Sub: Allotment of candidates to the various services/posts for appointment on the basis of theresults of the Engineering Services Examination-2016 (Reserve List)

The undersigned is directed to state that the Ministry of Railways had circulatedallocation lists of candidates for various services/posts vide its Office Memorandum No.2016/E(GR)1I2/4 dated 23.06.2017. The Commission, in pursuance of Rule 13 of theEngineering Services Examination Rules-2016, has vide letter No. 1/4(14)/2016-E.VII dated30.08.2017 released a Reserve List of candidates belonging to Civil, Mechanical, Electrical andElectronics & Telecommunication Engineering disciplines. The allocation of candidates from theReserve List to various services has been finalized on the basis of rank, order of preference,and physical fitness subject to the availability of vacancies.

2. The allotment list(s) showing the allocation of candidates to various services/posts areenclosed as Annexure-I. The allotment of Shri Prateek Agrawal (Roll NO.0116855,Rank C-144,Category UR) to AEE(BRES) is provisional pending finalization of his medical report. Hisdossier will be forwarded to CCAs concerned only on finalization of his allocation.

3. The dossiers of the candidates now recommended are enclosed. Medical Reports havebeen placed in the dossiers of the candidates. The verification of character and antecedents inrespect of the candidates indicated in Annexure 1 is to be made by the concerned CadreControlling Authorities as stipulated in DoP&T's OM No. 13012/1/2007-AIS-1 dated 27.06.2007and 04.01.2008. The Cadre Controlling Ministries/Departments are requested to obtain theAttestation Forms from the candidates allotted to,the services/posts under their control for thepurpose of verification of their character and antecedents from the concerned DistrictAuthorities.

4. The claims of the candidates belonging to reserved communities (SC, ST & OBCs)have been accepted by Commission on the basis of the original Certificates submitted by them.As cases have occurred where candidates obtained the Scheduled Caste/Scheduled Tribe/OBCCertificates even though they did not actually belong to them, Govt. may, if considerednecessary, verify further the correctness of these documents. There may be some cases wherethough the OBC certificates have been issued to the candidates, the "Creamy Layer" status maybe doubtful keeping in view the income/status of the parents of the candidates as per thedeclaration of the candidates vide column 15 in the Detailed Application Form. It is, therefore,requested that the Government may, in such cases, ensure that such candidates do not attract"Creamy Layer" provision and offer of appointment to these candidates may be made after theGovernment satisfies itself in this respect also,

5. The participating Ministries are requested that the candidates now allotted may beissued offers of appointment. It may be mentioned in the offer of appointment that the offer isprovisional subject to verification of character and antecedents by the concerned districtauthorities. Copies of the offers may be endorsed to the UPSC and date of joining may also beinformed as soon as a candidate joins duty. While issuing appointment letters, the detailedinstructions contained in Union Public Service Commission's letter No. 1/4(14)2011-EVII dated23.05.2014 and DoP&T's instructions, issued from time to time may be followed in addition toclause relating to verification/acceptance of caste certificates etc. and incorporation of suchclause in the offer of appointment. Offers of appointment may please be made only afterensuring that the candidates are medically fit for the service.

6. Clearance in respect of Provisional/Conditional candidature of candidates (except Mr.Singh Nareshkumar Brijendra/Mr. Prateek Agrawal) has since been received from UPSC and

placed in their respective dossiers. Mr. Singh Nareshkumar Brijendra (Roll No.166235 Rank E-258, allotted to CPES Gr.'B'), candidature has been kept 'Provisional' by UPSC on account ofnon-submission of the documents shown against his name in Annexure-II. Offer ofappointment should not be issued to him till he gets the documents verified and hiscandidature cleared from UPSC. Candidature of Mr. Prateek Agrawal (Roll No.116855,Rank C-144, allotted to AEE (BRES) provisionally pending his medical status) is stillConditional on account of non-submission of certain documents as indicated against his namein Annexure-II. The said documents may be obtained from the candidate and sent to UnionPublic Service Commission. Offer of appointment to him need not, however, be withheld on thisaccount.

7. The Commission has underlined the need for additional training and coaching forcandidates mentioned in Annexure-III who belong to the Reserve Categories, in terms ofMinistry of Home Affairs' OM No. 2/11/55-RPS dated 07.05.1995 so that they may also come upto the standard of other recruits appointed alongwith them. The statement showing the details ofcandidates whose candidature was accepted under age concession admissible to departmentalcandidates is given NIL in Annexure-IV.

8. In case the candidates do not accept offer of appointments, their dossiers mayplease be returned to UPSC directly under intimation to this Office. Replacements againstsuch candidates will not be provided. It may please be noted that UPSC has from time to timereiterated that Reserve List is not a waiting list to cater to vacancies arising out of other reasonssuch as candidate not turning up to join, being found medically unfit, left out on account ofmedical fitness for limited services, resignation or any other reasons.

9. A responsible official with due authority may please be deputed to collect the dossiersfrom Section Officer/E(GR)I, Room No. 305, Rail Bhavan, Raisina Road, New Delhi-110001(Tel: 011-23303321).

10. Receipt of this Office Memorandum along with its enclosures and dossiers may pleasebe acknowledged immediately. ~~
