President Barack Obama signed a $30 billion small business lending bill into law, claiming a victory on economic

policy for his fellow Democrats ahead of November congressional elections.

The law sets up a lending fund for small businesses and includes an additional $12 billion in tax breaks for small companies."It was critical that we cut taxes and make more loans available to entrepre-neurs," Obama said in remarks at the White House. "So today after a long and tough fight, I am signing a small busi-ness jobs bill that does exactly that."

Obama is trying to show voters, who are unhappy about 9.6 percent unemployment, that he and his party are doing everything they can to boost the tepid U.S. economy.

Democrats said they backed the bill be-cause small businesses had trouble getting loans after the financial crisis that began in December 2007. They estimate the in-

centives could provide up to $300 billion in new small business credit in the com-ing years and create 500,000 new jobs.Republicans characterized the bill as a small-er version of the unpopular Wall Street bank rescue effort and blocked it in the Senate for weeks until two retiring Republicans broke ranks and voted to end blocking maneuvers.Obama criticized the opposition par-ty for fighting the bill and thanked the two Republicans, George Voinovich and George LeMieux, whose support al-lowed it to get through the Senate.

He said the measures would have fast-acting effects on the small business com-munity, which both political parties are courting in an effort to boost jobs."It's going to speed relief to small business-es across the country right away," Obama said. "We've got to keep moving forward. That's why I fought so hard to pass this bill, and that's why I'm going to continue to do everything in my power to help small businesses open up and hire and expand."

New Tax Law Creates Enormous Opportunities for Millions of EmployeesThe signing of this bill has extreme significance

where retirement accounts are concerned. Taking pro-active steps this year rather than waiting to act

in 2011 could have a profound impact on many taxpay-ers, especially those with a retirement plan through their employer. The new law will allow employees to convert all, or a por-tion, of their traditional 401(k) or 403(b) retirement plan to a Roth 401(k) or Roth 403(b). The law is actually part of the Small Business Jobs and Credit Act which has implica-tions for small businesses, but this little known provision also has a profound impact on employees with these re-tirement plans who will want to make a Roth conversion. This bill would allow 401(k), 403(b), and governmental 457(b) employees to convert their pre-tax account bal-ances into Roth designated accounts, which is the official title for a Roth 401(k) or Roth 403(b). A Roth 401(k) or Roth 403(b) will enjoy income tax-free growth for the lives of the plan owner, spouse, children and grandchil-dren. The amount of the conversion, however, would be considered taxable income. If an employer has an existing 401(k) or 403(b) plan, employees could immediately make the conversion to either a Roth 401(k) or Roth 403(b). This new legislation will be extremely important to people who are still working and have substantial wealth in their employer retirement plan as it will essentially allow them to convert their traditional 401(k) or 403(b) to a Roth desig-nated account that would still be part of their employer re-

tirement plan. Previously, if an employee’s retirement plan was tied up in a 401(k), they would not have been eligible to make a Roth conversion while they were still working. Now, if employers have Roth designated accounts, employees can make a Roth conversion of whatever amount they wish. Since tax rates are expected to go up in 2011, at least for upper income taxpayers, it will definitely be to their advan-tage to make a conversion to a Roth 401(k) or Roth 403(b) in 2010 while they can still pay a lower tax on the conversion. One strategy that would be highly beneficial for middle income taxpayers who are still employed and have lim-ited access to their retirement plan is that they will be able to

make a partial conversion of their 401(k) to a Roth 401(k), since it might be too aggressive for them to con-vert their entire 401(k) and pay income taxes on that conversion. An even better long-term strategy for this middle income group is a series of multiple, partial con-versions over a period of years of the pre-tax dollars in a 401(k) to the Roth designated account in the 401(k). Conversely, if a person is a high income employee or will likely always be in the top tax bracket, they should consider a much more substantial Roth conversion.Another huge benefit of this law is that these new Roth designated accounts will enjoy excellent creditor pro-tection since, for the most part, 401(k) and other retire-

ment plans are controlled by a federal law called ERISA which offers better creditor protection than ordinary IRAs or even Roth IRAs. A good example of this is OJ Simp-son, who is collecting substantial income while he is in jail because the judgments against him could not penetrate the ERISA creditor protection on his retirement plan. Obviously, the law only covers employees who have access to Roth designated accounts at work, but it would be to an employer’s advantage to make this op-tion available to all employees at little or no cost. Not so long ago, air travel in the United States was a civilized undertaking--an elegant adventure.

How times have changed. Today, flying has been trans-formed into one of the most unpleasant experiences a person can have, from the confounding online booking process to the anxiety of awaiting your luggage at the baggage carousel.

There are no smiling people at airports. Airports are populated by frustrated and angry travelers trying to get to their destinations as quickly and painlessly as pos-sible. Good luck.

The dreadful experience begins the moment one logs onto the Internet to book a seat. After hours of search-ing, you finally find a flight at a reasonable rate. And just before you reach the final confirmation page, the system crashes.

So you start over again, except now the seat on the cho-sen flight is no longer available. So you go with your second choice—an affordable seat with a caveat. The flight may take you first to Nome, Alaska, or to some other godforsaken place in the middle of the American continent. So the inexpensive ticket to your destination a couple of hours from home will now cost you the bet-ter part of a day in travel time—two days, counting the return trip. And your week of vacation is now five days.Your next best step is prayer: Pray to the sky gods that there are no “mechanical” problems on your flights – the wonderful euphemism airlines use to excuse any and all delays. It gets them off the hook, for who would want to fly in an airplane with a “mechanical” problem? You have no choice but to sit tight in an uncomfortable seat at a gate and seethe while the airline takes care of the “mechanical” problem. What a marvelous way to start a vacation.

But let’s back up. You’ve book a reasonably priced seat, and you are feeling pretty good for having conquered the Internet. Great.

On the appointed day of your flight, full of expectations and looking forward to a care-free vacation, you call a cab. Already your day is ruined. New York cabbies are a surly bunch who seem to take pride in being ornery.

Don’t expect help with your bags or chit-chat during the ride because cabbies don’t talk, except when they are bitching. They snarl and grunt while driving like maniacs. You’ll arrive at the airport with nails chewed and knuckles white.

OK, so you survived the cab ride. Next step: check your bags.

The line at the counter is interminable, with a couple of airline clerks serving scores of travelers. You grit your teeth, curse under your breath and steel yourself for a long wait. I’ve got plenty a time, you say to yourself. This why I got here two hours early.

But as you stand there minding your own business, pa-tiently waiting your turn, a brusque airline employee informs you that you must step out of line and use one of those electronic contraptions to get your boarding pass before you will be allowed to check your bags. Of course, when you do this, you lose your place in line.

Fuming, you do as you are told. You trudge to the con-traption along with other unhappy and confused pas-sengers. None of you has a clue as to how to operate the machines, and help from airline personnel is almost nonexistent. Typically, one or two employees tries to assist dozens of ready-to-revolt passengers begging for the machines to spit out their damned boarding passes. Of course, the machines serve an unspoken purpose: They inform you that you owe the airline $35 a pop for each bag—each way. And they kindly offer to collect the fees so as not to slow the process at the counter, if and when you are allowed to interact with a human being.

So what do you do? If you protest the fee by cance-ling the flight, it will cost you a hundred bucks or more. There is no way out. Either way you lose. Carrying your bag onboard is no longer a solution with some airlines. Spirit, for example, will charge you $45 for a carry-on. So you grudgingly pay the fee and get back in the now even-longer line to check the costly bags.

You should know that the baggage fee is no guarantee that your luggage will on the same flight as you. Often enough they go somewhere else–like another continent--and it may take a day or two before you are reunited with your sorry-looking, banged-up bags.

How’s your trip so far? And there is more to come,

You’re sure to lose any liquids—from cheap shampoo to bottled water to expensive perfumes to the maple syrup you just bought for Aunt Gerdie--in your carry-on bags. TSA will confiscate and dispose of them. Or take them home. Who really knows?

Be ready to bare your soul and your body for TSA. Take off your belts, hats, shoes and jackets. Empty your pockets. Stand spread-eagled for a body scan or frisking. And if for some reason you catch the fancy of a TSA officer, be prepared for an interrogation and a closer scrutiny--if that is possible--of your belongings.With the TSA checkpoint behind you, you and your fel-low travelers are a collective basket case.

You feel that you have reached the end of your tether, that you can’t take any more unpleasantness. But take more you will. Your travails are not over. Boarding the airplane is next. You are called to board in accordance with the zone number on your boarding pass, which becomes meaningless because most of the passengers get to board the aircraft before you. In this privileged category you find first-class passengers, parents, guard-ians, friends of children, business class passengers and just about everyone else—but you.

By the time you reach your seat, there is no room for your carry-on in the overhead compartment, so you sur-render it to a flight attendant who stashes it somewhere in a remote corner of the aircraft.

You are in a middle seat, of course, sandwiched be-tween two brats. (All children become brats the mo-ment they board a plane. It is a truism of air travel.) You breath deeply, close your eyes, try to relax. But you can’t because you are suddenly flush with anxiety about what lies ahead when the plane lands: Rental car com-panies with endless extra fees, hotels with telephone booth-sized rooms and lousy service, more surly cab-bies, etc., etc.

And to know that you must go through all that on your return trip can give any air traveler angina.If you think I’m exaggerating, you haven’t taken a trip lately. Try it and see. Bon voyage.

Paladino: the irrepressible idiot who wants to be New York’s next governor

What do you get when a rich and arrogant idiot self-crosses with a vulgar and

wannabe politician? You get Carl Paladino, a foul mouth racist and irre-sponsible verbal bomb thrower jerk, who is now the Republican candidate for governor of New York.

Paladino who is running against An-drew Cuomo, the Democratic candi-date, has become this midterm elec-tion season’s champion F--k word user and goon.

His obscene and violent tirades, have, luckily, shown who he really is. A spoiled millionaire goon who would run the state government swinging a baseball bat, sending state troopers to New York City to arrest immigrants, “taking out” reporters or anyone who disagrees with him and using gutter language to get his point across.

“I’ll take you out, buddy,” screamed Paladino the goon, at New York Post’s State Editor Fredric U. Dicker, when Dicker asked if Paladino had any proof of his allegation that Dem-ocratic candidate Andrew Cuomo cheated on his former wife.

This creep has the gall to question Cuomo’s fidelity when he is the only cheater in this race. There is a girl he fathered with his ex-mistress Su-zanne Brady 10 years ago as proof of his philandering.

Paladino is a screaming, brainless imbecile who would, if he becomes governor, make Albany’s ineptly cor-rupt circus, into a government inhab-ited by zombies too afraid to disagree with him for fear of being “taking out.”

Paladino, who loves reporters when they are after someone else, would take them “out” if they question him, on anything. And why? Because this slimy, vulgar candidate doesn’t

have the foggiest idea of how to be a civilized candidate, let alone be a go-vernor. He has, at best, a few words vocabulary. A parrot, after some training, would speak better than Paladino. If he becomes governor this is the kind of language the public can ex-pect of him when discussing –if he is capable of discussing anything- some government agenda: “you f----ing better do this s—t or I’ll f---ing take you out.”He is a pornography and neo-Nazi websites lover who delights in send-ing images of sexual bestiality and altered photos of President Obama and the first lady that makes them look like a pimp and a hooker, to his friends.

He also sent a picture from the neo-Nazi website, Stormfront, that shows a plane crashing into a group of Af-ricans with the title “Run Niggers Run” and a video called “Proof the Irish Discovered Africa” that featured monkeys dancing. And to know that this sorry excuse of a politician could be New York’s next governor is dis-gusting.

He is a hypocrite who not only cheat-ed on his wife but screams about insiders in Albany while collecting more than $5 million a year in rent from various state agencies and has ripped millions more in questionable tax breaks and other sweetheart deals.

One particularly sickening example, has been documented by Greg B. Smith of the Daily News who wrote: “In 2002, one of Paladino’s com-panies, J-P Group LLC, won itself highly valuable tax breaks through an economic development program called an Empire Zone - which was so notoriously abuse-riddled that even Albany lawmakers decided to abolish it this year.”

Smith also wrote that: “Of all the

many chiselers who took advantage of Empire Zones, few out chiseled Paladino He personally lobbied city officials to include his downtown properties in Buffalo’s zone and en-rolled no fewer than 30 of his com-panies in the program - the second-largest number of any businessperson in the state, according to The Buffalo News.His total take? A sweet $12 million.And, this creepy, violent, foul mouth, chiseler, porn lover, insider wants to be governor and clean up Albany. What a joke.He has to begin by cleaning his filthy mouth first, which will be very dif-ficult. The toughest bleach wouldn’t be strong enough to clean his lurid tongue.

He called Gov. Paterson a “wimp” and former Gov. George Pataki a “Degenerate idiot,” he has suggested teaching poor people –read black, Hispanics- “personal hygiene,” and wants to send welfare recipients to live in underused prisons.

So, if the public is dumb enough to send him to the governor’s mansion on Nov. 2, the government in Albany will become an even dirtier –if that is possible- cesspool that it is now.He will run the government like a cheap tin can Third World dictator who would impose his insane will on the residents of New York. A govern-ment full cronyism where African-Americans, Hispanics, women and other minorities need not apply.

¿COMO TE HAN RECIBIDO LOS NEWYORQUINOS?La verdad no tengo palabras para decirlo, increíble, han sido personas que me han abierto las puertas de su casa, perso-nas que no conocía y prácticamente me han tratado como un amigo, como que lo conocieran a uno desde siempre, de toda la vida, es algo súper chévere, me siento como en mi casa, la verdad no siento ninguna diferencia de estar en Panamá o aquí en Nueva York.

¿SE QUE FUISTE NOMBRADO PADRINO INTERNAC-IONAL DEL DESFILE HISPANO DE QUEENS; CUEN-TAME ESA EXPERIENCIA, COMO TE SENTISTE?Bueno primero me sorprendí muchísimo que me dieran ese honor, fue una experiencia súper bonita de compartir con toda la comunidad latina y es la primera vez en mi vida que tengo una experiencia tan bonita como esta, de poder compartir con personas de muchas nacionalidades en un mismo lugar.

¿CUAL ES EL GENERO MUSICAL QUE CANTAS?Específicamente es una fusión de ritmos, mezclamos la música folklórica de mi país, con ritmos latinos, como música Haitiana, música Anglosajona, como el Rock o el Pop, si le ponemos un nombre se puede decir Pop-Fusión.

¿SE TE HA HECHO DIFICIL INCURSIONAR EN ESTA CARRERA?Sí, yo creo que la música no es fácil, la música es difícil, pero en realidad siento que he tenido suerte, porque en el camino me he encontrado con mucha gente buena y gente que me quiere dar la mano, para poder lograr y alcanzar las metas que tengo, yo creo que lo difícil se compensa con lo bonito que va a pasar con la gente que conoces, yo creo que es disfrutar el proceso de llegar a un punto más que si voy a llegar a lo más grande que me lleve la música.

No podría dejar de mencionar a Rubén Blades, un cantautor panameño, que creo que ha dejado a Panamá muy en alto en todas partes del mundo, pero esto te lo pongo como cantante muy conocido, pero si hablamos de un cantante panameño de nuestra música folklórica hay un artista que para mí es grande se llama Dorindo Cárdenas, tiene una música folklórica de mi país que para mí es una música muy sabrosa.

¿CUALES CONSIDERAS QUE HAN SIDO TUS TRIUNFOS Y FRACASOS?Los fracasos están en la mente, porque uno de todo fracaso aprende muchísimas cosas y mis triunfos es todo, estar con-versando contigo es un triunfo, pero mi triunfo más grande de-finitivamente es haber logrado entrar en la pre-nominaciones de los ‘Grammy Latinos” como algo concreto, pero pienso que la vida es un triunfo cada día que pasa.¿MANUEL ESCALA, SOLTERO O CASADO?Soltero, estoy casado solo con mi música.

“Capítulo New York” RINDIO HOMENAJE A LA CIUDAD DE

GUAYAQUIL.

El viernes 8 de octubre, se llevó a cabo el “Acto Solemne” en homenaje a la ciudad de Guayaquil, en su día de In-dependencia.

Importantes personalidades, autoridades e invitados se dieron cita para recordar la gesta libertaria del 9 de Oc-tubre de 1820.

Con las sagradas notas de los Himnos Nacionales de los Estados Unidos y del Ecuador, se dio inicio a la progra-mación el que se destacó el “Homenaje Póstumo” con un minuto de silencio a quien fuera el Presidente de la C.N.P.E. fundador del “Capitulo New York” y Asam-bleísta Nacional: Dr. Humberto Alvarado Prado, ícono en el periodismo ecuatoriano.

El Reconocimiento estuvo a cargo del Lcdo. Gilberto Crespo, quien resalto las cualidades humanas y periodís-ticas de quien fue uno de sus grandes amigos por más de 50 años en el periodismo nacional.

La actriz ecuatoriana Cecill Villar fue Condecorada con una “Medalla Honorífica” que la C.N.P.E. por intermedio del Dr. Dumar Iglesias Presidente de la misma, por su brillante carrera en el teatro y la cultura.

La sesión sirvió para recibir las palabras del Cónsul General del Ecuador. Dr. Jorge López Amaya, quien ju-ramentó y posesionó a los nuevos miembros de la In-

stitución.

El Dr. Dumar Iglesias Mata, Historiador, Periodista, Presidente de la Casa de la Cultura Ecuatoriana “Nú-cleo Manabí” y Actual Presidente de la Confederación Nacional de Periodista del Ecuador. C.N.P.E. puso de relieve en su intervención como principal orador de esa noche.

Luego de entonar el “Himno al 9 de Octubre” se hizo el tradicional brindis por intermedio del Secretario de la Institución, Lcdo. Rafael Rodríguez.

Con motivo de la celebración de la Independencia de Guayaquil, los miembros del Comité Ejecutivo de la Jun-ta Cívica de Guayaquil Capítulo Nueva York organizaron una fiesta a toda orquesta, la misma que fue todo un éxito. El evento logró concitar una gran afluencia de conciu-dadanos nacidos en la Perla del Pacífico en su gran ma-yoría, con lo cual la fiesta tuvo un auténtico sabor guaya-co, complementándose este ambiente con la buena músi-ca que estuvo a cargo de un conjunto llamado Son Ca-ribe. También se había contratado la intervención del DJ Julio Beimer, quien se encargó de amenizar el baile con su música en los ratos de descanso de la orquesta. Como

número especial, algunos artistas quisieron rendirle hom-enaje a Guayaquil, entre ellos el multifacético José Or-lando, en su calidad de socio fundador de la Junta Cívica de Guayaquil – NY, acompañado del Maestro Rafael Aguirre, brindó una inolvidable serenata con música de aquellos tiempos del añorado Guayaquil y también las ofició como Maestro de Ceremonia; también José Cis-neros con una tanda de valsecitos criollos; y finalmente la no menos célebre María Elena del Ecuador, con su música romántica.

cavilca; ellos son El Dr. Jorge López, Cónsul General del Ecuador en Nueva York y la Sra. Hilda Murillo, renombrada artista internacional, la Sra. The fees are often listed in the small print on the discarded portion of the calling card. This is the portion of the card nobody ever reads. Next time you purchase a calling card, read the small print and you may be in for an unpleasant surprise.

Calling card companies often can’t make that same guarantee.The number of minutes you get with a $2 or $5 card varies widely. It all depends on where you are calling, and or if the call is to a landline or to a cell phone. When you place a call with a prepaid calling card to a land-line phone number in small city or in a remote location; or a to a cell phone, the number of minutes the card gives you , disappear very quickly.

According to TIA’s 2010 Market Re-view and Forecast, the international calling card industry peaked in 2006 at $2.2 billion and has experienced a modest decline since, due to VoIP services. Análisis técnico

El análisis técnico considera que la his-toria se repite por si misma y que existe estadísticamente una relación entre las variables financieras que permiten que los patrones cíclicos reaparezcan. Entre los indicadores técnicos más conocidos en los mercados, encontramos: medias móviles, bandas Bollinger, indicadores de impulso (momentum), como el MACD, y otros. Los principios suscritos detrás de cada es-trategia oscilan entre las expectativas de retroceso de precio e impulso. El arbitraje estadístico es una estrategia muy sofisti-cada usada por analistas cuantitativos en donde un modelo computarizado trabaja detrás de un motor operacional para com-prar y vender instrumentos financieros, basado en modelos operacionales alta-mente sofisticados y cuantitativos. Estos modelos son comúnmente desarrollados por matemáticos y científicos.

La hipótesis de eficiencia de los merca-dos (HEM)

Este modelo mantiene que el precio de una acción refleja plenamente toda la in-formación acerca del valor de esta. Lo que significa que en caso de que una noticia sea publicada indicando que las ganancias de la compañía han sido mejor de lo es-perado, el precio debería inmediatamente reflejar su valor verdadero. Si la acción de una compañía se está cotizando al pre-cio más alto de las últimas 52-semanas,

esto significa que existe una razón para que esto suceda y uno no puede asumir simplemente que vender la acción seria la estrategia ideal. Lo mismo es verdadero en el caso contrario; un mínimo histórico en la cotización de una acción no significa que la acción sea necesariamente barata.

Igualmente si una compañía está siendo cotizada por debajo de su relación precio/ganancia o precio/valor en libros, esto simplemente significa que el precio actual es un múltiplo ecuánime y que los activos de la compañía valen menos de lo que los contadores estiman o de las proyecciones de las ganancias estimadas por los ana-listas las cuales están sobre valoradas in-dicando que el mercado tiene el múltiplo “correcto”.

Diferentes formas de la hipótesis de efi-ciencia de los mercados (HEM)

1. Forma débil de la HEM indica que el precio actual de la acción refleja todos los precios históricos disponibles de un instru-mento y que difícilmente alguien puede, consistentemente, obtener rendimientos excesivos a través del análisis técnico. La forma débil, sin embargo, cree en el análi-sis fundamental.

Otras pruebas incluyen reglas opera-cionales, en donde una regla operacional cuantitativa específica es empleada en una canasta de activos financieros. Los resul-

tados muestran que no es posible ganarle a una estrategia de “comprar y mantener” después de haber tomado en consideración los costos de las transacciones.

Test de la forma semi-fuerte

1. Prueba de series de tiempo. Estas son pruebas en donde el retorno en dividendo de la acción es comparado con el retorno de los mercados de renta fija teniendo en cuenta el factor riesgo. Otras pruebas de series de tiempo incluyen rendimientos sorpresas y estudios de calendarios.2. Las pruebas de cruces seccionales asumen que todos los instrumentos finan-cieros deberían estar en la misma línea de riesgo-beneficio. Los resultados han mostrado que las pruebas de la HME funcionan en varios grados con respecto al tiempo y las clas-es de los instrumentos. Christopher Brown y Joel Greenblatt, ambos directores de fondos de inver-siones, tienen sus propios métodos de inversión que pueden ofrecer mejores rendimientos que la inversión en un índice, ellos indican. Joel Greenblatt utiliza un modelo de ganancias, mien-tras que Brown utiliza un acercamiento de valor o “suma de partes”.

Acercamiento de ganancias para la se-lección de acciones

El modelo de Greenblatt toma una lista de acciones de un índice dentro de un rango de capitalización de un mercado y crea un “múltiplo”. El modelo de Brown no se concentra tanto en ganancias pero si en el Balance General de la compañía. Brown busca acciones que tenga una relación pre-cio/valor en libros meno a una que in-dique la posibilidad de que otra firma la adquiera, venda todos sus activos y ob-tenga un rendimiento libre de riesgo. El mantiene que ha comprobado su mode-lo, que toda su filosofía de inversión está basada en él y que gracias a su modelo ha sido exitoso por muchos años.

New Tax Law Creates Enormous Opportunities for Millions of EmployeesThe signing of this bill has extreme significance

where retirement accounts are concerned. Taking pro-active steps this year rather than waiting to act

in 2011 could have a profound impact on many taxpay-ers, especially those with a retirement plan through their employer. The new law will allow employees to convert all, or a por-tion, of their traditional 401(k) or 403(b) retirement plan to a Roth 401(k) or Roth 403(b). The law is actually part of the Small Business Jobs and Credit Act which has implica-tions for small businesses, but this little known provision also has a profound impact on employees with these re-tirement plans who will want to make a Roth conversion. This bill would allow 401(k), 403(b), and governmental 457(b) employees to convert their pre-tax account bal-ances into Roth designated accounts, which is the official title for a Roth 401(k) or Roth 403(b). A Roth 401(k) or Roth 403(b) will enjoy income tax-free growth for the lives of the plan owner, spouse, children and grandchil-dren. The amount of the conversion, however, would be considered taxable income. If an employer has an existing 401(k) or 403(b) plan, employees could immediately make the conversion to either a Roth 401(k) or Roth 403(b). This new legislation will be extremely important to people who are still working and have substantial wealth in their employer retirement plan as it will essentially allow them to convert their traditional 401(k) or 403(b) to a Roth desig-nated account that would still be part of their employer re-

tirement plan. Previously, if an employee’s retirement plan was tied up in a 401(k), they would not have been eligible to make a Roth conversion while they were still working. Now, if employers have Roth designated accounts, employees can make a Roth conversion of whatever amount they wish. Since tax rates are expected to go up in 2011, at least for upper income taxpayers, it will definitely be to their advan-tage to make a conversion to a Roth 401(k) or Roth 403(b) in 2010 while they can still pay a lower tax on the conversion. One strategy that would be highly beneficial for middle income taxpayers who are still employed and have lim-ited access to their retirement plan is that they will be able to

make a partial conversion of their 401(k) to a Roth 401(k), since it might be too aggressive for them to con-vert their entire 401(k) and pay income taxes on that conversion. An even better long-term strategy for this middle income group is a series of multiple, partial con-versions over a period of years of the pre-tax dollars in a 401(k) to the Roth designated account in the 401(k). Conversely, if a person is a high income employee or will likely always be in the top tax bracket, they should consider a much more substantial Roth conversion.Another huge benefit of this law is that these new Roth designated accounts will enjoy excellent creditor pro-tection since, for the most part, 401(k) and other retire-

ment plans are controlled by a federal law called ERISA which offers better creditor protection than ordinary IRAs or even Roth IRAs. A good example of this is OJ Simp-son, who is collecting substantial income while he is in jail because the judgments against him could not penetrate the ERISA creditor protection on his retirement plan. Obviously, the law only covers employees who have access to Roth designated accounts at work, but it would be to an employer’s advantage to make this op-tion available to all employees at little or no cost. President Barack Obama signed a $30 billion small business lending bill into law, claiming a victory on economic

policy for his fellow Democrats ahead of November congressional elections.

The law sets up a lending fund for small businesses and includes an additional $12 billion in tax breaks for small companies."It was critical that we cut taxes and make more loans available to entrepre-neurs," Obama said in remarks at the White House. "So today after a long and tough fight, I am signing a small busi-ness jobs bill that does exactly that."

Obama is trying to show voters, who are unhappy about 9.6 percent unemployment, that he and his party are doing everything they can to boost the tepid U.S. economy.

Democrats said they backed the bill be-cause small businesses had trouble getting loans after the financial crisis that began in December 2007. They estimate the in-

centives could provide up to $300 billion in new small business credit in the com-ing years and create 500,000 new jobs.Republicans characterized the bill as a small-er version of the unpopular Wall Street bank rescue effort and blocked it in the Senate for weeks until two retiring Republicans broke ranks and voted to end blocking maneuvers.Obama criticized the opposition par-ty for fighting the bill and thanked the two Republicans, George Voinovich and George LeMieux, whose support al-lowed it to get through the Senate.

He said the measures would have fast-acting effects on the small business com-munity, which both political parties are courting in an effort to boost jobs."It's going to speed relief to small business-es across the country right away," Obama said. "We've got to keep moving forward. That's why I fought so hard to pass this bill, and that's why I'm going to continue to do everything in my power to help small businesses open up and hire and expand."

Siempre es posible que alcances tus metas financieras, sin importar que tus ingresos sean bajos, medios o altos. What do you get when a rich and arrogant idiot self-crosses with a vulgar and

wannabe politician? You get Carl Paladino, a foul mouth racist and irre-sponsible verbal bomb thrower jerk, who is now the Republican candidate for governor of New York.

Paladino who is running against An-drew Cuomo, the Democratic candi-date, has become this midterm elec-tion season’s champion F--k word user and goon.

His obscene and violent tirades, have, luckily, shown who he really is. A spoiled millionaire goon who would run the state government swinging a baseball bat, sending state troopers to New York City to arrest immigrants, “taking out” reporters or anyone who disagrees with him and using gutter language to get his point across.

“I’ll take you out, buddy,” screamed Paladino the goon, at New York Post’s State Editor Fredric U. Dicker, when Dicker asked if Paladino had any proof of his allegation that Dem-ocratic candidate Andrew Cuomo cheated on his former wife.

This creep has the gall to question Cuomo’s fidelity when he is the only cheater in this race. There is a girl he fathered with his ex-mistress Su-zanne Brady 10 years ago as proof of his philandering.

Paladino is a screaming, brainless imbecile who would, if he becomes governor, make Albany’s ineptly cor-rupt circus, into a government inhab-ited by zombies too afraid to disagree with him for fear of being “taking out.”

Paladino, who loves reporters when they are after someone else, would take them “out” if they question him, on anything. And why? Because this slimy, vulgar candidate doesn’t

have the foggiest idea of how to be a civilized candidate, let alone be a go-vernor. He has, at best, a few words vocabulary. A parrot, after some training, would speak better than Paladino. If he becomes governor this is the kind of language the public can ex-pect of him when discussing –if he is capable of discussing anything- some government agenda: “you f----ing better do this s—t or I’ll f---ing take you out.”He is a pornography and neo-Nazi websites lover who delights in send-ing images of sexual bestiality and altered photos of President Obama and the first lady that makes them look like a pimp and a hooker, to his friends.

He also sent a picture from the neo-Nazi website, Stormfront, that shows a plane crashing into a group of Af-ricans with the title “Run Niggers Run” and a video called “Proof the Irish Discovered Africa” that featured monkeys dancing. And to know that this sorry excuse of a politician could be New York’s next governor is dis-gusting.

He is a hypocrite who not only cheat-ed on his wife but screams about insiders in Albany while collecting more than $5 million a year in rent from various state agencies and has ripped millions more in questionable tax breaks and other sweetheart deals.

One particularly sickening example, has been documented by Greg B. Smith of the Daily News who wrote: “In 2002, one of Paladino’s com-panies, J-P Group LLC, won itself highly valuable tax breaks through an economic development program called an Empire Zone - which was so notoriously abuse-riddled that even Albany lawmakers decided to abolish it this year.”

Smith also wrote that: “Of all the

many chiselers who took advantage of Empire Zones, few out chiseled Paladino He personally lobbied city officials to include his downtown properties in Buffalo’s zone and en-rolled no fewer than 30 of his com-panies in the program - the second-largest number of any businessperson in the state, according to The Buffalo News.His total take? A sweet $12 million.And, this creepy, violent, foul mouth, chiseler, porn lover, insider wants to be governor and clean up Albany. What a joke.He has to begin by cleaning his filthy mouth first, which will be very dif-ficult. The toughest bleach wouldn’t be strong enough to clean his lurid tongue.

He called Gov. Paterson a “wimp” and former Gov. George Pataki a “Degenerate idiot,” he has suggested teaching poor people –read black, Hispanics- “personal hygiene,” and wants to send welfare recipients to live in underused prisons.

So, if the public is dumb enough to send him to the governor’s mansion on Nov. 2, the government in Albany will become an even dirtier –if that is possible- cesspool that it is now.He will run the government like a cheap tin can Third World dictator who would impose his insane will on the residents of New York. A govern-ment full cronyism where African-Americans, Hispanics, women and other minorities need not apply.

Not so long ago, air travel in the United States was a civilized undertaking--an elegant adventure.

How times have changed. Today, flying has been trans-formed into one of the most unpleasant experiences a person can have, from the confounding online booking process to the anxiety of awaiting your luggage at the baggage carousel.

There are no smiling people at airports. Airports are populated by frustrated and angry travelers trying to get to their destinations as quickly and painlessly as pos-sible. Good luck.

The dreadful experience begins the moment one logs onto the Internet to book a seat. After hours of search-ing, you finally find a flight at a reasonable rate. And just before you reach the final confirmation page, the system crashes.

So you start over again, except now the seat on the cho-sen flight is no longer available. So you go with your second choice—an affordable seat with a caveat. The flight may take you first to Nome, Alaska, or to some other godforsaken place in the middle of the American continent. So the inexpensive ticket to your destination a couple of hours from home will now cost you the bet-ter part of a day in travel time—two days, counting the return trip. And your week of vacation is now five days.Your next best step is prayer: Pray to the sky gods that there are no “mechanical” problems on your flights – the wonderful euphemism airlines use to excuse any and all delays. It gets them off the hook, for who would want to fly in an airplane with a “mechanical” problem? You have no choice but to sit tight in an uncomfortable seat at a gate and seethe while the airline takes care of the “mechanical” problem. What a marvelous way to start a vacation.

But let’s back up. You’ve book a reasonably priced seat, and you are feeling pretty good for having conquered the Internet. Great.

On the appointed day of your flight, full of expectations and looking forward to a care-free vacation, you call a cab. Already your day is ruined. New York cabbies are a surly bunch who seem to take pride in being ornery.

Don’t expect help with your bags or chit-chat during the ride because cabbies don’t talk, except when they are bitching. They snarl and grunt while driving like maniacs. You’ll arrive at the airport with nails chewed and knuckles white.

OK, so you survived the cab ride. Next step: check your bags.

The line at the counter is interminable, with a couple of airline clerks serving scores of travelers. You grit your teeth, curse under your breath and steel yourself for a long wait. I’ve got plenty a time, you say to yourself. This why I got here two hours early.

But as you stand there minding your own business, pa-tiently waiting your turn, a brusque airline employee informs you that you must step out of line and use one of those electronic contraptions to get your boarding pass before you will be allowed to check your bags. Of course, when you do this, you lose your place in line.

Fuming, you do as you are told. You trudge to the con-traption along with other unhappy and confused pas-sengers. None of you has a clue as to how to operate the machines, and help from airline personnel is almost nonexistent. Typically, one or two employees tries to assist dozens of ready-to-revolt passengers begging for the machines to spit out their damned boarding passes. Of course, the machines serve an unspoken purpose: They inform you that you owe the airline $35 a pop for each bag—each way. And they kindly offer to collect the fees so as not to slow the process at the counter, if and when you are allowed to interact with a human being.

So what do you do? If you protest the fee by cance-ling the flight, it will cost you a hundred bucks or more. There is no way out. Either way you lose. Carrying your bag onboard is no longer a solution with some airlines. Spirit, for example, will charge you $45 for a carry-on. So you grudgingly pay the fee and get back in the now even-longer line to check the costly bags.

You should know that the baggage fee is no guarantee that your luggage will on the same flight as you. Often enough they go somewhere else–like another continent--and it may take a day or two before you are reunited with your sorry-looking, banged-up bags.

You’re sure to lose any liquids—from cheap shampoo to bottled water to expensive perfumes to the maple syrup you just bought for Aunt Gerdie--in your carry-on bags. TSA will confiscate and dispose of them. Or take them home. Who really knows?

Be ready to bare your soul and your body for TSA. Take off your belts, hats, shoes and jackets. Empty your pockets. Stand spread-eagled for a body scan or frisking. And if for some reason you catch the fancy of a TSA officer, be prepared for an interrogation and a closer scrutiny--if that is possible--of your belongings.With the TSA checkpoint behind you, you and your fel-low travelers are a collective basket case.

You feel that you have reached the end of your tether, that you can’t take any more unpleasantness. But take more you will. Your travails are not over. Boarding the airplane is next. You are called to board in accordance with the zone number on your boarding pass, which becomes meaningless because most of the passengers get to board the aircraft before you. In this privileged category you find first-class passengers, parents, guard-ians, friends of children, business class passengers and just about everyone else—but you.

By the time you reach your seat, there is no room for your carry-on in the overhead compartment, so you sur-render it to a flight attendant who stashes it somewhere in a remote corner of the aircraft.

You are in a middle seat, of course, sandwiched be-tween two brats. (All children become brats the mo-ment they board a plane. It is a truism of air travel.) You breath deeply, close your eyes, try to relax. But you can’t because you are suddenly flush with anxiety about what lies ahead when the plane lands: Rental car com-panies with endless extra fees, hotels with telephone booth-sized rooms and lousy service, more surly cab-bies, etc., etc.

And to know that you must go through all that on your return trip can give any air traveler angina.If you think I’m exaggerating, you haven’t taken a trip lately. Try it and see. Bon voyage.

¿COMO TE HAN RECIBIDO LOS NEWYORQUINOS?La verdad no tengo palabras para decirlo, increíble, han sido personas que me han abierto las puertas de su casa, perso-nas que no conocía y prácticamente me han tratado como un amigo, como que lo conocieran a uno desde siempre, de toda la vida, es algo súper chévere, me siento como en mi casa, la verdad no siento ninguna diferencia de estar en Panamá o aquí en Nueva York.

“Capítulo New York” RINDIO HOMENAJE A LA CIUDAD DE

GUAYAQUIL.

El viernes 8 de octubre, se llevó a cabo el “Acto Solemne” en homenaje a la ciudad de Guayaquil, en su día de In-dependencia.

Importantes personalidades, autoridades e invitados se dieron cita para recordar la gesta libertaria del 9 de Oc-tubre de 1820.

Con las sagradas notas de los Himnos Nacionales de los Estados Unidos y del Ecuador, se dio inicio a la progra-mación el que se destacó el “Homenaje Póstumo” con un minuto de silencio a quien fuera el Presidente de la C.N.P.E. fundador del “Capitulo New York” y Asam-bleísta Nacional: Dr. Humberto Alvarado Prado, ícono en el periodismo ecuatoriano.

El Reconocimiento estuvo a cargo del Lcdo. Gilberto Crespo, quien resalto las cualidades humanas y periodís-ticas de quien fue uno de sus grandes amigos por más de 50 años en el periodismo nacional.

La actriz ecuatoriana Cecill Villar fue Condecorada con una “Medalla Honorífica” que la C.N.P.E. por intermedio del Dr. Dumar Iglesias Presidente de la misma, por su brillante carrera en el teatro y la cultura.

La sesión sirvió para recibir las palabras del Cónsul General del Ecuador. Dr. Jorge López Amaya, quien ju-ramentó y posesionó a los nuevos miembros de la In-

stitución.

El Dr. Dumar Iglesias Mata, Historiador, Periodista, Presidente de la Casa de la Cultura Ecuatoriana “Nú-cleo Manabí” y Actual Presidente de la Confederación Nacional de Periodista del Ecuador. C.N.P.E. puso de relieve en su intervención como principal orador de esa noche.

Luego de entonar el “Himno al 9 de Octubre” se hizo el tradicional brindis por intermedio del Secretario de la Institución, Lcdo. Rafael Rodríguez.

JUNTA CIVICA DE GUAYAQUIL:

Con motivo de la celebración de la Independencia de Guayaquil, los miembros del Comité Ejecutivo de la Jun-ta Cívica de Guayaquil Capítulo Nueva York organizaron una fiesta a toda orquesta, la misma que fue todo un éxito. El evento logró concitar una gran afluencia de conciu-dadanos nacidos en la Perla del Pacífico en su gran ma-yoría, con lo cual la fiesta tuvo un auténtico sabor guaya-co, complementándose este ambiente con la buena músi-ca que estuvo a cargo de un conjunto llamado Son Ca-ribe. También se había contratado la intervención del DJ Julio Beimer, quien se encargó de amenizar el baile con su música en los ratos de descanso de la orquesta. Como

número especial, algunos artistas quisieron rendirle hom-enaje a Guayaquil, entre ellos el multifacético José Or-lando, en su calidad de socio fundador de la Junta Cívica de Guayaquil – NY, acompañado del Maestro Rafael Aguirre, brindó una inolvidable serenata con música de aquellos tiempos del añorado Guayaquil y también las ofició como Maestro de Ceremonia; también José Cis-neros con una tanda de valsecitos criollos; y finalmente la no menos célebre María Elena del Ecuador, con su música romántica.

Esta fiesta de los guayaquileños contó con la presencia de dos ilustres personalidades, nacidos en la urbe Huan-

cavilca; ellos son El Dr. Jorge López, Cónsul General del Ecuador en Nueva York y la Sra. Hilda Murillo, renombrada artista internacional, la Sra. Mirna Chang, otra benemérita dama guayasense, el Ing. Edgar Chalco, Presidente de la Asociación de Troncaleños, su señora esposa doña Amy Chalco, Juan José Sumba, en fin un sin número de gentes importantes que con su presencia

dieron relace a esta gran celebración.

The fees are often listed in the small print on the discarded portion of the calling card. This is the portion of the card nobody ever reads. Calling card companies often can’t make that same guarantee.The number of minutes you get with a $2 or $5 card varies widely. It all depends on where you are calling, and or if the call is to a landline or to a cell phone. When you place a call with a prepaid calling card to a land-line phone number in small city or in a remote location; or a to a cell phone, the number of minutes the card gives you , disappear very quickly.

According to TIA’s 2010 Market Re-view and Forecast, the international calling card industry peaked in 2006 at $2.2 billion and has experienced a modest decline since, due to VoIP services. Mark Neuwirt, organizer of the Brooklyn Business Expo that took place on Wednesday, September 15th, said that 100 vendors were on site in this expo, which is the second one he and his team organized. The first expo took place on march 24 and, according to him, it was a huge success. “This is a great opportunity to network”, said Mr. Neu-wirt, and added that “our intention is to bring different sizes of busi-nesses”. He confessed to us that the most challenging part of making this expo possible was coordinating so many details between market-ing, selling and advertising. Los tiempos han cambia do y la era de solo faldas para la oficna tambien, un pantalon comodo y bien puesto puede darnos confiansa en el momento de una presen-

tacion o una entrevista de trabajo.

Al momento de elegir pantalones podemos tomar en concide-racion los siguientes modelos.

1.- Pantalones de Mesclilla.-

Tratemos deeleguir los pantalones que no tienen pinsas para que nos den un me jor balance en la altura de las caderas. A

menos que seamos muy delgadas las pinsas favorecerian.

Si somos de estatura Baja tratemos de no usar los panatalones de mesclilla con los doblillos en la parte final del ruedo. Esto acortaria nuestras piernas dando asi un desbalance.

Tambien si son muy largos no cometamos el error de dejarlos asi como lo compramos, llevemolos a un sastre y si usamos zapatos de taco que no quede mas de un centimetro y medio del piso, este es el largo apropiado para un pantalos de mesc lillas anchos.

2.- Pantalones Capris.-

No solo que son modernos, hoy en dia tambien los podemos usar en la ofic ina y una de las mejores for mas es que sea abajo de la rodilla o por sobre encima del tobillo.

Tambien no podemos olvidar que si queremos darles un estilo mas sexy y moderno podemos usar zapatos de tacos altos con un capris que solo este por encima de los tobillos.

Tambien si tenemos muchas caderas evitemos las pinzas.

Otro tip es cuando el Capri solo llega bajo la rodilla no use-mos tacos altos por que no luce profecional.

3.- Pantalones de Linea Recta.

Los pantalones de linea recta o llamados skinny pants, son muy usados tambien y pueden ser muy elegante si los sa-bemos llevar.

Primero no olvidemos que estamos en un ambiente corporativo asi que evitemos que sea dema siado ajus tado y que en la parte de atras del pantalon no gritemos AUXILIO.Un poco de tela extra en el area de las piernas no que-

daria mal dentro de la ofcina.El proposito es usarlo de una manera elegante y podemos

conbi narlo con chalecos, blazers, blusas de masgas largas y extra largas. ( esto es si esta muy ajust ado dandole un estilo mas sofisticado.)

Tambien si tenemos muchas caderas o tenemos el llama do cuerpo de pera, usemolos sin pinzas.Unos tacos altos o inclusive unas mini botas pueden dar-le un look mas boemio y sofisticado, no olvidemos que los absesorios tienen mucho que ver con lo que llevemos puesto. Botas altas con capris de vestir a media pierna no quedan bien eso es un fashion don’t.

Este artículo contiene valiosa información de dos reconocidos estilos que explican cómo operar en los mercados bursátiles.

La primera es diversificación; el cual busca repartir su inversión en una canasta de acciones o un índice como el S&P 500.

Este modelo se basa en “La hipótesis de eficiencia de los mercados”, presentada por Fama y French, que establece que toda la información acerca de la acción de una com-pañía está reflejada en el precio de la acción y, en caso de que se publiquen noticias negativas o positivas, no es posible obtener un beneficio de la noticia debido a que el precio intrínsecamente refleja esta información. Según esta hipótesis, la mejor inversión es colocar los fondos en un índice representativo, como el Standard & Poor’s 500, tal como lo recomienda Burton G. Malkiel. Lo contrario a este modelo, afirma que los mercados no son eficientes y que es posible obtener una utilidad utilizando estrate-gias operacionales que sean específicas y cuidadosas. Este artículo discutirá la relevancia de ambos estilos.

Una acción le otorga al poseedor de esta el derecho a ser socio en la compañía. La proporción del interés en la so-ciedad es una función del número de acciones en poder comparado con el total de acciones en el mercado. El poseedor en una acción ordinaria tiene el derecho a reci-

bir dividendos y puede vender la acción por una cantidad mayor o menor a la cual él pagó inicialmente.

Análisis de una acción

Existen varios métodos para evaluar el precio de una ac-ción, sin embargo solo dos son comúnmente conocidos. El método más antiguo es un valor de diferentes aprox-imaciones donde el valor en libros de la compañía es determinado. En este método el analista o inversionista calcula el valor total de activos de la compañía, el cual está compuesto de: activos de corto plazo (ej. Caja y ac-tivos líquidos) y activos de largo plazo (ej. Edificios y maquinarias) menos los pasivos (ej. Cuentas por pagar). El valor neto es conocido como el valor en libros del pat-rimonio neto de la compañía. Este debería ser el valor teórico de la compañía.

El otro método es el de flujo de caja deducido de la com-pañía. En este caso, el analista calcula las futuras ganan-cias acumuladas de la compañía. Una vez calculada las ganancias, el inversionista las descuenta usando la fun-ción de valor presente y los suma para derivar el precio de la acción. El uso de cada uno de los métodos depende del estilo del analista tanto como de la conformidad de la industria.

Otros métodos incluyen comparaciones de la relaciones precio/ganancia, valor de la compañía/EBITDA y precio/valor en libros relativas al promedio de la industria, cada

una dependiente de la convención de la industria y de lo que es conocido como “manejo de la acción”.

Análisis técnico

El análisis técnico considera que la historia se repite por si misma y que existe estadísticamente una relación entre las variables financieras que permiten que los patrones cíclicos reaparezcan. Entre los indicadores técnicos más conocidos en los mercados, encontramos: medias móviles, bandas Bollinger, indicadores de impulso (mo-mentum), como el MACD, y otros. Los principios suscri-tos detrás de cada estrategia oscilan entre las expectativas de retroceso de precio e impulso. El arbitraje estadístico es una estrategia muy sofisticada usada por analistas cu-antitativos en donde un modelo computarizado trabaja detrás de un motor operacional para comprar y vender instrumentos financieros, basado en modelos operacion-ales altamente sofisticados y cuantitativos. Estos mod-elos son comúnmente desarrollados por matemáticos y científicos.

La hipótesis de eficiencia de los mercados (HEM)

Este modelo mantiene que el precio de una acción refleja plenamente toda la información acerca del valor de esta. Lo que significa que en caso de que una noticia sea pub-licada indicando que las ganancias de la compañía han sido mejor de lo esperado, el precio debería inmediata-mente reflejar su valor verdadero.

Si la acción de una compañía se está coti-zando al precio más alto de las últimas 52-semanas, esto significa que existe una razón para que esto suceda y uno no pu-ede asumir simplemente que vender la ac-ción seria la estrategia ideal. Lo mismo es verdadero en el caso contrario; un mínimo histórico en la cotización de una acción no significa que la acción sea necesariamente barata.Igualmente si una compañía está siendo cotizada por debajo de su relación precio/ganancia o precio/valor en libros, esto simplemente significa que el precio actual es un múltiplo ecuánime y que los activos de la compañía valen menos de lo que los contadores estiman o de las proyecciones de las ganancias estimadas por los ana-listas las cuales están sobre valoradas in-dicando que el mercado tiene el múltiplo “correcto”.

Diferentes formas de la hipótesis de efi-ciencia de los mercados (HEM)

1. Forma débil de la HEM indica que el precio actual de la acción refleja todos los precios históricos disponibles de un instru-mento y que difícilmente alguien puede, consistentemente, obtener rendimientos excesivos a través del análisis técnico. La forma débil, sin embargo, cree en el análi-sis fundamental.

2. Forma semi-fuerte de la HEM afirma que los precios de una acción incorporan

toda la información pública y privada, lle-gando a la conclusión que un inversionista no puede obtener rendimientos excesivos a través del análisis fundamental.

3. Forma fuerte de la HEM asume que los precios de una acción reflejan plenamente toda la información pública y privada. Nadie tiene información monopolista y las personas con información privilegiada (insiders) no tienen alguna ventaja sobre cualquier otro inversionista. Los mercados son perfectos y la información no tiene ningún costo.

Test de la forma débil

1. Prueba estadística. Estas pruebas in-cluyen auto-correlación, en donde los cál-culos son basados en la independencia de los precios de las acciones con referencia a otras, y también determinan si los pre-cios de las acciones están correlacionados o representan, con el tiempo, un patrón general.2. Otras pruebas incluyen reglas opera-cionales, en donde una regla operacional cuantitativa específica es empleada en una canasta de activos financieros. Los resul-tados muestran que no es posible ganarle a una estrategia de “comprar y mantener” después de haber tomado en consideración los costos de las transacciones.

Test de la forma semi-fuerte

1. Prueba de series de tiempo. Estas son pruebas en donde el retorno en dividendo de la acción es comparado con el retorno de los mercados de renta fija teniendo en cuenta el factor riesgo. Otras pruebas de series de tiempo incluyen rendimientos sorpresas y estudios de calendarios.2. Las pruebas de cruces seccionales asumen que todos los instrumentos finan-cieros deberían estar en la misma línea de riesgo-beneficio. En caso de no ser así, el instrumento no cumple la forma semi-fuerte.3. Las pruebas de estudios de eventos son utilizadas para examinar niveles de rendimiento anormales antes y después

de la publicación de la información con-cerniente a un acontecimiento por parte de la corporación. Las pruebas incluyen: división de acciones, listado de índices y cajas de compensación, Oferta Inicial al Publico (IPO, por sus siglas en inglés) y cambios en los principios cantables de la empresa.

Test de la forma fuerte

Estos incluyen pruebas en los archivos de la SEC, especialistas y analistas de instrumentos.

Los resultados han mostrado que las pruebas de la HME funcionan en varios grados con respecto al tiempo y las clas-es de los instrumentos. Muchos partici-pantes del mercado, tales como Warren Buffet, fuertemente rechazan la HME indicando que si fuese cierta “Yo sería un mendigo en la calle con una lata de metal”. La mayoría de la veces, los mer-cados son eficientes, pero no siempre, lo cual le da la oportunidad a los inver-sionistas inteligentes de usar sus cuali-dades para seleccionar acciones.

Alternativas a la selección de acciones.

Burton Malkiel, uno de los defensores de la hipótesis, mantuvo por los últimos 20 años que la mejor forma de invertir es colocar todos los ahorros en un ex-tenso índice de acciones. El indica que, en promedio, el S&P 500 entrega un rendimiento anual del 12%, el cual es más alto que la mayoría de los fondos de inversión y los fondos mutuos. Malkiel ha comprobado este modelo en numero-sas acciones y encontró que ninguna de las estrategias de compra-venta su-pera el retorno ofrecido por un extenso índice de acciones. Su consejo es el de comprar el mayor número de fondos mutuos que sigan índices. Otros fondos disponibles son los ETF Índices.

Para aquellos que no creen en la hipóte-sis de eficiencia de los mercados

Christopher Brown y Joel Greenblatt, ambos directores de fondos de inver-siones, tienen sus propios métodos de inversión que pueden ofrecer mejores rendimientos que la inversión en un índice, ellos indican. Joel Greenblatt utiliza un modelo de ganancias, mien-tras que Brown utiliza un acercamiento de valor o “suma de partes”.

Acercamiento de ganancias para la se-lección de acciones

El modelo de Greenblatt toma una lista de acciones de un índice dentro de un rango de capitalización de un mercado y crea un “múltiplo”. El múltiplo con-siste del P/G, el Retorno en la Inversión y el Retorno en los Activos de la acción. La premisa básica indica que a me-dida que el múltiplo disminuye, habrá un mayor potencial de ganancias y la probabilidad de que la acción se apre-cie incrementa. Greenblatt ensayó este modelo y llego a la conclusión que, esta selección de acciones de “alta potencial de ganancias” obtuvo, constantemente, un mejor rendimiento que el índice. El único aspecto negativo es que para que exista cierto rango de capitalización de un mercado, se tiene que esperar por un largo periodo hasta que los rendimien-tos estén consistentemente por encima de los del índice.

El modelo de Brown no se concentra tanto en ganancias pero si en el Balance General de la compañía. Brown busca acciones que tenga una relación pre-cio/valor en libros meno a una que in-dique la posibilidad de que otra firma la adquiera, venda todos sus activos y ob-tenga un rendimiento libre de riesgo. El mantiene que ha comprobado su mode-lo, que toda su filosofía de inversión está basada en él y que gracias a su modelo ha sido exitoso por muchos años.

El modelo de Brown no enfatiza mucho en ganancias, pero si en el valor de la compañía.

Siempre es posible que alcances tus metas financieras, sin importar que tus ingresos sean bajos, medios o altos. Cada uno de nosotros tiene objetivos financieros distin-tos, ya sea comprar un carro, una casa, ...enviar nuestros hijos a una buena universidad, pagar nuestras deudas, irnos de vacaciones o ahorrar para nues-tra vejez. Sin importar tu edad, puedes empezar hoy mismo a replantear tus metas financieras y crear un plan para alcanzarlas.

Las siguientes recomendaciones pueden ayudarte a entender mejor el manejo del dinero y el control de tus finanzas:

* ¿Cuáles son mis metas financieras? La mayoría de per-sonas que tienen mucho dinero, no lo obtuvieron de la noche a la mañana. Estas personas conocen muy bien sus objetivos financieros y trabajaron duro para alcanzarlos. Muy importante que dividas tus metas, en corto, mediano y largo plazo. Por favor no solo pienses en estas metas ¡escríbelas hoy mismo! Un ejemplo de metas a corto plazo, puede ser ahorrar para los regalos de navidad; un ejemplo de metas a largo plazo puede ser ahorrar para comprar una vivienda.

*Crea un presupuesto. Entiende en que gastas tu dinero diariamente, solo si conoces sobre tus gastos puedes de-terminar cómo distribuirlo. Hagamos lo siguiente: Es-cribe cuanto son tus ingresos mensuales. Luego escribe cada uno de tus gastos mensuales. Al identificar cada uno de tus gastos, vamos a tomar el total del ingreso y restarle el total de los gastos. Si tienes dinero a tu favor cumples con el primer mandamiento financiero “No gastes más de lo que ganas”. Si tus ingresos mensuales son menores

a tus gastos, (¡gastas más de lo que ganas!, ¡alerta!), es el momento para reflexionar y tomar decisiones. Tu pri-oridad debe ser identificar gastos que pueden reducirse o eliminarse, debes establecer un ahorro mensual del 10% de tus ingresos. Te recomendamos usar aplicaciones como la ofrecida por www.mint.com o simplemente es-cribir en un libro de notas cada gasto que incurras, in-cluye pequeños gastos, como bebidas o taxis. *El ahorro es una prioridad. Ahorra parte de tus ingresos (Idealmente 10%), el objetivo es crear una disciplina en el ahorro y hacerlo una prioridad en tu estilo de vida. Estos ahorros puedes manejarlos en tu cuenta de ahor-ros, por medio del plan de ahorro de la compañía en que trabajas, por medio de tu asesor financiero. Busca las mejores tasas, entiende todos los cargos y costos relacio-nados con la cuenta, si tu ingreso aumenta, incrementa tu ahorro en la misma medida. Entiende que a mayor renta-bilidad, mayor riesgo de perder tu capital. En cuanto an-tes empieces tu ahorro, mayores beneficios tendrás con el tiempo. Conoce sobre el interés compuesto, interés que te permite ganar intereses sobre los intereses de tus ahorros. *Maneja el crédito inteligentemente. Los créditos pueden ayudarte a alcanzar tus metas de largo plazo (vivienda, carro o educación). Entiende las tasas de interés asocia-das a estos créditos. Prestar para cubrir tus gastos diarios debido a que gastas más de lo que ganas, lleva a la may-oría de personas a problemas financieros. Antes de usar una tarjeta de crédito para realizar avances en efectivo, piensa que podrías llegar a pagar hasta el doble debido a los altos intereses asociadas a estas tasas. Si tienes deu-das en tarjetas de crédito, siempre paga más de la cuota mínima. Por ejemplo, tardarías más de 60 años en pagar

$5,000 en deuda de tarjeta de crédito si tan solo pagas la cuota mensual mínima. Pagarías casi $16,000 en inter-eses (Asumiendo una tasa de interés del 14% anual y un pago mínimo del 1.5% del balance). *Protege tu historial crediticio. Los prestamistas utilizan reportes de crédito para decidir prestar dinero. Com-pañías de seguro, compañías de finca raíz y hasta emple-adores también revisan el reporte de crédito. Un reporte que muestre moras en pagos y/o pobre historial crediticio puede significar no obtener un crédito o un pago alto de tasas de interés. Por ley puedes solicitar gratuitamente un reporte de tu crédito anualmente. Revísalo y cualquier revisión es importante que la comuniques. Puedes llamar a las agencias de crédito y solicitar la copia de tu reporte: Equifax 1-800-865-1111, Experian 1-888-397-3742 y Trans Union 1-800-888-4213. * Toma el control. Tener una fuente de información con-fiable puede ayudarte a tomar el control de tus finanzas. Cuando necesites información, asegúrate de que sea una fuente confiable.
