1.1 BackgroundJensen Planning & Design were engaged by the Alexandrina Council in 2008 to undertake a Streetscape Improvements Study for Cadell Street which is the main shopping and commercial street in the town centre of Goolwa.

Goolwa is an historic river port situated on the Murray River where it meets the sea. It is strategically located eighty three kilometres from Adelaide and close to the south coast towns of Port Elliot and Victor Harbor, and is projected to grow signifi cantly over the next twenty years at a rate exceeding the state average.

This anticipated growth and the unique historic character of Goolwa is of fundamental importance to the role, function and appearance of Cadell Street into the future.

1.2 Previous Study - GO2030The GO2030 Growth Plan sets broad strategic goals for Goolwa’s future. It addresses the key opportunities, priorities and directions that have been raised by people living, working and visiting Goolwa.

It articulates a legacy for the community, sets broad goals to achieve this legacy and suggests short term and long term actions that are required along the way.

GO2030 informs policy makers, investors, decision makers and service providers about what kind of development is appropriate, where it should be located, and what needs to happen in order to achieve it.

This plan will assist in giving the Goolwa community certainty in ways to ensure that Goolwa grows, grows smarter, more sensibly and with greater wisdom.

The Cadell Street improvement strategy was one of a number of detailed studies identifi ed in the GO2030 Plan.

1.3 Objectives Of ProjectIt is anticipated that this project will provide a master plan for streetscape improvements and a framework to guide Council in planning for new projects on and adjacent to Cadell Street.

The Cadell Street Streetscape Improvement Project has the following overall objectives:

• review and analyse the existing character of Cadell Street and identify any issues or opportunities to be resolved and/ or capitalised on to reinforce the street’s (and town’s) ‘sense of place’;

• investigate design options for Cadell Street which will provide a safe and effi cient traffi c environment for local residents and tourists using all modes of transport, including motor vehicles, gophers, buses, cycling and walking;

• identify a number of easily implementable projects for capital works such as land use opportunities, streetscape upgrades, landscaping, street furniture and wayfi nding/ signage;

• develop an overall vision for Cadell Street to guide future development based on consultation with the community, stakeholders and Council.

2.1 Summary of Issues and Opportunities

Following detailed street investigations and consultation with Council offi cers and community groups, a range of issues and opportunities were identifi ed which has led to the development of a range of improvement proposals.

1. Nautical / Riverine Themed Street FurnitureOpportunity to tie the street together with nautical / riverine themed materials to provide a new and consistent range of street furniture including seats, bins, bollards and signs and public art.

2. LandscapingGeneral agreement that the existing street tree (Hills Fig) should be retained and should continue to be planted on Cadell Street. Desire to provide other landscaping to soften the street.

3. Protuberances – Crossing PointsNeed to provide more and better designed corner protuberances to facilitate easier road crossing and improve landscaping.

4. Footpaths & Redundant Driveway CrossoversDesire to provide a consistent footpath material the whole way along Cadell Street. Opportunity to remove and replace redundant driveway crossovers with consistent and continuous footpath surfaces.

5. GatewaysOpportunity to create gateway thresholds to the town centre with paving, signage, landscaping, public art and banners for special events.

6. Car Parking & Pedestrian LinksOpportunity to better utilize vacant land behind businesses on Cadell Street for rear access car parking and to provide pedestrian links through to car parks and to adjoining streets.

7. SignageNeed to improve directional, information, identifi cation and interpretive signage. Potential for a distinctive “Goolwa themed” design.

8. Goolwa Terrace JunctionOpportunity to implement new road alignment design to increase pedestrian safety, amenity and public space function.

9. Cutting Road JunctionOpportunity to reduce visual clutter, improve pedestrian access and improve the vista to river.

2.2 Town Character

Goolwa is an old port town located both on the river, close to the ocean and the Murray mouth. It was the fi rst inland port in Australia, and was the last point of shipping along the Murray River.

The town has retained many historic buildings, features and places of interest which inspire design ideas for streetscape improvements.

Inspiration:• Weathered Timber• Rope• Compass• Boats• Sails• Flags• Steel• Brass• Water

A modern interpretation of these inspirational, infl uential elements will be used throughout the design of Cadell Street

Cadell Street was

named after Captain Francis Cadell who

was captain of the Lady Augusta paddle steamer, one of the fi rst steamers to operate out

of Goolwa.

The town of Goolwa is fortunate to have a number of well regarded public artists living in the area. Opportunity exists to engage an artist (or artists) to investigate design opportunities for public art in Cadell Street to help explore/ reinforce the character of the street.

Possible locations for public art on Cadell Street include: • Gardiner Street / Cadell Street Gateway;• Cadell Street / Hays Street Gateway;• Cadell Street / Goolwa Terrace Junction;• Cadell Street / Railway Terrace Junction;• Council Forecourt on Cadell Street;• Intersections on Cadell Street;• Pedestrian Crossings on Cadell Street;• Railway Cutting Reserve.

“Goolwa is an historic inland port town set on the banks of the Murray River. Future development on Cadell Street shall maintain, nurture and be inspired by these unique seaside and riverine qualities.”This simple vision statement was developed in consultation with the community, stakeholders and the Council.

Visions are long term goals. It is intended that this vision be publicised, upheld and referred to when assessing new developments for Cadell Street that will have an impact on how the street functions and what it looks like in the future.

• Remodel intersection (based on previous DTEI design), with improved pedestrian safety and vehicle movement;

• Slip lane is removed, with a greatly increased paved public space for gathering and alfresco dining to create a town centre focal point;

• Pedestrian access is upgraded though and across the intersection;

• New signage is proposed for clear visitor direction to the wharf and Signal Point;

• New paving, shade tree planting and seating to increase the amenity of the intersection;

Issues & Opportunities:

• Corner is visually cluttered with signs and posts blocking the view and passage to the wharf;

• Opportunity to reduce clutter on corner by moving existing light and other obstructions (signs and bollards) creating a clearer junction for pedestrians;

• Opportunity to remodel the pedestrian ramp to the building to increase accessability around the junction to Cutting Road. This can be facilitated if the Post Offi ce is relocated; • Opportunity to create a prominent landmark at the wharf to reinforce the sense of destination for visitors (eg. paddle steamer or larger monument).

4.1 Materials & FurnitureMaterials and furniture should be chosen to complement existing materials used along other sections of Cadell Street, and to complement the seaside and riverine landscape qualities of the town.

Materials need to be robust and maintenance free where possible. Colouring should consider the site context, the built form and landscape colours to complement or contrast for maximum effect.

Appropriate materials and furniture could consist of:

• timber (both weathered and sealed or oiled for seats/ bollards/ signs);• galvanised steel;• corten steel (pre rusted steel);• sail material (for shade structures);• rope;• mosaic tile fi nishes (for paving details or seats);• stone (for paving details or feature walls).

4.2 Planting Species

Street TreeThe Hills Fig (Ficus microcarpa hillii) is proposed to be retained along Cadell Street as it is valued by most of the community. The Hills Fig was planted as a reminder of the Moreton Bay Fig that was originally planted in large numbers when Goolwa was settled. Although many have since died, there are still a number of specimens alive close to Cadell Street. The Fig Tree is an important reminder to the local people of Goolwa’s history.

The Hills Fig has been successful as a street tree providing shade and amenity along Cadell Street, given that we propose to maintain and manage the existing specimens (perhaps with limited removal of intermediate specimens that have been planted too close together). New planting of Hills Fig along Cadell Street should be planted in larger sized tree pits with root control barriers and watering techniques such as deep root watering and sub surface irrigation to direct roots downwards.

Other street trees along Cadell Street should be removed over time & replaced with the Hills Fig to reinforce the character and provide a consistent ‘avenue’ along the street.

Shrubs & GroundcoversAll shrubs have been chosen to complement and match with the surrounding landscape species, they require minimal maintenance and are generally drought tolerant. 4.3 SignageSignage is an important wayfi nding element to all towns and streets. There is a need for improved signage along Cadell Street, and an opportunity for improved and more consistent signage throughout the town.

Signage falls into a number of different categories, including:• Directional;• Identifi cation;• Information;• Interpretive;• Welcome• Statutory/ regulatory.

4.3.1 DTEI Signage

As Cadell Street is part of the network of main roads under control of the Department of Transport Energy and Infrastructure (DTEI), there are rules governing the type, content and location of key directional traffi c signs.

During the course of this project we met with representatives from the DTEI to rationalise and improve signage for Cadell Street.

Through this process it has been possible to create new signage which highlights Cadell Street (at approaches) as the “town centre” to encourage non through traffi c and heavy vehicles to use Gardiner Street as an alternative route. This will help keep Cadell Street as a visitor friendly shopping street as the town grows and traffi c volumes increase.

Figure 1 was proposed by DTEI for the Cadell Street and Gardiner Street intersection prior to this project. The sign (or signs) proposed three separate panels with no direction to the town centre.

Figure 2 was designed in collaboration with DTEI to be used as an entry sign at the town gateway at the intersection of Cadell Street and Gardiner Street. The intent is to highlight the town centre while providing directional information to the north and south of the town.

Figure 3 was designed in collaboration with DTEI to be used at the intersection of Hutchinson Street and Gardiner Street. The intent of this sign is to direct vehicles to the town centre while also providing information to through traffi c destined for Adelaide via Strathalbyn.

4.3.2 Other Signage

For the other signage categories, it will be necessary to commission a Town Centre Signage Strategy to help create a legible directional system, identify important places of interest for visitors, and to tell the story of Goolwa in an interesting and informative way.

Signage graphics should aim to refl ect the character of Goolwa in a clean, modern style, not too rustic or “kitsch”.

There are a number of examples of popular exisitng signs on Cadell Street and through the town (Figures 1 and 2). These need consideration when a signage strategy is developed.

4.4 Lighting

While the street lighting along Cadell Street has been recently upgraded (in approximately the last ten years) to DTEI standard, there is an opportunity to provide feature lighting to highlight various elements along the street including trees, buildings and public art.

Feature lighting could be provided at the following locations:• Gardiner Street / Cadell Street Gateway;• Cadell Street / Hays Street Gateway;• Cadell Street / Goolwa Terrace Junction;• Cadell Street / Railway Terrace Junction;• Council Forecourt on Cadell Street;• Intersections on Cadell Street;• Pedestrian Crossings on Cadell Street;• Railway Cutting Reserve.

5.1 Actions and Projects

Undertaking strategic actions is the next step in the realisation of the design ideas expressed in this report.

The fi rst action required is for Council to endorse the ideas expressed in this report. This will give certainty to the community and other stakeholders that want to see something generated from this body of work.

Consultation and liaison with stakeholders, Government Departments and other interested bodies can then occur to investigate funding and land tenure opportunities where required.

Further detailed design studies of areas identifi ed will be required to resolve complex design issues beyond the scope of this report before the design ideas expressed can be implemented as projects.

It is important to strategically prioritise and group the proposed ideas outlined in this document.

Many of the ideas aim to improve the appearance and image of Cadell Street and the town, and will also help in promoting tourism. While they are important, several initiatives which improve function and safety may need priority. These include projects relating to road linkages, safer footpaths and signage, as well as the function of some important public places.

The list below groups the design ideas into project packages based on themes or locations.

It is recommended that Council investigates the priority of each of these projects in collaboration with stakeholder and community input to rank the perceived benefi ts from a physical, social, cultural and economic perspective.

1. Cadell Street footpath upgrades;

2. Cadell Street Pedestrian Crossing upgrades;

3. Cadell Street Intersection Treatments;

4. Cadell Street / Gardiner Street Gateway Treatment;

5. Cadell Street / Hays Street Gateway Treatment;

6. Town Signage Strategy;

7. Cadell Street / Goolwa Terrace intersection upgrade;

8. Cadell Street / Railway Terrace Junction;

9. Council Forecourt upgrade.

The implementation of these design ideas needs to be staged over time to reduce the overall impact of the construction work on the town, to enable strategic agreements with other bodies to be made, and of course to enable funding to be generated to construct the works.

The following projects are small “early start” projects that don’t require large budgets or extensive consultation with other Government bodies for Council to pursue:• Cadell Street footpath upgrades;• Cadell Street Pedestrian Crossing upgrades;• Cadell Street Intersection Treatments.

5.2 DTEI ApprovalAs Cadell Street is part of the network of main roads under control of DTEI, we have liaised with them through this project. The intersection treatments, pedestrian crossings and town centre gateways have all received in principle support from DTEI, but will require ongoing consultation in the design/ construction phase.

5.3 Links to Infrastructure UpgradesAs a way of allocating funding to projects, it is possible to break project components down into tasks that can be funded as part of other ongoing infrastructure works by Council.

Typical examples of where this can happen include:• Footpath upgrades;• Street tree planting;• Signage upgrades;• Lighting upgrades;• Road linemarking/ re surfacing;• Park upgrades.

5.4 Funding OpportunitiesThe following are potential funding sources available to the Council for assistance with carrying out the works outlined in this project:• Places for People Program (administered through Planning SA);• State Black Spot Funding Program (State Government);• Tourism Development Fund;

Places For People ProgramThe Places For People program is a State Government initiative aimed at revitalising important public places around the state.

The program offers funding to assist Local Governments to plan, design and build high quality community places to encourage community life and economic investment and development.

Goolwa fulfi lls the requirements for funding under the Rural and Regional Centres funding category.

State Black Spot FundingThe Black Spot Program provides funding for road related works around Australia. It specifi cally targets intersections and country roads that are accident prone. The program requires a nomination process involving the undertaking of a Road Safety Audit (if one has not been completed for that location already). All nominations are to be referred to the Black Spot Consultative Panel care of the Department of Transport Energy and Infrastructure.

Also available is the Aus Link Black Spot program which is administered by the Federal Government.

5.5 Summary and AcknowledgementThis Streetscape Improvement Report has had four main focus areas.

Main Street versus Main RoadThe consultants have investigated ways of transforming the look and feel of Cadell Street from a main road thoroughfare to a lively, pedestrian friendly town centre main street. Entry “gateways” are proposed as thresholds to alert vehicles that they are entering the town centre, and streetscape features and landscaping will heighten the amenity of Cadell Street in between the gateways.

Pedestrian Movement & SafetyThis report has provided details on how pedestrian movement can be enhanced and accommodated on Cadell Street and beyond the town centre into Goolwa. The ideas presented seek to enhance and encourage safer pedestrian movement along Cadell Street. For example redundant driveway crossovers could be removed and replaced with paving to increase safety, amenity and consistency along Cadell Street.

With respect to cycling, the consultants were advised early on that the kerb to kerb width of Cadell Street was not able to be changed. The overall width of Cadell Street was not capable of sustaining bicycle lanes on top of two lanes of traffi c and two lanes of parallel parking, and therefore onroad bicycle lanes have not been shown on the design options presented. If in the future the Council decides to undertake major infrastructure works on Cadell Street affecting kerb alignment, it may be possible to integrate on road cycle lanes. Alternatively adjacent parallel streets can be designated as cycle routes, with appropriate line marking and signage provided.

Vehicle Movement & ParkingThe consultants have also investigated existing vehicle movement along and adjacent to Cadell Street and have considered Council, DTEI and stakeholder requests to minimise the loss of car parking spaces on Cadell Street and to investigate other car parking opportunities adjacent to Cadell Street. The design ideas presented seek to maintain existing vehicle movement and parking on Cadell Street while suggesting long term opportunities for car parking behind businesses on Cadell Street.

Proposals for the treatment of the Cadell Street/ Goolwa Terrace junction aim to simplify intersection geometry while providing safer pedestrian crossing and creating an attractive public space while minimising the loss of on street parking.

Town Character & Streetscape AmenityThe design ideas presented in this report have been carefully prepared to upgrade various parts of Cadell Street without altering the unique nautical/ riverine character of both the town and street. Materials, colour and the design of elements will need to be monitored in the next stage of design resolution to ensure this character is not compromised.

Furthermore, the report provides plans and sketches to illustrate the amenity benefi ts of the design ideas detailed in this report. We have considered parameters such as sight lines for gateways which provide a safe and comfortable environment for users of these public spaces and maximise visibility.

In closing, it is hoped that this report will be used by Council and the Goolwa Community to generate interest and funding to undertake further investigation of the ideas presented within this document, resulting in the implementation of some or all of the initiatives presented. We are confi dent that the ideas presented in this report will benefi t the town on a physical, social and economic level, and add to the unique character and charm of the main street and indeed the town.
