S4W-17316 John Finnie: To ask the Scottish Government what its position is on the finding in the report, Spotlight on Kinship Care, that (a) in 2001, one in every 71 children in Scotland was being brought up by grandparents or other relatives and (b) informal kinship carers save the taxpayer between £23,500 and £56,000 a year, despite many of these carers finding themselves in poverty.

S4W-17317 John Finnie: To ask the Scottish Government whether psychological and therapeutic services are available as a priority to children in kinship care subject to (a) a residence order under section 11 of the Children Scotland Act 1995 and (b) looked-after child status.

S4W-17318 John Finnie: To ask the Scottish Government what sanctions can result from a failure to comply with a Notice Requiring the Proper Maintenance of Land.

New and altered motions and amendments

*S4M-07765 Clare Adamson: Congratulations to Reeltime Music—That the Parliament congratulates Reeltime Music, a charity in Motherwell that provides musical opportunities for young people, on a successful AGM on 19 August 2013; further congratulates My Generation, a collective of what it considers talented and dedicated young musicians that was set up by Reeltime Music, on receiving an award at the AGM; notes that My Generation also performed at the Youth Worker of the Year Awards at the Crowne Plaza Hotel in Glasgow on 14 March 2013 and considers that it is well regarded as a representation of both Reeltime Music and the musical potential of young people; commends the recent publication of Reeltime Music’s annual report, which highlights the projects, partnerships and events in which Reeltime Music has participated in the last year; understands that Reeltime Music engages in a number of local and national projects, despite being comprised of a small staff, to further the musical opportunities for young people in North Lanarkshire and across Scotland, and encourages young people to pursue musical opportunities of all kinds.

*S4M-07764 Margaret Mitchell: MAF’S Fuel for Life Campaign—That the Parliament welcomes Mission Aviation Fellowship (MAF) Scotland’s new three-year Fuel for Life appeal, which aims to raise funds to help fuel MAF’s aircraft; notes that, as part of the project, Airdrie High Parish Church hosted MAF’s Every Picture Tells a Story photographic exhibition, which was open to the public and local schools from 13 to 15 September 2013 and that MAF led services in the church during that weekend; understands that MAF is a Christian charity that was formed in 1945 and now has over 130 aircraft operating in over 25 countries; recognises that, by working in close partnership with nearly 1,000 missions, MAF provides flights and logistical support to enable organisations to reach remote, isolated communities across Africa, the Americas and Asia; understands that, globally, MAF makes 275 flights a day, one every three minutes, providing basic healthcare, education and emergency relief as well as supporting local and national churches around the developing world; praises the pilots, engineers, staff and volunteers who work for MAF, and hopes that the Fuel for Life campaign will successfully raise the necessary funds to help keep MAF flying.

A list of all Bills in progress can be accessed via the Scottish Parliament website at:

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics. As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon. A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2. Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.
