MUNICIPAL GENERAL INFORMATION

Busia Municipality is situated in Busia County, in western Kenya and serves as the gateway to Kenya’s

regional neighbors - Uganda, Rwanda, Burundi, DRC Congo and Southern Sudan, with one border

crossing point at Busia Town.

Busia Municipality is predominantly inhabited by the Luhya and Teso speaking people. Other inhabitants

include the Luo, Kikuyu, Somali and Kisii. Most of the residents of Busia Municipality are Christians,

although there is a significant population of Muslims too.

Trade is the main economic activity in Busia Municipality. Being the entry point between Kenya and

Uganda, Busia Town is a thriving trade town where livestock, agricultural products and manufactured

goods are traded.

Busia Municipality is where Busia County Government has its headquarters in Busia Town. The

Municipality covers an area of ------------------ square kilometres (km2).

The Municipality is situated in Busia County, 451 kilometres by road, northwest of Nairobi, Kenya’s

capital and largest City and immediately East of Busia, Uganda. The coordinates of Busia, Kenya are:

00°27'48.0"N, 34°06'19.0"E (Latitude:0.463333; Longitude:34.105278). The Municipality can be accessed

through Kisumu International Airport which is 112 Km away. The map of Busia Municipality and its

administrative units is shown below:

Busia municipality falls within the Lake Victoria Basin.It sits at an average elevation of 1,227 metres

(4,026 ft), above sea level

ADMINISTRATIVE UNITS

The administrative unit of Busia Municipality is the managerial and decision making structures of the

municipality that are used in handling socio-economic development issues affecting the people of the

municipality.

ROAD AND AIR TRANSPORT

Busia municipality has one very significant class A road, the Kisumu-Busia highway that connects to the

neighbouring country, Uganda.

Busia municipality has capacity for development of an airstrip owing to the expansive land area

allocated for air infrastructure.

INTRODUCTION

Busia Municipal Urban Area or generally known as Busia Town is the Seat of Busia County Government.

Busia Town has an estimated population of 51,981 according to the (2009 census).

Common to many rapidly growing urban areas in Kenya, Busia Town has a number of challenges that

require urgent investment.

In order to inform the priority investments for Busia Town in the financial year 2018-2019, the Urban

Area Steering Committee, retained Exeva Consulting Ltd (“Exeva”) to prepare this summary investment

plan.

2. CONTEXT

A) Objectives as Identified in the Five-Year Urban Institutional Development Plan

Provision of legal frame work for effective management of the municipality;

Enhance connectivity in the municipality;

Improve solid waste management;

Enhance and develop urban economic infrastructure i.e. markets and stalls; and

Improve preparedness on fire and disaster management.

B) Activities Already Undertaken

Municipal Charter has been drawn and forwarded to the County Assembly for approval;

Municipal staff establishment is in place;

Municipal Administration is in place having appointed the Municipal Manager and other

support unit/staff deployed;

Finance and Budgeting;

Town Engineer;

Procurement Officer; and

Town Planner.

Finance Management Committee was created and Finance Officer seconded to address and

manage issues of Budgeting and Finance;

Procurement and Contract Management – The unit was established and the Procurement

Officer seconded to the municipality;

Municipal Town offices were established;

Busia Town Integrated Development Plan 2010/2030 is in place for guiding the development

of Busia Municipality; and

Municipal Board is to be advertised soon.

C) Changes on Urban Institutional Development Plan

There are no changes to be put in place meanwhile as the municipality is being institutionalized.

3. INVESTMENT PRIORITIZATION

A) Priorities as Identified by the Urban Board

Solid waste management;

Preparedness on fire and disaster management;

Connectivity in particular roads;

Urban planning and policy formulation;

Legal framework for enforcement and implementation; and

Economic infrastructure i.e. markets and other stalls.

B) Priorities as Identified by County Government and Assembly

Solid waste management;

Preparedness on fire and disaster management;

Connectivity in particular roads;

Urban planning and policy formulation;

Legal framework for enforcement and implementation;

Economic infrastructure like markets;

Adherence to the procurement procedures; and

Urban planning.

Challenges

Inadequate transport systems;

Lack of legal framework in terms of policy as related to urban planning and management;

Lack of waste management policies;

Lack of development control guidelines and urban approvals;

Lack of master plans and controlled development management;

Poor drainage systems in Busia Town;

Lack of proper waste disposal sites in Busia Town;

Lack of urban policy and spatial/integrated urban pans to guide urban growth;

Lack of sewerage systems;

Lack of storm water drainage system and policy; and

Lack of infrastructure like trailer parks, bus parks, bypass roads, street lights, car parks, taxi parks,

built up markets, bus stages, boda boda parks, etc.

6. PROCUREMENT

Procurement and the implementation of the activities will be done in accordance with the national

public procurement procedures laid out in the Public Procurement and Assets Disposal Act 2015.

Investment that are less than Kshs 50M can be combined and procured as a single procurement to meet

the minimum procurement size.However exception should be considered on the equipment and

machineries that restrict to 20% which for the case of Busia that would be about 20m which falls below

the 50m acceptable minimum threshold.
