The meeting was called to order at 6:40 p.m. and adjourned at 8:37 p.m.

After due consideration of the matters placed before this Committee, the members beg leave to present its report as follows:

The following motion was considered.

AAC043-2011 That the agenda for the Accessibility Advisory Committee Meeting of November 8, 2011 be approved as amended as follows:

D 1. Presentation by Amos Caspi, Principal, Zeidler Architect Partnership, re: Southwest Quadrant Renewal Plan (File G25AAC).

The following individuals were also in attendance: Peter Nikolakakos, Project Manager – Land Development,

Accessibility Advisory Committee Meetings

The representatives from Dominus-Cityzen and Zeidler Partnership Architects, and City staff responded to questions and concerns from Committee on the following topics: Locations of elevators, stairs and escalators (escalators are

not proposed for the project) in relation to building entry points and the parking area

Locations of call buttons for the elevators Wayfinding signage within the building, and meeting the

needs of persons with visual impairments Proposed flooring materials and ensuring the materials do

not present problems for persons with mobility challenges Locations of accessible parking spaces Proposed design and locations for the accessible ramps Application of the City’s Accessibility Technical Standards

and the Ontario Building Code

On behalf of the Accessibility Advisory Committee, Bob Pesant, Chair, extended thanks for the presentation and information provided.

The following motion was considered.

F. Other/New Business

F 1. Discussion at the request of Roland Vermeesch, Accessibility Advisory Committee Member re: Inaccessible Automatic Teller Machines (ATMs) (File G25AAC).

Roland Vermeesch put forward the following: He knows a lot of people with mobility issues, mainly in

wheelchairs, and several have voiced concerns with respect to the ATMs at their banks not being accessible

Inquired if this matter could be referred to a City Department for review of some of the locations, particularly since the Accessible Customer Service Standard will be in effect in January 2012

His understanding of the Standard is that if there is an accessibility issue in a municipality, it needs to be addressed by the municipality or referred to the Province for action

Committee discussion on this matter included: Suggestion that a letter be sent from the Accessibility

Advisory Committee (AAC) to the various banks outlining concerns with respect to inaccessible ATMs and offering suggestions for improvement

Suggestion that the proposed letter be sent to the attention of the Ombudsman’s offices at the banks

Alternate suggestion that the proposed letter be sent to a commission or organization that would deal with matters relating to ATMs, should such an organization exist

Suggestion that as private citizens, Members could forward their concerns to David Lepofsky, Chair, Accessibility for Ontarians with Disabilities Act Alliance

Question about whether this matter is within the purview of the AAC

Wendi Hunter, Manager of Administrative Services and Elections, and Wendy Goss, Accessibility Coordinator, Corporate Services, put forward the following: The City does not have an enforcement tool to address

accessibility matters involving private businesses; the role of the City would be to provide education

There are currently no standards that define what constitutes an accessible ATM

The City Clerk will be consulted with respect to the proposed letter from the AAC to the banks

Members are asked to forward their specific concerns and suggestions for potential incorporation into the proposed letter

Bob Pesant, Chair, requested that Members provide their concerns and suggestions to staff by November 25, 2011.

F 2. Invitation from the Region of Peel’s Accessibility Advisory Committee, re: Breakfast Symposium – “Customers are your Business” – Embassy Grand Convention Centre Brampton – Wednesday, November 23, 2011 – 7:30 to 11:30 a.m. (File G25AAC).

Wendy Goss, Accessibility Coordinator, provided details on the subject event, outlined the registration requirements, and offered her assistance with registration, for any members who require it.

F 3. Verbal advisory from Wendy Goss, Accessibility Coordinator, Corporate Services, re: Notification from Robin Mann of her Resignation from Membership on the Accessibility Advisory Committee and AAC Alternate Membership on the Taxicab Advisory Committee (File G25AAC).

Wendy Goss, Accessibility Coordinator, Corporate Services, provided a verbal advisory of Robin Mann’s resignation from membership on the Accessibility Advisory Committee and AAC alternate membership on the Taxicab Advisory Committee.

Committee consideration of this matter included: Acknowledgement of Ms. Mann’s active participation toward

improving services for persons with disabilities Suggestions for extending thanks and appreciation to Ms.

Mann for her contributions Advisory that the resulting vacancy would not be filled in the

immediate future, and an indication that Members will be advised of the timelines for recruitment, once determined

The following motion was considered.

AAC045-2011 1. That the verbal advisory from Wendy Goss, Accessibility Coordinator, Corporate Services, to the Accessibility Advisory Committee Meeting of November 8, 2011, re: Notification from Robin Mann of her Resignation from Membership on the Accessibility Advisory Committee and AAC Alternate Membership on the Taxicab Advisory Committee (TAC) (File G25AAC) be received; and,

2. That the resignation of Robin Mann from Membership on the Accessibility Advisory Committee and AAC Alternate Membership on the Taxicab Advisory Committee be accepted with regret; and,

3. That Ms. Mann be thanked for her active participation during her time as a Member of the AAC and Alternate Member of the TAC; and,

4. That the City Clerk be requested to fill the vacancy on the AAC in accordance with the Citizen Appointment Procedure, for the term ending November 30, 2014.

F 4. Discussion at the request of Roland Vermeesch, Accessibility Advisory Committee Member, re: Accessible Parking – 125 Railroad Street – Ward 5 (File G25AAC).

Roland Vermeesch advised that he has been made aware that there are no accessible parking signs at 125 Railroad Street, and he is raising this matter with Committee so that it can be addressed.

Committee discussion on this matter included: Accessible parking requirements for private property versus

those for public buildings Details from Wendy Goss, Accessibility Coordinator,

Corporate Services, with respect to provisions for accessible parking as they relate to private property

Advisory from Ms. Goss that the City can encourage private property owners to address accessibility matters, but does not have the ability to provide enforcement in these cases

Acknowledgement from Mr. Vermeesch that he accepts that this matter cannot be pursued by the City or Committee

I 1. Information from Frank Raymond, Accessibility Advisory Committee Member, re: 2011 Cruisers Cup Sledge Hockey Tournament – November 4 to 6, 2011 – South Fletcher’s Sportsplex Brampton

Frank Raymond provided information on the subject sledge hockey tournament, which included: 27 teams from Ontario and the United States participated City of Brampton staff did an excellent job The federal Minister of State for Sport was in attendance and

announced a grant for sports for the physically disabled

Availability of accessible and visitable housing

Driveway windrow snow clearing

Measures to address pedestrian concerns at the Bramalea Transit Terminal (representatives of Brampton Transit to be invited to attend a future meeting to address this matter)
