These roles typically work as part of a team performing routine administrative duties to support service users and/or other members of their team. They will usually have little prior knowledge or experience and will be interested in pursuing a career in the County Council. Tasks and routines are generally straightforward within established routines and procedures and under regular or direct supervision. Work is typically to short deadlines so there is little or no need to plan or prioritise work. They are given the opportunity to learn about a range of administrative procedures, developing capabilities through learning on the job and/or formal study.

S3 Administrative

Assistant Roles in this grade typically work as part of a team performing routine administrative duties to support service users and/or other members of their team. They perform a limited range of well established routines within basic procedures and under regular supervision. They may have a specific focus, for example in personnel or financial systems, but all will be expected to work with the council’s IT systems, and action basic enquiries and requests. They will be expected to have some previous work experience in order to deal with the work confidently. The work is typically to daily deadlines; some organising of their own workload may be required to ensure that the departmental workflow is maintained, but timescales will be hour-to-hour and day-to-day. The nature of planning is roles at this level is essentially timing and sequencing of assigned tasks to meet deadlines.

S4 Senior Administrative Assistant

These roles support service users and/or staff as part of a specific service or team. They typically provide administrative or procedural support working on a broad range of routine activities within well established procedures. They will work in teams under the guidance of more senior colleagues and will be expected to be able to plan and organise their own workload, on an hour-to-hour and day-to-day basis within clear procedures. They will need to understand the objectives of the department sufficiently to allow them to time and sequence tasks so that they can support the work of others effectively. Entry to this level may be through some relevant work experience and general education.

S5 Business Support Assistant

These roles provide a business support service as part of a specific service or service team. They work within established processes and procedures, resolving problems or queries with the more complex issues referred to others. They support more senior staff by executing the detailed processes in specific aspects of business, financial, facilities and/or HR administration and will be fully versed in all the procedures of their specialism. They will be subject to supervision but will be expected to organise their own workload and set their own priorities within short, e.g. day-to-day timescales. They may support a group of more senior staff with some of the more routine duties and ensure matters are dealt with appropriately when they are out of the office. Some roles at this level may be more restricted in terms of variety or organisation of tasks than others. Where this is the case, customer service may be the predominant feature, e.g reception roles.

S6 Senior Business Support Assistant

These roles provide a business support service as part of a specific service or service team. They will carry out a range of administrative tasks using knowledge of general office routines and procedures, together with a broad understanding of the department and how the tasks directly support the service or service team. The work is within established processes and procedures and while it may not be subject to direct supervision, guidance is readily available. They will be expected to organise their own workload and set their own priorities within short, e.g. day-to-day or week-to-week timescales, usually reacting to clear deadlines or processes. They support more senior staff by executing the detailed processes in specific aspects of business, financial, facilities and/or HR administration and will be fully versed in all the procedures of their specialism. The essential difference between this level and that of Business Support Assistants is one of greater experience which will enable the senior assistants to undertake more complex work, and they may be involved in guiding the work of more junior staff.

For some roles, customer service may be the predominant feature, e.g. dealing with a variety of clients in relation to a department’s activities. Others may support a group of more senior staff with some of the more routine duties and ensure matters are dealt with appropriately when they are out of the office. Typically this level would include core secretarial posts.

S7 Business

Support Coordinator/ Advisor

These roles provide a comprehensive business support service in a defined service or functional area, or provide specialist support services. Many will possess technical rather than professional expertise in the main disciplines, or have substantial experience of administrative procedures to enable them to guide and advise others. There will be minimal day-to-day supervision, but clear guidance is available. The roles will plan for the weeks ahead and prioritise to accommodate non standard work. They often require understanding of complex procedures and support systems, and the ability to allocate workload and react to changing priorities. Although most work will follow established patterns, initiative is needed to handle processes and resolve problems and queries based on experience and judgement, mainly without reference to others.

These roles may work alone instead of as part of a team, or the system or process used may require more specialist knowledge or experience than that required at grade S6. Some roles involve supervision of staff, others involve undertaking specialist functions or the provision of broad comprehensive secretarial/PA services. These roles may manage a straightforward operational activity or small team, provide specialist support services or they may be in the second year of a professional career development role. They are often process ‘experts’ seeking to deliver maximum efficiency within a defined process. A thorough knowledge of their own area or discipline is required although overall supervision from a more experienced professional is in place. S9 Business Support Manager 2

These roles are often professionally qualified roles, specialists, or project officers providing advice and support to their customers, or lead and manage the work of larger teams. They will plan and ensure progress within established procedures and policy, and respond effectively to changing priorities and different situations. They will have a fair degree of autonomy and work closely with customer staff, partners, agencies and/or contractors and have a primary role ensuring their services achieve the agreed service standards in a cost effective way and in improving quality standards. Forward planning could be for months ahead and the role will contribute to longer-term development. These roles lead and manage the work of larger teams, or a grouping of two or more teams with a common theme. These roles undertake a substantial management role, either managing a multi functional support service within one of the Council’s service areas, or coordinating a specific business development or advisory area. This may involve significant coord ination of complex or diverse services, e.g. leading business support services to professional teams, or coordinating teams carrying out specialist advisory or administrative services. More specialised roles will require a full understanding of a professional or specialised field and will work with those both inside and outside the organisation, to influence the development of services or delivery of specific projects or council objectives. Their role is more strategic than operational as they will provide overall guidance to more junior managers in terms of planning, service standards and resources which underpin service level agreements. Planning takes place over a longer period (year or more). They work closely with customers, staff, agencies and/or contractors to ensure that the services meet and exceed expectations. Roles at this level require extensive management experience and high level expertise.
