Foreword

Busselton Basketball Association encourages all members to become familiar with the Busselton

Amateur Basketball Association (BABA) By-laws.

The Busselton Amateur Basketball Association committee reserves the right to amend or introduce

By-laws mid-Season, should they feel it is necessary, provided it is approved at a BABA committee

meeting with a 75% majority in favour.

2 Interpretation of Rules

2.1 Definitions

2.1.1 BABA

The Busselton Amateur Basketball Association (also referred to as Busselton Basketball

Association), is responsible for running basketball within the City of Busselton region.

BABA organises and maintains a Junior (U10-18s) and Senior Competition through the

BABA COMMITTEE.

2.1.2 BABA Committee

The Committee of Management of the Busselton Amateur Basketball Association (BABA).

2.1.3 BWA

Basketball WA (recognised as the State basketball body).

2.1.4 CC

Court Coordinator for BABA.

2.1.5 Domestic Club

Two (2) or more Teams identified by name or uniform.

2.1.6 New Players

Players who have not played in a Competition conducted by the Busselton Amateur

Basketball Association for the past twelve (12) months, or the entire previous Season,

whichever occurs first.

2.1.7 Officials and Staff Members of the Association

Association level Coaches, BABA Committee Members, Court Coordinator, Umpires,

Umpires’ Coordinator, Umpires’ mentor and Bar Manager.

2.1.8 Representative Player

Outlined further in section 5. Any Player who played the previous season, in a:

o Team competing in the top three divisions of any Western Australian

Basketball League (WABL age group);

o State Basketball League (SBL or WSBL) Team;

o State Basketball Team (eg, Country WA, Metro WA or Schoolsports);

o Represented BABA in either the State or Country Championships

o Equivalent to any of the above.

2.1.9 Team

A group of Players, which may constitute an entire Club or part thereof.

2.2 Rule

2.2.1 FIBA Official Basketball Rules and Official Interpretations shall apply unless otherwise

provided in these By-laws.

2.2.2 As our competition is not fully timed, there shall be minor adjustments made to the FIBA

rules which cannot be enforced fairly without stopping the game clock.

2.3 General Provisions

2.3.1 Day to day interpretation of the rules shall be the responsibility of Court Coordinator and

BABA Committee. The BABA Executive Committee can provide further interpretation.

BABA is affiliated with BWA and as such adopts BWA policies and procedures. All

members are bound by the Codes of Conduct (refer to BWA website).

2.3.2 The Busselton Basketball Association Committee (with 75% of the committee in

favour) has the discretion to waive the application of the By-laws in exceptional

circumstances. Discretion may also be used in the application of the Bylaws if they are

changed mid season. In considering whether exceptional circumstances exist the

Busselton Basketball Association committee must consider:

• The hardship, expense, or inconvenience to any Player, Domestic Club, or a

Competition if the By-laws are not waived;

• Any benefit or cost to a competition if the By-laws are waived; and

• Consistency in applying the By-laws.

2.3.3 Any decision by the committee to waive the application of a By-law in exceptional

circumstances shall apply to the current Season only, unless it is agreed to amend the

By-laws for future Seasons.

3 Clubs

3.1 Definitions

3.1.1 A Club playing within the BABA must be approved in writing to do so by the BABA Committee.

3.1.2 Club Membership will be extended to any approved organisation that enters 2 or more teams to play in the BABA competition.

3.2 Rule

3.2.1 A club must have two (2) or more Teams identified by name and uniform.

3.2.2 Clubs will be considered as having an ongoing business relationship with BABA and

must remain financial.

3.2.3 Clubs will be expected to coordinate the entries of all teams playing under the club name and pay the entry fees for all teams playing under the club’s name. The club will

honor any amounts owing by individual teams of the club.

3.2.4 Clubs are required to recruit players and enter teams at the base level of competition offered by BABA (i.e. from Under 10 age levels where possible).

3.2.5 Clubs will be asked to provide an Office bearer for nominations for the Committee.

3.2.6 Clubs are required to have an active participation in the grading observation process and participate in running of the Grand Final day and related presentations.

3.2.7 Unless instigated by the Association, no refund of fees for team withdrawal or removal will be entertained (as per clauses 4.2.11 to .14)

3.2.8 Due to the contributions Life Members have made to the Association, they may apply to the BABA for a discount to their relevant player individual fee. This amount may be altered by the BABA committee. Active Life Members are considered financial members.

3.2.9 All clubs shall remit to the Association, by the due date, Team nomination fees.

3.2.10 Player fees are set by BABA, Club fee proportion is set by the individual Clubs. The following clauses are recommendations only and up to Club discretion with BABA approval.

3.2.11 Fees for players who register mid-season are to be referred to Club committee’s for fee structure. e.g. pre Christmas break – full fee, after Christmas break 50% (or pro rata)

3.2.12 Junior Players who play in a higher division (refers to Seniors only – no multiple grades

allowed in the Junior Competition) than their age dictates will pay additional fees for

each team registered in. No team will be given any discount for juniors who choose to

play a senior grade in addition to their respective junior grade. Club and BABA approval

must be obtained as per 8.2.4.

4 Teams

4.1 Definitions

4.1.1 Each member Club may, prior to a date decided upon by BABA each year, lodge with

the BABA Registrar a list of team nominations for age groups in which that Club wishes

to field a team (or teams) during the coming season – this is necessary to allow the

scheduling of competitions.

Rule

4.2.1 BABA shall consider all such nominations and shall as far as possible include teams in

competitions as nominated by their clubs. In any instance where BABA is unable to allocate a team

as nominated, it may make an alternative nomination.

4.2.2 BABA shall advise each Club of the Player fees payable for its nominations and the date by

which these fees are to be paid.

4.2.3 In the event that a club enters more than one team in a single division in any age group: or

has multiple teams in an age group, then the following is to apply:

a. Each team nominated by the respective club must be done so in such a way that each team

be competitive in that division. If the teams are grouped in the same division, they must be

considered of equal strength.

b. If the teams are viewed as unequal by the BABA within a reasonable period, the BABA

Committee has the power to direct the club to re-allocate players.

c. If the club is directed to re-nominate the teams, the club will resubmit the teams and will be

subject to further review by the BABA Committee, and if still deemed to be unequal then

bylaw 4.2.5 will be applied.

4.2.4 Team lists are to remain constant. Players are not to move from team to team from round 1,

unless instructed or approved by BABA for a re-allocation.

4.2.5 The BABA Committee will deem non-complying teams as ineligible, with sanctions to be

determined by BABA committee.

4.2.6 Teams are to supply their respective clubs all team contact details.

4.2.7 Each team is responsible for their conduct. Teams may be penalised for unsportsmanlike

conduct by its players, scorer, coach/es and supporters on the court and in the precincts of the court.

4.2.8 Under 18’s and Senior teams must appoint one of its players as team captain. Teams must

have a Team Manager as a point of contact. Only the team captain may approach a referee during a

game for clarification of any ruling by a referee during the game.

4.2.9 Should a team have registered for the current season with payments outstanding, the Club or

BABA reserves the right to withdraw the team from competition and hold any registration money paid

until all outstanding payments due have been made. BABA reserves the right to reinstate such

registration once full payment has been made.

4.2.10 The BABA is not bound to accept applications. The BABA Committee may reject applications

in respect of individuals, teams or Clubs or impose such limitations on numbers of teams or other

conditions as it sees fit.

Team Withdrawal:

4.2.11 Junior Team (18 and below) – written notification of the withdrawal of a team must be

provided to the respective Club and Association and signed by both the Team Coach and Team

Manager.

4.2.12 Senior Team – Written notification of the withdrawal of a team must be provided to the

respective Club and Association and signed by a minimum of 50% of the financial adult (18+ years of

age) players.

4.2.13 For withdrawing teams no team refunds are applicable. (Special permission to refund fees on

a pro-rata basis can only be permitted if 75% of the BABA committee agree to such.)

4.2.14 A team may be disqualified from competition at the discretion of the BABA Committee, when

the team:

a. Gives 3 forfeits in a season;

b. Refuses to pay fines incurred;

c. Breaches acceptable standards of behavior, as specified in the Codes of Conduct. (Please

refer to the Codes of Conduct on the BWA website)

5 Player Points System

5.1 Definitions

5.1.1 Representative Player - Any Player who played the previous season, in a:

o Team competing in the top three divisions of any Western Australian

Basketball League (WABL age group);

o State Basketball League (SBL or WSBL) Team;

o State Basketball Team (eg, Country WA, Metro WA or Schoolsports);

o Represented BABA in either the State or Country Championships

o or Equivalent to any of the above.

Players in lesser Regional competitions attract no points and are not classed as Representative players for the purpose of the Rep player’s points system.

5.1.2 The following guidelines have been drafted to assist in the task of making the

Competition at BABA both fair and competitive for all players, coaches, teams and

supporters (this covers Under 12s through to Adults). The primary aim of the

Competition is for fun and exercise for all concerned. While the BABA rules require all

representative players to also play in the BABA Competition, it is essential that no one

team should dominate in any grade as a result of being “stacked” with Representative

Players. For the purpose of the points system, players playing for the Busselton Blazers

are not considered “representative” players.

5.2 Rule

5.2.1 A player who has played in a Representative Squad (State Championships or Country Championships), WABL, SBL and State competition in the preceding season, will be allocated points in accordance with the level played. These points will apply whilst playing at an equivalent age group in BABA domestic competitions.

Points will be halved if playing in an older age group. As an example, if playing at WABL level in the U14 age group, points will apply to the U14 domestic competition if that player is eligible to play by virtue of their age. Should that player choose to play in the U16 competition, points will be halved.

Being a “bottom age” player in the competition will not change the qualification and representative points will be applied in that age group irrespective of age.

5.2.2 Points allocation for players – The members of each team will be allocated points on the basis of the players” previous seasons and /or prior to the season commencing playing experience at any Association

5.2.3 A Team shall not;

• field more than four (4) representative players in any one game; or

• have more than four (4) permanent representative players registered to a team.

5.2.4 No team nominating in an age group shall exceed 11 player points. Any team that exceeds 11 player points will automatically be re-assigned to the higher grade.

5.2.5 It is the Club’s (and team’s) responsibility to ensure that all teams are nominated at 11 points and under and remain so for the entire playing season.

5.2.6 The Association will review all entries which may include a cross check with Representative Player lists from other Associations and the sporting pulse player profile ID system.

5.2.7 The final decision on placement of a team (regardless of Representative points) will rest with BABA

5.2.8 A failure to comply with these provisions (i.e. A team playing a game with more than 11 points across their entire playing list, including fill players) will result in the game being forfeited with the loss of competition points.

5.2.9 Any team attempting to mislead the Association by playing a player under a false name, exceeding the 11 point criteria for any reason or under the name of a registered player will be deemed as committing “grave misconduct” and be referred to the BABA Tribunal.

6 State Representation

6.1 Definitions

6.1.1 A player selected to play State Basketball Team (Country WA, Metro WA or Schoolsports);

6.2 Rule

6.2.1 The BABA Committee may provide financial assistance to a maximum of $250 per season to junior players (Under 18) to assist with travel costs to participate in junior State Basketball.

6.2.2 Eligible players must not have had any disiplinary action/records during the relevant BABA season.

6.2.3 Players playing in another association in a competition in which BABA fields a team in equal or higher grade will NOT be eligible for financial assistance.

6.2.4 The BABA committee will decide whether to provide financial assistance to a player at a committee meeting. The player must have:

• played 2 full seasons with BABA prior to selection a representative team at this level.

• represented BABA at country championships in prior year(s)

• nominated BABA as home Association with the State body

• completed the appropriate BABA subsidy application form and submitted this to the BABA committee for their consideration.

7 BABA Representative Sides

7.1 Definitions

7.1.1 BABA Represenative player: A junior aged player selected to play for BABA in any division at either the State Championships or Country Championships.

7.2 Rule

7.2.1 Junior Representative Players must be current financial BABA members.

7.2.2 Senior Representative Players are required to have been or are a member BABA.

7.2.3 Prior to the start of the season a BABA Representaive Squad Coordinator is to be appointed. This person will be the primary point of contact to BWA for all carnivals and must ensure that the BABA Secretary is cc’d into any outgoing correspondance to BWA..

7.2.4 Players have a responsibility to ensure that any uniform they are provided with is returned clean and undamaged after their last game to the Manager.

7.2.5 This can be reviewed at the discretion of the BABA Committee.

8 Registrations

8.1 Definitions

8.1.1 All players within the BABA must be a registered financial member of a BABA affiliated

club.

8.2 Rule

8.2.1 A Player may only ever be registered in one particular Club and one particular Team, at

any one time, without BABA committee approval. (this does not include Busselton

Blazers or Representative basketball).

8.2.2 A player is considered registered in a particular Team with a Club upon:

o Being nominated into a Team that has been approved; and

o Upon payment of the required Club registration fee, and acceptance of the

registration by the Club, a playing member shall be registered with the Club from

that date, until the due date of registration of the following season.

o Legally playing a game for a particular Domestic Club.

8.2.3 A Player is considered registered in the grade, in which their registered Team is

competing.

8.2.4 A Player can legally play no more than four (4) games for one particular team in any

higher grade . If a player wishes to play more than 4 games for one particular team, (eg.

A Junior playing in both the Junior and in the Senior division) the player must seek

approval from BABA and be a financial member of both teams.

8.2.5 Juniors may cross clubs to play seniors, should no position be available within their

own club and only upon written application to the committee and upon approval by the

BABA Committee.

8.2.6 “Visitor” – Visiting players or unregistered players are NOT permitted to play.

8.3 Exceptions

8.3.1 Only if approved in writing by BABA committee.

9 Transfers

9.1 Definitions

9.1.1 Transfers are used to change the Club, in which a Player is registered. Requests to

transfer Clubs must notified to: [email protected]

9.2 Rule

9.2.1 A Player may change the Club in which they are registered during the season, by

acquiring a Transfer. This Transfer must adhere to all clauses outlined in these By-laws

and be applied for prior to 31 December of the year in which registrations commenced.

9.2.2 No Representative Player shall be permitted to Transfer into a Club to play in a Team

that already has three (3) or more Representative Players. (Refer to By Law 5.1.1)

9.2.3 In the event that all other Teams in a Grade have three (3) or more Representative

Players, the BABA Committee shall decide if the Representative Player can transfer to

the selected Team, or any other Team determined by the BABA Committee.

9.2.4 Protests in relation to Transfers must follow the procedure outlined in section 13 Reports

and Protests.

9.3 Procedure

PRESEASON PROCEDURE

9.3.1 Transfers between clubs may occur in the preseason when team nominations are being

received. Clubs are required to send a courtesy e mail to advise each other of player

inter club transfers.

IN SEASON PROCEDURE

9.3.2 A Player or their parent/guardian must initially contact the Club Representative of the

Club they seek to Transfer from. The Club Representative must attempt to resolve any

differences with the Player’s existing Club.

9.3.3 If a Transfer is still sought, the Player or the Player’s Parent/Guardian shall contact the

Court Coordinator and BABA Secretary: [email protected] for their

consideration and who shall advise them of the current Transfer procedure.

9.3.4 Under no circumstances should a Club that a Player seeks to transfer into, offer a place

for that player until the transfer request has been considered by the Player’s existing

Club and the Club Representatives of both Clubs have conferred regarding the transfer

application.

9.3.5 No transfer will be approved if any fees are owed or property has not been returned by

the Player to the existing Club.

9.3.6 Where both Committee Club Representatives agree to the transfer of a Non-

Representative Player the CC shall action the transfer and the new Club shall advise the

player’s parent/guardian.

9.3.7 The BABA Committee may override any existing rule and approve a clearance where it

feels exceptional circumstances apply through an appeal process.

10 Uniforms

10.1 Definitions

10.1.1 A player legally takes the court:

o If they are legally substituted into the game; or

o When the ball becomes live to commence a period and they are a player on the

court.

10.1.2 A Player is considered inappropriately dressed if:

o They are wearing headgear or hair accessories that have the potential to cause

injury to other players (e.g. loose material capable of being caught accidentally

during play);

o They are wearing jewellery;

o They are wearing inappropriate clothing, which includes but is not limited to,

tracksuit pants and jumpers;

o Their playing singlet is untucked; or

o They have long nails.

o They are wearing a compression garment that extends below the shorts that is

not predominantly the same colour as the shorts.(unless BABA approved).

o They are wearing an undershirt that extends outside of the playing singlet that is

not compression and not predominantly the same colour.

10.1.3 A Player is considered out of uniform from the moment they legally take the court and

they are:

o Not wearing Club and BABA approved “no pocket” shorts (and no zips);

o Not wearing a Club and BABA approved Club shirt with a number located on the

front and back. The only numbers permitted are numbers that have been

approved by BABA. Not in a shirt of the same style and colour as the rest of their

Team;

o Wearing the same number as another player who has already legally taken the

court; or

o Wearing a stadium shirt or bib.

10.2 Rule

10.2.1 Any Player who is considered inappropriately dressed shall not be permitted to take

the court. This will be enforced by the referees, or Court Coordinator or BABA

Executive.

10.2.2 Any Player who is considered out of uniform shall be penalized by awarding five (5)

points to the opposition for each Player out of uniform. This will be enforced by the

referees, or Court Coordinator or BABA Executive.

10.2.3 Players may not tape jewellery or nails to avoid being inappropriately dressed.

10.2.4 Each affiliated Club shall select a distinctive uniform that shall be registered with the Association. The pattern and colour scheme of the uniform shall be approved by the Committee prior to affiliation.

10.2.5 Any new uniforms will require both Club and BABA approval.

Approved colours for affiliated BABA Clubs:

Colts: Predominantly green or yellow with matching or black shorts;

Y.C.W: Predominantly dark blue with matching or red shorts;

Saints: Predominately red orange, pink or purple tops with a reversible option of

predominately white. Matching or black shorts;

Boomers: Predominantly black/grey with matching shorts;

GMAS: Predominantly white or teal with navy shorts;

Dunsborough: Sky blue tops and white or blue shorts;

Cornerstone: Black tops with a red star, black shorts

10.3 Exceptions

10.3.1 No uniform penalty shall be applied for:

o The first three (3) weeks of each Season;

o Any New Player’s first game. New Players do not include Players who are ‘filling

in’ from a lower grade;

o Teams wearing a set of stadium shirts/bibs in the event of a colour clash; or

o Players wearing an alternative shirt due to their normal playing top being ripped

or soiled with blood during the same game.

10.3.2 Piercings may be taped for one (1) week after being pierced or if a medical certificate

can be provided thereafter, after which all piercings must be removed.

10.3.3 Headbands with a maximum width of five (5) cm made of non-abrasive cloth, pliable

plastic or rubber may be worn.

10.4 Other Provisions

10.4.1 The penalty may be applied at any time during the game or within ten (10) minutes

following the conclusion of the game.

10.4.2 Bibs shall be provided by the Court Coordinator on request. Any bibs not returned shall

have the cost of the bibs lost, or an entire set of bibs charged to the offending

Team/Club.

10.4.3 In the event of a colour clash:

o Teams with reversible shirts/tops must reverse their shirts/tops;

o In the event that both Teams have reversible shirts, Team B must reverse their

shirts in all situations where the Teams cannot agree amongst themselves;

o In the event that neither Team has a reversible shirt, Team B (or “away” team) is

required to wear a set of stadium shirts/bibs in all situations where the Teams

cannot agree amongst themselves.

11 Illegal Players

11.1 Definitions

11.1.1 A Player shall be considered an Illegal Player in a Minor Round if:

• They fail to meet the following age requirements in the year in which they register to

play Basketball with BABA:

o To play U10s, a player must be turning 7 and at the most 8, on 31st December;

o To play U12s, a player must be turning 8 and at the most 10, on the 31st December;

o To play U14’s, a player must be turning 10 and at the most 12, on the 31st December;

o To play U16s, a player must be turning 12 and at the most 14, on the 31st December;

o To play U18’s, a player must be turning 14 and at the most 16, on 31st December;

o To play Seniors, a player must be turning 15 by the 31st December. All exceptions

must be made to this, with BABA approval.

• They play in a game without their full name (first and surname) being entered in the

electronic scoring device or scoresheet;

• They play under a false or an assumed name;

• They play in a lower grade than the grade in which they are registered;

• They play in a different Team to their registered Team, in the same grade in which they

are registered;

• They play for a different Club than the Club in which they are registered;

• They are a Representative Player and participate in a game without the permission of

the BABA Committee;

• They are a Representative Player and participate in a competition that is C grade or

lower. This includes ‘filling-in’. (note: BABA can approve Representative Players

continuing in C Grade in exceptional circumstances).

• They are a girl playing in a boys’ grade, or a boy playing in a girls’ grade;

• They play whilst under suspension by any affiliated Association.

• Their Club identifies them as an un-financial player after the third round of competition.

• If a player continues to play more than four (4) games in any higher grade without

written BABA approval or becomes a financial player in the team in which they have

been playing in.

A Player shall be considered an Illegal Player in a Finals Series if:

• They would be deemed an Illegal Player in a Minor Round;

• They are registered in a Club which is un-financial with the BABA at the time of the Finals Series game; or

• They fail to meet any of the Finals Series Eligibility Criteria. (refer section 11).

11.2 Rule

11.2.1 If a Team:

• fields an Illegal Player; or

• fields more than four (4) representative players in any one game; or

• has more than four (4) permanent representative players registered to the team;

they may lose the game by forfeit and may be subject to forfeit fines imposed by the

BABA Executive Committee.

11.2.2 Players may play in a game provided they arrive at the game before the start of the

second half and have had their name entered into the electronic scoring device before

legally taking the court.

11.2.3 A Player knowingly playing as an Illegal Player, or a Coach knowingly playing an illegal

Player, may be reported for unsportsmanlike behaviour to the BABA Committee.

11.2.4 Any protests in relation to the Eligibility of a Player must follow the procedure outlined in

section 14 Reports and Protests.

11.3 Exceptions

11.3.1 A Player may play in 18s if they are turning thirteen (13) by December 31st, provided

they have permission from the BABA Committee before taking the court.

11.3.2 No Representative Players are permitted in C grade competitions although please

note that BABA can approve Representative Players continuing in C Grade in

exceptional circumstances.

11.3.3 A Representative Player does not require permission from the BABA Committee to play

in any A grade competition. Clubs are required to notify the BABA Committee within

seven (7) days from the date any new Representative Player joins the competition.

11.3.4 A Player who becomes a representative player after being registered in a C grade

competition or lower, may play the remainder of the Season in that competition.

12 Finals Series Eligibility

12.1 Definitions

12.1.1 A game shall be considered a washout if there was no result.

12.1.2 A qualifying game is any game (including Forfeits) that is not part of a Finals Series, with

the exception of washouts.

12.1.3 Byes are not considered as qualifying games.

12.1.4 Only qualifying games may be credited to Players for Finals eligibility in a particular

grade.

12.1.5 A qualifying game may be credited to a Player for Finals eligibility in a particular grade,

provided:

o They are not an Illegal Player;

o They are legally substituted into the game.

o They have their full name and playing number entered into the electronic scoresheet

12.1.6 A qualifying game may be credited to a Player for Finals eligibility in a particular grade if

an injury prevents a player from playing or being present at a game provided that:

o They provide the Court Coordinator or BABA Committee with a medical

certificate; and

o The Court Coordinator or BABA Committee receives and acknowledges seeing

the medical certificate at least one (1) day prior to the last Minor Round for that

grade.

12.1.7 In the event of a game lost by forfeit, the qualifying game shall not be credited to any

Players for Finals eligibility.

12.1.8 In the event of a game won by forfeit the following Players may be credited with the

qualifying game for Finals eligibility:

o All Players who are registered for the Team at the time of the forfeit; and

o All Players who are present and have their full name entered into the electronic

scoring device prior to the forfeit.

12.2 Rule

12.2.1 To participate in the Finals Series of a competition, a Player must be credited with at

least five (5) qualifying games for a particular competition.

Once a Player has qualified for a particular grade’s Finals Series, they are eligible to

participate in any higher grade’s Finals Series provided that the BABA executive

committee agrees AND provided that the team has a maximum of four (4) Players

participate in the game (i.e. they are listed in the electronic scoring device or scoresheet

for that Team).

12.2.2 If a Player has participated in a particular Junior grade’s Finals Series, they are not

permitted to participate in any lower Junior grade’s Finals Series unless written BABA

approval has been provided.

12.2.3 In the event of a player legally changing teams as the result of a transfer or team

withdrawal, any qualifying games credited to that player prior to the transfer/withdrawal

shall remain credited to that player in their new team or grade.

12.2.4 Any protests in relation to the Eligibility of a Player Participating in a Finals Series must

follow the procedure outlined in section 13 Reports and Protests.

13 Responsibilities

13.1 Rule

13.1.1 All Teams shall provide a competent scorer/timer for the duration of the game. The

scorer from Team A shall complete the electronic scoring device in all situations where

the scorers cannot decide amongst themselves. Scorers/timers are to have no other

influence on the game other than fulfilling their scoring duties.

13.1.2 It shall be assumed that the Coach (or in the event of no Coach, the Team Manager) is

satisfied that the names entered on the electronic scoring device are correct.

13.1.3 Only the Coach or Assistant Coach is permitted to remain standing during the game, but

not both at the same time.

13.1.4 It is the Coach’s responsibility to ensure any other people in their Team bench area

remain seated.

13.1.5 If any information in the electronic scoring device is disputed, it is the responsibility of

the Coach/Manager to follow the procedure outlined in section 14 Reports and Protests.

13.1.6 All Volunteers, including Coaches and Managers must meet all legislative and Busselton

Amateur Basketball Association requirements in relation to Working with Children

Checks and Police Volunteer Checks. Refer here:https://workingwithchildren.wa.gov.au/

13.1.7 It is the Coach’s/Manager’s responsibility to return all bibs at the conclusion of the game.

Any bibs not returned shall be charged to the Team.

13.1.8 Teams will be required to pay any invoices by the due date specified on the invoice.

13.1.9 Teams are responsible for ensuring that any Player ‘filling-in’ is registered and

appropriate for the Grade.

13.1.10 All Junior teams must have an adult present at each game to be responsible for the

Team's actions. All Referees, Coaches, Players and parents are to adhere to BWA

and BABA codes of conduct.

14 Reports and Protests

14.1 General Provisions

14.1.1 The BABA committee adopts and enforces the Busselton Basketball Association

Tribunal and Appeals Procedures in line with BWA policies and procedures (refer to

BWA website).

14.1.2 All persons entering Busselton Basketball Stadium or affiliated stadiums may be subject

to report by any Official or Staff Member of the Association.

14.2 Protest of Game Result, Player Eligibility, Rulings & Forfeit Fines

14.2.1 The Coach of the protesting Team must complete the following within twenty-four (24)

hours following the end of the game in question, notification of the transfer ruling being

protested, or at least one entire day before the due date on the forfeit fine invoice being

protested:

o Notify the BABA in writing that they are protesting;

o Outline the relevant by-laws and reason for the protest; and

14.2.2 A Tribunal Board may be appointed as required by the committee

15 Communication and complaints

15.1 General Provisions

15.1.1 In the case of any complaints, BABA will, as far as practicable, do everything possible to ensure complaints:

• Are investigated thoroughly

• Remain confidential

• Are appropriately dealt with in a timely manner

• Procedural fairness and natural justice is applied to all parties involved in the

process.

• Adhere to Association and/or BWA policies and procedures

15.1.2 All complaints to BABA should be submitted by the relevant club to BABA

15.1.3 Common sense should prevail in all cases. Issues arising within teams are best resolved by the team manager and coach, if further action is required the matter can be referred to the club for resolution and/or disciplinary action.

16 Abandoned Games

16.1 Definitions

16.1.1 The time that the game stops being played, as opposed to when the decision is finally

made, shall be used when deciding whether the game has reached half time.

16.2 Rule

16.2.1 If the game has reached half time before being abandoned, the result shall stand.

16.2.2 If the game has not reached half time before being abandoned, there shall be no result,

and the game shall be considered a washout.

16.2.3 If, due to circumstances beyond the control of the BABA, a match is unable to be played as fixtured (except forfeits) the BABA executive committee reserves the right to reschedule the match.

17 Premiership Ladders

17.1 Definitions

17.1.1 In Minor Rounds, the result of a drawn game shall stand. There is no overtime in Minor

rounds. If the BABA committee choose to not use the online ladder provided by

Sportingpulse/Sports TP (or similar), the following shall apply.

17.1.2 A draw shall be considered half a win.

17.1.3 Win Ratio and Overall Percentage are calculated as follows:

17.2 Rule

17.2.1 Premiership Ladders shall be calculated based on Win Ratio.

17.2.2 If the Win Ratio for multiple Teams is equal, then Overall Percentage shall be used to

split the tie.

17.2.3 A team joining (or being re-graded) to a competition mid-season will have no win-loss

record for the purposes of the premiership ladder.

17.2.4 If an anomoly is found within the online ladder the BABA executive can correct the

error/anomoly and notify clubs involved.

18.1 Rule

18.1.1 Finals shall be played over 2 weeks as follows:

19 Equipment

19.1 Rule

19.1.1 Any Player abusing stadium property (which includes hanging off the rings) may be

expelled from the stadium at the discretion of any Official or Staff Member of the

Association.

19.1.2 Only stadium basketballs should be used for games.

19.1.3 Private basketballs may be used for warming up, however the Association reserves the

right to confiscate any basketballs if their use interrupts games.

19.1.4 Basketball sizes for respective age groups:

U10s, U12s Size 5

U14s Size 6

U16s, 18s, (Girls) Senior Women Size 6

U16s, 18s (Boys) Size 7

Seniors (Men) Size 7

20 Late Start

20.1 Rule

20.1.1 A Junior grade game shall not start unless each Team has at least four (4) Players

present and ready to play.(Senior games as per FIBA rules - must have 5 players each)

20.1.2 Failure to start the game on time shall result in a two (2) point penalty being awarded to

the opposition for each minute, or part thereof, that the game is delayed.

20.1.3 Teams can elect not to begin playing but will be subject to the late start penalty and

forfeit rules as defined in these By-laws.

21 Forfeits

21.1 Notification

21.1.1 Notification must be received twenty-four (24) hours before the game.

21.1.2 Team/Club notification to BABA for all forfeited games must be made via email to the

BABA Court Coordinator [email protected] and copied to

[email protected]

21.1.3 Club Committee member to contact opposition Club Committee to advise of forfeit

21.1.4 Court Coordinator to then notify Umpire Coordinator, effected teams and clubs by phone

and email. (and cancel court booking)

21.2 Definitions

21.2.1 Forfeit Fines: To be defined prior to the start of the season

21.2.2 Notified Forfeits: Where sufficient notice has been given.

21.2.3 Un-notified Forfeits: Where sufficient notice has not been given.

21.2.4 Illegal Player Forfeits: Where a Team has fielded an Illegal Player.

21.2.5 A player legally takes the court:

o If they are legally substituted into the game; or

o When the ball becomes live to commence a period and they are a player on the

court.

21.3 Rule

21.3.1 If a Junior Team does not have four (4) Players who have legally taken the court within

ten (10) minutes of the scheduled starting time, they shall lose by forfeit.

21.3.2 If a Senior Team does not have five (5) Players who have legally taken the court within ten (10) minutes of the scheduled starting time, they shall lose by forfeit.

21.3.3 If a Team plays while having an Association Invoice overdue they shall lose by forfeit.

21.3.4 If one Team forfeits the final score shall be 20 – 0.

21.3.5 If both Teams forfeiting the results shall be recorded as a 0 – 0 loss to each Team.

21.3.6 Any Team forfeitting three (3) times in any one (1) Season, may be removed at the

discretion of the BABA COMMITTEE.

21.4 Exceptions

21.4.1 If a Team has formally protested against an Association Invoice the invoice will not be

considered overdue. If the protest is dismissed, the invoice will be considered overdue

immediately.

22 Timing of Games

22.1 Rule

22.1.1 Minor Round games shall be timed as follows:

JUNIOR GAMES

First Half Twenty (20) minutes running clock

Second Half Twenty (20) minutes running clock

SENIOR GAMES

First Half Twenty-five (25) minutes running clock

Second Half Twenty-five (25) minutes running clock

22.1.2 Finals Series games shall be timed as follows:

JUNIOR GAMES

First Half Twenty (20) minutes running clock

Second Half Seventeen (17) minutes running clock plus a further three (3) minutes stopped clock

SENIOR GAMES

First Half Twenty-five (25) minutes running clock

Second Half Twenty-two (22) minutes running clock plus a further three (3) minutes stopped clock

22.1.3 Extra periods shall only be played in Finals Series games.

22.1.4 Extra periods are three (3) minutes stopped clock.

22.1.5 Two time outs are permitted each half, and one time out in any extra period.

22.1.6 No time outs are permitted in the final three (3) minutes of the second half in a Minor

Round game.

23 Special Rules

23.1 Under 10s

23.1.1 No Finals Series will be played.

23.1.2 No uniform penalty shall be applied. Non-pocketed shorts must be worn during all

games.

23.1.3 No late start penalty shall be applied

23.1.4 No scoreboards shall be used.

23.1.5 Lowered back-boards shall be used.

23.1.6 Free throws shall be taken from the front of the circle.

23.1.7 The players are encouraged to pass the ball to a team mate or shoot (whichever is the

better option) when they have bounced the ball five times. The coaches are to verbally

encourage the player to “Pass the ball” or “Shoot the ball” when they have bounced the

ball five times (except on an open court fast break).

23.1.8 Successful three point shots shall count as two (2) points.

23.1.9 The defence shall retreat to half court after a basket is scored and in all out of bounds

situations in the offensive back court. Once the ball has been inbounded the defence

shall then be permitted to play full court defence.

23.1.10 In all out of bounds situations in the offensive front court, all players on the court must

vacate the keyway. Movement into the keyway is permitted once the ball is handed in.

23.1.11 Coaches are permitted to walk from the endline up to their side of the score bench.

Coaches that are coaching and umpiring the same game are permitted to walk on court

during the game to coach, teach and umpire players.

23.1.12 Teams are allowed to use Players from opposing BABA Clubs in the Under 10

competition to avoid a forfeit.

23.2 Joint Grades

23.2.1 In joint grades the rules applied shall be those of the higher grade unless otherwise

outlined in this section.

23.3 Other Grades

23.3.1 U10 grades shall take their free throws from the front of the circle.

23.3.2 Successful three point shots shall count as two (2) points in all grades U12 and below.

23.3.3 No Zone Defence is permitted up to and including the U14s.

Zone defence is defined by BWA below:

Any defence played in the offensive front court, which does not incorporate normal man-

to-man defensive principals, shall be considered a zone. For this purpose, trapping

defences that rotate back to man on man defensive principles shall be acceptable.

Trapping defences and double team defences in the offensive backcourt shall be

acceptable, but must rotate back to man-to-man defence in the offensive frontcourt.

The penalty for playing a zone defence is a technical foul being charged and entered in

the electronic scoring device or scoresheet against the coach (‘B’).

Only the Umpires, Court Coordinator or Umpire Coordinator, may determine whether a

prohibited defence is being played. If it is believed that a prohibited defence is being

played, the coach or team manager may ask for the Court Coordinator. If it is an illegal

defence, the Court Coordinator shall instruct the Umpires to charge a technical foul

against the Coach to be entered in the electronic scoring device or scoresheet as (‘B’).

23.3.4 A Team is in a team foul penalty situation when it has committed seven (7) team fouls in

a half. That is, if the team foul penalty is applicable, free throws shall be shot on the

eighth team foul.

23.3.5 U14s will use the closer (6.25m) three-point line (if marked).

23.3.6 U16s and above will use the further (6.75m) three-point line.

23.3.7 The Mercy Rule: Any Team who is leading by twenty (20) or more points must retreat

to the half court line after they score until the opposition has brought the basketball into

the offensive frontcourt. This shall remain in effect until the lead is reduced to nineteen

(19) points or less. Failure to do so may result in a technical foul being charged and

entered in the electronic scoring device or scoresheet against the Coach (‘B’).

The Mercy Rule applies to U12 and 14 age groups but is redundant in U10s as they play

with restricted rules.

It is the Coach’s responsibility to ensure their Team adheres to this rule.

23.3.8 The Court Coordinator or member of the BABA Executive or GLC/NCC staff member

has the authority to ask a person over the age of 18 to leave the stadium if they are in

breach of the BABA Code of Conduct or Alcohol Policy. (see BABA website)

24 Grading of Teams

24.1 Rule

24.1.1 All fixtures conducted by the Association shall be conducted on a division basis, such

divisions to be decided by the Committee.

24.1.2 It shall be the responsibility of each Club in the first instance and the Committee in the

second to determine the relative merits of competitor teams. Teams shall be allocated

to respective divisions and grades in the first instance by each Club using the points

system and secondly by the Committee. The Committee has the overall power to make

the determination

24.1.3 The Committee shall have the power to ensure an even competition by moving teams classed as being too strong for their playing age group to a higher age group/division.

24.1.4 The Committee shall have the power to alter or amend team grading from time to time.

All teams may be regraded twice a Season by the BABA Committee or grading sub-

committee.

24.1.5 Regrading of teams, both up and down, may occur in the first four weeks of the competition. Whilst it is hoped that most re-grading occurs by week 4, in extraordinary circumstances at the discretion of the BABA Committee, teams shall be moved to a higher or lower grade in week 5 – 7. All regrading shall be considered final once the mid season (Christmas) break is reached.

24.1.6 Where a team is regraded during the season, they will commence on the ladder at 0%. Points will be calculated by using the PP% (Points Your Team Has Scored / Total Points Your Team Could Have Scored) (eg. if your team has played 10 games, won 7, lost 3, with a win as 3 points, and a loss as 1 point, the total you could of scored is 30, your actual score is 24, so your PP% 24/30, which converts to 80%). This method quickly balances the ladder as more games are played.

24.1.7 Where teams finish level on percentage points at the end of the season, ladder positions

will be determined by head to head results. If teams are still level, ladder head to head

positions will be determined by percentage.

24.1.8 All requests in relation to grading changes need to be made to the Club President, or

Club Secretary. The President/Club representative must investigate whether the move

is required and if they agree then forward the request to the BABA Committee, for the

25 Fees

25.1 Rule

25.1.1 The BABA Committee shall determine game and other fees/fines. These fees/fines

shall be determined at a committee meeting prior to the start of the season.

25.1.2 Fees:

o Club Fee: Determined by Clubs

o Player Nomination Fee: Determined by BABA Committee

o Basketball WA Insurance: Determined by BWA

o Representative Player Fee: Determined by BABA Committee

o Forfeit fines – to be set by the BABA committee prior to the start of the season

26 Safety Precautions

26.1 General Provisions

26.1.1 Parents/Guardians of Players suffering from an illness or medical condition are to accept

responsibility for the Player and are asked to make the Coaches and Managers aware

of that condition. This information must be confidential.

26.1.2 It shall be the joint responsibility of the Coaches and Referees to ensure that any Player

who is bleeding or has an open wound is substituted. The Player may return to the court

only after bleeding has stopped and the affected area or open wound has been

completely, and securely, covered. If the bleeding cannot be stopped, the Player is not

to return to the court. Any clothing soiled with blood is to be removed before a Player is

allowed back on the court. The referee’s decision shall be final in determining whether a

Player may return to the court.

26.1.3 Injured Players should not be moved until someone with first-aid training has attended to

them or their parent/guardian decides to do so.

26.1.4 The Busselton Amateur Basketball Association strongly supports the use of

mouthguards in all grades of our Competition. This support is in line with the strategies

and initiatives of SportSafe and Basketball WA in promoting better attitudes towards

safety in sports, and in particular, basketball. Mouthguards are compulsory for all junior

aged players.

26.1.5 No modifications to the court will be made.

26.1.6 The Court Coordinator shall enforce the Hot Weather Policy (see BABA website)
