OFFICE ORDER

On the recommendations of the Institute Purchase Committee, the competent authority is pleased to enter into rate contract with the 13 firms as per list enclosed/uploaded on the Institute website www.iiss.nic.in for supply of Chemicals for the period of one year w.e.f. 01.12.2018 to 30.11.2019 or till further communication whichever is earlier. Accordingly all the firms are requested to submit performance security amount of Rs. 10,000/- (Rupees Ten Thousand only) in the form of Demand Draft/ Bankers Cheque drawn in favour of “ICAR Unit-IISS, Bhopal within 15 days after the issue of this office order as per our rate contract proposal sl. no.12. Details of terms & conditions are as follows:-

1. No equipment, apparatus, liquid handling system, Gel electrophoresis apparatus, single channel and multi channel micropipettes etc. are not covered under this rate contract.

2. The packing freight, insurance charges, if any, will be borne by the supplier. Similarly any loss, demage, pilferage etc. of the material on transit will be sole responsibility of the supplier. The defective supply brackge (S) if any is to be replaced by the supplier within 07 days without freight/transport charges.

3. The delivery/supply will be made on F.O.R. basis to this Institute’s central store. 4. ## Taxes: The above prices exclusive of GST. As per notification no. 45/2017-Central tax

(Rate) dated 14.11.17 issued by the Min. of Finances, Scientific & Technical Instruments, apparatus, Equipment (Including computers), Accessories, Parts, Consumables etc. are Exempted from the Central tax (In excess of 2.5%) leviable there on under Section 9 of the Central goods and Services tax Act, 2017 Supplied to the Department and laboratories of the Central Government & State Government, other than a Hospital Since, this Institute is a Scientific Research Institution under India Council of Agricultural Research, Min. of Agriculture, Government of India and also registered by Min. of Science and Technology, DSIR, New Delhi vide Their Register Certificate No.TU/V/RG-CDE(504)-2016 Dated 09.01.2017 the GST has to be charged accordingly.

5. The delivery of goods will be taken at the risk and the cost of supplier from railway/transport.

6. The Supply of material will have to be completed within 30 days from the date of issue of purchase order. The liquidated damage charges @0.5% (half percent) per week shall be imposed if supply made after expiry of delivery period subject to maximum of 10% of total value of order.

7. No payment will be made in advance even through bank but payment will be made within reasonable time say within 30 days after the receipt of material/stores in good condition at this Institute. Since the mode of payment will be e-payment system, hence Bank Account No., Name of Bank with location and IFSC code Number of Bank & GST No. may be furnished in the bill positively.

8. Payment will be made according to the price list as accepted by the Institute under rate contract and no price revision in rate (on higher side) will be accepted during the period of rate contract. Manufacture discount may be clearly mentioned.

9. The order will be placed as per requirement of items and as per unit price mentioned in the price list.

10. Any dispute arising between manufacture and the purchase will referred to Arbitrator appointed by the Director, IISS, Bhopal for which sole arbitration and decision there on will be binding upon both the parties i.e. manufacturer/supplier and purchase.

11. Supply should be made in full against the order and shortage will be procured on the risk and cost of the supplier.

12. No payment will be made for unsatisfactory supply. 13. Matrial should not be supplied without supply order otherwise Institute will not be

responsible for payment. 14. Supply must be made from the latest batch of production with the maximum life period &

original packing. 15. Triplicate pre-receipted bills should be sent along with Challan and goods to the store. 16. The bills may be prepared in the name of the Director, Indisan Institute of Soil Science,

Bhopal 17. In case the proposal is accepted, the firm shall sign an agreement with the Institute for

entering into rate contract. 18. In case of supply of goods made through dealer, its (only one) name and address may be

indicated who with supply the material bill on behalf of the firm. 19. All communications must be addressed to the undersigned by DESIGNATION ONLY and not

by name. 20. The Director, IISS, Bhopal reserves the right to accept or reject any or all proposals without

assigning any reason.

All the firms may acknowledge the receipt of this letter and furnish the performance security well before the commencement of Rate Contract.

OFFICE ORDER

On the recommendations of the Institute Purchase Committee, the competent authority is pleased to enter into rate contract with the 04 firms as per list enclosed/uploaded on the Institute website www.iiss.nic.in for supply of Filterpapers for the period of one year w.e.f. 01.12.2018 to 30.11.2019 or till further communication whichever is earlier. Accordingly all the firms are requested to submit performance security amount of Rs. 10,000/- (Rupees Ten Thousand only) in the form of Demand Draft/ Bankers Cheque drawn in favour of “ICAR Unit-IISS, Bhopal within 15 days after the issue of this office order as per our rate contract proposal sl. no.12. Details of terms & conditions are as follows:-

1. No equipment, apparatus, liquid handling system, Gel electrophoresis apparatus, single channel and multi channel micropipettes etc. are not covered under this rate contract.

2. The packing freight, insurance charges, if any, will be borne by the supplier. Similarly any loss, demage, pilferage etc. of the material on transit will be sole responsibility of the supplier. The defective supply brackge (S) if any is to be replaced by the supplier within 07 days without freight/transport charges.

3. The delivery/supply will be made on F.O.R. basis to this Institute’s central store. 4. ## Taxes: The above prices exclusive of GST. As per notification no. 45/2017-Central tax

(Rate) dated 14.11.17 issued by the Min. of Finances, Scientific & Technical Instruments, apparatus, Equipment (Including computers), Accessories, Parts, Consumables etc. are Exempted from the Central tax (In excess of 2.5%) leviable there on under Section 9 of the Central goods and Services tax Act, 2017 Supplied to the Department and laboratories of the Central Government & State Government, other than a Hospital Since, this Institute is a Scientific Research Institution under India Council of Agricultural Research, Min. of Agriculture, Government of India and also registered by Min. of Science and Technology, DSIR, New Delhi vide Their Register Certificate No.TU/V/RG-CDE(504)-2016 Dated 09.01.2017 the GST has to be charged accordingly.

5. The delivery of goods will be taken at the risk and the cost of supplier from railway/transport.

6. The Supply of material will have to be completed within 30 days from the date of issue of purchase order. The liquidated damage charges @0.5% (half percent) per week shall be imposed if supply made after expiry of delivery period subject to maximum of 10% of total value of order.

7. No payment will be made in advance even through bank but payment will be made within reasonable time say within 30 days after the receipt of material/stores in good condition at this Institute. Since the mode of payment will be e-payment system, hence Bank Account No., Name of Bank with location and IFSC code Number of Bank & GST No. may be furnished in the bill positively.

8. Payment will be made according to the price list as accepted by the Institute under rate contract and no price revision in rate (on higher side) will be accepted during the period of rate contract. Manufacture discount may be clearly mentioned.

9. The order will be placed as per requirement of items and as per unit price mentioned in the price list.

10. Any dispute arising between manufacture and the purchase will referred to Arbitrator appointed by the Director, IISS, Bhopal for which sole arbitration and decision there on will be binding upon both the parties i.e. manufacturer/supplier and purchase.

11. Supply should be made in full against the order and shortage will be procured on the risk and cost of the supplier.

12. No payment will be made for unsatisfactory supply. 13. Matrial should not be supplied without supply order otherwise Institute will not be

responsible for payment. 14. Supply must be made from the latest batch of production with the maximum life period &

original packing. 15. Triplicate pre-receipted bills should be sent along with Challan and goods to the store. 16. The bills may be prepared in the name of the Director, Indisan Institute of Soil Science,

Bhopal 17. In case the proposal is accepted, the firm shall sign an agreement with the Institute for

entering into rate contract. 18. In case of supply of goods made through dealer, its (only one) name and address may be

indicated who with supply the material bill on behalf of the firm. 19. All communications must be addressed to the undersigned by DESIGNATION ONLY and not

by name. 20. The Director, IISS, Bhopal reserves the right to accept or reject any or all proposals without

assigning any reason. All the firms may acknowledge the receipt of this letter and furnish the performance security well before the commencement of Rate Contract.
