striking paragraph (3) and inserting the following: 5

‘‘(3) Any agreement under paragraph (1) shall 6

be in accordance with procurement regulations pre-7

scribed by the Committee on Rules and Administra-8

ants; and (5) $2,426,000 for reimbursement to the De-6

partment of the Navy for expenses incurred for staff and 7

equipment assigned to the Office of the Attending Physi-8

cian, which shall be advanced and credited to the applica-9

ble appropriation or appropriations from which such sala-10

ries, allowances, and other expenses are payable and shall 11

be available for all the purposes thereof, $3,407,000, to 12

be disbursed by the Chief Administrative Officer of the 13

House of Representatives. 14

SALARIES AND EXPENSES 16

For salaries and expenses of the Office of Congres-17

sional Accessibility Services, $1,377,000, to be disbursed 18

by the Secretary of the Senate. 19

TECHNICAL CORRECTION 20

SEC. 1001. (a) IN GENERAL.—Section 102(a) of the 21

Legislative Branch Appropriations Act, 2002 (2 U.S.C. 22

60c–5(a)) is amended— 23

(1) in paragraph (1), by inserting ‘‘, except as 1

provided under subsection (b)(3)’’ after ‘‘means an 2

individual’’; and 3

(2) by striking paragraphs (2) and (3) and in-4

serting the following: 5

‘‘(2) EMPLOYEE OF THE SENATE.—The term 6

‘employee of the Senate’— 7

‘‘(A) has the meaning given the term 8

under section 101 of the Congressional Ac-9

countability Act of 1995 (2 U.S.C. 1301); and 10

‘‘(B) includes any employee of the Office of 11

Congressional Accessibility Services whose pay 12

is disbursed by the Secretary of the Senate. 13

‘‘(3) EMPLOYING OFFICE.—The term ‘employ-14

ing office’— 15

‘‘(A) means the employing office, as de-16

fined under section 101 of the Congressional 17

Accountability Act of 1995 (2 U.S.C. 1301), of 18

an employee of the Senate; and 19

‘‘(B) includes the Office of Congressional 20

Accessibility Services with respect to employees 21

of that office whose pay is disbursed by the 22

Secretary of the Senate.’’. 23

(b) EXCLUSION FROM PARTICIPATION IN DUAL PRO-24

GRAMS.—Section 102(b) of the Legislative Branch Appro-25

priations Act, 2002 (2 U.S.C. 60c–5(b)) is amended by 1

adding at the end the following: 2

‘‘(3) EXCLUSION FROM PARTICIPATION IN DUAL 3

PROGRAMS.—Notwithstanding section 5379 of title 4

5, United States Code, an employee of the Office of 5

Congressional Accessibility Services may not partici-6

pate in the student loan repayment program through 7

an agreement under that section and participate in 8

the student loan repayment program through a serv-9

ice agreement under this section at the same time.’’. 10

(c) EFFECTIVE DATE AND APPLICATION.—The 11

amendments made by this section shall take effect on the 12

date of enactment of this Act and apply to service agree-13

ments entered into under section 102 of the Legislative 14

Branch Appropriations Act, 2002 (2 U.S.C. 60c–5) or sec-15

tion 5379 of title 5, United States Code, on or after that 16

date. 17

CAPITOL POLICE 18

SALARIES 19

For salaries of employees of the Capitol Police, in-20

cluding overtime, hazardous duty pay differential, and 21

Government contributions for health, retirement, social se-22

curity, professional liability insurance, and other applica-23

ble employee benefits, $277,289,000, to be disbursed by 24

the Chief of the Capitol Police or his designee. 25

GENERAL EXPENSES 1

For necessary expenses of the Capitol Police, includ-2

ing motor vehicles, communications and other equipment, 3

security equipment and installation, uniforms, weapons, 4

supplies, materials, training, medical services, forensic 5

services, stenographic services, personal and professional 6

services, the employee assistance program, the awards pro-7

gram, postage, communication services, travel advances, 8

relocation of instructor and liaison personnel for the Fed-9

eral Law Enforcement Training Center, and not more 10

than $5,000 to be expended on the certification of the 11

Chief of the Capitol Police in connection with official rep-12

resentation and reception expenses, $58,146,000, to be 13

disbursed by the Chief of the Capitol Police or his des-14

ignee: Provided, That, notwithstanding any other provi-15

sion of law, the cost of basic training for the Capitol Police 16

at the Federal Law Enforcement Training Center for fis-17

cal year 2011 shall be paid by the Secretary of Homeland 18

Security from funds available to the Department of Home-19

land Security. 20

ADMINISTRATIVE PROVISION 21

(INCLUDING TRANSFER OF FUNDS) 22

SEC. 1101. Amounts appropriated for fiscal year 23

2011 for the Capitol Police may be transferred between 24

the headings ‘‘Salaries’’ and ‘‘General expenses’’ upon the 25

approval of the Committees on Appropriations of the 1

House of Representatives and the Senate. 2

USE OF FUNDS FOR THE TRUCK INTERDICTION 3

MONITORING PROGRAM 4

SEC. 1102. Notwithstanding section 1018(d) of the 5

Legislative Branch Appropriations Act, 2003 (2 U.S.C. 6

1907(d)), the use of any funds appropriated to the United 7

States Capitol Police during fiscal year 2003 for transfer 8

relating to the Truck Interdiction Monitoring Program to 9

the working capital fund established under section 328 of 10

title 49, United States Code is ratified. 11

OFFICE OF COMPLIANCE 12

SALARIES AND EXPENSES 13

For salaries and expenses of the Office of Compli-14

ance, as authorized by section 305 of the Congressional 15

Accountability Act of 1995 (2 U.S.C. 1385), $4,377,000, 16

of which $884,000 shall remain available until September 17

30, 2012: Provided, That not more than $500 may be ex-18

pended on the certification of the Executive Director of 19

the Office of Compliance in connection with official rep-20

resentation and reception expenses. 21

CONGRESSIONAL BUDGET OFFICE 22

SALARIES AND EXPENSES 23

For salaries and expenses necessary for operation of 24

the Congressional Budget Office, including not more than 25

$6,000 to be expended on the certification of the Director 1

of the Congressional Budget Office in connection with offi-2

cial representation and reception expenses, $46,589,000. 3

ARCHITECT OF THE CAPITOL 4

GENERAL ADMINISTRATION 5

For salaries for the Architect of the Capitol, and 6

other personal services, at rates of pay provided by law; 7

for surveys and studies in connection with activities under 8

the care of the Architect of the Capitol; for all necessary 9

expenses for the general and administrative support of the 10

operations under the Architect of the Capitol including the 11

Botanic Garden; electrical substations of the Capitol, Sen-12

ate and House office buildings, and other facilities under 13

the jurisdiction of the Architect of the Capitol; including 14

furnishings and office equipment; including not more than 15

$5,000 for official reception and representation expenses, 16

to be expended as the Architect of the Capitol may ap-17

prove; for purchase or exchange, maintenance, and oper-18

ation of a passenger motor vehicle, $105,794,000, of 19

which $3,999,000 shall remain available until September 20

30, 2015. 21

CAPITOL BUILDING 22

For all necessary expenses for the maintenance, care 23

and operation of the Capitol, $42,770,000, of which 24

$15,527,000 shall remain available until September 30, 1

2015. 2

CAPITOL GROUNDS 3

For all necessary expenses for care and improvement 4

of grounds surrounding the Capitol, the Senate and House 5

office buildings, and the Capitol Power Plant, $9,940,000. 6

SENATE OFFICE BUILDINGS 7

For all necessary expenses for the maintenance, care 8

and operation of Senate office buildings; and furniture and 9

furnishings to be expended under the control and super-10

vision of the Architect of the Capitol, $81,112,000, of 11

which $19,474,000 shall remain available until September 12

30, 2015. 13

CAPITOL POWER PLANT 14

For all necessary expenses for the maintenance, care 15

and operation of the Capitol Power Plant; lighting, heat-16

ing, power (including the purchase of electrical energy) 17

and water and sewer services for the Capitol, Senate and 18

House office buildings, Library of Congress buildings, and 19

the grounds about the same, Botanic Garden, Senate ga-20

rage, and air conditioning refrigeration not supplied from 21

plants in any of such buildings; heating the Government 22

Printing Office and Washington City Post Office, and 23

heating and chilled water for air conditioning for the Su-24

preme Court Building, the Union Station complex, the 25

Thurgood Marshall Federal Judiciary Building and the 1

Folger Shakespeare Library, expenses for which shall be 2

advanced or reimbursed upon request of the Architect of 3

the Capitol and amounts so received shall be deposited 4

into the Treasury to the credit of this appropriation, 5

$109,962,000, of which $15,100,000 shall remain avail-6

able until September 30, 2015: Provided, That not more 7

than $8,000,000 of the funds credited or to be reimbursed 8

to this appropriation as herein provided shall be available 9

for obligation during fiscal year 2011. 10

LIBRARY BUILDINGS AND GROUNDS 11

For all necessary expenses for the mechanical and 12

structural maintenance, care and operation of the Library 13

buildings and grounds, $35,336,000 of which $8,507,000 14

shall remain available until September 30, 2015. 15

CAPITOL POLICE BUILDINGS, GROUNDS AND SECURITY 16

For all necessary expenses for the maintenance, care 17

and operation of buildings, grounds and security enhance-18

ments of the United States Capitol Police, wherever lo-19

cated, the Alternate Computer Facility, and AOC security 20

operations, $22,158,000, of which $2,500,000 shall re-21

main available until September 30, 2015. 22

BOTANIC GARDEN 23

For all necessary expenses for the maintenance, care 24

and operation of the Botanic Garden and the nurseries, 25

buildings, grounds, and collections; and purchase and ex-1

change, maintenance, repair, and operation of a passenger 2

motor vehicle; all under the direction of the Joint Com-3

mittee on the Library, $12,768,000, of which $505,000 4

shall remain available until September 30, 2015: Provided, 5

That of the amount made available under this heading, 6

the Architect of the Capitol may obligate and expend such 7

sums as may be necessary for the maintenance, care and 8

operation of the National Garden established under sec-9

tion 307E of the Legislative Branch Appropriations Act, 10

1989 (2 U.S.C. 2146), upon vouchers approved by the Ar-11

chitect of the Capitol or a duly authorized designee. 12

CAPITOL VISITOR CENTER 13

For all necessary expenses for the operation of the 14

Capitol Visitor Center, $22,771,000. 15

ADMINISTRATIVE PROVISIONS 16

REORGANIZATION OF CERTAIN POSITIONS UNDER THE 17

JURISDICTION OF THE ARCHITECT OF THE CAPITOL 18

SEC. 1201. (a) IN GENERAL.—Section 108 of the 19

Legislative Branch Appropriations Act, 1991 (2 U.S.C. 20

1849) is amended— 21

(1) in subsection (a), by striking ‘‘not more 22

than 12 positions’’ and inserting ‘‘not more than 32 23

positions’’; and 24

(2) by striking subsections (b) and (c) and in-1

serting the following: 2

‘‘(b) TREATMENT OF CERTAIN INDIVIDUALS.—For 3

purposes of this section, any individual who is serving in 4

a position on the date of enactment of this Act for which 5

pay is fixed under section 1203(e)(3) of the Legislative 6

Branch Appropriations Act, 2003 (2 U.S.C. 1805(e)(3)) 7

shall be treated as though that individual is serving in a 8

position for which pay is fixed under subsection (a) of this 9

section.’’. 10

(b) TECHNICAL AND CONFORMING AMENDMENT.— 11

Section 1203 of the Legislative Branch Appropriations 12

Act, 2003 (2 U.S.C. 1805) is amended by striking sub-13

section (e)(3). 14

(c) EFFECTIVE DATE.—The amendments made by 15

this section shall apply with respect to fiscal year 2011 16

and each fiscal year thereafter. 17

AVAILABILITY OF APPROPRIATED FUNDS TO ACQUIRE 18

BUILDING 19

SEC. 1202. Amounts appropriated to and that remain 20

available for obligation by the Architect of the Capitol 21

under the heading ‘‘Capitol Police Buildings and 22

Grounds’’ under the heading ‘‘Architect of the Capitol’’ 23

and under the heading ‘‘Capitol Police Buildings, Grounds 24

and Security’’ under the heading ‘‘Architect of the Cap-25

itol’’ shall be available to the Architect of the Capitol for 1

the acquisition (through purchase, lease, transfer from an-2

other Federal entity, or otherwise) of real property for the 3

use of the Capitol Police. This section shall apply with 4

respect to funds appropriated in fiscal years 2007 through 5

2010. 6

LIBRARY OF CONGRESS 7

SALARIES AND EXPENSES 8

For necessary expenses of the Library of Congress 9

not otherwise provided for, including development and 10

maintenance of the Library’s catalogs; custody and custo-11

dial care of the Library buildings; special clothing; clean-12

ing, laundering and repair of uniforms; preservation of 13

motion pictures in the custody of the Library; operation 14

and maintenance of the American Folklife Center in the 15

Library; activities under the Civil Rights History Project 16

Act of 2009; preparation and distribution of catalog 17

records and other publications of the Library; hire or pur-18

chase of one passenger motor vehicle; and expenses of the 19

Library of Congress Trust Fund Board not properly 20

chargeable to the income of any trust fund held by the 21

Board, $443,345,000, of which not more than $6,000,000 22

shall be derived from collections credited to this appropria-23

tion during fiscal year 2011, and shall remain available 24

until expended, under the Act of June 28, 1902 (chapter 25

1301; 32 Stat. 480; 2 U.S.C. 150) and not more than 1

$350,000 shall be derived from collections during fiscal 2

year 2011 and shall remain available until expended for 3

the development and maintenance of an international legal 4

information database and activities related thereto: Pro-5

vided, That the Library of Congress may not obligate or 6

expend any funds derived from collections under the Act 7

of June 28, 1902, in excess of the amount authorized for 8

obligation or expenditure in appropriations Acts: Provided 9

further, That the total amount available for obligation 10

shall be reduced by the amount by which collections are 11

less than $6,350,000: Provided further, That of the total 12

amount appropriated, not more than $12,000 may be ex-13

pended, on the certification of the Librarian of Congress, 14

in connection with official representation and reception ex-15

penses for the Overseas Field Offices: Provided further, 16

That of the total amount appropriated, $7,315,000 shall 17

remain available until expended for the digital collections 18

and educational curricula program. 19

COPYRIGHT OFFICE 20

SALARIES AND EXPENSES 21

For necessary expenses of the Copyright Office, 22

$55,169,000, of which not more than $28,751,000, to re-23

main available until expended, shall be derived from collec-24

tions credited to this appropriation during fiscal year 2011 25

under section 708(d) of title 17, United States Code: Pro-1

vided, That the Copyright Office may not obligate or ex-2

pend any funds derived from collections under such sec-3

tion, in excess of the amount authorized for obligation or 4

expenditure in appropriations Acts: Provided further, That 5

not more than $4,814,000 shall be derived from collections 6

during fiscal year 2011 under sections 111(d)(2), 7

119(b)(2), 803(e), 1005, and 1316 of such title: Provided 8

further, That the total amount available for obligation 9

shall be reduced by the amount by which collections are 10

less than $33,565,000: Provided further, That not more 11

than $100,000 of the amount appropriated is available for 12

the maintenance of an ‘‘International Copyright Institute’’ 13

in the Copyright Office of the Library of Congress for the 14

purpose of training nationals of developing countries in 15

intellectual property laws and policies: Provided further, 16

That not more than $4,250 may be expended, on the cer-17

tification of the Librarian of Congress, in connection with 18

official representation and reception expenses for activities 19

of the International Copyright Institute and for copyright 20

delegations, visitors, and seminars: Provided further, That 21

notwithstanding any provision of chapter 8 of title 17, 22

United States Code, any amounts made available under 23

this heading which are attributable to royalty fees and 24

payments received by the Copyright Office pursuant to 25

sections 111, 119, and chapter 10 of such title may be 1

used for the costs incurred in the administration of the 2

Copyright Royalty Judges program, with the exception of 3

the costs of salaries and benefits for the Copyright Royalty 4

Judges and staff under section 802(e). 5

For necessary expenses to carry out the provisions 8

of section 203 of the Legislative Reorganization Act of 9

1946 (2 U.S.C. 166) and to revise and extend the Anno-10

tated Constitution of the United States of America, 11

$114,341,000: Provided, That no part of such amount 12

may be used to pay any salary or expense in connection 13

with any publication, or preparation of material therefor 14

(except the Digest of Public General Bills), to be issued 15

by the Library of Congress unless such publication has 16

obtained prior approval of either the Committee on House 17

Administration of the House of Representatives or the 18

Committee on Rules and Administration of the Senate. 19

BOOKS FOR THE BLIND AND PHYSICALLY HANDICAPPED 20

SALARIES AND EXPENSES 21

For salaries and expenses to carry out the Act of 22

March 3, 1931 (chapter 400; 46 Stat. 1487; 2 U.S.C. 23

135a), $70,397,000, of which $30,577,000 shall remain 24

available until expended: Provided, That of the total 25

amount appropriated, $650,000 shall be available to con-1

tract to provide newspapers to blind and physically handi-2

capped residents at no cost to the individual. 3

ADMINISTRATIVE PROVISIONS 4

REIMBURSABLE AND REVOLVING FUND ACTIVITIES 5

SEC. 1301 (a) IN GENERAL.—For fiscal year 2011, 6

the obligational authority of the Library of Congress for 7

the activities described in subsection (b) may not exceed 8

$148,064,000. 9

(b) ACTIVITIES.—The activities referred to in sub-10

section (a) are reimbursable and revolving fund activities 11

that are funded from sources other than appropriations 12

to the Library in appropriations Acts for the legislative 13

branch. 14

(c) TRANSFER OF FUNDS.—During fiscal year 2011, 15

the Librarian of Congress may temporarily transfer funds 16

appropriated in this Act, under the heading ‘‘Library of 17

Congress’’, under the subheading ‘‘Salaries and Ex-18

penses’’, to the revolving fund for the FEDLINK Program 19

and the Federal Research Program established under sec-20

tion 103 of the Library of Congress Fiscal Operations Im-21

provement Act of 2000 (Public Law 106–481; 2 U.S.C. 22

182c): Provided, That the total amount of such transfers 23

may not exceed $1,900,000: Provided further, That the ap-24

propriate revolving fund account shall reimburse the Li-25

brary for any amounts transferred to it before the period 1

of availability of the Library appropriation expires. 2

TRANSFER AUTHORITY 3

SEC. 1302 (a) IN GENERAL.—Amounts appropriated 4

for fiscal year 2011 for the Library of Congress may be 5

transferred during fiscal year 2011 between any of the 6

headings under the heading ‘‘Library of Congress’’ upon 7

the approval of the Committees on Appropriations of the 8

Senate and the House of Representatives. 9

(b) LIMITATION.—Not more than 10 percent of the 10

total amount of funds appropriated to the account under 11

any heading under the heading ‘‘Library of Congress’’ for 12

fiscal year 2011 may be transferred from that account by 13

all transfers made under subsection (a). 14

FUNDS AVAILABLE FOR WORKERS COMPENSATION 15

PAYMENTS 16

SEC. 1303. (a) IN GENERAL.—Available balances of 17

expired Library of Congress appropriations shall be avail-18

able to the Library of Congress to make the deposit to 19

the credit of the Employees’ Compensation Fund required 20

by subsection 8147(b) of title 5, United States Code. 21

(b) EFFECTIVE DATE.—This section shall apply with 22

respect to appropriations for fiscal year 2011 and each 23

fiscal year thereafter. 24

PROCEEDS FROM DISPOSITION OF SURPLUS OR 1

OBSOLETE PERSONAL PROPERTY 2

SEC. 1304 (a) IN GENERAL.—Within the limits of 3

available appropriations, the Librarian of Congress may 4

dispose of surplus or obsolete personal property of the Li-5

brary of Congress by inter-agency transfer, donation, sale, 6

trade-in, or discarding. Amounts received for the sale or 7

trade in of personal property shall be credited to funds 8

available for the operations of the Library of Congress and 9

be available for the costs of acquiring similar property. 10

Such funds shall be available for such purposes during the 11

fiscal year received and the following fiscal year. 12

(b) EFFECTIVE DATE.—This section shall apply with 13

respect to fiscal year 2011 and each fiscal year thereafter. 14

NONAPPROPRIATED FUNDS INITIATIVES 15

SEC. 1305. (a) REVOLVING FUNDS.—The Library of 16

Congress Fiscal Operations Improvement Act of 2000 (2 17

U.S.C. 182a et seq.; Public Law 106–481) is amended— 18

(1) in section 101 (2 U.S.C. 182a)— 19

(A) in the section heading, by striking 20

‘‘DUPLICATION’’; 21

(B) in subsection (a)— 22

(i) by striking ‘‘duplication and deliv-23

ery services provided by’’ and inserting 24

‘‘the following programs and activities of’’; 25

(ii) by striking the period and insert-1

ing a colon; and 2

(iii) by adding at the end the fol-3

lowing: 4

‘‘(1) Duplication and delivery services. 5

(b) GIFTS.—Section 4 of the Act entitled ‘‘An Act 11

to create a Library of Congress Trust Fund Board, and 12

for other purposes’’, approved March 3, 1925 (2 U.S.C. 13

160), is amended— 14

(1) in the first undesignated paragraph— 15

(A) in the first sentence— 16

(i) by striking ‘‘Nothing’’ and insert-17

ing ‘‘(a) IN GENERAL.—Nothing’’; 18

(ii) by striking ‘‘gifts or bequests of 19

money for immediate disbursement’’ and 20

inserting ‘‘and’’; and 21

(iii) by inserting ‘‘, gifts or bequests 22

of personal property, nonpersonal services, 23

voluntary and uncompensated personal 24

(B) in the second sentence, by inserting 3

‘‘(b) REPORTING, DISCLOSURE, AND NOTIFICATION 14

REQUIREMENTS.— 15

‘‘(1) REPORTING AND DISCLOSURE.— 16

‘‘(A) ISSUANCE.—Each year the Librarian 17

of Congress shall issue a public report that dis-18

closes— 19

‘‘(i) each gift or bequest accepted 20

under subsection (a), including each gift or 21

bequest of personal property, nonpersonal 22

services, voluntary and uncompensated 23

personal services, or money for immediate 24

disbursement; and 25

‘‘(ii) details of any financial trans-1

action required under subsection (a) relat-2

ing to each of those gifts or bequests. 3

‘‘(B) PUBLICATION.—Each public report 4

issued under subparagraph (A) shall be pub-5

lished in the Annual Report of the Librarian of 6

Congress and the annual Financial Statements 7

of the Library of Congress, with specific pagi-8

nation of each gift or bequest listed in the table 9

of contents or index. 10

‘‘(C) WEBSITE PUBLIC ACCESS.—The An-11

nual Report of the Librarian of Congress and 12

the annual Financial Statements of the the Li-13

brary of Congress, including the public report 14

issued under subparagraph (A), shall be posted 15

on the website of the Library of Congress for 16

public access. 17

‘‘(2) NOTIFICATION.—Not later than 5 business 18

days before acceptance or rejection of any gift or be-19

quest under subsection (a), the Librarian of Con-20

gress shall notify the Chairman and the Vice-Chair-21

man of the Joint Committee on the Library of— 22

‘‘(A) the determination of the Librarian of 23

Congress to accept or reject that gift or be-24

quest; and 25

‘‘(B) if the gift or bequest is accepted, the 1

details of all financial transactions relating to 2

that gift or bequest.’’. 3

(c) EFFECTIVE DATE.—The amendments made by 4

this section shall apply with respect to fiscal year 2011, 5

and each fiscal year thereafter. 6

(INCLUDING TRANSFER OF FUNDS) 9

For authorized printing and binding for the Congress 10

and the distribution of Congressional information in any 11

format; printing and binding for the Architect of the Cap-12

itol; expenses necessary for preparing the semimonthly 13

and session index to the Congressional Record, as author-14

ized by law (section 902 of title 44, United States Code); 15

printing and binding of Government publications author-16

ized by law to be distributed to Members of Congress; and 17

printing, binding, and distribution of Government publica-18

tions authorized by law to be distributed without charge 19

to the recipient, $96,652,000: Provided, That this appro-20

priation shall not be available for paper copies of the per-21

manent edition of the Congressional Record for individual 22

Representatives, Resident Commissioners or Delegates au-23

thorized under section 906 of title 44, United States Code: 24

Provided further, That this appropriation shall be available 25

for the payment of obligations incurred under the appro-1

priations for similar purposes for preceding fiscal years: 2

Provided further, That notwithstanding the 2-year limita-3

tion under section 718 of title 44, United States Code, 4

none of the funds appropriated or made available under 5

this Act or any other Act for printing and binding and 6

related services provided to Congress under chapter 7 of 7

title 44, United States Code, may be expended to print 8

a document, report, or publication after the 27-month pe-9

riod beginning on the date that such document, report, 10

or publication is authorized by Congress to be printed, un-11

less Congress reauthorizes such printing in accordance 12

with section 718 of title 44, United States Code: Provided 13

further, That any unobligated or unexpended balances in 14

this account or accounts for similar purposes for preceding 15

fiscal years may be transferred to the Government Print-16

ing Office revolving fund for carrying out the purposes of 17

this heading, subject to the approval of the Committees 18

on Appropriations of the House of Representatives and 19

That amounts of not more than $2,000,000 from current 5

year appropriations are authorized for producing and dis-6

seminating congressional serial sets and other related pub-7

lications for fiscal years 2009 and 2010 to depository and 8

other designated libraries: Provided further, That any un-9

obligated or unexpended balances in this account or ac-10

counts for similar purposes for preceding fiscal years may 11

be transferred to the Government Printing Office revolv-12

ing fund for carrying out the purposes of this heading, 13

subject to the approval of the Committees on Appropria-14

tions of the House of Representatives and Senate. 15

GOVERNMENT PRINTING OFFICE REVOLVING FUND 16

For payment to the Government Printing Office Re-17

volving Fund, $8,127,000 for information technology de-18

velopment, facilities repair, and continuity of operations: 19

Provided, That the Government Printing Office is hereby 20

authorized to make such expenditures, within the limits 21

of funds available and in accordance with law, and to 22

make such contracts and commitments without regard to 23

fiscal year limitations as provided by section 9104 of title 24

for the current fiscal year for the Government Printing 2

Office revolving fund: Provided further, That not more 3

than $7,500 may be expended on the certification of the 4

ing fund shall be available for the hire or purchase of not 7

more than 12 passenger motor vehicles: Provided further, 8

That expenditures in connection with travel expenses of 9

the advisory councils to the Public Printer shall be deemed 10

States Code: Provided further, That the revolving fund 12

shall be available for temporary or intermittent services 13

under section 3109(b) of title 5, United States Code, but 14

Code, but at rates for individuals not more than the daily 9

equivalent of the annual rate of basic pay for level IV of 10

the Executive Schedule under section 5315 of such title; 11

GENERAL PROVISIONS 4

MAINTENANCE AND CARE OF PRIVATE VEHICLES 5

SEC. 201. No part of the funds appropriated in this 6

Act shall be used for the maintenance or care of private 7

vehicles, except for emergency assistance and cleaning as 8

may be provided under regulations relating to parking fa-9

cilities for the House of Representatives issued by the 10

Committee on House Administration and for the Senate 11

issued by the Committee on Rules and Administration. 12

FISCAL YEAR LIMITATION 13

SEC. 202. No part of the funds appropriated in this 14

Act shall remain available for obligation beyond fiscal year 15

2011 unless expressly so provided in this Act. 16

RATES OF COMPENSATION AND DESIGNATION 17

SEC. 203. Whenever in this Act any office or position 18

not specifically established by the Legislative Pay Act of 19

1929 (46 Stat. 32 et seq.) is appropriated for or the rate 20

of compensation or designation of any office or position 21

appropriated for is different from that specifically estab-22

lished by such Act, the rate of compensation and the des-23

ignation in this Act shall be the permanent law with re-24

spect thereto: Provided, That the provisions in this Act 25

for the various items of official expenses of Members, offi-1

cers, and committees of the Senate and House of Rep-2

resentatives, and clerk hire for Senators and Members of 3

the House of Representatives shall be the permanent law 4

with respect thereto. 5

CONSULTING SERVICES 6

SEC. 204. The expenditure of any appropriation 7

under this Act for any consulting service through procure-8

ment contract, under section 3109 of title 5, United States 9

Code, shall be limited to those contracts where such ex-10

penditures are a matter of public record and available for 11

public inspection, except where otherwise provided under 12

existing law, or under existing Executive order issued 13

under existing law. 14

AWARDS AND SETTLEMENTS 15

SEC. 205. Such sums as may be necessary are appro-16

priated to the account described in subsection (a) of sec-17

tion 415 of the Congressional Accountability Act of 1995 18

(2 U.S.C. 1415(a)) to pay awards and settlements as au-19

thorized under such subsection. 20

COSTS OF LBFMC 21

SEC. 206. Amounts available for administrative ex-22

penses of any legislative branch entity which participates 23

in the Legislative Branch Financial Managers Council 24

(LBFMC) established by charter on March 26, 1996, shall 25

be available to finance an appropriate share of LBFMC 1

costs as determined by the LBFMC, except that the total 2

LBFMC costs to be shared among all participating legisla-3

tive branch entities (in such allocations among the entities 4

as the entities may determine) may not exceed $2,000. 5

LANDSCAPE MAINTENANCE 6

SEC. 207. The Architect of the Capitol, in consulta-7

tion with the District of Columbia, is authorized to main-8

tain and improve the landscape features, excluding streets, 9

in the irregular shaped grassy areas bounded by Wash-10

ington Avenue, SW, on the northeast, Second Street, SW, 11

on the west, Square 582 on the south, and the beginning 12

of the I–395 tunnel on the southeast. 13

LIMITATION ON TRANSFERS 14

SEC. 208. None of the funds made available in this 15

Act may be transferred to any department, agency, or in-16

strumentality of the United States Government, except 17

pursuant to a transfer made by, or transfer authority pro-18

vided in, this Act or any other appropriation Act. 19

GUIDED TOURS OF THE CAPITOL 20

SEC. 209. (a) Except as provided in subsection (b), 21

none of the funds made available to the Architect of the 22

Capitol in this Act may be used to eliminate or restrict 23

guided tours of the United States Capitol which are led 24

by employees and interns of offices of Members of Con-25

gress and other offices of the House of Representatives 1

and Senate. 2

(b) At the direction of the Capitol Police Board, or 3

at the direction of the Architect of the Capitol with the 4

approval of the Capitol Police Board, guided tours of the 5

United States Capitol which are led by employees and in-6

terns described in subsection (a) may be suspended tempo-7

rarily or otherwise subject to restriction for security or re-8

lated reasons to the same extent as guided tours of the 9

United States Capitol which are led by the Architect of 10

the Capitol. 11

This Act may be cited as the ‘‘Legislative Branch Ap-12

propriations Act, 2011’’. 13
