The oil pollution act of 1990 was set into law in august 1990.
It established provisions that expand the federal governments ability to prevent and provide the money and resources necessary to respond to oil spills.
It also requires oil storage facilities and vessels to submit to the federal government plans detailing how they will respond to large discharges.
The bill was introduced to the house by Walter B. Jones following the 1989 Exxon Valdez Oil spill.
As of 2002 the OPA had prevented 18 ships from entering Prince William sound.
The EPA is the agency responsible for regulation and enforcement.
