Global challenges and trends

− Sustainability and ecosystem-based management

− International industry but limited Swedish exports

− Increased international demand

− Fish farming on the up

− Circular economy

Page 5: Business Region Göteborg...The following SNI codes have been used: 3111 Marine trawling 3112 03119 Other marine fishing 3113 03120 Freshwater fishing 03210 Marine aquaculture 03220

Prerequisites – fisheries policies and management

• The EU’s Common Fisheries Policy− Regulated by the Common Fisheries Policy (CFP)− Total allowable catches (TACs) and quotas determined centrally within fisheries

management− Quotas allocated as decided by Council of Ministers

• National management− The Swedish Agency for Marine and Water Management has been tasked by the

Swedish government with promoting the sustainable management of fish and shellfish resources.

− The size of Sweden’s fishing fleet is limited by the CFP − The landing obligation is a regulation stipulating that all fish encompassed by fishing

quotas are to be landed and deducted from the total quota.

Commercial fishing in Sweden

• Structural change in the fishing fleet− Fewer and larger vessels within pelagic fisheries − Swedish fishermen buying into Danish vessels and the Danish processing industry

• Commercial fishing largest in Western Sweden− Increase in the number of people working as fishermen or fish farmers in recent years − Half of all fishermen and fish farmers found in Västra Götaland

• Problems in cod fishing − Poor profitability, undernourished fish and, in certain areas, injured fish− The problems seen in cod fishing affect the perception of sustainability within the entire

fishing industry

Segment:Pelagic fisheries

Pelagic fisheries− Fishing in free bodies of water− Fishing is carried out both along the coast and far from shore

in the Baltic Sea, the waters off the west coast, the North Sea, the Norwegian Sea and the North Atlantic.

− Herring, sprat, whiting, mackerel and sand lance− Large share used for fish feed − Has undergone structural change with the introduction of

transferable fishing rights.− The pelagic system has resulted in an optimised and smaller

fishing fleet.− Swedish fishing companies have expanded by buying into

Danish vessels and fishing rights.

Segment:Demersal fisheries

Demersal fisheries− Bottom-feeding species such as cod, saithe, plaice, scampi,

shrimp – fish for consumption − Both medium-sized and smaller vessels are used for fishing− Closed to new actors unless incumbents leave− Trials with annual, transferable fishing rights − Internationally, Sweden is to the fore within sustainable

fishing− Favourable development in selective fishing methods and

high-quality products.− Important moving forwards that even bycatch provides

returns due to the landing regulation.

Method page

The survey of companies in the fishing industry in the Gothenburg region was conducted by the IVL Swedish Environmental Research Institute on behalf of Business Region Göteborg.

The survey comprises the statistical analysis of data based on Swedish Standard Industrial Classification (SNI) codes and data from the Swedish Agency for Marine and Water Management. In addition to this, the available literature has been studied and interviews have been conducted with industry representatives.

While the survey is focused on companies in the Gothenburg region, the whole of Västra Götaland is included for comparative purposes. Companies without employees have not been included in the statistical analysis.

The division into pelagic fisheries and demersal fisheries was performed manually based on fish species data from the Swedish Agency for Marine and Water Management.
