T h e a l t e r n a t i v e s w e r e t h e r e f o r e t o con t inue wi th t h e B i l l o r t o c u t p u b l i c e x p e n d i t u r e e i t h e r i n t h e h e a l t h s e r v i c e o r on o t h e r p r o g r a m m e s .

In f u r t h e r d i s c u s s i o n i t w a s a r g u e d s t r o n g l y t h a t a l though t h e H o m e A f f a i r s C o m m i t t e e h a d a p p r o v e d t h e d e t a i l e d s c h e m e f o r r e c o v e r y of a c c i d e n t c o s t s f u r t h e r w o r k s u g g e s t e d t h a t i t w a s o p e n t o s e r i o u s o b j e c t i o n s . T h e s e w e r e so s e r i o u s t h a t t h e y c a s t doub t w h e t h e r t h e l e g i s l a t i o n c o u l d b e c a r r i e d i n P a r l i a m e n t i n t h e f o r m p r o p o s e d , and w h e t h e r if c a r r i e d i t would y i e l d t h e e x p e c t e d r e v e n u e .
