Union Minister MSME Launches LBI The spirit of innovation and the desire to be one’s own master, while commanding admiration, need a supporting hand and resources flow in order to sustain and flourish especially at the MSME level. The incubator scheme has been designed precisely to fill this obvious felt need. hri Kalraj Mishra, Union Minister for MSME inaugurated the Livelihood Business Incubator at ni-msme campus on 27th SDecember 2016. Mr. Surendra Nath Tripathi, IAS, AS & DC (MSME) was present through the inauguration, as also Mr. M. Chandrasekhar Reddy, Director General, and other faculty and functionaries of ni-msme. Speaking on the occasion, the Minister stated that the ASPIRE scheme, under which the LBI has been established, was formulated to set up a network of incubation centres to accelerate entrepreneurship and also to promote the spirit of innovation among start-ups in different sectors of MSME. Further the Minister announced the setting up of 500 more incubation centres all over the country in the coming year. The incubation centres, as part of mentoring/hand-holding, make available the necessary skilled human resource that is essential yet beyond access to MSMEs. Special efforts would be made to identify, support and expand the role of MSMEs that are competitive in the global economy. He assured that mentoring support will be provided to MSMEs through ni-msme and other organs of the Ministry. The LBI at ni-msme is a replication of NSIC’s Rapid Incubation Model, is a mix of skill development and entrepreneurship promotion. LBIs can also be set up under PPP mode by private partner institutions and entities. Mr. Tripathi in his address said, the objective of promoting entrepreneurship development in the country can be achieved by providing hand-holding support to first generation entrepreneurs by helping them to set up their own micro/small enterprises. In addition, in order to stimulate entrepreneurial skills among the youth, skill development needs to be encouraged, through which the youth can become employable and/or create their own enterprise. The Director General presented in powerpoint the action plan of the LBI. GSTCellConstituted

The GST Bill, which has made a successful passagethrough the Parliament in August 2016 and

subsequentlyratifiedbyseveralstatelegislatures,islikelyto take effect from 1st April 2017. The industry andbusinesssectorsexpecttheuniformtaxstructurethatwouldreplacetheexistinglayeredtaxationtobelargelybeneficialtotheMSMEsector.

WithaviewtohelpingtheMSMEsgetinstridewiththenewtaxstructure,ni-msmehasconstitutedaGSTcellat its campus, which Mr. Manoj Joshi, IAS, Joint

Secretary(MSME),Govt.ofIndiainauguratedon20thDecember2016.

Speaking on the occasion Mr. Joshi observed thatMSMEswillbenefit themost fromsingletaxsystem(GST). The GST cell will conduct awarenessprogrammes,andwillactasadvisorforMSMEs.Mr.M

ThePrimeMinisterhaslaunchedtheNationalSC/STHubduringOctober2016,withtheintentofstimulatingthepeopleofSC/STsegmentstostarttheirownMSMEunits.TheHubwillactasafacilitator.AsumofRs.490crorehasbeenallocatedforthepurpose.

The Hub will strive to strengthen market access/linkage, monitoring, capacity building,leveraging financial support schemes and sharing industry-best practices for the SC/STentrepreneurs.ThepurposeoftheHubistoenabletheSC/STownedenterprisestoparticipatemoreeffectivelyinpublicprocurement,besidesensuringthattheCPSEsfulfilltheprocurementtargetsetbytheGovernmentinthisrespect.LoansareprovidedtoSC/STentrepreneurs,bothmenandwomen,uptoRs.1crorewithaviewtomakingthemself-reliant.Also,theGovernmentendeavours to employ the youth under theHub scheme. In otherwords, theHub envisionspromotingenterprisecultureamongtheSC/STsegmentsacrossthecountry.

TheschemewouldbeimplementedbytheMinistryofMSMEthroughNationalSmallIndustriesCorporation(NSIC),andwouldinvolveMSME-DIandDICCI,andwouldbeapplicabletill31stMarch2020.

ThefunctionsoftheHubwouldspanoverCollection,collationanddisseminationofinformationregarding SC/ST enterprises and entrepreneurs; Capacity building among existing andprospective SC/ST entrepreneurs through skill training and EDPs; Vendor developmentinvolving CPSEs, NSIC, MSME-Dls and industry associations including DICCI; PromotingparticipationofSC/STentrepreneursinexhibitionsandorganisingspecialexhibitionsforthepurpose;Mentoringandhand-holdingsupporttoSC/STentrepreneurs;WorkingwithstatesaswellasotherorganisationsforthebenefitofSC/STentrepreneurs;Policyadvocacywithstatesfor public procurement and development schemes; Facilitating SC/ST entrepreneursparticipation in public procurement, e-platform of DGS&D, and monitoring the progress;FacilitatingcreditlinkagesforSC/STentrepreneurs.

TheNationalSC/STHubwouldfunctionasaSpecialCellinNSIC.ThespecifictasksthattheHubwould undertake are as follows. A Special CLCSS with 25% capital subsidy and overallinvestmentceilingofRs.1crorewouldbeimplementedforSC/STenterprises,withoutrestrictionon the sectors or machinery and technology. A Marketing Assistance Scheme for SC/STenterprises would be started. Present SC/ST enterprises with turnover above Rs.10 lakh,supplyinggoodsandservicestoCPSEsorlargeprivateindustrieswouldbeshortlistedtoprovideintensivementoringand capacity building support.NSICwouldmake effort for registeringSC/STenterprisesintheirSinglePointRegistrationSchemeforprovidingcertification,freeofcharge.AnySC/STenterprisethatwouldliketoobtainmentoringsupportbyaspecificCPSEhastoapplytoNSIConlineontheDataBank.AnevaluationoftheunitandtheconcernedCPSEwouldbecarriedoutbyNSIC,basedonwhichtheunit’sapplicationwouldbeapproved.

StateGovernmentorganisationsdealingwithtribalswouldbeentrustedwithaggregationofSTenterprisessupplyingtoCPSEs.TheHubwillextendthemthenecessarysupportforit.

AHighPoweredMonitoringCommittee,chairedbytheMinisterforMSMEwouldoverseethefunctioningoftheHub.TheCommitteewouldprovideguidanceandreview,andmonitortheworkbeingdoneforSC/STentrepreneurshipdevelopmentbytheSC/STHubasalsovariousMinistriesandorganisationsintheGovernment.

TheHub,withthefeaturesaslaiddown,speaksofabrightpastureforSC/STentrepreneurs.Diligent implementation of the Hub would certainly bring the SC/ST enterprises into themainstreamofMSMEs.

ni-msme will make all-out efforts to create awareness among the SC/ST entrepreneurs,potentialandpractising,aboutthebenefitsofthescheme,andencouragethemtomakeuseofit.Moduleswillbebuiltintothetrainingprogrammestospreadthemessageinalldirections.

FarewelltoInductionTraineeshe4-weekprogrammeof InductionTrainingonMSMEPromotion fornewlyrecruitedAssistantDirectors(Grade-II),TorganisedbytheSEDofni-msme,during21November-16December2016,concludedthrougha formalvaledictory

functionon15thDecember2016,atthecampus,inwhichabout30officersfromdifferentDC-MSMEofficesweretrained.

Mr.PiyushSrivastava,IES,Addl.DevelopmentCommissioner(MSME),wastheChiefGuestofthevaledictoryevent.Addressingtheparticipants,hecongratulatedeachoneofthemforsplendidlycompletingthecourseandappreciatedtheirgroup-wisepresentations. Expressing satisfaction with the comprehensive induction training programme, he suggested that thepossibilityofconductingsimilarprogrammesforIESofficerstoomaybeexplored.

Mr.M.ChandrasekharReddy,DirectorGeneral,ni-msme,inhisspeech,encouragedtheparticipantsandappreciatedtheirspiritofduty.He thankedMr.SurendraNathTripathi,DevelopmentCommissioner (MSME) forgiving theopportunity toorganisetheprestigiousprogramme.Further,heexpressedthankstoMr.R.C.Tully,Directorforframingtheentiretrainingprogrammeandappreciatedhiseffortsatmonitoringtheprogrammecontinuously.Theeventendedwithdistributionoftrainingcompletioncertificatestoalltheparticipants.

Earlier,theparticipantssharedtheirviewsabouttheprogramme.Theystatedthatitwasoneofthebesttrainingcoursestheyhad attended, and they got acquainted with new practices in motivation, skill development, developing financial andmanagerialability,etc. Itwasaveryfriendlyandhomelycultureatni-msmecampus,thefacilitiesprovidedatguesthousewerealsoexcellent,andthesportsfacilitiesinsidethecampuswereveryuseful,theysaid,andexpressedgratitudetotheDC(MSME)andni-msmefortheopportunitytoattendsuchwonderfultrainingprogramme.

Mr.K.SuryaPrakashGoud,FacultyMember,SEDconductedacampus programme in Training of Trainers on

Entrepreneurship&SkillDevelopmentduring19-23December2016,alongwithMr.L.VijayKumar,Consultant,SED.Sponsoredby the Khadi & Village Industries Commission (KVIC), theprogrammewasexclusivelydesignedforthetrainingofficersofKVIC training institutions. A total of 23 training officers haveparticipatedintheprogramme.

ThefocusoftheinputswasonrecentGoIinitiativesparticularlyinrespect of innovation, incubation, entrepreneurship and skilldevelopment. Discussions on the National Skills QualificationFramework, infrastructuredevelopmentthroughpublic-privatepartnership, teachingmethods, and counselling skills attractedrapt attention of the trainees. Inputswere also given onmarketsurveytechniques,projectfeasibilityandprojectreport.Theparticipantshadvisitedni-msme’sincubationcentreandalsoSETWINtraininginstitutemanagedbytheGovernmentofTelangana.

Theprogrammeconcludedon23rdDecember.Dr.Mohd.Khuddus,StateDirector,KVIC-Telangana;andDirectorGeneralMr.M.Chandrasekhar Reddy were present at the concluding event. The participants appreciated the programme design andmentionedthattheinputswillhelptheminconductingeffectiveskilltrainingintheircentres.Dr.Khuddussuggestedthattheparticipantsuseinternettechnologyforcashlesstransactionsforalltheirrequirementsandalsointheofficetomakepaperlessoffice.TheDirectorGeneralappreciatedtheparticipantsforexcellentfeedbackandsuggestedthattheyapplytheskillsandknowledgelearnedduringskilltrainingintheirrespectivecentres.

ProgrammeonRuralClusters

Aone-weektrainingonDevelopmentofRuralClusterswasconducted during 5-9 December 2016 at the ni-msme

campus, coordinated byMr. K. Surya Prakash Goud, FacultyMember(SED).ThetrainingbatchwascomprisedofofficersofMCEDofMaharashtra,andEDIofChennai.

Thecountryhasalargenumberofruralclustersespeciallyinhandlooms and handicrafts. The Ministry of MSME and theMinistry of Textiles are implementing several schemes topromote such rural clusters. The programme was designedmainlywiththeaimofcreatingawarenessamongtheseclustersregardingGoIschemesonclusterdevelopment,andthebenefitsofadoptingclusterapproach.

Theinputsdevolvedonclustermethodology,schemes,roleofimplementingagency(IA),technicalagency(TA)andclusterdevelopmentexecutive(CDE),clusterdiagnosisandpreparationof detailed project report. Apart from theoretical concepts, case studies focusing on implementation of soft and hardinterventionsandroleofbusinessdevelopmentserviceproviderswerealsodiscussed.

ExposurevisitwasarrangedtoICRISATincubationcentretofacilitatefirst-handinsights.

ClusterEvents

DSRforFoodProcessingCluster

TheDiagnostic StudyReport (DSR) for the JonnadaFoodProcessingCluster has beenpreparedbyni-msme experts, inconsultationwiththeclusterartisans,implementingagency,officialsofKVIC,andtheIndustriesDepartment.ThetaskwasassignedbytheKVIC.

Inthiscontext,theKVICconvenedtheProjectScreeningCommitteemeetingofSFURTIon2ndDecember2016,chairedbyMrs.UshaSuresh,CEO.TheDy.CEOs,theDirectorsandotherstaffmembersoftheDirectorateofSFURTIhadalsoattendedthemeeting.Mr.K.SuryaPrakashGoud,FacultyMember(SED)ofni-msmemadeapresentationontheJonnadaFoodProcessingCluster.

Itwassuggestedthatthevalueaddedproductsmayalsobeincludedalongwiththeregulartraditionalitems,specificationsoftoolsandmachineryandalsoexposurevisitaspartofsoftinterventions.Now,revisionoftheDSRisinprogress.

TheMinisterthankedtheChairman,CoirBoardforhisgeneroussupporttowardsthedevelopmentofcoirsectorintheKonkanarea.Afterdetaileddiscussion,timelineswerefinalisedforarrangementofland,SPVcontribution,procurementandinstallationofmachinery,constructionofCFCbuildingandtrialruns.ThemeetingconcludedwithvoteofthanksbyMr.AjitKumar.

SoftSkillsforArtisans

The office of the DC-Handicrafts, New-Delhi has entrusted ni-msme the task of conducting ten capacity buildingprogrammesfortrainingtheartisansinsoftskills.

TheprogrammesaretobeorganisedamongthefivesouthernstatesofAP,Telangana, TamilNadu, Karnataka andKerala, two batches per state,withbatchstrengthof20,bothformenandwomen.

The programme for men artisans was organised at Madanapally, Chitoordistrict,APduring5-17December2016,inauguratedbyMr.D.V.Sreenatha,Asst.Director(H),HMSEC,Tirupati.Mr.VivekKumar,AFM-SED,ni-msmewaspresent.Theparticipantsweremostlybambooartisans.Theinputsincludedmicro finance, SHG formation and sustenance, bank credit policy andavailability, support schemes for artisans, marketing, project reportpreparationandbookkeeping.

Thetraineesvisitedtheworkshedsoftheartisanstowitnesstheprocessofmakingbambooproducts.TheAsst.Directorfacilitatedanexhibitiontohelpenlargetheirperspective.Mr.VivekKumaraddressedseveralsessions.Thevaledictionwasheldonthe17th,whichMr.VijayKumarofNRCD,ni-msmeattendedandgavemarketingtipstothetrainees.

TheprogrammeforwomenartisanswasorganisedatKadiri,APduring12-24December2016.Mostofthetraineeswerezardosiandtie&dyeartisans.Mr.Vijay Kumar addressed sessions on characteristics of entrepreneur,marketing concepts relating to rural handicrafts, soft skills and onlinemarketingalongwith4Ps.

AOC,Secunderabadconcluded thismonth.A formaleventwasorganised for thepurposeonthe9th,andaplacementsplatformforthetraineeswasalsoorganisedalongwiththevalediction,during8-9December,atShaktiAuditorium.

Col.SandeepVinayak,DeputyCommandant,AOC,SecunderabadwastheChiefGuestof the valediction, while Capt. Sanjay Kumar, Adjutant, AOC, Secunderabadcoordinated the placements platform. The Chief Guest, addressing the batch,stressedontheimportanceofsupplychainmanagementineverykindoftransactiontoday’s context.Therefore equippingwith SCMskills opensup rich employment

opportunities. He complimented ni-msme and the Director General, as also theprogrammedirector, for theexcellent

coordinationandcontentoftheprogramme.

Speaking at the concluding event, Dr. Srilakshmi delineated theexperience and expertise of ni-msme in SCM, which enabled thesuccessfulconductofthreebatchesofSCMtrainingattheAOC.ShethankedtheDirectorGeneralofResettlementforreposingtrustinni-msmeandexpressedgratefulnesstotheDGofni-msmeforgivinghertheopportunitytoconductthetraining.Furthersheappreciatedtheguestfacultyfortheircooperation.

In an event in Delhi,MSMEMinister KalrajMishra has launched an Android app that provides solutions to buddingentrepreneursandexistingMSMEentrepreneursofdifferentdimensionslikemarketing,finance,trainingandcapacitybuilding,differentgovernmentschemesandopportunities.

TheAndroid app calledPHD-MSME App is targeted towardsMSMEsector andhasbeen createdbyPHDchamberofCommercewithhelpofstudentsfromDelhiUniversity.

OneofthekeyaspectsthatUnionMinistryiscurrentlylobbyingforistocreatebetterprovisionoffinancesatbaseratesbyBanksandfinancialinstitutionstoMSMEsector.Forasmallbusinessestogrowandsucceed,accesstofinancesatlowinterestratesplayacriticalrole.

Mishrasaid,“MyMinistryhasbeenworkinghardtomakesurethatthenewgovernmentsucceedsinsettingupofCreditGuaranteeTrustFundstoextendliberalpackagestoMSMEasawholeandinputshavealreadybeenincorporatedinthenewdraftMSMEPolicywhichisattheadvancedstageoffinalization.Thegovernmentproposestorolloutthenewpolicyinthenext30days”,saidMr.Mishra.

Inthenewpolicy,itisexpectedthatgeneralproceduresaswellasprocurementprocedureswouldbevastlysimplifiedandallclearancesforsettingupofmicroandsmallbusinesseswouldbeaccordedonlinewithinafixedperiodof15days.
