Why?• Ensure catchment partnerships have strong relationships with Regional

Flood and Coastal Committees - a Defra 2015 recommendation.

• Improved understanding and working relationships between sectors - a recommendation from public consulting on 2015 RBMPs and FRMPs.

“In England, we have a challenge in our water and land governance framework referring to the ‘space’ between top down government decisions and bottom up catchment partnership approaches” Foster 2016, 2018.

“The natural capital embedded in catchments is as yet neither managed on a cost effective basis, nor a sustainable one” Helm 2015.

Why? Numbers highlight current situation

1. 5.2mill or 1/6th properties at risk of flooding in England

2. £2.2bn costs each year from effect of flooding and managing flood risk each

3. 100% UK economy dependant on water

4. 30% top soil lost, 90 harvests left? Multiple benefits re-building soil organic matter: CO2, climate adaptation, reducing flashy run off and re-charge… worms!

5. 42% floodplain in England and Wales physically separated from floodplain

6. >10% UK wildlife species threatened with extinction

7. 14% England’s waters are good ecological status – we need another 61% in 10 years to reach agreed 2027 target of 75% waters at GES... We were at 25% GES in 2009

8. >£30bn p.a. added to UK economy if we care for ecosystems, if neglected may cost > 20bn p.a.

9. £100bn spent by 2032 on farm subsidies, flood defences, modernising Britain’s water infrastructure

10. UK National forest provides a 4.8 times return on investment by 2100 if we manage ecosystems well

11. Invertebrates decreased by 45% over a 35 year period in which human populations doubled

Generally, it seems there are no structured touching points where different groups can meet in the same place to share visions and engage – this service is aiming to help

7. Inspiring people to get involved in practical events – urban, rural suds, NFM, enhancing habitats

8. Connecting health and wellbeing with active participation enhancing places for public goods and services

11. Systems approach to events extending outreach and impact – all outputs easily available and useful

14. 2043 Back cast from the end of the Governments 25 Year Environment Plan and Industrial Strategy to see what future

governance and partnership system looks like to succeed and design it in now
