I - GENERAL OF THE PROJECT

1. Project objectivesKrong Buk - Cu M'gar 1 OkV transmission line and Cu M'gar 1 OkV substation

are constructed for:- Enhance electrical supply capacity in order to meet the demands of the areasbelonging to Cu M'gar Districts and surrounding areas in next period,- Improve the reliability and safety in electrical supply,- Decreasing energy loss in the regions of Krong Buk and Cu M'gar in particular,Dak Lak Province in general,- Ensure the quality, improve the reliability and safety in electrical supply forcustomers,- Get more benefits from electrical selling.

2. Project locationCu M'gar 11OkV substation is located on land being used for cultivating sapling

rubber-trees (Hevea brastliensis) belonging to Team No 4 of Cu M'gar Rubber Farm andlocated in Ea K'Pam Commune - Cu M'gar District - Dak Lak Province.

The transmission line runs through Ea K'Pam, Ea Tul, Cu Dlie M'nong Communes(Cu M'gar District) and Ea Ngai, Pong Drang Communes (Krong Buk District) with thelength of 19.50km.

The substation is located on plat area being used for cultivating rubber-trees (Heveabrastliensis)) and not flooded in rainy season. The substation position is: in the right sideof inter-provincial Road N08 (which runs from Quang Phu Town to Buon Ho Town), 200mto the three-ways crossroad (that connects to Buon H'Linh toward Buon Ho direction) andabout 1,500m to residential area, so, it is convenience for construction and operation.

7. Means for transportation of materials, equipment and machinery to the site- Materials and equipment will be transported from freight yards and storehouses of

PMU by specific trucks and packaged suitably. After that, Its will be continuouslytransported to project site on National Highway N°1 and National Road N08 by trucks withloading capacity of 5 - 7.5 tons. After temporarily loaded near the roads, materials andequipment will be manually carried to construction site.

- Towers, conductors, lighting wires, insulators and accessories will be carried tothe site along the line route.

- Building materials such as: sand, stone, cement ... will be supplied by localsuppliers with the radius of 5 - 15 km.

8. Project schedule and maximum number of workers at every constructionsite

+ Project schedule:Launch the construction in November 2008Complete and put into practice in October 2010+ Maximum number of workers at every site are 30 persons

1. Vietnamese laws and regulations

- The Environment Law of The Socialist Republic of Vietnam issued at decisionN°52/2005/QH1 1 issued on December 2 9 th, 2005 and come into effect on July lI", 2006.- Decree No 80/2006/ND-CP dated August 9th, 2006 of Vietnamese Government on detailregulations and guidance on the implementation of some Articles of the Environment Law.- Decree N° 81/2006/ND-CP dated August gth 2006 of Vietnamese Government onadministrative fine in environmental violation.- Circular No 08/TT-BTNMT dated September 8th , 2006 of Ministry of Natural Resourcesand Environment guiding the preparations of strategic environment assessment,environmental impact assessment and environmental safeguard commitment.- Decree N0 106/2005/ND-CP dated August 17 th, 2005 of Vietnamese Government guidingthe implementation of some Articles of The Power Law on safety for high voltage powernetwork.- Decree N° 24/2000/ND-CP of Vietnamese Government guiding the implementation ofThe Foreign Investment Law in Vietnam (Article 82 related to environment safeguard)- Vietnamese Standards are set by Ministry of Science and Technology and applied toGovernment Agencies. These standards include manufacture, construction, science andenvironment norms. Environmental standards include allowable levels of noise level, airand water quality.

VII - PUBLIC CONSULTATIONAND INFORMATION DISCLOSURE

In the first stage of the project, PMB has carried out following activities:

(1) Information supply for and discussion with Local Authorities about substationlocation and line route direction.

(2) Check and inventory the number of effected households and impacts.(3) Contact with project affected households (PAHs)

When fulfil the check, PMB will co-ordinate with the Representatives of Districts,Communes and Villages (in project areas) to hold meetings for contacting with PAHs. Inthe meetings, PMB's staff will inforn to them following documents:

- Summary of the project- Draft of the Resettlement plan- Draft of the report on environmental impact assessment- Draft of the environmental management plan- The maps- Statistics- Other related documents

PMB's staff announces the project objectives, land and crop impacts by project,compensative regulations and policies to PAHs and recommend the local people do notbuild new houses or structures in ROWs. PAHs are consulted about compensation policiesand value. PAHs questions are cleared up; propositions of PAHs will be recorded.

(4) Continue to get feedback from PAHs.(5) Publicize information (official results)

The project has got decision of investment and construction engineering design -general budget approval only after appropriate adjustment of project location, designdocument, capacity and/or methodologies for meeting the demans of environmentalprotection and resettlement. In order to meet the demand of OP 4.01 on informationannouncement, PMU will be:

- Give documents of project summary, reports on resettlement plan andenvironrmental management plan to the People's Committees of Communes and Districts(in project areas) in Vietnamese.

- Put up and announce to local people about the project summary, reports onresettlement plan and environmental management plan in 2 months (from June fI st, 2008)in working time at (1) Headquarters of Communal and (2) Provincial People's Commitees.

* Visually look at construction sites and monitor environmental issues included interms of references as well as in EMP, such as:

- General clean up after constructrion works,- Clear trees in forest land in project area (area, quantity, cleaning up woody

residues after tree cutting)- Status of access roads- Status of re-vegetation- Impacts by construction work (level of noise, dust and damage of roads...) atconstruction site and surrounding residential areas.- Status of construction worker camps and sanitation facilities for them- Proper distance between houses and transmission line- Status of implementation of safety measures- Other issues included in EIA

* Public consultation:- Assess the level of involvement by local Authorities in dealing with

environmental issues (dust, noise, damages to roads due to transportation of constructionmaterials, tree cutting on public land and protected zones)

- Identify any other environmental issues and record environmental complaintsfrom the PAHs.

- Report on responses (if any) from appropriate local Authorities on environmentalcomplaints or incompliance.

B. Assess the effectiveness of monitoring and internal reporting system to EMP ofPMB- PC3- EVN, as well as other related Agencies included in EIA report.

C. Make termly reports and give comments on changes when EMP implementationor monitoring or internal reporting in order to provide suggestions to PMU and PC on howto improve the EMP implementation as well as other environmental mitigating measures.

c/Schedule:The Consultant is required to provide semi-annual monotoring reports (every 6

months) for the project and the last one after one year that project commpleted.For the project which can be completed within one year, the Consultant has to carry

out mid-term and post-commissioning monitoring reports within 2 weeks after eachmission.

- If contruction site is near hospitals, implementation have to be carried out from 7:00 to 11:00 and from 14:00 to 17:00,remain time needs to be kept silent for rest for patients and service staff.
