Houston Mayor Sylvester Turner Addresses BAHEP Membership Mayor Sylvester Turner was the keynote
speaker at BAHEP’s March 10, 2016,
general membership meeting, held in
Nassau Bay, Texas. Houston City Coun-
cil Member Dave Martin introduced
Mayor Turner, providing a brief history
of the mayor’s accomplishments prior to
taking office. The mayor elaborated on
the challenges faced by the city and his
plans moving forward. Specific topics
addressed were NASA, Houston airports,
Port of Houston, highway transportation,
city budget, pension plans, infrastructure
and tourism, including the upcoming NFL
2017 Super Bowl to be hosted by the City
of Houston. More than 170 business lead-
ers, elected officials and educators at-
tended the event to hear the mayor speak.

Summer is typically when things seem
to move a bit more slowly. School is in
recess. Families take vacations. With that
said, I also learned years ago that eco-
nomic development does not stop for
summers, evenings, weekends, or holi-
days. This summer BAHEP has been es-
pecially busy.
Our efforts continue on securing storm
surge protection for the upper Texas Gulf
Coast. We testified before the Texas Joint
Interim Committee to Study a Coastal
Barrier System, spoke at a Legislative
Town Hall Meeting, facilitated support
from the chemical industry, and hosted
Dutch Ambassador Henne Schuwer who
met with local elected officials and busi-
ness leaders to discuss the benefits of a
coastal spine for storm surge protection.
We’re also actively pursuing a variety
of initiatives including tourism opportuni-
ties, an international academic center at
Ellington Airport, and projects that will
diversify the regional econ-
omy and create jobs. Mem-
bers of our marketing team
continue to do an astound-
ing job in this regard. They are currently
working 30 projects touching on nearly
every industry segment in the region.
As fall approaches, we’re putting the
finishing touches on our Strategic Plan
2017-2021. There has been more input
into this plan than ever before, and I am
very confident that it will keep us on the
best course of action for the next five
years. We’re also getting into “legislative
priorities” mode in preparation for the
Texas 85th Legislative Session in January.
Finally, BAHEP’s 40th Anniversary
Committee has been working hard this
summer in preparation for our big celebra-
tion on Sept. 14th from 5-8 pm at South
Shore Harbour. I know that this will be a
truly remarkable walk down Memory
Lane for our members and friends.

Advocacy for National Flood Insurance Program Reauthorization The National Flood Insurance Program
(NFIP) must be reauthorized by Sept.
30, 2017. BAHEP and stakeholders
across the nation are engaging elected
officials and their staff to provide legis-
lative language for the reauthorization.
White papers are currently in develop-
ment that will serve as the basis of the
policy proposals. The coalition will
work with stakeholders to build sup-
port and recruit new partners, and
then they will begin to build legisla-
tive support from Congress.
In terms of legislative action this year,
Congress is expected to return for a
brief session in September to com-
plete a continuing resolution and again
after the elections for a lame duck ses-
sion. Otherwise, they will be in recess.
BAHEP asks its members to use the
recess to meet with or contact their
members of Congress to continue to
articulate the importance of affordable,
accessible flood insurance.
On a related note, HR 2901, the
Flood Insurance Market Parity
and Modernization Act, is mov-
ing through the legislative proc-
ess. The legislation, designed to
help facilitate the development of
private insurance market for flood
insurance, has passed the House
and is awaiting action by the Sen-
ate.
BAHEP Discusses Transportation Issues with Congressman Pete Olson BAHEP President Bob Mitchell
participated in a transportation
forum on May 5, 2016, that fea-
tured Congressman Pete Olson.
The Pearland Chamber of Commerce
hosted the event to give Congressman
Olson an opportunity to discuss regional
transportation issues with stakeholders.
Olson provided the perspective from the
federal government.
Water Resources Development Act of 2016 Critical to Local Projects Congressman Brian Babin hosted a meet-
ing on May 10, 2016, with representatives
from five Texas port authorities, as well as
BAHEP President Bob Mitchell, to discuss
the impact of the 2016 Water Resources
Development Act on Texas ports. The leg-
islation authorizes 25 critical U.S. Army
Corps projects in 17 states.
The goal of the legislation is to strengthen
the nation’s infrastructure to protect lives
and property, restore vital ecosystems to
preserve the nation’s natural heritage, and
maintain navigation routes for commerce
and the movement of goods to keep Amer-
ica competitive in the global marketplace.
The maintenance funding for the Texas
City Levee System was an important topic
of discussion for Congressman Babin and
Mitchell.
BAHEP Discusses Projects in City of Galveston with Mayor Yarbrough BAHEP President Bob Mitchell traveled to
Galveston to meet with Mayor Jim
Yarbrough on May 4, 2016, to discuss eco-
nomic development projects in the city and
explore areas for potential collaboration.
Mitchell also updated Mayor Yarbrough on
BAHEP’s special initiatives, such as storm
surge protection.
BAHEP Works to Facilitate NIF Foundation Livable Center Housing On May 11, 2016, BAHEP President Bob
Mitchell met with the NIF Foundation and
other stakeholders who are interested in
creating subsidized housing for recent col-
lege graduates or researchers who accept
employment with a corporation or univer-
sity in the Houston region, including Bay
Area Houston. The goal is to provide af-
fordable housing in the region for individu-
als with critical industry skills.

BAHEP Members Hear the State of the Economy by Dr. Bill Gilmer Dr. Bill Gilmer, director of the Institute for Regional
Forecasting (IRF) at the University of Houston’s Bauer
College of Business, provided the keynote address at the
BAHEP general membership meeting on April 28, 2016,
at the Lakewood Yacht Club in Seabrook, Texas. Gilmer
described the state of the economy in the greater Houston
region while focusing on the economic impact of the
slowdown in the energy sector. He discussed scenarios
for future oil processing and the resulting production lev-
els in future years.
BAHEP Meets with League City Mayor on Tourism Opportunities BAHEP Executive Director for Special Initiatives Dan
Seal, along with League City Regional Chamber of Com-
merce President Steve Paterson, met with League City
Mayor Pat Hallisey on April 5, 2016, to discuss tourism
opportunities for the city. Seal is a member of the cham-
ber’s board of directors and serves as the board liaison to
the chamber’s Tourism Committee. In this role, Seal pro-
vided recommendations and guidance for the mayor and
the chamber of commerce related to opportunities with
Southwest Airlines and opportunities related to medical
tourism.
Storm Surge Protection Initiative Mitchell Testifies before Committee Hearing on Coastal Barrier System BAHEP President Bob Mitchell provided testimony to
the Texas Legislature Joint Interim Committee to Study a
Coastal Barrier System in support of a coastal spine to
protect the upper Texas Gulf Coast.
Mitchell’s testimony on April 11,
2016, focused on the need to construct
a barrier system to protect the region,
thereby mitigating risk to national se-
curity and property loss due a large
storm surge. Damage to the Houston
Ship Channel and the petrochemical
complex along the ship channel would
significantly impact the national econ-
omy, as well as the local and state
economies. His testimony is available
upon request.
Legislative Town Hall Meeting - Coastal Spine Initiative with State Sen. Larry Taylor and State Rep. Wayne Smith The public was invited to discuss the
coastal spine initiative in support of a storm surge solu-
tion to protect the communities in the upper Texas Gulf
Coast region with State Rep. Wayne Smith and State Sen.
Larry Taylor during the Legislative Town Hall Meeting
on May 18, 2016, at the Sylvan Beach Pavilion in La
Porte. BAHEP President Bob Mitchell spoke on behalf of
the initiative, describing BAHEP’s role in advocating for
the coastal spine, progress to date and challenges ahead.
Mitchell and Sen. Taylor met with Houston Mayor Syl-
vester Turner prior to the Town Hall meeting to discuss
the coastal spine initiative.
BAHEP Membership Meeting Features Coastal Atlas – Flood Evaluation Tool BAHEP held its monthly general membership meeting on
April 6, 2016, at Lakewood Yacht Club where Col. Len
Waterworth, USA (Ret.), executive professor, Maritime
Administration, Texas A&M University at Galveston and
chairman, BAHEP International Maritime Advisory
Committee (IMAC), presented a Storm Surge Protection
Overview, and Dr. Sam Brody, professor and director of
the Center for Texas Beaches and Shores (CTBS) Depart-
ment of Marine Sciences, Texas A&M University at Gal-
veston, demonstrated the Coastal Atlas software program.
The online interactive software program allows users to
determine how vulnerable to flooding their home or busi-
ness is by using a number of different storm scenarios. It
also shows how a storm surge protection system, such as
the coastal spine proposed by Texas A&M University at
Galveston, can protect the region from devastating flood-
ing. Space City Films, in cooperation with BAHEP and
the Bay Area Coastal Protection Alliance, has developed
a video that describes how the Coastal Atlas works.

with representatives from the East Harris
County Manufacturers Association, the
Texas Chemical Council, Dow Chemical,
Morgan’s Point Mayor Michel Bechtel and
Len Waterworth of Texas A&M University
at Galveston on April 26, 2016, to discuss
a chemical industry resolution in support of
a coastal spine for the upcoming 85th Texas
Legislature in 2017.

BAHEP Hosts Dutch Ambassador for Discussions on Coastal Spine Dutch Ambassador Henne Schuwer
visited the BAHEP offices on May 2, 2016,
to meet with local elected officials and
business leaders to discuss the benefits of a
coastal spine for storm surge suppression.
The group discussed the economic impact
of a hurricane directly hitting the Houston
Ship Channel and compared that with the
Port of Rotterdam. Ambassador Schuwer
was updated on the growing support
for the Ike Dike concept in the re-
gion and what obstacles remain for
the implementation of the project.
During the meeting, the Coastal
Atlas roll-out video was shown to
the group. The ambassador pledged
his support for the coastal spine and
said he would help to move the pro-
ject forward in whatever way he
could.

National Site Selectors Gain Familiarity with Bay Area Houston The Greater Houston Partnership and
CenterPoint Energy hosted an event for
visiting site selectors to learn more about
the Houston MSA on April 3, 2016. BA-
HEP Marketing Manager Barbara
Cutsinger participated in the event and
met with each site selector/broker.
Cutsinger is in the process of following up
with each broker to provide additional
information on the opportunities in Bay
Area Houston.
Additionally, BAHEP Marketing Manager
C.A. Shields accompanied Port of Hous-
ton Economic Development Analyst Jor-
dan Frisby, along with several regional
stakeholders, on a tour of the Port of
Houston and Ship Channel with this group
of site selectors. The tour focused on
Houston’s global influence with respect to
import and export related activities and
the ability to create jobs by assisting com-
panies in increasing their reach with
global markets, customers, and products.
BAHEP continues to work with the Port
of Houston Authority to strengthen and
diversify the region’s economy, which
gives companies the confidence they need
to invest, hire, expand, and innovate.
BAHEP Helps Society of Chemical Manufacturer’s Advocacy Initiative BAHEP Marketing Manager C.A. Shields
participated in this year’s Society of
Chemical Manufacturers (SOCMA)
Washington, D.C., Fly-in, which saw the
largest delegation to date. Fifty SOCMA
members hit Capitol Hill to advocate on
key issues impacting the specialty chemi-
cals manufacturing sector. This was
SOCMA’s 9th Annual D.C. Fly-In and
couldn’t have happened at a more oppor-
tune time with hearings taking place on
the Miscellaneous Tariff Bill (MTB) and
Congress deliberating on the Toxic Sub-
stance Control Act (TSCA).

Shields met with staff members from the offices of Sens.
John Cornyn and Ted Cruz and Reps. Gene Green and
Brian Babin, DDS. The main focus of the meetings was
on passing TSCA Reform, passage of the MTB, and sup-
port for industry regulatory reform.
BAHEP Participates in Port Authority Workshop on Recruiting Plastic Converters BAHEP and economic development allies participated in
a Port of Houston Authority workshop, titled Attracting
Plastics Converters, on May 19, 2016. The PHA is inter-
ested in recruiting additional plastics converters to the
region to capitalize on the product stream from the spe-
cialty chemical plants along the Houston Ship Channel.
The Port Authority’s goal is to export intermediate plastic
products, such as plastic film, as opposed to plastic pel-
lets, which occupy significant air space in shipping con-
tainers.
BAHEP Executive Director for Special Initiatives Dan
Seal and BAHEP Marketing Manager C.A. Shields par-
ticipated in a planning telecom on May 16 with Port Au-
thority officials prior to the workshop to provide informa-
tion on previous initiatives to recruit plastics converters
and recommend attendees for the workshop.
Speed Week Houston and Auto Corsa Tourism Initiative BAHEP President Bob Mitchell participated in prelimi-
nary planning discussions for the proposed Speed Week
Houston event in 2019 being promoted by Auto Corsa.
Auto Corsa Group is a promoter of motorsports events
including tarmac rallies, hill climbs and track days. Cragg
Eubanks of Auto Corsa has been in discussions with
Jorge Franz of Houston First, organiz-
ers of the annual Keels and Wheels
event in Seabrook, representatives of
NASA Johnson Space Center and BA-
HEP about the City of Houston hosting
a week-long event.
BAHEP Works to Site Private Jet Manufacturer at Ellington Airport BAHEP Executive Director for Special
Initiatives Dan Seal and Aerospace
Marketing Manager Jimmy Spence
have collaborated with the Houston
Airport System on an initiative to site a
private jet manufacturer at Ellington
Airport. This project, named Project
Peregrine, has the potential to increase
business for the Port of Houston and the surrounding re-
gion.
BAHEP helped host a site selector tour of Ellington Air-
port and assisted in the development of an HAS proposal
to the manufacturer. The site consultant has reduced the
number of sites under consideration from 50 locations to
just three, including Ellington Airport. BAHEP continued
to work with HAS as it prepared for a second site selec-
tion tour held Aug. 8, 2016.
BAHEP Works with CBRE on League City Hotel Study BAHEP Marketing Manager Barbara Cutsinger held a
meeting on May 11, 2016, with Andrew Hartley of
CBRE Hotel Group to discuss a hotel study and dissemi-
nate regional news, infrastructure improvements and fu-
ture developments. This hotel study is for a new develop-
ment in League City, Texas. BAHEP continues to foster
economic growth and inform prospective builders of fu-
ture developments.
BAHEP Initiative to Recruit Museum to Galveston County On May 9, 2016, BAHEP conducted a follow-up meeting
with a company official to begin discussions on recruit-
ing funding partners for a museum. He participated as a
guest of BAHEP Executive Director for Special Initia-
tives Dan Seal at the League City Economic Develop-
ment meeting on May 10. On May 11, Seal gave him a
tour of the Bay Area Houston region, and, following the
tour, they were joined by Marlin Williford of Pinnacle
Alliance Fund at a dinner meeting to continue discus-
sions.

BAHEP Supports NASA JSC’s Involvement with Houston Super Bowl LI BAHEP Marketing Manager Jimmy
Spence is participating in a series of bi-
weekly meetings throughout the remain-
der of 2016 and during January 2017
to assist NASA Johnson Space Cen-
ter’s planning and involvement in the
upcoming Super Bowl LI. The City of
Houston made NASA and NASA JSC
a major focus of the city’s Super
Bowl bid. NASA JSC is holding this
series of meetings to support the Su-
per Bowl Planning Committee and
identify opportunities for incorpora-
tion into National Football League
broadcasts and activities.
BAHEP Warns Against Banning Russian-made Rockets Too Quickly BAHEP President Bob Mitchell was
quoted in the Houston Chronicle’s
front page article on June 10, 2016,
warning there may be “far-reaching,
negative effects” of efforts in Con-
gress to cut the number of RD-180
rockets the Pentagon can use to fly satel-
lites to space. Mitchell said he wrote a let-
ter to Texas U.S. Sens. John Cornyn and
Ted Cruz urging them to “strongly con-
sider the consequences of blocking access
to the RD-180 for political reasons before a
reliable and affordable domestic
alternative is available years from
now. Prematurely ending the use of
the RD-180 would also have a far-
reaching negative impact to the
space industry, which employees
14,000 highly technical skilled peo-
ple in the Houston area.”

Special Initiatives Preserve NASA Funding Levels Texas Aerospace and Aviation Advisory Commission Tackles Strategic Plan BAHEP President Bob Mitchell traveled to Austin on
May 3, 2016, to participate in the governor’s Aerospace
and Aviation Advisory Committee to develop the first-
ever strategic plan for the state. Governor Greg Abbott
has requested that the strategic plan address both short-
term and long-term goals. Significant progress was made
in this initial meeting of the committee. Mitchell attended
a subsequent meeting of the commission on June 22,
2016, to further develop and advance the strategic plan.
BAHEP Participates in Task Force to Establish an International Academic Center BAHEP President Bob Mitchell participated in a task
force planning meeting on April 5, 2016, to discuss
strategies for establishing an international academic cen-
ter at Ellington Airport. The center will be dedicated to
exploration, research and development, and support of
entrepreneurs in the evolving markets affiliated with
space.
Subsequent to this meeting, Mitchell participated in sev-
eral task force meetings during May 2016 to solicit input
from the aerospace community and other stakeholders.
BAHEP Helps Plan 2019 Planetary Congress of the Association for Space Explorers BAHEP President Bob Mitchell collaborated with other
members of the Association of Space Explorers (ASE)
Houston Organizing Committee to prepare a proposal for
the City of Houston to host the 2019 Planetary Congress
of the Association for Space Explorers. Mitchell also par-
ticipated in a site visit by the ASE Executive Evaluation
Committee on April 27, 2016. The Houston ASE Orga-
nizing Committee includes Dr. Ellen Ochoa, director,
NASA JSC; Dr. Bonnie Dunbar, former astronaut and
Texas A&M University faculty member; Ellington Air-
port General Manager Arturo Machuca; as well as
Mitchell. BAHEP has committed to help the Houston
ASE Chapter raise funds in support of the 2019 Planetary
Congress.
Boeing Starliner Simulator Facility Ribbon Cutting BAHEP President Bob Mitchell and Marketing Managers
Jimmy Spence and C.A. Shields attended the ribbon cut-
ting of the new Starliner Simulator at Boeing on June 21,
2016, along with several distinguished guests, including
elected officials and industry representatives. The simula-
tor will be used to train astronauts for the first commer-
cial crew flights to the International Space Station. BA-
HEP was in attendance in support of the next generation
of American space flight.
Bay Area Houston Advanced Technology Consortium (BayTech)
What is BayTech? BayTech was formed by BAHEP and has built a network

of partners across multiple industries and
academia, creating a resource pool which
will be drawn upon as collaborations are
identified and research funding is pur-
sued. BayTech’s goals are to 1) acquire
public and private research and technol-
ogy development funding for the Bay
Area Houston region; 2) secure customers
for, and provide simplified access to,
NASA JSC’s capabilities and facilities
through its Space Act Agreement; and 3)
pursue partnerships to support technol-
ogy development.
NASA JSC Facility Support BayTech executes agreements with pri-
vate sector businesses to utilize the
NASA Johnson Space Center (JSC) Re-
ceiving, Inspection, and Test Facility
(RITF). BayTech continues to work with
the JSC Engineering Directorate to offer
access to engineering services for the
University of Houston Subsea Institute,
Intertek, and other commercial custom-
ers. BayTech and NASA JSC are work-
ing to create a process under their Space
Act Agreement that will allow quick
turnaround proposals and turn-on of
work scope for the Subsea Institute and
Intertek. BayTech continues to offer
NASA JSC Electronic Workmanship
Training courses to commercial customers.
BayTech has signed an MOA with the San
Jacinto College District to offer this Elec-
tronic Workmanship Training through the
college.
BayTech Provides Cybersecurity Training to Returning Veterans BayTech is in the process of executing
its 2016 Wagner-Peyser Grant for work-
force development. In total, 22 partici-
pants are being trained in a cybersecurity
and communications curriculum. The
participants include unemployed military
veterans, displaced oil & gas and aero-
space workers, and other unemployed.
This training is an intense 320-hour cur-
riculum and includes technical cyberse-
curity training in the areas of network man-
agement and security, IT security, and is
delivered by BayTech’s academic partners
– the University of Houston (UH), Uni-
versity of Houston Clear Lake (UHCL),
and San Jacinto College District. Fourteen
participants completed their training at
UH on July 29, 2016, and eight more
completed their training at UHCL on Aug
6. Upon completion of the training, Bay-
Tech’s partner, Texas Workforce Solu-
tions, begins the process of facilitating
placement of these participants into full-
time jobs in the IT and IT security indus-
try. Three participants had jobs lined up
prior to completing the training.
BayTech has conducted two cybersecurity
workshops at NASA’s Gilruth Center in
2016. The first workshop on April 22,
2016, included speakers from the FBI and
the University of Houston. They dis-
cussed current cybersecurity trends and
threats and a methodology for actively
defending those assets most important to
an organization. Sixty-five people at-
tended the workshop representing 29 or-
ganizations. The second workshop on
July 8 featured a speaker from Talos,
which is Cisco’s premier threat intelli-
gence organization. The speaker pre-
sented a very thorough discussion on ran-
somware and how it has evolved and mu-
tated rapidly, how the criminal organiza-
tion behind it is typically structured to
thwart detection, and methods for an or-

Space Alliance Technology Outreach Program (SATOP)
What is SATOP? The Space Alliance Technology Outreach
Program (SATOP) is a State of Texas
funded program that helps small busi-
nesses faced with technical challenges by

providing up to 40 hours of FREE technical assistance for
qualified requests. This is accomplished by utilizing the
vast engineering expertise of NASA and participating
Alliance Partners (NASA contractors, subcontractors or
colleges). SATOP is designed to speed the transfer of the
U.S. Space Program’s knowledge and technology to the
private sector, to provide economic benefits to the com-
munity, and to raise public awareness of the Space Pro-

Small Businesses Receive Technical Assistance from SATOP Two small business owners received assistance from en-
gineers within the aerospace industry resulting in the suc-
cessful completion of their Requests for Technical Assis-
tance. In addition, assistance to three small business
owners was initiated during this report period, and the
new requests for assistance have been distributed to SA-
TOP’s Alliance Partners to solicit recommendations and/
or solutions.
SATOP Supports Young Inventors Showcases in League City and Friendswood On April 1, 2016, SATOP Project Engineer Richelle
Brasher attended the Young Inventors Showcase (YIS),
which was held at League City Elementary School, to
provide assistance to the organizers of the event. The
event focused on the elementary and intermediate stu-
dents showcasing their inventions, which were judged by
YIS volunteers. YIS was established by the Houston In-
ventors Association to give youth opportunities to be
creative, brainstorm and invent products that make a
positive impact in the community.
Windsong Intermediate School in Friendswood Inde-
pendent School District hosted the Young Inventors
Showcase on April 14, 2016, and SATOP collaborated
with the school by reaching out to BAHEP’s Team
NASA Committee seeking volunteers to judge 30 inter-
mediate students’ inventions.
