Dr. Melendez O'Neal Byrd Associate Professor
Norfolk State University
Dr. Melendez O'Neal Byrd is a native of Hampton, Virginia and graduated from Bethel High School with honors. He received a full football athletic scholarship to Virginia Tech and served as captain of the football team. Dr. Byrd earned a B.S. degree in Business Management and a minor in English from Virginia Tech. He continued to play football as a professional in the CFL. During the "off season," Dr. Byrd earned his
Master's Degree in Personnel Services from Virginia Tech. Dr. Byrd was employed as a School Counselor and Football Coach for four years in the Newport News Public School System. He helped to coach Heritage High School to a State Championship in 2000. In 2002, he earned his Ph.D. in Educational Leadership and Policy Studies from his alma mater.
Dr. Byrd is an Associate Professor at Norfolk State University where he is the National Council for Accreditation for Teacher Education (NCATE) Coordinator for the School of Education. He previously served, for ten years, as the Department Chair for the Department of Secondary Education and School Leadership at Norfolk State University. As Chairperson, he oversaw graduate programs for students interested in pursuing their Master's Degrees. Dr. Byrd is the Director of the Black Male Symposium that is held annually at Norfolk State University. He has authored and co-authored professional publications on the Effects of African Americans in Higher Education and Academic Advising Styles Preferred by African Americans. He has shared his knowledge and experience through numerous professional presentations.
Dr. Byrd is a member of the Alpha Phi Alpha Fraternity, Inc. He is married to Lynelle Slade-Byrd, M.D. They are blessed with three children, Mya (age 12), Bria (age 8), and Blake (age 7) and reside in Norfolk, Virginia. Dr. Byrd enjoys spending time traveling with his oldest daughter, Mya, who is one of the top tennis players in the world.

This year marks a special milestone in the history of the C. Waldo Scott Center for H.O.P.E. – our 25th year of operation. In 1990, the concept of the Scott Center grew out of a need to address the plight within the Southeast community of Newport News by providing comprehensive services for children and families in the city. The service delivery model’s primary purpose then and still today is to provide HOPE to families while developing the WHOLE child.
The Scott Center is governed by a Board of Trustees composed of professional, business and community leaders dedicated to promoting the mission of providing needed services in the areas of education, life skills, health and employability. We continue to invest in the future of our youth by awarding annual scholarships to deserving high school seniors to assist them in furthering their education.
Our founders believed that we must support those that face the greatest challenges. We certainly cannot do this alone. There are a number of different ways whereby you can help to support the success of the youth in our communities succeed; from volunteering, getting involved, or monetary contributions.
As we move forward in 2016 and beyond, I am proud of what the C. Waldo Scott Center for H.O.P.E. has accomplished in the past 25 years and excited about its future. Our community is strong and vibrant, and together we will continue our efforts to provide the education, training and support needed for these individuals to thrive and take charge of their lives.
We are gratified yet humbled to be celebrating 25 years of service to the community and we thank you for celebrating this momentous event with us this evening.
