NTPC to acquire running solar projects to expand renewable portfolioBy Subhash Narayan
New Delhi, In a major acquisition
spree, country’s largestpower producer NTPC hasinvited bids to buy opera-tional solar power projectsof 50 MW and above to ex-pand its non-fossil fuelbased project portfolio.
This is the first time thatthe state-owned powergenerator has evinced inter-est in acquiring operationalsolar projects. Earlier, thecompany had invited bids toprocure solar power andappoint developers to setup projects for the company.
As per the plan, the com-pany proposes to initiallyacquire solar power assetslocated in India for a mini-mum capacity of 1000 MW.The acquisition will involveentire 100 per cent equity
purchase by the NTPC intoa special purpose vehicle orstandalone asset willing tosell its plant. To be sure thatit’s offer gives it scale, NTPChas decided to invite bidsfor sale only from develop-ers having minimum in-stalled capacity of 50 MW ina single location. Also, targetoperational projects shouldalso have a valid power pur-chase agreement with anapproved tariff of not morethan Rs five per kWhr. Itshould also be operationalfor at least one year prior tothe bid submission andhave operational evacua-tion line with central or statetransmission utility.
The acquisition plan ispart of the NTPC goal to add
10GW of solar generationcapacity by 2022, with aninvestment of around Rs50,000 crore. In fact, as perits 2032 vision document,the company plans to havea minimum of 32000 MWcapacity through RE sourcesconstituting nearly 25 percent of its overall powergeneration capacity. REportfolio of NTPC has ongo-ing capacity additionprojects with around 2298MW projects underconstruction.Though notspecifically mentioned inthe tender document, offi-cial sources said that NTPChas decided to acquire onlysuch plants that are beingoperated using local equip-ment and not largely based
on imported solar cells andmodules, particularly fromChina. To supportgovernment’s AtmanirbharBharat mission and devel-opment of domestic capaci-ties, Power ministry is look-ing to incentivise solarprojects using domesticequipment and wants todeter development ofprojects using imports. Insolar sector, around 80 percent of equipment currentlyin use is from China. The lastdate for the submission oftechno commercial bids onNTPC tender is September22 and the financial bid orprice bid opening would beintimated later after open-ing the techno commercialbids.
