Our Services We subscribe online to a well-rounded collection of titles in the general practice subjects for the use of the practicing bar and for the general public interested in reading legal subjects – or who have matters for which access to a law library was advised. More-extensive resources are subscribed-to behind-the-desk for reference staff delivery. We aim to bridge the Technology Divide: We show members of the general public materials that will be useful for their issue; we show them how to use the material, how it is organized, where to find the topic of interest; we show and tell them what other resources we have that would address the topic; we help them find the sections or topics within the resource that may be applicable; we provide form resources; we provide information regarding court procedure. Additionally, we collaborate with State Adoptions, with Legal Services of Northern California and with the Butte, Lake and Tehama County Superior Court S.H.A.R.P. Program in developing forms and other material for self-represented litigants.

Highlights of 2017-‘18 Campaign for Stable State Funding – We’re winning! To 2018, county law libraries had been funded solely from filing fees. The stream of allocated revenue from filing fees was insufficient as a matter of law to sustain the operations of county law libraries. The Budget Act of 2018 included provisions for County Law Libraries in the General Fund. County boards of supervisors and members of the Legislature responded to a funding crisis. The North State campaigned hard for our funding, with gratitude. On October 10, the Butte County Board of Supervisors passed and adopted Resolution 17-172 requesting that Governor Brown add a line-item for County Law Libraries in the 2018 California State Budget and Successive State Budgets. Thereafter, on November 7, neighbor Glenn County Board of Supervisors passed and adopted its Resolution 2017-99 mirroring the resolution of the County of Butte. Humboldt followed Glenn. Lake followed Humboldt, and Nevada followed Lake – in the North State. Then, on November 27, thirteen legislators (seven Assembly members and six Senators), including North State Assemblyman James Gallagher (Dist. 3), North Bay Assemblyman Marc Levine (Dist. 10), East Bay Senator Nancy Skinner (Dist. 9), and North Bay Senators Bill Dodd (Dist. 3)and Mike McGuire (Dist. 2)signed a letter to Governor Brown requesting that we receive funding in the Budget. Nine additional members, including North State Senator Jim Nielsen (Dist. 4) and North State Assemblymen Brian Dahle (Dist. 1) and Jim Wood (Dist. 2), added their names to a second letter to Governor Brown, dated December 12. This was the beginning. The campaign continued, unabated to June! North State Assemblywoman Cecilia Aguiar-Curry (Dist. 4) signed the letter on January 19. North State Assemblyman Kevin Kiley’s (Dist 6) signature followed, February 9th. North State Senator Ted Gaines (Dist. 1) signed on February 11th. And North State Assemblyman Frank Bigelow (Dist. 5) signed on February 27th. The North State delegation to the California Legislature overwhelmingly gave us support.

The Budget Hearings began – and friends were quickly made. On May 17, Senate Committee on Budget and Fiscal Review Subcommittee 5 - Corrections, Public Safety and the Judiciary – voted unanimously to allocate $16.5 million to County Law Libraries in the 2018-2019 California State Budget. On May 24, Assembly Committee on Budget Subcommittee 5 - Corrections, Public Safety and the Judiciary – voted unanimously to allocate $16.5 million to County Law Libraries in the 2018-2019 California State Budget and to approve Budget Bill language. June 13 9:30am (Full) Committee on Budget and Fiscal Review met and approved the Senate’s version of the Budget, with us included. 12:00 Noon (Full) Assembly Committee on Budget met and approved the Assembly’s version of the Budget, with us included. The Governor signed it on June 27. The funds were allocated such that each county law library would receive in 2018-’19 the funds the library received in 2008-’09. This is what $16.5 million gained for county law libraries in 2018! $75,222 was the allocation for Butte County. The funds were received. Many many thanks is given ①to Ms. Hannah Ackley, Legislative Director for the office of Assemblyman Frank Bigelow, for assisting with a letter on Legislature Letterhead, addressed to the members of the key budget committees, that Senator Gaines and Assembly Members Aguiar-Curry, Bigelow, Dahle, Gallagher, and Kiley signed on our behalf on March 21, 2018 (and to Ms. Maria Heredia of the same office, who welcomed me and who presented our cause to Hannah!), ②to Mr. Matt Cox, Senior Policy and Communications Advisor for Senator Ted Gaines – who was immediately receptive to our cause, ③to Mss. Tania Dikho and Gillian Eppinette, each staff members in the office of Senator Jim Beall – who welcomed me and who evidenced support after the Hearing was held in Senate Budget sub 5, ④ to Ms. Sadie Foster, Chico District Representative for Senator Jim Nielsen, whose emails introduced us and our funding need (1) to Senator Nielsen, to the Capitol Office – and key staff; (2)to Assemblyman Kevin Kiley’s staff, recommending that Assemblyman Kiley join our team of support (He did),⑤ to Mr. Micah Grant, Chief of Staff for the office of Assemblywoman Melissa Melendez, ⑥to Ms. Amanda Hernandez, Assembly Fellow in the office of Assemblyman Tom Lackey, ⑦to Assembly Fellow Dr. Harrison Hines MD – Special Assistant to Assemblywoman Dr. Shirley Weber, ⑧to Mr. Joshua Hoover, Capitol Director for the office of Assemblyman Kevin Kiley (and to Hannah Ackley, again, who presented our letter to Joshua), ⑨to Ms. Angela Pontes, Legislative Director for Assemblywoman Cecilia Aguiar-Curry (and to Ms. Darion Johnston of the same office, who knew of us at Butte County Public Law Library, as a student at Chico State, in 2014 – and who

advocated for us to Angela), ⑩to Mr. Paul Ramey, Legislative Director for Assemblyman Dr. Jim Wood, ⑪to Ms. Katja Townsend, Capitol Director for the office of Assemblyman James Gallagher, who was my first contact – and who gave me a home base at the Capitol!, and ⑫ to Ms. Cheri West, Policy Director for the office of Assemblyman Brian Dahle. Please read our Report for the Legislature for the Budget Act of 2018! http://www.buttecountylawlibrary.org/docs/Zorbas_Report-for-the-Legislature-II.pdf Patron Services: Owing to the reduction in court filing fee revenue from a 2013-’14 low to 2014-’15 and 2015-’16 lower-lows – written-about previously, staffing was reduced (temporarily, we are happy to announce) from 1.75 full-time equivalency positions (July 2008 –December 2016) to 1.50 full-time equivalency positions mid-year in 2016-’17. The full impact of this staffing reduction was felt in 2017-’18. The reduction in staffing impacted our capacity to serve – and enabled us to serve only 6,473 callers and visitors in 2017-’18, compared with 7,118 callers and visitors the prior year. Temporarily was temporary: Since staffing to 1.75 full-time equivalency positions has been restored with 2018-’19 funding from the State General Fund, the word has gotten out and the number of daily court referrals has increased noticably. Butte County Sheriff Butte County Superior Court; Glenn County Superior Court; Tehama County Superior Court Community Legal Information Center – CSU Chico Legal Services of Northern California State Adoptions Probate Referee From the Butte County Sheriff: The Law Library receives Landlords and Tenants and Creditors and Debtors seeking assistance; To the Butte County Sheriff: The Law Library sends people for affecting service of papers. From Legal Services of Northern California: the Law Library receives Tenants seeking relief from defaults and judgments (where for income eligibility reasons LSNC cannot provide help) – and Debtors, for assistance in responding to creditor lawsuits that are brought against them; To Legal Services of Northern California: The Law Library sends Homeowners facing foreclosure and Chico-based Tenants facing eviction. From Butte and Tehama S.H.A.R.P.: The Law Library receives general overflow; To LSNC and to S.H.A.R.P.: the Law Library sends customers with Spanish-language proficiency and limited English. From the Superior Court and the Probate Referee: The Law Library receives probate referrals, and from the Court referrals for help with motions; To the Probate Referee, the Law Library sends customers for appraisals. From State Adoptions – for Butte, Glenn, Shasta and Tehama Counties: The Law Library receives referrals for necessary court filings.

President’s Report

Year after year the Board of Trustees watched the filing fee stream decline. A provable cause of this decline is mandatory arbitration, which business interests prefer to court litigation, and the evidence seems to establish this as true. I, Raoul J. LeClerc, have been a trustee of the Butte County Public Law Library for more-than thirty-five (35) years, and have been a member of the State Bar of California for more-than fifty (50) years. I have been a member of the Executive Committee of the State Bar of California and am well acquainted with our law library in Oroville and the issue of funding for county law libraries. The first order of business is thanks to the members of our Butte County Board of Supervisors, to our neighbors, the members of the Glenn County Board of Supervisors, to our State legislators, Assemblyman James Gallagher and Senator Jim Nielsen, and to our neighbors’ legislators, Assemblyman Brian Dahle and Senator Ted Gaines – and others, for their parts in securing for us a place in the California State Budget for 2018-‘19 County law libraries serve an important public service for all California residents. Our Butte County Public Law Library fills needed and necessary access to legal information and provides a unique service niche to a wide Butte County Public that is without means to hire a lawyer to address his or her need and would be without help but for the law library. As a rural community, our access to flow of information is more limited than urban areas. Therefore it is of the utmost importance that every opportunity for increased informational influence be protected and bolstered. Thus, the true need to maintain a law library cannot be overstated.
