State of Uttarakhand was formerly known as Uttaranchal. On 9 Nov. 2000, this 27thstate of republic of India was carved out of the Himalayan and adjoining north-westerndistricts of Uttar Pradesh as per the Uttar Pradesh state reorganization act 2000.
The State of Uttaranchal in exercise of the power granted to it under section 63(4) of theState Re-Organization Act, 2000, formed two separate companies in power sector-
Uttaranchal Jal Vidyut Nigam Ltd. – For generation of Hydro electricity in thestate.
Uttaranchal power Corporation Ltd. – For transmission and distribution ofelectricity in the state.electricity in the state.
Enactment of the Electricity Act 2003, a distinct watershed in the Indian Power sector ,made it mandatory for all the States to restructure their SEBs. As per the provisions ofElectricity Act 2003 , the state Government separated power transmission business fromUPCL which was left only with distribution of electricity .
A new company by the name & style of Power Transmission Corporation ofUttaranchal Ltd. was created to handle power transmission business and registered as aGovernment company on 27th May, 2004, under section 617 of companies Act, 1956 .Itstarted functioning w.e.f. 1st June, 2004.
Uttarakhand has a very high potential which is yet to be developed and to give impetus to power sector, Uttarakhand Jal Vidyut Nigam Limited (UJVNL) was formed. UJVNL is a wholly owned Corporation of the Government of Uttarakhand set up for managing hydro power generation at existing power stations and development, promotions of new hydro projects with the purpose of harnessing, the known, and yet to be known, hydro power resources of the State.hydro power resources of the State.
Today, UJVNL operates hydropower plants ranging in capacity from 0.2 MW to 376 MW, totaling up to 1284.85 MW(including SHPs).
There are two gas based private power plants - GIPL and SEPL of total installed capacity 675 MW.
There are renewable generation plants of installed capacity 475.84 MW.

Power Transmission Corporation of Uttarakhand Ltd. (PTCUL) is the only transmission licensee of Uttarakhand.
PTCUL has transmission network of 2793.05.01 ckt km length and 8037.5 MVA total transformation capacity.

As per sub-section (2) of Section 31 of the Act, the State Load Despatch
Centre shall be operated by a government company/any authority or corporation established or constituted by or under any State Act, as may be notified by the State Government. Until a government company or any authority or corporation is notified by the State Government, the State Transmission Utility shall operate the State Load Despatch Centre.Transmission Utility shall operate the State Load Despatch Centre.
SLDC Uttarakhand performs all the functions as per section 32 of the Act.
SLDC Uttarakhand is presently under the functional control of PTCUL.

Grid Coordination Committee was constituted in state for carrying out the functions as per State Grid Code 2016.
The first GCC Meeting was held on dated 22-5-18 and the following issues were discussed:• Planning issues of Intra-State transmission network.• Connection to Intra-State transmission network.• Operation issues.• System Security aspects• System Security aspects• Demand estimation for operational purpose.• Demand management.• Outage planning• Recovery procedure.• Scheduling and dispatch issues.• Metering related issues.• Safety during maintenance.
UERC has notified DSM Regulation,2017 for Intra State ABT & DSM Implementation in state.
Installation of SEM Meters at Generator and OA Consumer ends is complete, at OA Consumer ends is complete, at distribution licensee and STU ends is under process.
Development of Online ABT Management software alongwith trial run of Deviation accounts is under process.
Uttarakhand is a hilly state with most of the areas in difficult terrrain. Load is clustered mainly in plain areas.
