Except where a standard form is used, all notices for publication must have a covering instruction setting out requirements. A typewritten original or good copies are to be provided, wherever possible double-spaced, with a margin surrounding the typewritten matter. Copy is to be confined to one side of the paper, sheets are to be of uniform size (preferably A4), numbered consecutively and fastened securely together. Dates, proper names and signatures particularly are to be shown clearly.

APPROVAL OF AMENDMENTS OF THE BY-LAWS BY

THE AUSTRALIAN ACADEMY OF THE HX3MANITIES

I, WILLIAM GEORGE HAYDEN, Governor-General of the Commonwealth of Australia^ acting with the advice of the Federal Executive Council, hereby approve the amendments of the By-laws of The Australian Academy of the Humanities set out in the Schedule, being amendments of those By-laws made by postal vote on 25 March 1991 and reported to Council on 4 April 1991.

SCHEDULE Under Chapter II through to Chapter V 6 (b) - 49 Delete words imputing the masculine gender. Make

specific alterations for gender equity. ( 43 instances) Under Chapter II - Membership, Fellows 6 (b) The certificate shall specify the name, year of birth,

rank, professional position and usual place of residence of the candidate, shall contain a statement of about 200 words of her/his qualifications and shall be accompanied by a list of her/his principal publications.

Under Chapter II - Membership, Senior Fellows 8 (a) Fellows who have reached the age of sixty-six years at

the date of the Annual General Meeting shall become Senior Fellows; they shall be required to pay an annual subscription to be determined by Council; they shall retain the privileges and obligations of Fellows save in so far as these By-laws otherwise provide.

Under Chapter II - Membership, Charter Book and Obligation 9 (2) In signing the Charter Book, the Fellow shall subscribe

to the following obligation: We, whose names are underwritten, having

become Fellows of The Australian Academy of the Humanities for the Advancement of Scholarship in the Humanities,- do hereby promise, each for herself/himself, Vhat we will endeavour to promote the good of the Academy and to pursue the ends for

which it was founded; that we will be present at the meetings of the Academy as often as we conveniently can,, especially at the Annual elections and upon extraordinary occasions; and that we will observe the Charter and By-laws for the time being of the Academy.

Under Chapter XI - Membership, Subscriptions

12 (2) Each Fellow shall pay an entrance fee which shall be determined by Council, but no other annual subscription during the year of election.

Under Chapter III - The Council and Officers, The Council 14 (1) (d) One of those Fellows elected under 14 (1) (c) shall be

designated International Secretary. This Officer shall be -responsible, subject to the direction of Council, for the international business of the Academy and correspondence thereto.

14 (4) No Fellow shall hold the office of President for more than three consecutive years, and no Fellow or Senior Fellow shall be an ordinary member of the Council for more than three consecutive years.

Arthur Francis Gallery, State Manager of the Australian Property Group, a person to whom the Minister administering the Lands Acquisition Act 1989 (the Act) has by delegation dated the 7th day of June 1989 delegated his powers and functions under sub-section 22(1) of the Act, DECLARE that;

1. I am considering the acquisition by the Commonwealth of Australia, an acquiring authority as defined in the Act, of the interest in land specified in the Schedule, for the public purpose of Defence•

2. That land appears to me to be suitable for use for that public purpose.

3. The particulars of the use to which the land will be put is the extension of a parachute drop zone at Jaspers Brush for the Nowra Parachute Training School.

4. The reason why the land appears to me to be suitable for that use is that it falls within an area adjacent to the existing Jaspers Brush drop zone acquisition of which will enable the drop zone to be used for static line descents.

The Commonwealth Superannuation Board, pursuant to section 154A of the Superannuation Act 1976, DETERMINES as follows:

Citation

1. This determination may be cited as the "Superannuation Act 1976 (Interest) Determination No. 3". Commencement

Amendments to the Principal Detexnnination 4. Clause 6 of the Principal Determination is amended by:

(a) deleting from subclauses (1) and (2) "1 January 1991" (wherever occurring) and inserting in its stead "1 April 1991"; and

(b) deleting from subclauses (1) and (2) "11.53%" (wherever occurring) and inserting in its stead "10.53%".

5. Part II of the Schedule to the Principal Determination is amended by adding at the end of Part II:

"Quarter that commenced on 1 January 1991 12.040% per annum"

Application 6.(1) The provisions of the Principal Determination, as amended by this determination, apply in relation to interest payable in respect of an amount that is a prescribed amount in relation to a person:

(a) if deferred benefits become payable in respect of the person - after the date of the commencement of this determination; or

(b) ifs

(i) deferred benefits cease to be applicable in respect of the person; or

(ii) in the case of a person to whom deferred benefits are not applicable - the person ceases to be an eligible employee;

on or after that date,

(2) An expression used in subclause 6(1) that is defined in the Principal Determination has the same meaning for the purposes of that subclause as it has in that determination.

FINAL FINDING

AUTOMOTIVE LEAD-ACID STORAGE BATTERIES FROM INDONESIA. REPUBLIC OF KOREA, PHILIPPINES,

SINGAPORE, MALAYSIA AND TAIWAN PROVINCE

The Anti-Dumping Authority has completed its inquiry into automotive lead-acid storage batteries from Indonesia, Republic of Korea, Philippines, Singapore, Malaysia and Taiwan Province.

In its report the Authority concluded that:

automotive lead-acid storage batteries imported from Indonesia, Republic of Korea, Philippines, Singapore, Malaysia and Taiwan province have been dumped;

the Australian industry has suffered material injury; and

there is a causal link between the material injury suffered and exports of automotive lead-acid storage batteries from each of the companies under inquiry.

The Authority recommended to the Minister for Small Business and Customs that he:

publish a dumping duty notice against exports of automotive lead-acid storage batteries from P.T. Yuasa Battery Indonesia Pty of Indonesia, Global and Yuasa Battery Co Ltd and Korea Storage Battery Co of the Republic of Korea, Ramcar Inc of the Philippines, Federal Batteries Mfg Sdn Bhd and Watta Battery Industries Sdn Bhd of Malaysia and Ztong Yee Industrial Co Ltd of Taiwan Province; and

not take anti-dumping action against exports from P.T. Astra Export Company of Indonesia, Chloride Batteries S.E. Asia Pty Ltd and General Motors Overseas Distribution Co of Singapore.

The Minister has accepted the Authority's recommendations.

The Australian Customs Service (ACS) has made a preliminary finding that there are sufficient grounds for the publication of dumping duty notices sought in respect of dioctyl phthalate from the above named countries.

The ACS, acting under paragraph 269TD(2)(b) of the Customs Act 1901, has now referred the question of whether the publication of the dumping duty notices is so justified to the Authority. The commencement date for the inquiry is 20 June 1991 and the Authority will report to the Minister no later than 10 October 1991.

Interested parties are invited to make submissions to the Authority as soon as possible, but certainly no later than 29 July 1991. Preferably, submissions should address specific matters raised in the ACS report on its preliminary finding. Copies of that report can be obtained from the Office Manager, Dumping Control, ACS, Canberra, by telephoning (06) 275 6060.

Following receipt of submissions, it is possible that a meeting of parties will be arranged to explore issues raised. After that meeting, a further opportunity will be afforded parties to make submissions to the Authority on those issues.

The Authority has adopted the "public file" system used by the ACS and explained in Australian Customs Notices 87/169 and 89/162. Briefly, this means that a submission containing confidential material should be accompanied by another version, omitting the confidential material but containing a non-confidential summary, which can be made available to other parties to the inquiry. INITIATION OF AN INVESTIGATION INTO THE ALLEGED DUMPING OF FACSIMILE AND OTHER THERMAL COATED PAPERS LESS THAN 100 GRAMS PER SQUARE METRE IN ROLLS FROM JAPAN, REPUBLIC OF KOREA AND

THE UNITED STATES OF AMERICA

I, JOHN MELVILLE THOMPSON, delegate of the Comptroller-General of the Australian Customs Service (Customs) have examined an application made by Tony O'Shannessy and Associates Pty Ltd on behalf of Mark Sensing (Aust) Pty Ltd under sub-section 269TB(1) of the Customs Act 19 01, and am satisfied there are reasonable grounds to initiate an investigation into the allegation that dumped exports of facsimile and other thermal coated papers less than 100 grams per square metre in rolls from Japan, Republic of Korea (Korea) and the United States of America (USA) are causing and threatening material injury to the Australian industry.

The goods under inquiry are facsimile and other thermal coated papers less than 100 grams per square metre in rolls, classified in Schedule 3 to the Customs Tariff Act 1987 as follows:

Known producers of the goods in Japan are Jujo Paper Co. Ltd, Kanzaki Paper Manufacturing Co. Ltd, Oji Paper Co. Ltd, Mitsubishi Paper Mills Ltd, Tomoegawa Paper Co. Ltd and Ricoh, Japan. The only known producer of the goods in the USA is Appleton Papers Inc and the only known producer of the goods in Korea is Chonju Paper Manufacturing Co. Ltd.

Customs will make a preliminary finding on the application as soon as possible and within 100 days after publication of this, notice. If the finding is that there are sufficient grounds for the publication of a dumping notice, provisional measures (including the taking of securities under Section 42 of the Customs Act 1901) may be imposed. A positive preliminary finding would be referred to the Anti-Dumping Authority for further investigation and report to the Minister (within 120 days) on whether d\imping duties should be imposed.

Customs has published Australian Customs Notice (ACN) No. 91/83 notifying initiation of the investigation and the procedures to be followed for the investigation. Copies of the ACN are available from the Publications Section, Australian Customs Service, Customs House, 5 Constitution Ave, Canberra City, ACT 26 01 or from regional offices of Customs in each capital city.

Fees payable for services

3. Subject to paragraphs 4, 5 and 6, the fee payable in respect of a service specfied in an item in Column 2 of the Schedule is the amount specified in Column 3 of the Schedule adjacent to that item.

Minimum fee

4. Where a fee specified in Column 3 of the Schedule is expressed to be subject to a minimum fee, the fee payable shall not be less than the amount of that fee.

Maximum fee

5. Where a fee specified in Column 3 of the fee Schedule is expressed to be subject to a maximum fee, the fee payable shall not exceed the amount of that fee.

Multiple fees

6. Where more than one fee in Colunui 3 of the Schedule is applicable to a service, the fee payable shall be calculated by adding together the fees that are applicable to that service.

COMMENCEMENT OF INQUIRY

SUBMISSIONS INVITED

The Australian Broadcasting Tribunal has decided to conduct an inquiry into the variation or revocation of the following conditions placed upon the licence of 3SUN Shepparton:

Programs

1. The format of the programs to be broadcast by the licensee shall not be substantially inconsistent with that described by GVB in answer to questions 26 and 27 of the licence application. In particular, the music will be a wide selection of contemporary material for a core target audience of 18-34 years.

2. The licensee shall encourage the use of Australian creative resources in and in connection with the provision of programs

(a) in a manner not substantially inconsistent with the programs and other activities described in in GVB's answer to question 34 of the licence application and described at the conference, in particular the maintaining of an annual "Australian Music Expo" and "Rock Search", described at pages 64 to 67 of the licence application; and

(b) in a manner described at the conference as "Give Us a Break" in which new releases and independently recorded music shall be broadcast three to six times a day within the program format.

3. The licensee shall provide not less than 30% of Australian music.

Staff

4. The licensee shall employ not less than one full-time experienced graded journalist for the purpose of providing a local news service in the first year of operation; and not less than two full-time experienced graded journalists for the purpose of providing a local news service from the second year of operation.

Finance

5. The licensee shall use any surplus funds over budget in the first three years of the service to expand the resources of the station which are directed at providing the service. After the first three years, a minimum of

50% of any revenue levels over budget will be invested in expanding the station's broadcasting operations.

ISSUES TO BE ADDRESSED DURING THE INQUIRY (a) The service provided by 3SUN since it started

broadcasting in November 1990 and the impact of the licence conditions upon the provision of this service.

(b) The nature and range of services offered within 3SUN's service area, particularly changes that have been made to these services since the 3SUN licence grant.

(c) That the set of conditions placed upon the licence were unique for a commercial radio licence grant.

(d) Whether the Tribunal should vary or revoke the conditions on the licence, pursuant to section 85 of the Broadcasting Act.

(e) Any other matters relevant to the inquiry as the Tribunal sees fit.

DETERMINATION OF VARIATIONS TO TECHNICAL STANDARDS

Pursuant to Section 106 (1) of the Telecommunications Act 1989 ("the ACT"). AUSTEL detemriines the Technical Standards specified in Schedule 1 to this Notice, with effect on and from 1 July 1991.

S C H E D U L E

POLICE OVERSEAS SERVICE MEDAL REGULATIONS

Shori title 1. These Regulations may be cited as the Police Overseas Service Medal Regulations.

Interpretation 2. In these Regulations—

"Austral ian police force" means the Australian Federal Police or a police force of a State or Terri tory of the Commonweal th;

"clasp" means a device to denote the prescribed operation in respect of which the Medal was awarded;

"Meda l " means the Police Overseas Service Medal; "Min i s t e r " means the Minister of State of the Commonwealth administering the

Australian Federal Police Act 1979 or a Minister of Slate of the Commonweal th acting for and on behalf of that Minister,

"prescr ibed service" means service in respect of which a declaration has been made under regulation 3.

Declaration of prescribed service 3. The Governor-General , on the recommendat ion of the Minister, may declare a

period of overseas service with an international peacekeeping organisation undertaken by members of an Australian police force to be prescribed service for the purposes of these Regulations.

Conditions for award of the Medal 4. (1) The Medal may be awarded for prescribed service.

(2) The conditions for the award of the Medal are the condit ions determined by the Governor-General on the recommendat ion of the Minister.

(3) Any subsequent award of the Medal to the same person is to be made in the form of a fu r ther clasp to the Medal .

(4) The persons to whom the Medal may be awarded are: (a) persons who per formed prescribed service as members of an Australian

police force; and (b) persons included in a class of persons determined by the Minister for

the purposes of this regulation. (5) The Medal may not be awarded except to a person who fulfils the conditions

for the award of the Medal.

Making of awards 5. Awards of the Medal shall be made by ihe Governor-General on the

recommendat ion of the chief officer of an Australian police force.

Design of the Medal 6. The design of the Medal shall be as prescribed.

Wearing of the Medal 7. The manne r of wearing the Medal shall be as determined by the Governor-

General .

Registrar of Awards 8. ( I ) There shall be a Registrar of Awards, appointed by the Governor-General ,

who shall main ta in a Register of the names of persons lo whom the Medal has been awarded.

(2) The Registrar shall keep such other records relating to the award of the Medal as the Governor-General directs.

Cancellation and reinstatement 9. ( I ) The Governor-General may cancel an award of the Medal and may reinstate

an award so cancelled. (2) Where an award of the Medal is cancelled, the name of the person to whom

the award was m a d e shall be erased f rom the Register and the person shall return the Medal to the Registrar.

(3) Where an award that has been cancelled under subregulation (I) is reinstated, the Registrar shall restore the entry or entries in the Register that had been erased.

Duration of Notice 2.1 Pursuant to paragraph

8(2)(b) of the Act, the prohibitions in this Notice are to come into force on the date of publication of this Notice in the Gazette.

2.2 Pursuant to paragraph 8(2)(c) of the Act, the prohibitions in this Notice shall cease to have effect on 1 November 1991.

is exempted from the prohibition in paragraph 5.

FISHERIES REGULATIONS LOGBOOK NOTICE NO. GEM2

SOUTH EAST TRAWL FISHERY - GEMFISH

I, SIMON CREAN, the Minister of State for Primary Industries and Energy, being satisfied that information in relation to the taking of certain kinds of fish in Australian waters and the sale or disposal of such fish is required in pursuit of the objectives of the Fisheries Act 1952 -

(a) pursuant to subregulation 16(1) of the Fisheries Regulations, have caused to be published the form of logbook SETl in which information can be entered in respect of fish taken in the area of proclaimed waters specified in the Schedule; and

(b) pursuant to subregulation 17(2) of the Fisheries Regulations hereby determine:

(i) that subregulations 18(1), 18(2) and 18(3) of those Regulations shall apply in respect of the form of logbook referred to in paragraph (a) of this Notice, to the master of a boat, endorsed to operate in the South East Trawl Fishery, in respect of which Gemfish units have been allocated, or assigned as the result of a transfer, during the period beginning on the date of publication of this Notice in the Gazette and ending on 30 November 1991; and

(ii) that copies of the logbook referred to in paragraph (a) of this Notice can be obtained during ordinary off ice hours from the

Australian Fisheries Service, Department of Primary Industries and Energy, Edmund Barton Building, Broughton Street, BARTON, ACT, 2600.

(4) thence northerly along that meridian to its intersection by the southern shore of Australia;

(5) thence in a generally clockwise direction along that shore to the point of commencement.
