B. Summary of Ongoing Early Recovery and Initial R ehabilitation Projects Implementation of NDCCs’ early recovery and rehabilitation projects in Regions X, XII and ARMM is ongoing with the DSWD taking the lead. The estimated cost of the projects is PhP40,938,040.00, brokendown as follows:

1. Early Recovery Activities - PhP14,142,900.00

a.“Pabaon” Relief Package for 15,539 family benefic iaries at Php11,283,100.00 � Region X (Lanao del Norte) 7,423 family beneficiaries at PhP700/package/ family � Region XII (North Cotabato) 1,201 family beneficiaries at PhP750/packge /family � ARMM (Maguindanao) 6,915 family beneficiaries at 10 kilos rice, 5 pieces each of

sardines and noodles, 1 piece each of mat, blanket and mosquito net and ½ kilos each of mongo beans and dried fish

b. Construction of Temporary Shelters Region X (Lanao del Norte) 42 family- beneficiaries at PhP2,550.00/unit amounting to

PhP107,100.00 ARMM (Maguindanao) 1,054 family-beneficiaries at Ph2,550.00/unit amounting to

Php2,687,700 c. Construction of Latrines ARMM (Maguindanao) 13 family beneficiaries at Php5,000.00/unit amounting to

PhP65,000.00

III. Issues and Concerns

� Some partners still provide continuing food and non-food assistance in evacuation centers , thus slowing down transfer of IDPs from evacuation centers to their respective barangays/relocation;

� Prevalent “wait and see” attitude of IDPs and local officials; and � Monthly validity or expiration of notice of cash allocation (NCAs) for the early recovery and

rehabilitation project funds in reference with DBM Circular Letter No.2008-11 dated 8 December 2008.

IV. Cluster Recommendations

� Provision/release of “Pabaon” relief package and other form of support to the returning

family-evacuees in their respective areas or places of origins; � Implementation of all health, WASH, nutrition and other psychosocial services be done

where the IDPs are relocated /returned to; � Likewise, provision of a Comprehensive Livelihood Emergency Employment Program

(CLEEP) using the CFW scheme be adopted by UN and partners ; � GOP and UNIASC/partners adopt the municipalities of Datu Piang and Datu Saudi as

“laboratory” in furthering cluster/Integrated approach ; and � Partners to indicate in reports at least, cost of direct assistance to the IDPs per
