A Message from our Chair...

Today’s environment is quite unique. The Coronavirus has captured everyone’s attention and

is impacting our lives in one way or another.

Health and welfare is the number one priority. I encourage each and every one to take the recommended precautions seriously so that we can play our part in preventing the acceleration of the spreading of this highly contagious disease.

Thank you to all of the essential personnel who continue to go to work every day. Your efforts are appreciated by all the citizens of Santa Rosa County.

The Coronavirus has impacted both large and small busi-nesses. Eventually, we will hit an inflection point where new cases being reported will begin to decline, but the impact especially on our small businesses and non-profits could be quite severe and long lasting.

The shop locally message I frequently share is more import-ant now than ever. Chamber members and citizens of Santa Rosa County I would ask that you please consider shopping and eating locally to support each other. The money you spend typically gets reinvested locally so your investment can have a compounding effect.

The Chamber will continue to support these business and non-profits. We will help you disseminate information about your business/organization via our website and Facebook. I have asked our board member and Ambassadors to share your information on their social media platforms as well. The goal is to increase the number of people your information reaches exponentially.

I feel confident that our community will weather this event with flying colors as we have so many

times in the past.

As a native Santa Rosan, this article has been especially challenging to write. While I am thankful the 2020 Legislative Session concluded, and I’m back home with my family, it’s not exactly how I pictured it. I know it’s not how any of us imagined spending Spring Break and the weeks leading up to April. As I write this, the number of COVID-19 cases continues to rise in our communities and throughout our state. We are working from home if we are able, having groceries delivered, coordinating online school for our kids, and so much more - the “new normal” as it has been coined.

While the disease has taken many lives, several from our county, it’s as important as ever to stay vigilant – be prepared and don’t panic. From the onset of this global health crisis, I’ve provided the most accurate information from local, state and federal officials as possi-ble. I pledge to continue sharing these resources and answering your concerns with compassion and concrete facts. For the latest updates, follow the official office Facebook page (@RepJayerWilliamson) and get connected with our new YouTube channel (FL House District 3). We also distribute a monthly e-newsletter, which is available by sub-scribing through Facebook or by texting FLHOUSE3NEWS to 22828.

As our community continues to find our way through the myriad of changes resulting from COVID-19, I would be remiss if I didn’t high-light the three bills I passed this session that will benefit our citizens in the months ahead. They all passed both chambers unanimously and are currently awaiting the Governor’s signature:

HB747 (Coverage for Air Ambulance Services): This legislation requires health insurers & health maintenance organizations to provide reasonable reimbursement to air ambulance services for certain covered services and sets guidelines specific to those reimbursements.HB821 (Public Records & Meeting/IT Security Info): This bill provides exemptions from public records requirements for portions of records held by state agencies that contain sensitive IT-related infrastructure details and a corresponding public necessity statement.HB593/SB936: Disability Retirement Benefits: Both bills (identical) allow members receiving care at a VA facility to use the certification given by the facilities’ physicians as proof of total and permanent disability, which reduces the time it takes to receive their benefits.

Additionally, I filed a variety of Appropriations Projects that are included in the General Appropriations Act (GAA). The GAA was

passed unanimously on Thursday, March 20, by both the House and the Senate. The Governor is now reviewing these projects for inclusion in his final budget. Below are the specific projects that will directly impact District 3, specifically Santa Rosa County:• PSC Trucking Workforce Development - $500,000• Pea Ridge Connector - $750,000• Milton North Santa Rosa Regional Water Reclamation Facility - $500,000• Town of Jay Roadway Improvements - $300,000• Town of Jay Bray Hendricks Park Master Plan - $300,000• Santa Rosa County Santa Monica Street Paving - $100,000• Holley-Navarre Fire District - $500,000• Navarre Beach Pierce Saber Fire Pumper - $500,000

While our focus remains, as it should, on COVID-19, we must continue to move projects, and legislation along that improves the infrastructure and lives of all Floridians. We must also con-tinue to come together in these unprecedented times, showing compassion for our fellow man, knowing that brighter days are ahead. We will weather this storm as a community and come out stronger than we were before. It truly is an honor to serve you in the Florida House.

As an investor, you constantly want to see your portfolio move just one way – up. But that’s not possible, because the financial markets will always fluctuate. So, if you’re going to invest for many decades, you need to be prepared for many ups and downs. Still, the recent market pullback from record highs, caused largely by the coronavirus, may have you particularly concerned. How can you navigate this environment?

Here are five suggestions:• Avoid the temptation to panic. This pullback, while unsettling and unprecedented because of its speed, won’t last forever. And when it ends, you’ll still want to be in-vested in the financial markets, because the biggest gains usually occur in the earliest stages of a market rally. Of course, there are no guarantees in the investment world, but we’ve seen many examples of this pullback/rebound pattern throughout history. 

• Measure your progress against your goals.  In the midst of a market downturn, it’s tempting to look back longingly at the peak value of your portfolio, and that’s especially true these days, when that high point may well have been just a couple of months ago. But this isn’t a good “mea-suring stick” of your financial situation. Instead, consider the overall progress you’ve made toward your long-term goals since you first started investing. If you’ve been at it for quite some time – at least a decade – you’ll probably see that you’ve actually come a long way, despite what’s happened lately. So, if your goals haven’t changed, your strategy to achieve them shouldn’t either.

• Put time on your side. If you are investing for goals that may be two or three decades away, you have the advantage of time to overcome market downturns, even severe ones. After all, you weren’t going to be cashing in long-term investments now, anyway. That’s not to say this pullback is irrelevant, of course – it may indeed slow your progress toward your goals, but it still shouldn’t stop you from achieving them. Here’s another point: If you need

money from your portfolio for short-term goals, such as a wedding or a long vacation, you should keep those funds in investments that offer greater protec-tion of principal – such as high-quality bonds and government securities – and are far less susceptible to fluctuating financial markets.

• Benefit from diversification. The headlines show how much the major stock market indexes, such as the Dow Jones Industrial Average, have fallen. But if you’ve built a diversified portfolio, containing a mix of stocks, bonds and other investments, your own results, while not great, are probably much better. Although diversification can’t always prevent losses or guarantee profits, it can help reduce the impact of volatility on your holdings and smooth out returns.

• Go “against the crowd.” When prices are falling, it’s not hard to join the crowd and start selling, in an attempt to “cut losses.” But cutting losses really means locking them in. Right now, prices of quality invest-ments are lower than they’ve been in years, which can make for compelling buying opportunities for those investors willing to go against the crowd.

Even by following these moves, you can’t eliminate all the effects of the market drop – but you may be able to create a softer landing for yourself.

CHAMBER FACTS• The Santa Rosa County Chamber of Commerce

is 83 years old this year.

• We currently have 606 active members. 18% of our membership is based in Escambia

County.

• Your Chamber is also the official Tourist & Visitors Information Center for Central/North Santa Rosa County.

• We operate solely on funds received from membership dues and two annual fundraisers (Community Awards & Installation Luncheon; Chamber Golf Classic).

• We have two full-time staff persons on payroll.

• As of March 17, 2020, we’ve answered 550 phone calls, assisted 71 walk-in visitors, responded to 4 written requests for informa-tion and relocation packages, held 12 ribbon cuttings, and signed up 16 new members. Our website had a total of 2,811 visitors who generated 14,787 page views.

• The most interesting question this month waseceived via email: “I would like to know if you do offer sprinkler service? I want to install 3 sprinkler zones in my new home i am moving into. The house is about 2000 sq..ft. Do let me know if this is what you can handle and get back to me as soon as possible, i’ll be happy to send you my address for proper inspection so i can get a correct estimate.  Get back to me with your method of payment and your cell phone number as well.”

HELP NEEDED TO FEED AREA FAMILIES During this time of uncertainty, together we can be the hope to the many children, seniors, and families at risk of going hungry. Your support is greatly needed as we contin-ue to respond to the COVID-19 pandemic.  Feeding the Gulf Coast is working with its partners along the Central Gulf Coast to provide meals and other resources to the thousands of people impacted by the COVID-19 crisis. Since the first declaration of emergency in March, Feeding the Gulf Coast has seen an over 800% increase in website traffic on its “Find Help” page. Year, Ed Pasic, Commander John Dixon and Jerry Patterson all from V.F.W. Post 4833 present Nancy Prevot, Chairper-son of the H. E. R. Foundation with a check for $500.00. The H.E.R. Foundation helps female veterans through the process of adjusting from military to civilian life by giving those in need of housing a place to live and the proper tools to integrate into the civilian job market. V.F.W. Post 4833 has been a continuous supporter of the H.E.R. Foundation since its inception.

Telehealth Visits Santa Rosa Medical Group has made it possible to see their doctors using a smartphone, tablet or com-puter. Telehealth or virtual visits allow you to talk with a provider just as you would in the doctor’s office, but without leaving the comfort of home. Appointments are available for new and existing patients. “Continuity of care is important to us, as is the safety of patients and staff during this time when social distancing and staying at home are critical,” says Nichole Butts, Practice Director. “Telehealth can be a solution, for many reasons why someone may want to see a doctor.” Although some appointments require a physical examination in order for the doctor to meet the stan-dard of care and make fully informed decisions, many visits can be managed well through virtual interaction. These may include certain visits for: • Minor illnesses such as colds and allergies • Minor injuries such as sprains

Use of Chamber Bulk Mail Permit

As a member, you may use the Chamber bulk mail permit for your mass mailings (minimum of 200 items), saving you an initial $400+ permit fee, annual $200+ permit renewals, and substantial amounts in postage.

Here is how it works:• Get a sufficient number of bulk mail trays/tubs from the Post Office.• Call or e-mail us (623-2339, [email protected]) and request a copy of our permit stamp, either as a .jpg file or in hardcopy, and have it printed on every item you intend to mail.• Make sure all items to be mailed are the same size and weight.• Make sure all items have a return address and our permit stamp on the front.• Separate the items going to zip codes in the 325… area from those going to other zip codes.• Count how many items go to 325… and how many to other zip codes.• Come by the Chamber with your completed mail-out so that we can fill out the necessary form.• Take your mail to the Milton Post Office with the form and a check for postage.
