Frontier Business Edge brand guidelines February 2015 202

State and local government organizations share the challenge of delivering the best services to citizens while getting the greatest value for every dollar spent. If you work in government, you’re in the business of efficiency and can’t afford to settle for the limitations of yesterday’s communi-cations technology. That’s why government organizations count on Frontier for our proven experience as a provider of efficient and cost-effective voice, video and data solutions.

This issue of Business Connections magazine showcases how Frontier is working with government organizations in the areas of E9-1-1 and Wi-Fi networks. First you’ll learn about the 9-1-1 equipment up-grade that Frontier recently completed for the State of Arizona at four 9-1-1 centers in Mohave County. This project improved overall functionality and enabled better handling of wireless 9-1-1 calls. On a related topic, Next Generation 9-1-1 is on the horizon and Frontier is ready to help your community make the transition to this new system for public safety emergency communications.

The Greater Rochester International Airport (ROC) is also featured in this issue. ROC began its part-nership with Frontier in 2003. Working together, we’ve helped turn wait time into productive time for travelers via free Frontier Wi-Fi service throughout the airport and the well-equipped Frontier Business Center.

I encourage you to take full advantage of the knowledge and insight the Frontier team can provide. Frontier is well aware of the challenges faced by state and local government organizations and we’re ready to help you save both time and money while providing the highest quality of service.

Sincerely,

Cory Jones

VP, Commercial Marketing

Executive Summary

Blue skies ahead for cloud computing

GOVERNMENT OFFICIALS LOOKING TO TAKE ADVANTAGE OF ITS FLEXIBILITY AND EFFICIENCY

Frontier Business Edge brand guidelines February 2015 203frontier.com/businessedge

What is cloud computing?

According to the National Institute of Standards and Technology (NIST), cloud computing provides scalable IT capabilities that are offered as a service over the Internet to multiple users. Many users share pooled IT resources, reducing costs resulting in greater efficiency. Et quae et laci aut aut pore, si nem re cusdae doluptati della prehentur? Lendae. Itae occulles eum fugia dolesse quamus inus etur simpore hentent, experum et verepudae remquassum con repro es estiae plitaessimus doloren diasperuptas sus deliquidebis eostiis inisimet posapic tatur, sequidelis dolenda.

Cloud computing is the next stage in the Internet’s evolution, providing the means through which everything — from computing power to computing infrastructure and applications to personal collaboration — can be delivered as a service wherever and when-ever needed. The “cloud” in cloud computing can be defined as the set of hardware, networks, storage, services and interfaces that combine to deliver aspects of computing as a service.

Cloud computing can completely change the way organizations, including state and local governments, use technology to provide service to citizens, partners and suppliers. Some organizations already have most of their IT resources in the cloud. They’ve found that it can eliminate many of the complex constraints from the traditional computing environment and offer benefits including:

Significant cost reduction: Cloud computing is available at a fraction of the cost of traditional IT services, eliminating upfront capital expenditures and dramatically reducing the administra-tive burden on IT resources.

Increased Flexibility: Cloud computing provides on-demand computing across technologies, business solutions and large eco-systems of providers, reducing time to implement new solutions from months to days.

Access from anywhere: Cloud computing lets users access applications and documents from anywhere in the world, free-ing them from the confines of the desktop and facilitating group collaboration on documents and projects. Users can change computers or move to portable devices, and existing applications and documents follow them through the cloud.

Elastic scalability: With cloud computing, capacity can be added and subtracted as needs change. For example, as application demands grow, organizations can add storage, RAM and CPU capacity.

Business continuity: Cloud computing can provide automatic failover between hardware platforms and disaster recovery servic-es. An organization is able to bring up its server, set in a separate data center, should the primary data center experience an outage.

Always the latest software: Cloud computing eliminates the choice between obsolete software and high upgrade costs. When applications are web-based, software updates are automatic.

A 9-1-1 call is the most important type of call

Frontier delivers; it can literally be a matter of life and death. Frontier in Arizona worked with the Arizona Department of Administration, Information Services Division, on a project to upgrade equipment at these 9-1-1 centers: Mohave County, Kingman Police Department, Lake Havasu City Police Department and Bullhead City Police Department.

Frontier installed a new Cassidian Com-munications solution in each of the 9-1-1 centers that includes:

• VESTA Pallas for call taking

• ORION Vela for mapping

• Aurora for historical and real-time reporting

Enhanced efficiency and functionality

The installation of the Cassidian Commu-nications solution equipment has allowed Mohave County 911 to handle Phase II calls, meaning that cellphone calls to its 9-1-1 centers can now be mapped to the exact location of the person placing the calls. This makes the dispatcher’s job easier and saves time for emergency re-sponders. In addition, having a mapping application that plots 9-1-1 callers also helps dispatchers locate people who call 9-1-1 but for some reason can’t speak.”

Maria Hall, 9-1-1 Project Manager, State of Arizona, says of

the upgrade, “Our challenge is to ensure that 9-1-1 services including the 9-1-1 network and the 9-1-1 center equipment meets the emergency needs of all Arizona citizens and visitors. During this past year, the 9-1-1 equipment in the four 9-1-1 centers in Mohave County met the criteria for replacement so a project to secure new equipment was established. The updated equipment provides additional functionality and the capability of handling wireless 9-1-1 calls more efficiently. Completing the project was instrumental in meeting budgetary goals of the State 9-1-1 program and preparing it for future changes.”

Partnering with Frontier

Hall adds, “Frontier has proven to be a true partner in working with our office as well as the 9-1-1 centers of Mohave County. The installations were well planned and managed from start to finish. This resulted in minimum downtime for the centers involved — a very critical element when working with 9-1-1.”

Also appreciative of Frontier’s work on the Mohave County 9-1-1 project is Barbara Jaeger, State 9-1-1 Administrator. “We appreciate the positive attitude and unique insight of the Frontier team which allows us to move into the future. The Frontier 9-1-1 account team provides a willingness to work with us to develop a ‘win, win’ situation for Frontier and the Arizona 9-1-1 community.”

STATE AND LOCAL GOVERNMENTS RELY ON FRONTIER’S E9-1-1 PRODUCTS AND EXPERTISE

Frontier Business Edge brand guidelines February 2015 205

BUSINESS CONNECTIONS

Citizens count on 9-1-1 operators to be there to answer the call in case of emergency. Likewise, many state and local governments count on Frontier to provide the E9-1-1 Network, Database and CPE (Customer Premise Equipment) products required for reliable and efficient communications. Frontier E9-1-1 products are currently in use in about 700 PSAPs (Public Safety Answering Points) in 23 states.

Vince Gitch, Product Marketing Manager at Frontier, says, “Frontier provides a coordinated portfolio of 9-1-1 services along with technically savvy Sales and Support personnel to ensure that the right long-term choices are made for the customer. In addition, customers understand that Frontier knows them and their business, and will provide both insight upfront and quality service throughout the entire experience.”

Looking ahead to Nexgen 9-1-1

Frontier, however, is not stopping with current 9-1-1 solutions. Our forward-thinking staff is preparing for the transition to Next Generation 9-1-1 (or NexGen 9-1-1) multimedia communications. Public safety emergency communications have never been on the threshold of greater change than they are today, and Frontier is here to help ease this shift.

What will the NexGen 9-1-1 future be like? To answer that, it’s helpful to start with a look back. In the past, virtually all 9-1-1 calls were voice callers using landline telephones to access PSAPs. With NexGen 9-1-1, this voice-and-landline focus

is moving to a convergence of voice, text, data and video information from many types of communication devices, sent over IP networks.

More options in emergency situations

The transition to NexGen 9-1-1 is in response to changes in communication methods; about 70 percent of all 9-1-1 calls are now made from mobile hand-held devices, yet today’s 9-1-1 systems support voice-centric communications only and are not designed to transfer and receive text messaging, videos or photos. In some emergency situations — such as a home intrusion or abduction where a call could further jeopardize someone’s life and safety — texting may be the only way to reach out for help. And sharing videos and photos will pro-vide first responders with on-the-ground information to help assess and address emergencies in real-time. For example, a convenience store shopper will someday be able do more than just call 9-1-1 to report a robbery. He or she will be able to use their cellphone to take a picture of the perpetrator and send it to the authorities.

Moving forward, Frontier will remain a trusted partner in planning, designing, implementing and operating highly reliable and secure 9-1-1 solutions. We stand ready to integrate our existing E9-1-1 portfolio with a NexGen 9-1-1 infrastructure.

VISITORS TO THE AIRPORT BENEFIT FROM ITS PARTNERSHIP WITH FRONTIER

Frontier Business Edge brand guidelines February 2015 206

BUSINESS CONNECTIONSBUSINESS SPOTLIGHT

The Greater Rochester International Airport (ROC) began its partnership with Frontier in 2003 and its been a successful journey together ever since.

During the first 10 years of the partnership, ROC provided space in the terminal for the Frontier Business Center and Frontier ad-vertising throughout the airport. In return, Frontier provided two wireless networks in the concourse areas: pay-to-use pre-mium Frontier High Speed Internet and free ROC Wireless.

WI-FI coverage expanded

Late in 2013, Wi-Fi service at ROC was expanded to include the entire airport area — from the time visitors walk through the airport doors, through check-in and boarding, and all the way to baggage claim, they can enjoy Frontier’s free Wi-Fi

services. Also in 2013, Frontier replaced the former two-tiered Wi-Fi service op-tions with free high-speed Wi-Fi service for all visitors.

Anne Tetamore, Marketing Manager — New York, notes, “The Frontier team in this area is pleased to work with ROC

to enhance the airport experience of all its guests. By offering free Wi-Fi with speeds up to 3 Mbps for both uploads and down-loads, Frontier is helping everyone stay connected so there is no downtime while waiting for flights at the airport.”

Business and leisure travelers as well as air-port personnel are benefiting from the Wi-Fi upgrade. “Frontier’s expanded Wi-Fi service at ROC demonstrates what we do best: Put our customers first,” says Rich O’Brien, East Region Vice President of Marketing. “Frontier invested significantly in our network at ROC to make this happen, and we know it will make the airport an even more enjoyable, and productive, place to be.”

Although airline service is dynamic and flight schedules change seasonally, ROC has typically provided about 120 flights per day to 19 cities (22 airports) and serves more than 2.4 million passengers annually. It is served by major domestic air carriers as well as regional partners and smaller airlines. With connections to large hub airports, service is provided to any airport worldwide. At this level of activity, the FAA classifies ROC as a “Medium Hub.”

Fronteir business center turns wait time into productive time

Time is money. Which is why the Fron-tier Business Center is so valuable to business travelers. When you arrive at Greater Rochester International Airport early or have a long layover, you have the perfect place to finish that impor-tant business report before departing. The Frontier Business Center is con-veniently located in Concourse A and is open 24 hours a day. It provides a quiet, well-equipped place to make the most of every pre-flight minute. You’ll find the following business essentials:

• Private work stations available free of charge on a first-come, first served basis

• Complimentary wireless Internet

• Data ports

• Mitel conferencing IP phones con- figured for the teleworker

• Conference areas for meetings with colleagues

• TVs and massage chairs for relaxation

Working and playing online

Now ROC visitors have more options while waiting at the airport. Phil Yawman, Vice President and General Manager of Frontier’s Greater Rochester market, says, “Thanks to the hard work of our local team, the airport has a more robust network offering greater band-width and an overall enhanced Internet experience. Travelers can confirm hotel reservations, check social media, shop online, pay bills and respond to email. Frontier’s expanded Wi-Fi service means no wasted time. Throughout the airport, you’re connected and it’s all free.”

Wi-Fi service isn’t the only amenity at ROC that’s undergone a renovation since the early years of the ROC/Frontier partnership; the Frontier Business Center at the airport has also been enhanced. This space now offers more advanced communications tools such as Mitel conferencing solutions that deliver rich applications, superior audio clarity and the ability to share and collaborate on documents. (See the sidebar for a complete list of the Frontier Business Center’s features.) “ROC is happy to partner with Frontier Communications to provide travelers complimentary Wi-Fi and expanded service throughout our facility,” says Michael A. Giardino, Director of Avia-tion. “Providing travelers with terminal amenities such as children’s play areas, food and concession choices, free Wi-Fi and business conferencing facilities gives passengers the options they need to make the most of their time here at ROC.”
