September in the BVI is intimate. This is when you really get to know your neighbours and friends who’ve stuck around to enjoy the island at its most peaceful. In Cane Garden Bay, the beach chairs stay stacked, and the otherwise popular tourist beach becomes a private escape. The bars and restaurants that stay open during this period are filled with friendly, smiling residents enjoying their chance to decompress before the madness of the season begins again. This month, I interviewed John Chenoweth about his archaeological research on Little Jost Van Dyke. John’s important work aims to enrich the history of the BVI by telling the story of the slaves and owners that lived on the Lettsom plantation, as well as trying to solve the riddle of some of the contradictions raised by the Lettsoms' religion—Quakerism. John intends to do this using the artefacts he finds, basically trash from the inhabitants of Little Jost in the eighteenth century. Mr. Chenoweth’s research teaches that BVI land has a value outside of property and development—its value is in the information that it provides about past BVI residents. Some of our most famous current residents, owners and developers, those who are involved in the fine balancing act of sustainable development, are visibly embracing environmentalism, making it trendy. This might be the last push that the BVI needs to convince other developers why it’s cool to go green. If you’re planning on taking on some renovation, design or decorating projects during this quiet time, look to the past for inspiration. Many of the features of traditional Caribbean architecture and practically accounted for the conditions of our climate. While the past can inspire, modern advances provide new, durable materials. Instead of lazing around the quiet islands, I plan on enjoying this month to its fullest—discovering parts of the BVI I’ve never encountered before and ticking things off my list of weekend projects with an occasional stop at the beach for a quick swim.

Therefore, the most traditional tool of them all, the pencil, retains its significance in any architect’s office. The computer still cannot process as fast and the brain and a pencil. Traditional detailing and their contemporary use are still as important today as they were in yesteryear. With all buildings, success or failure often comes down to the smallest details, but it is incredibly difficult to describe these in words alone, therefore, we fall back to our skill of drawing to communicate these details which, although small, are thoroughly important to the outcome of every

project. These details make all the difference to the longevity of materials, appearance of elements and the holistic composition of a building’s aesthetic. Roger Downing and Partner Ltd. believe the BVI could also support a national industry that revolved

around the production of these details, specifically the production of precast concrete elements for a building's cladding. The imported stone cladding of

the exterior of the Supreme Court could very easily have been manufactured here in the BVI through stained and precast concrete quoins, blocks, lintels and door/window surrounds. The building industry could utilize the boating industry’s expertise with

fiberglass moulds which could give the concrete incredibly

smooth and easily polishable sides. We at RDP would be very keen to open a dialogue with any party interested in evolving this industry. PG

Green LivingTrickle-Down Environmentalism:

When the Rich Go Green, So Goes the World

Living here in the beautiful Virgin Islands, it's easy to think nice green thoughts. Everywhere one looks there are vibrant red flowers, gorgeous yellow blossoms, all sheltered within a vast effusion of greenery.

Until a visitor says, “Oh my god, there's a giant fire over there,” as she points to Pockwood Pond. No, Honey, that's just the way garbage is recycled in the BVI. So a conversation ensues and covers all things green, or is that “green”? The Gulf oil leak. Preparing for a post-petroleum world. Non-polluting alternatives. Giving up oil? We can't even give up coffee—imagine the wrench caused by quitting the Texas Tea! How about no plastic? Ha ha. So it's never going to happen until we've drained the planet dry and the last few humans lie gasping under the last stand of trees. Might as well par ty. Of course, at that party we could always use some faux, plant-based styrofoam plates and gaze adoringly at recycled glass ornaments made from Heineken bottles. And perhaps at that party we might hear some words of encouragement to drown out the cynical naysayer who insists it's all a sick joke. For the reality is that there are individuals here in the BVI working towards the possible. As reported recently in BVI Business, a green economy is indeed growing

in the BVI. People believe not only in the rightness of what they are attempting, whether it be collecting glass for recycling or fitting solar panels on a roof, but in the potential profitability of it too. Local hero Sir Richard Branson has long championed green and sustainable development as

the face of the future and for tunately has had the funds to foster it. But even he has been stymied by the current world recession as banks sit on their billions rather than seed the future. Par t of his plan for new development at Mosquito Island is to get the wealthy clients of his resor ts to fund the research and development that will eventually scale up to national size. His North Sound rival David V Johnson at Oil Nut Bay has the same approach. Green and sustainable have become a desired marketing position for a cer tain clientele. It might not work with the Vegas crowd, but the forward thinkers who honeymoon in Bali will go for it. Johnson appears to be attempting to extend the concept to his Grosse Point constituency—when the lifestyle-development crowd goes green, there's no stopping it as a trend. Let's call it trickle-down environmentalism. Here in the Caribbean we are perfectly situated to implement these new technologies, if only there is the political and investment will to make it succeed. It's not all to be a pleasant stroll into an idyllic

future, of course. Wind turbines are noisy and visually obtrusive. Solar panels are notoriously inefficient. Some potential industries and methods may prove to be just as

polluting as those they replace. But it's almost a matter of faith—tomorrow has to herald a brighter future. Because the alternative is bound to be a waking nightmare, with the entire planet choking like China on gas, heat and dust. PG

A strong connection between interior and exterior, mediated by generous shaded outdoor spaces, was a feature of Caribbean and other tropical building design. This has virtually disappeared from our towns and cities. Many of the government buildings in the Caribbean were built in the early Modernist era. Tropical Modernist buildings often included a ground level indoor-outdoor atrium space, which brought greenery into the building and aided in cross-ventilation. These buildings also often employed the brise-soleil, a sun-shading device built unto the building’s façade

which also reduced heat gain. Earlier Colonial-era institutional buildings in the Caribbean were often surrounded by an arcade or veranda, which provided climate control via shading and served as an outdoor lobby, reception and waiting area. Much of the aesthetic and experiential qualities embodied in both these building types are lost in contemporary office and institutional buildings. For owners, it is important to ensure that their buildings are profitable, and for tenants to ensure that they make practical decisions with regards to space usage. Additionally, legitimate concerns over security discourage the provision of outdoor spaces

easily accessible from every floor. In institutional and government buildings, the advent of air conditioning has also created a preference for fully enclosed waiting areas in lieu of the informal reception gallery or veranda, making the indoor-outdoor lobby obsolete. Technological and design advances are necessary to promote economic efficiency and effective service delivery. Additionally, studies show that the quality of the workspace— aesthetics, thermal comfort, air quality—greatly contribute to worker productivity. The wrap-around veranda on all levels is financially impractical for most commercial and institutional buildings. However, this leaves the building’s façade

exposed to uneven heat gain through walls and windows, and glare from light penetration. Properly insulated walls and roofs can reduce the heat gain through the building envelope and greatly reduce the cooling loads on air-conditioning systems. This in turn results in great savings in operational costs, reduced load on the electrical system and a longer life-span for the mechanical system. Incorporating shading devices such as Bahama shutters, horizontal and vertical sunshades and light-shelves at windows and glazed walls, reduces glare and uneven heat gain while promoting even, natural lighting throughout the internal space. Concurrently, it is important to recognize that air-

conditioning does not automatically equal thermal comfort. A properly zoned and balanced system is key. Such a system separates zones of high heat

gain near windows and roofs from internal zones, providing separate thermostats and controls to balance the temperature across the space. Carefully programmed outdoor space can also be a great tropical advantage to both owner and tenant. An upper-level shaded terrace can double as a lunchroom or smoking terrace. A rooftop lounge can take advantage of previously unutilized space to provide an amenity, rentable for corporate functions or community events. It becomes clear, taking into account all the issues and ideas discussed here, that careful consideration of climatic, mechanical, spatial, aesthetic, cultural and contextual factors are

required to create a highly functional building. Simultaneously creating an iconic image of which the corporation or

institution and the community can be proud, will, by creating increased value, ensure the longevity and continued profitability of the project. PG

Prospective buyers must therefore understand and take into consideration these factors when deciding to purchase property. Having an idea of the nature and amount of such costs allows for more precise planning and budgeting. There are a number of transaction costs which all prospective purchasers need to consider. While the bulk of the costs are borne by the purchaser, the vendor does not escape the burden as some costs also fall to a potential vendor. Closing costs generally include Non-belonger Land Holding Licence fees, legal fees, real estate agent’s commission, registration and Stamp Duty. A purchaser, having settled on a particular property and the parties having reached an agreement in principle, a Sale & Purchase Agreement must be prepared by the vendor’s attorney, who usually has carriage of the sale, i.e. responsibility for the preparation and the proper execution of the transfer documents and generally seeing the process through to its conclusion. If a Non-Belonger is purchasing property, then the Agreement should be made subject to the purchaser

obtaining a Non-Belonger Landholding Licence. Once the Agreement is settled between the parties’ legal representatives, the Agreement is executed and the deposit payment made. After the Instrument of Transfer for the sale has been executed, the documents are forwarded to the Inland Revenue Department for assessment and payment of Stamp Duty. The amount of Stamp Duty is assessed based on the sale value or market value of the property, whichever is the higher value. Currently Stamp Duty is assessed at

12 % for Non-Belongers and 4% for BVIslanders or Belongers. A valuation appraisal must be submitted with the documents. This must be done at the parties’ expense. As highlighted earlier, should the purchaser be a Non-Belonger, they will need to apply for and obtain

a Non-Belonger Land Holding Licence. There is also a fee attached to the application for a Non-Belonger Landholding Licence as well as a fee on the granting of the Licence itself. It must also be noted that in the event that undeveloped property is being purchased by a Non-Belonger, as a condition of the Non-Belonger Land Holding Licence, the buyer will be obliged to develop the property within a specified time period failing which he may be subjected to penalties as imposed by the government.

Legal fees on land transfers are customarily fixed at a percentage of the agreed purchase price and usually vary from a minimum of two percent (2%) upwards. Each party is usually responsible for their own legal fees. The cost of the Sale &

Purchase Agreement is a separate cost and is normally borne by the vendor. The real estate agent’s commission, like legal fees, is fixed as a percentage of the selling price, while a nominal fee is charged for the registration of the documents. PG

Walking into Arawak Interiors these days is like walking into an ar t gallery. New, original abstract pieces from Bali commingle with copper sculptures by locally based artist Diego. The abstract pieces—like a trippy black and white spiral canvas or a tableau of alternating orange and brown corners—almost seem like optical illusions that promote introspection or could add a bit of whimsy to a room. Diego’s varnished copper sculptures, sconces and lamps, mostly of vegetation—palm leaves, bamboo shoots and heliconia blossoms—emphasize the geometric patterns in nature. On a recent visit to Arawak, I spoke with Diego about his work.

“I used to paint when I was very young,” Diego said, but then he saw what could be done with copper, and he fell in love with it. “It’s faster,” he said, “and I don’t like to wait.” Most

of Diego’s inspiration comes from the flora surrounding his home. “I’m trying to reproduce nature on copper,” he said. The effect is striking

and encourages viewers to see with new eyes sights that we take for granted every day in the BVI. Palm tree fronds, in copper instead of green, resemble the sun’s rays. A large, curved

landscape of a bamboo-lined path reminds me of the distorting effect of seeing my surroundings through a rainstorm.

When I asked how he achieved such detail on the bamboo piece, Diego explained the process of working with copper. “Usually, you

have to use the flame to warm it up. You can work in this way on a pitch or even a rubber pad or sand. Whatever allows the copper to be workable. When I was working on [the bamboo piece], I was scared because I couldn’t warm it because it was so big, and when you warm a piece of copper, you have to do all the shaping at one time, so it wasn’t possible—I had to do it cold. It was hard,” he said and told me that the six-foot tall piece took him a month to complete. Seeing the typically bright green bamboo replicated in the reddish-brown glowing metal is a bit disorienting, but the best ar t strives to challenge preconceptions. While Diego appreciates copper as an ar tistic medium, he added that it could sometimes be frustrating to work with because “not everything

comes out as you like. With paint, you can correct it, but with copper, if you fail, you have to star t again with a new piece of copper.” Another challenge that he’s found working with metal versus paint is that “you have to create shadows,” he said, indicating that shading is done with the depth and textures created in the monochromatic copper. “Everything’s possible with a brush—you can make shadows or make an expression.” His interest in both paint and metals has inspired his next ar tistic endeavour—working with colour on the copper. “I want to try to use patinas,” he said. “They sell them in all colours possible, and you can mix them.” I’m excited to see what he comes up with using a full colour palette considering how effectively he’s been able to work in just one hue. The contradictory behaviour of the Quakers, specifically slave-owning Quakers, seems to be part of what drives Mr. Chenoweth’s interest

Mr. Chenoweth began his anthropological study of the Quaker community while completing his master’s thesis. “I got my master’s at U Penn, which turned out to be a site associated with Quakers,” he said. In fact, the Commonwealth of Pennsylvania was founded by a Quaker, William Penn. “I found it very interesting from an anthropological point of view. It’s sort of a contradictory religion. There’s this big religious structure about meetings that tell you how to live your life...and yet the whole point of Quakerism is that you don’t need a church; you don’t need a minister; you don’t need anything between you and God.” According to Mr. Chenoweth, whose research on Little Jost Van Dyke will contribute to his doctoral dissertation at UC Berkeley, when Quakerism first started in the mid-17th century, many members of the faith took on missionary roles and brought their religion to the Caribbean, hoping to convert the masses. “There were communities of Quakers in Jamaica and Barbados, and to a lesser extent in Antigua and Nevis in the 1600s,” he said, mentioning the difficulty of studying those populations because of the unreliability of the recordkeeping at the time. “It’s really hard to say who lived where, and even if you have a list of the members of the meeting, you don’t know which plantation you’re looking at belonged to which family...so it’s difficult to talk about where the

Quakers were.” The uniqueness of the Lettsom family on Little Jost is that they occupied an entire island. “I thought this would be very helpful because, by itself on an island, it means that everything on that island, in theory, is connected to them,” he said. By the 1700s, the other Quaker communities in the Caribbean had dissipated, Mr. Chenoweth said. “Either the members decided that Quakerism wasn’t for them, or they moved back to England,” especially many in Jamaica who departed after a large earthquake in 1692. “So, by the 1740s, when the community here started up, there were virtually no Quakers in the Caribbean...and that’s what makes this community interesting, in part, is that it sort of popped up at a time when there were no other similar communities that had managed to survive.” He

then added, “I’d like to be able to say how or why, but that’s part of the question that I’m trying to explore here, how Quakerism is connected to the Caribbean environment—the slave economy, the plantation economy, the social environment that was down here between the Quakers and the white planters, the free African-descended people and the enslaved people.”

As we stood outside his research team’s home base by Smugglers Cove while one of his research assistants sifted through bags of dirt searching for artefacts, Mr. Chenoweth recounted when he read about the community of Quakers that moved here in the 1740s, he thought, “ ‘That’s really different and really odd.’ The strangest thing about them is that they owned slaves, and that makes no sense whatsoever because Quakers believe in complete equality and non-violence.” The contradictory behaviour of the Quakers, specifically slave-owning Quakers, seems to be part of what drives Mr. Chenoweth’s interest in his research, but he also clearly possesses a desire to speak for those who have been previously silent. “One of the things I’m really interested in is the relationship

between the owners and the enslaved people,” he said, “partly because historical archaeology’s

real strength is telling the story of people who weren’t able to write their own history.” One of the main differences between historical archaeology, which Mr. Chenoweth describes as archaeology of the last 500 years, and prehistoric archaeology is that “you can take the bits and pieces of trash and combine that with the historical records and history books

that people have already written and see something different. At the same time, all that extra information makes it a much more complicated story, it makes it a richer story, and that’s why I want to explore that story. That’s why I want to tell it.” He continued, “Almost all the slaves of the Caribbean never wrote anything down about themselves, so history doesn’t

have a lot of information about them.” Instead, the historical documentation often only includes “what owners and white people in general wanted to write down about them, which is how much they cost and how much work they could do,” but that’s not what concerns Mr. Chenoweth. He wants to discover and share “what they thought about the world and how they saw the world,

and their relationship to their family.” He called archaeology—which he reminded me is mostly the study of trash, not treasure—“a window into some of that.” While he is keen to “study the enslaved people in their own right,” his research also ties back to Quakerism. “I also am interested in how the fact that the owners were Quaker affected

that relationship between the two, so with the shell and the bone,” he said, pointing to a shelf overloaded with Ziploc bags full of broken bits of shell and bone fragments, “you can talk about if they’re eating the same things. Are the owners getting more food or better food or are they

taking the whole animal and eating the best cuts of meat and then passing the things they don’t want on to the slaves or are the slaves getting their own food, or are they sharing food equally?” Other possible clues offering insight into how the Quaker settlers on Little Jost Van Dyke treated their slaves are the pottery fragments that Mr. Chenoweth found on the site. He showed me

several different shards—everything from roughly made ceramics to fine porcelain. “Archaeologists look for patterns,” he said, “so one of the things I was doing was comparing the things I’ve been seeing on this site to all of the other things found on Caribbean plantations from the 18th century that have been studied by archaeologists.” He explained that the “material culture,” the trash and other remnants that people leave behind, follows a consistent, non-surprising pattern in the Caribbean—the plantation owners’ trash typically consists of newer, higher quality fragments while the items discarded by the slaves

tend to be older, lower quality stuff. “On this site, that doesn’t actually hold,” Mr. Chenoweth said. “The owners have by far most of the older ceramics and older things, and the enslaved people have newer ones.” Mr. Chenoweth believes that this relates back

to the family’s Quakerism and “how this particular family chose to interpret what it meant to be Quaker.” He added, “Quakers are supposed to live a simple life, and in the 1700s the BVI was a pretty distant place; it was hard to get new and expensive things—and I think here that’s what took on a role as a status symbol—being able to get the newest stuff, and this family, trying to be simple, trying to be plain, may have intentionally chosen to not have newer things, and that’s one way they sort of expressed their Quakerness, I think.” Each new discovery seems to produce more

questions than answers, but Mr. Chenoweth is okay with that. Though he uses Quakerism as his main focus, he informed me that not many archaeologists study

religion. “I leave the theological questions to the ministers and priests, but I ask questions about how being a member of a certain religion affects your relationship with other people and with things and the world around you, and I think that’s sort of a

timeless question...We’re trying to understand how religion affects your relations to other people, which is hugely broad and difficult, but if I can say something useful about that, then maybe it can be useful in more modern contexts.” Mr. Chenoweth plans on returning to the territory as Dr. Chenoweth, after he’s finished his dissertation. “I do hope to keep coming back here and working on projects throughout my career,” he said. Mr. Chenoweth mentioned the support and generosity of the owners of the property, the government, H. Lavity Stoutt Community College and other organizations. He’s currently talking to the Department of Culture and the Jost Van Dykes Preservation Society about projects they want to see done “for their historical and cultural importance, as well as in order to open and interpret sites for BVIslanders and visitors alike,” he said. “I think it’s a great combination when you can do things the people who visit are really interested in, and it actually means something to people that live here.” PG
