any papers and garbage that are left over. Designate this room as a “no-clutter zone” so you will always have a sanctuary to escape to, regardless of what your other rooms look like.

Have you stored your winter coats yet? If you’ve been putting off the task of storing your winter coats because you don’t have an extra closet, there’s a solution. A sturdy, rolling garment rack makes an ideal spot to store winter coats during the summer.

Be sure to dry-clean all items before storing, even if they look clean. Body oils and not-yet-visible food stains attract moths – especially on wool coats. Cover the clothes with a clean, cotton bed sheet or use a zippered canvas wardrobe cover specifically designed for this purpose to keep your clothes dust-free. If you don’t have room for a garment rack, store seasonal items in large garment bags, suitcases or under-bed storage bins.

At first, you’re afraid to put away winter gear because it is hard to believe that unrelenting, snow-filled season is coming to an end. But as spring slowly slides into place, and you’re finding spring jackets and raincoats being layered on hangers atop winter jackets. The hall closet is bursting at the seams trying to contain the collection of everything from mitts and snow boots to umbrellas and Wellies.

It’s time for the seasonal switch-up. Make some space for your spring and summer, and don’t give Jack Frost another thought.

Make room for spring. It’s that wonderful time of year again when we can put away the winter gear and lighten the load. Although there’s never enough storage, there are creative ways to better utilize existing spaces when storing out-of-season items.

Here are some ideas to consider: add another shelf above the existing one in all the closets, and purchase under-the-bed organizers. If your bed is not

Question: My husband and I painted and shampooed the carpet at our investment condo recently after our tenant moved out, to prepare the unit for the new tenant. We obviously needed to eat, so we got lunch. Should we save the receipt for lunch to put as our expense for the year-end? Does that mean it would be tax deductible?

Answer: Meals and entertainment are tricky expenses, and subjective and confusing in practice. Plus, there are plenty of exceptions. Assuming that someone owns a few properties, and they are out of town a distance of 40 kms and you’re there more than eight hours (in some cases 12), then the meals are more likely deductible. Alternatively, if you are having a meal with a prospective tenant, supplier or accountant, then there are no time or distance restrictions – they are deductible, as there is a clear business purpose.

The primary issue in Canada Revenue Agency’s mind is similar to what you indicated in your question. You obviously had to eat, so the CRA is saying “Why should real estate investors get to deduct their meals at work when nobody else does?”

Practically speaking, I don’t think it hurts to do this now and again, but this would be an administrative concession from the CRA, as compared to a technical ability to make the deduction.

While interest rates continue to drop, it appears that the cost of getting mortgage insurance is about to go up. Following its annual review of its insurance products and capital requirements, Canada Mortgage and Housing Corp. (CMHC) announced on Feb. 28 that effective May 1, 2014, the cost of default insurance will be increasing. While CMHC doesn’t make changes to the premiums often, it does review the premiums annually and have made several adjustments with both increases and decreases since being commercialized in 1988.

Anyone wishing to purchase a home in Canada with less than 20 per cent of the purchase price to be used as the down payment, and who are working with a traditional bank or financing institution, are subject to a default insurance premium which is added to the mortgage amount. Unfortunately, this insurance does not benefit you as the purchaser, but it helps protect the bank or lender that holds the mortgage in the event you are not able to make your mortgage payments for whatever reason.

So how does this affect applications for insurance, moving forward? For any and all applications submitted and approved prior to May 1, those files will be subject to the current insurance premiums, with no restrictions on when those mortgages are scheduled to fund. Any files that are submitted on or after May 1, 2014 will be subject to the higher premiums. For any clients purchasing a home with the

minimum five per cent down payment, the insurance premium will be going from 2.75 per cent of the mortgage amount to 3.15 per cent. This premium is then added to the mortgage amount, unless you wish to pay the premium up front. Based on a $250,000 mortgage amount, this will result in less than a $5 per month increase to your mortgage payment.

In Canada, we have three insurers that the banks and financial institutions work with when offering high ratio financing. These are CMHC, Genworth and Canada Guaranty. With the recent announcement made by CMHC, the other two insurance providers will be following suit with identical increases to their premiums, and these will also be effective on May 1 of this year.

01 Calculate the combined monthly before-tax income

With spring around the corner, many new-home buyers will be enticed to get outdoors in the warmer weather and check out the various showhomes open around the Calgary region, with the thought of moving sometime this summer.

House hunters will quickly discover during their outings that there is a fabulous selection of home designs, styles, sizes and incredible features by Calgary and area builders that will tempt them to buy.

However, before getting wrapped up in all the excitement that having a new home brings, you need to take the time to consider all the aspects surrounding what will be one of the most important investments of your life, so that you can make informed and confident decisions during the homebuying process.

If you’re serious about making a move this year – whether you’re a first-time buyer or moving onto your next home – it’s important to set a budget before you even begin looking at what models are out there. Find out from your financial institution how much of a mortgage loan you qualify for, and get pre-approval for a mortgage. This will help to narrow your choices when you start your search. Also, with today’s low interest rates, by going through the pre-approval process, you might be surprised at how much you can qualify for and the price range you can shop in.

But be realistic about how much you want to spend on your home, and make sure you have funds set aside for incidentals such as lawyers’ fees, transaction costs, moving expenses and so on.

Further, make room for “extras” in your budget so that you’re able to add some upgrades and extra features, such as hardwood flooring, granite countertops and fireplaces that may not be included in the builder’s standard model. And don’t forget about the decorating and furnishing you’ll want to do.

Also, before you start visiting showhomes, consider making a list of what you absolutely need in a home and what you would like to have. For example, do you need four bedrooms, a bonus room, a main-floor flex room or an upstairs laundry, or are these features you can live without if the price is too high? And what about location – do you want

to be close to a school, shops, work or transit? Since searching for a home can be time consuming, there is little point in looking in areas that don’t suit your needs or at homes that won’t work for you or your family.

When you buy a new home, you also buy the builder’s expertise and reputation, so it’s best to do some research. Each builder is different and offer different standards, so find out what you’re getting for your money. You can check out each builder’s sales packages to find out what the standard features are and what is included in the price. And when in doubt, discuss it with the builder or salesperson.

When going through showhomes, also remember many may feature upgrades and various options to give you ideas for personalizing your home, so having a specifications list on the home will let you know what is standard. It’s also good to note what brand-name products the builder installs and the manufacturers’ warranties that come with them.

Buyers should also find out about the builder’s warranty and after-sales services.

When it comes to narrowing your choice, compare value, not just price. Consider the quality of the construction, the products and the systems, and think about those “intangibles” – the reputation of the builder, its service and commitment to customers.

Once you’ve got a plan in place – know what you can afford, what you want and where you want to live – you’ll be better able to make an informed decision on the home that best suits you and your family.
