This Request For Proposal is being issued by Jabalpur Municipal Corporation (JMC), hereinafter referred to as “the Authority” for inviting tenders for “Engagement of Agency for Celebrity Endorsement, Events and Media Management under Swachh Bharat Mission” on such terms and conditions as set forth in this RFP or that may subsequently be provided to bidder(s) in documentary form by or on behalf of the Employer. The information contained in this Request for Proposal document or subsequently provided to Bidder(s), whether verbally or in documentary or any other form by or on behalf of JMC or any of their employees or advisors, is provided to Bidder(s) on the terms and conditions set out in this RFP document under E-procurement process and such other terms and conditions subject to which such information is provided. This RFP is not an agreement and is neither an offer nor invitation by JMC to the prospective Bidders or any other person. The purpose of this RFP is to provide the Bidders with information that may be useful to them in preparing and submitting their proposal pursuant to the Bidding Documents including this RFP (the "Bid"). This RFP includes statements, which reflect various assumptions and assessments arrived at by JMC in relation to the Project. Such assumptions, assessments and statements do not purport to contain all the information that each Bidder may require. This RFP may not be appropriate for all persons, and it is not possible for JMC, its employees or advisors to consider the investment objectives, financial situation and particular needs of each party who reads or uses this RFP. The assumptions, assessments, statements and information contained in the Bidding Documents may not be complete, accurate, adequate or correct. Each Bidder should, therefore, conduct its own investigations and analysis and should check the accuracy, adequacy, correctness, reliability and completeness of the assumptions, assessments, statements and information contained in this RFP and obtain independent advice from appropriate sources. JMC may in its absolute discretion, but without being under any obligation to do so, update, amend or supplement the information, assessment or assumptions contained in this RFP. The issue of this RFP does not imply that JMC is bound to select a Bidder or to appoint the Successful Bidder or Concessionaire, as the case may be, for the Project and JMC reserves the right to reject all or any of the Bidders or Bids without assigning any reason whatsoever. The Bidder shall bear all its costs associated with or relating to the preparation and submission of its Bid including but not limited to preparation, copying, postage, delivery fees, expenses associated with any demonstrations or presentations which may be required by JMC or any other costs incurred in connection with or relating to itsBid.

SECTION I: BRIEF OVERVIEW of SBM & Swachh Jabalpur

About the CityJabalpur also known as Jubbulpore, in the state of Madhya Pradesh, India. It is one of the major cities of Madhya Pradesh. According to the 2011 census, it is the third-largest urban agglomeration in Madhya Pradesh, and the country's 30th-largest urban agglomeration.[3] It is known for the Dhuandhar Falls and the white marble rocks at Bhedaghat.

Jabalpur is an important administrative, industrial, and business center of Madhya Pradesh. It is a major education hub in India. The High Court of Madhya Pradesh and several departmental headquarters of the State Government are located in Jabalpur. The city has a major military base and is a major centre for the production of arms and ammunition in India, which is the city's primary source of employment. It also has several other smaller industries. The city is a major trading center and producer of forest products, experiencing fast growth in all sectors.

Overview of Swachh Bharat Mission & Swachh Jabalpur

The Main SBM Objectives include: To generate awareness about sanitation and its linkage with public health and effect behavioral change regarding healthy sanitation practices.To accelerate the efforts to achieve universal sanitation coverage and to put focus on sanitation, the Prime Minister of India launched the Swachh Bharat Mission on 2nd October, 2014.These are historic times for the field of sanitation in India. “Swachh Bharat”, described by the Prime Minister as “a massive mass movement that seeks to create a Clean India”, has captured the imagination of a large section of the population. This is being pursued as a primary development goal.The Ministry of Housing and Urban Affairs (MoHUA) had launched the Segregation at source campaign on 5th June 2017, with the expectation that by 2nd October 2017, all cities in the country will have adopted the practice of source segregation. The most important role in this historic initiative will be played by the Municipal workers or safai karamcharis. They need to ensure that waste is collected and transported in compartmentalised vehicles so that it can go for processing in segregated manner only. Hence it is imperative to communicate the message of segregation to municipal workers. Additionally, for the source segregation initiative to be successful, other key stakeholders in this initiative – domestic help, housewives, school children, SHG members – will also need to be appraised of the correct way to segregate wet and dry waste into green and blue bins. To make segregation of waste a mass movement the MoHUA has designed a “Waste segregation teaching aid” which details out the process of segregation, with pictorial depictions of what should go into green bin, what goes into bluebin.It has also been instructed to prepare a vision/resolution document for the state/ULB for becoming 'Swachh' by 2nd October 2019 through consultations with stakeholders including experts, students and youth. To involve all municipal workers to take the quiz provided in the "waste segregation teaching aid". Involvement of all school students in the city to carry out spot beautification drives at all garbage vulnerable points within the city. Conduct competition within NGOs/ SHGs in the city to create artwork out of waste, preferably around the theme of this historical context of Quit India. Publicly felicitate Swachhagrahis in the city and carry out swachhagrahi registration camps. Take up cleaning drives in community and public toilets to make them functional and clean. Carry out focused cleaning drives around water bodies /ghats / river banks in your city. Carry out cleaning and beautification drives around flyovers in the city. Cary out cleaning drives in agricultural and vegetable mandis, along with installation of decentralized composting equipment. Carry out daily triggering drives around railway slums, along with installation of mobile toilets, to stop OD in these locations. Organize recycling melas to showcase and sell products made from waste by local entrepreneurs

The key strategy under SBM (Urban) is behaviour change communication to ensure that sanitation as an issue is mainstreamed with the general public at large and should cover issues of open defecation, prevention of manual scavenging, hygiene practices, proper use and maintenance of toilet facilities (household, Community or otherwise), etc., and its related health and environmental consequences. Communication material for behavior change shall be designed in consultation with the govt agencies & Family Welfare, and should be in sync with the material being used under SBM guidelines.To align with Swachh Bharat Mission, Municipal Corporation Jabalpurlaunched Swachh Jabalpurcampaign, the objective of the campaign is to bring about an improvement in the general quality of life of citizen of Jabalpur, by promoting cleanliness, hygiene and eliminating open defecation. A more systematic and evidence based IEC is being seen as more effective and also accountable approach to achieve this. There has been availability and access to data, findings, lessons and experiences that will certainly add much value and sharpness to the response.The suggested approach would be focusing heavily on collective behavioural change. Municipal Corporation Jabalpurhas placed emphasis on awareness generation, triggering behaviour change and demand generation for sanitary facilities to achieve Swachh Jabalpurcampaign objective for this purpose JMC has issued this RFP for “Engagement of Agency for Celebrity Endorsement, Events and Media Management under Swachh Bharat Mission”.Information, Education and Communication (IEC) is a process of working with individuals, communities, societies and policy & decision makers to develop communication strategies to promote positive behaviors which are appropriate to their Culture & Social/Community behaviors. IEC combine all suitable strategies, approaches and methods that enable individuals, families, groups, organizations and communities to play active role in achieving, protecting and sustaining the desiredbehavioralchange.The SBM (U) Swachh Jabalpurnow invites proposals to provide the following consulting services: for “Engagement of Agency for celebrity endorsement, Events and Media Management under Swachh Bharat Mission.

SECTION III: INSTRUCTIONS TO BIDDERS(ITB)

1. General

a) JabalpurMunicipal Corporation, invites sealed Tenders in „Two-Bid‟ system i.e. Part-I - „Techno- Commercial Bid‟ and Part-II „Financial-Bid‟ from the Prospective bidders for “Engagement of Agency for Celebrity Endorsement, Events and Media Management under Swachh Bharat Mission”.

b) Successful Bidders shall be responsible for designing a campaign for “Engagement of Agency for Celebrity Endorsement, Events and Media Management under Swachh BharatMission”.

c) Successful bidder shall also be responsible for production/deliverables of items specified in this RFPdocument.

d) Selection criteria shall be as per the terms and condition specified in this RFPdocument.e) Successful bidder has to deliver the work maximum in 03 days of time from the work order or as

mutually agreed between Successful bidder andJMC.f) The Financial quote should include all cost related to the work. JMC will not pay any other cost

to the successful bidder with respect todeliverables.g) The quoted rates shall be valid for OneYear.h) The prospective bidders submitting tenders will be considered to have accepted all the terms and

conditions and no counter terms and conditions will beaccepted.i) No enquiries in written or verbal will be entertained with regard to acceptance/rejection of the

tender. Any attempt on the part of the bidders to influence any official/officer of this Organization will disqualify thetender.

2. SCOPEOFWORK

1. The shortlisted Agency(s)/Vendor(s) shall be responsible for carrying out the activities with respect to “Engagement of Agency for Celebrity Endorsement, Events and Media Management under Swachh Bharat Mission” as mentioned in theRFP.

2. The Events and Media management will consist of post creation, posting & driving of innovative campaigns. The agency shall need to provide a detailed plan of campaign ideas &timing.

3. Create a priority amongst media houses functioning in Jabalpur/ Madhya Pradesh for coverage of projects and achievements of Jabalpur.

4. Content Creation - The agency shall be responsible for creating content as per Swacch Survekshan 2019 objectives. It is expected out of agency to develop content with impeccable spelling and grammar, with clear understanding of Swachh Bharat Mission. The team should have familiarity with keyword placement and other best practices; deep knowledge of Microsoft word & GoogleDocs.

5. Support the conceptualisation & execution of any other ideas that might come from time to time as per the needs of Swachh Bharat Mission. To Plan, design and execute innovative ways of improving the overall reach and effectiveness of Government communication. To raise awareness about Swachh Bharat Mission and all its sphere of activities. Making people aware about behavioural change through SBM operations in Jabalpur. Widening of SBM objectives reach among different communities on social media and other platforms.To create a simple and user- friendly system for behavioural change, exchanging ideas and feedback on SBM objectives. To disseminate information about SBM objectives & engagement opportunities at grassroots, workshops and conferences and in publicconsultation

processes.6. To plan and ensure increased participation of people/households/RWAs in the concept of 3R, No

Polythene etc drives of Swacch Survekshan2019.7. To plan and execute innovative interventions in regard to star rating guidelines ofMoUD.8. To engage celebrities to endorse cleanliness drives for Jabalpur. To establish brand

JabalpurSynonymous tocleanliness.9. Deliverables,Timelines

The required deliverables shall be delivered in a span of 15 days starting from the date of work order. The rates quoted in the contract arrangements shall be valid for one year from the date of contract agreement. The duration of contract period for the work of “Engagement of Agency for Celebrity Endorsement, Events and Media Management under Swachh Bharat Mission” shall be 18 months. Complete action plan with all concerned activity break up is to be submitted by the agency within 15 days of signing of agreement. Review of entire Celebrity Endorsement, Events and Media Management campaign under Swachh Bharat Mission would be done on monthly & quarterly basis byauthority.

Task I: Preparation of Communications planA detailed communication plan will be developed in line of the IEC strategy developed by the center and state. The action plan will propose the main objectives and most appropriate materials and channel(s) of communication for each target audience and will take into consideration a broad range of outreach methods, and provide a rationale for the recommended channel(s) of communication.For this purpose, the Bidding consultants will be required to have an in depth discussion with SBM (U) SWACHH JabalpurSBM mission team and develop an action plan for TV spots of celebrity and songs recording, messages on Swachh Bharat Mission to be implemented till the end of the project. The Action Plan will specify the activities proposed, the target audience, the key messages, communication channel (how will it be delivered), timelines, frequency of dissemination, responsibilities, and budgets for all proposed activities for the respective target audiences. All data produced or obtained as part of this engagement shall be a property of JMC. In the inception report, the consultants will be required to provide draft design/create set of artwork to eradicate the open defecation, encourage segregation of wastes, door to door collection of wastes, clean sanitation behaviors, sustainable sanitation practices, SWM awareness and sanitation Vs health or any other in line with SBM (U) Swachh Jabalpurrequirements that can also be used as communication tool in various communicationactivities.Task II: Implementation of Communications Action PlanThe agency will develop a detailed communication plan in consultation with Mission team and stakeholders, they will be required to include the minimum set of communication activities as detailed below but not limited to. These activities should be included keeping in mind the communication needs of the stakeholders and the relevant target audience within their action plan along with any other activity that they propose to enhance the objective of the assignment.Task III: The agency will have to be an integral part of the mission team and participate in the creative discussion and should follow the highest standard of professionalism while creating materials for the mission. Swachh Bharat Mission (SBM) Messages by Celebrity Audio/ Video / Songs/ Slogans and designing of mass media activities its implementation and orientation are some of the major outputs required during the mission period:Due Diligence: The bidder is expected to examine all instructions, forms, terms and specifications in the RFP. The bid should be precise, complete and in the prescribed format as per the requirement(s) of the RFP.

The said contractual arrangements may be extended based on the mutual agreement between the JMC and the successful bidder depending on the requirements of the Employer. Therefore, among other things, bidders should also consider this factor before finalising their bids.

3. Introduction:-i. Bidders are invited to submit technical and financial offers for the work of “Engagement of

Agency for Celebrity Endorsement, Events and Media Management under Swachh Bharat Mission” for preparing and implementing a detailed branding, Marketing and Public outreach plan for creating public awareness about SBM & SwachhJabalpur.

ii. The overarching objective of the assignment is to ensure that citizens, including the urban poor, as well as decision makers, municipal staff and other relevant stakeholders are aware of strategies, services and achievements arising from SBM (U) Swachh Jabalpuras well as other swachhta based programmes in order to create an enabling environment for urban governance and reform. To improve the overall reach and effectiveness of Government communication. To use Social Media as an efficient listening and feedback channel for JMC. To obtain first-hand information of the assignment and local conditions, Bidders are requested to go through the concept & framework of SBM and the activities undertaken under Swachh Jabalpur. Bidders must fully acquaint yourself of the local conditions and take them into account in preparing your proposal.a. Please notethat;b. Cost of preparing the proposal including visits to the Client office and the project areaare

not reimbursable as a direct cost of theassignment.c. Client is not bound to accept any of the proposalssubmitted.d. The proposals must be properly signed as detailedbelow:

i. by the proprietor in case of a proprietaryfirm.ii. By the partner holding Power of Attorney, in case of apartnership.

4. EligibilityCriteria

The prospective bidders shall be considered as eligible bidder if the bidder fulfils and submits the following with the tender form.

Technical Criteria:

Technical Qualification Criteriaa. The bidder must be a registered company / firm / NGO at least 10-year-old.b. Joint Venture not allowed.c. The bidder must have experience in relevant project during last 5 financialyears.d. Bidder must have minimum average annual turnover of Rs. 1 Crore in last 3 financial

years.e. Bidder should have a valid ISO 9001/14001 Certification with relevant scope ofwork.f. Bidder should have a valid service tax registrationnumber.g. Bidder should have a valid EPF / VPF registrationnumber.h. Bidder should have a valid ESIC registrationnumber.i. Bidder should have a valid TAN registrationnumber.

j. Bidder/NGO should have a valid12A(A).k. Bidder/NGO should have a valid80G.

Financial Criteria:

a) The Bidder must have minimum average annual turnover of Rs. 1 Crore in 3 preceding financial years.

b) The bidder should submit Audited Balance Sheet / certified certificates mentioning TurnOver.

Note:

The Bidder fulfilling above criteria shall be considered as FinanciallyCapable. Last three financial years shall be reckoned as F.Y. 2015-16, 2016-17and2017-18.

In order that Bidder(s) qualify to bid for this RFP, Bidder(s) shall be liable to submit a Technical Bid in the form and manner set forth in this RFP Document along with all required documents.

5. Cost of Bidding and RFP: The bidder shall bear all costs associated with the preparation and submission of its bid and the Employer will not be liable any costs, regardless of the outcome of the bidding process. The detailed terms and conditions are given in the Request for Proposal (RFP), which can be downloaded from the website www.mpeproc.gov.in. Applicants shall be required to submit the Tender document fees (nonrefundable) of Rs. 15,000/- (Rupees fifteen Thousand only) throughE-transaction.

6. Amendment of Bidding Documents: At any time before the deadline for submission of bids, the Regulator may, for any reason, modify the RFP by amendment. Any amendments / modifications to the RFP shall be through the issue of addendum(s) to the RFP, which shall set forth the said amendments/modifications thereto (hereinafter referred to as the “Addendum(s)”). All prospective bidders shall be informed of such Addendum(s) through the website-www.mpeproc.gov.in and the contents, terms and conditions of all such Addendums(s) shall be binding on all bidders. At any time prior to the due date, JMC may amend the RFP document at its own initiative by issuing an addendum. The Client may at its discretion extend the deadline for the submission ofProposals.

7. Submission of Tender / BiddingProcess

a) The Bidder shall submit Technical Bid online and Hard Copy at the office of JMC. Bidder shall submit Financial Bid online only. No Hard Copy of Financial Bid shall be submitted. Bidders are expected to examine all terms and instructions included in the Documents. Failure to provide all or any of the requested information will be at your risk and may result in the rejection of your proposal. The Technical Bid document shall be submitted at the Office of the Addl. Comm. (Health) JabalpurMunicipal Corporation, Jabalpurin the sealed cover duly super scribed with Tender name. The offer for project shall contain the following documents and shall be submitted in the manner as prescribed in the Detailed Notice Inviting Tender and Data SheetTable.

b) Envelope A: Technical Proposal (to be submitted Online and Offline) for “Engagement of AgencyforCelebrityEndorsement,EventsandMediaManagementunderSwachhBharat

Mission” Should contain:i. Letter of application. (Annexure 1)

ii. Power of Attorney.(Annexure-2)iii. Original Tender Document duly signed (on each page) by an authorized representative as

a token of acceptance of all terms andconditionsiv. A self-declaration letter from bidders that the party IS NOT Blacklisted from

JabalpurMunicipal Corporation or any other GovernmentAuthorities.v. Proof of documents showing the experience of similar kind of works in Public and

Private Sector. Bidder having similar experience in Public Sector shall bepreferred.vi. Work experience proof of same shall besubmitted.

vii. Audited Balance sheet, P&L and Income tax return for last 3 financialyears.

c) Envelope B: Financial Proposal for “Engagement of Agency for Celebrity Endorsement, Events and Media Management under Swachh Bharat Mission” shall be submitted online only in the format as given in the Annexure -B of this tenderdocument

d) The bid documents along with updated addendums/ amendments thereto, duly signed by the Bidder through its authorized signatory on all pages shall then be sealed in one outerenvelope.

e) The inner and outer envelopes shall be addressed to Additional Commissioner (Health), Jabalpur Municipal Corporation Jabalpur, and marked as “Engagement of Agency for Celebrity Endorsement,Eventsand Media Management under Swachh Bharat Mission”

f) If the outer envelope is not sealed and marked as above, JMC will assume no responsibility for the misplacement or premature opening of theBid.

g) This inner envelop should contain only Techno-commercial Bid with all necessary required document.

h) The Envelop of Techno Commercial Bid should reach us before the date and time of Opening of Techno-commercial Bid at the office of Addl. Comm. (Health) JabalpurMunicipal Corportion, Jabalpur(MP)

i) Tender Forms should be clearly filled in ink or duly typed giving full address of the bidders and all pages of the RFP document should be signed with companyseal.

j) Any Proposal received by JMC after the date and time as mentioned in RFP document will be liable torejection.

k) The “Financial Bid” shall only be submitted Online and shall be opened of Technically Qualified bidders on the due date as mentioned in the NIT & bidders may attend the Tender opening proceedings, if they desireso.

l) The Overwriting or alterations will disqualify the tender unless they are legibly attested by the bidders. The rate should be kept valid for 180 days from the date of opening of the Techno Commercial Bids. If the Bidder withdraws his offer before the said date, the earnest money will be forfeited in full. The decision of the JMC to this effect shall be final and binding on the bidders.

Technical Evaluation:Bidders who meet the pre-qualifications/eligibility requirements would be considered as qualified to move to the next stage of Technical and Financial evaluations. Project Evaluation Committee (PEC) will evaluate the Technical Proposals of the Pre-Qualified bidders as per the following criteria. Financial Proposali. Only those technical bids which score a minimum of 70 (seventy marks) out of a maximum of 100 (hundred marks) in the assessment at the end of the technical bid evaluation process (as detailed above) will be considered for the financial bidevaluation.ii. The financial proposal shall be submitted on item wise basis as detailed in AnnexureB.iii. The payment shall be made in Indian Rupees.(INR)

Proposal Evaluation: -Proposals for which a notice of withdrawal has been submitted by the Applicant prior to proposed due date of submission shall not be opened.

A two-stage procedure will be adopted in evaluating the proposals;(i) A technical evaluation, which will be carried out prior to opening the financialproposals;(ii) A financialevaluation,

(i) Evaluation of Technical Proposal:-The committee/persons appointed by the Client will carry out evaluation of technical proposals. Criteria for evaluation of Technical Bids:- Technical bids of only those bidders who are in the field of advertising are accepted, shall be considered.

Technical bids shall be evaluated in manner provided in Annexure-I to this RFP.

(ii) Evaluation of Financial Proposal:-The committee/persons appointed by JMC will examine the financial proposals. This appointed evaluation committee would determine if the Agency fulfils the required eligibility criteria and both technical and financial proposals are complete. The Cost indicated in the financial proposal shall be deemed as final and reflecting the total cost of services. The successful consultant shall be one whose total of the items in the financial proposal is lowest.After approval of the competent authority, successful bidder shall be notified. The competent authority reserves all rights to accept or reject any or all proposals without assigning reason for theirdecision.

Criteria for evaluation of Financial Bids: Only those technical bids which score a minimum of 70 (Seventy marks) out of a maximum of 100 (hundred marks) in the assessment at the end of the technical bid evaluation process (as detailed above) will be considered for the financial bid evaluation. 8. Negotiations: -Normally negotiation shall not be conducted; however, with the approval of competent authority negotiation may be conducted with the lowest bidder.

9. Award of Contract:-a. The Contract will be awarded to the successful bidder. Successful bidder shall draw agreement

with the client in the prescribed form as given in Annexure A. The Bidders shall have to procure stamp paper of required amount to draw the agreement overit.

b. The selected Consultant is expected to commence the assignment from 7 days from the date of work order and as per the terms & conditions specified in theLOI:

PERFORMANCE SECURITYThe Successful Bidder shall furnish the performance security in the form of a F.D.R./Bank Guarantee, 5% of contractual amount drawn in favor of “Commissioner, JabalpurMunicipal Corporation” within 7 days from the date of issue of Letter of Intimation or LOA to the Successful bidder. Earnest Money Deposit (EMD) of unsuccessful consultants will be returned within 15 days after the execution of the contract agreement with the successful bidder. The Earnest Money Depot (EMD) of successful consultants shall be released after the execution of contract agreement and submission of the performance guarantee in form of Bank Guarantee or as required as per RFP. The same shall be released after the successful completion of the contract period of the work as per the scope ofRFP.

11. Miscellaneous:

i) Failure to furnish all information required by the RFP or submission of a bid not responsive to

the RFP in every respect will be at the bidder’s risk and may result in rejection or disqualification

of the bid

ii) All amounts are non-refundable (unless otherwise provided in the RFP) and the Employer will in

no case be held responsible or be liable for the cost, regardless of the conduct or outcome of the

biddingprocess.

iii) Nothing in this section shall be taken to mean or read as compelling or requiring the Employer to

respond to any questions or to provide any clarification to a query of a bidder. The Employer

reserves the right to not respond to questions it perceives as non-relevant which may be raised by

a bidder or not to provide clarifications, if the Employer in its sole discretion considers that no

reply isnecessary.

iv) The terms and conditions of the RFP are frozen unless otherwise, the Employer specifically

issues Addendum(s).

v) The Employer shall have the right to seek any additional information or document from the

bidder in the manner the Employer deems fit in its sole and absolutediscretion.

vi) The bid prepared by the bidder, as well as all correspondence and documents relating to the bid

exchanged by the bidder and the Employer shall be written in English language only. However,in

case bidder chooses to enclose certain supporting document(s) in any language other than

English, then bidder shall also enclose certified / authentic translated copies of the same in

of interpretation and evaluation of the bids, the English language translation shallprevail.

vii) All prices quoted in the bid shall be quoted in Indian National Rupee(s)(INR)

viii) Any interlineations, insertion, erasures or overwriting shall be valid only if the person or persons

signing the bid have authenticated the same with their respective signature alongside such

interlineations, insertion, erasures oroverwriting.

ix) The Employer shall not be responsible in any manner possible for the contents of the bids,

including if the envelope is not sealed and marked in the manner indicated in the RFP or where

bidder does not receive any notification or documentation from theRegulator.

The Employer will examine the bids to determine whether these are complete, whether these meet

all the conditions of the RFP and whether the documents have been properly signed and the Bids

are generally in order. If there is a discrepancy between words and figures, the amount in words

shall prevail.

x) Any and all expenses relating to the execution of the Agreement for the work of “Engagement of

Agency for Celebrity Endorsements, Events and Media Management under SBM” shall be

borne by the Successful Bidder, including taxes and duties, incidental expenses, payment of

stamp duty and registration charges, asapplicable.

xi) Unless specifically requested by the Employer for a clarification, no bidder shall contact the

Employer on any matter relating to its bid, from the time of the bid opening to the time the

under SBM” Agreement is executed with the SuccessfulBidder.

xii) The bidders and their respective officers, employees, agents and advisers shall observe the highest

Management under SBM” Agreement. Notwithstanding anything to the contrary contained herein,

or in the LOA or the Agreement, the Employer shall reject a bid, withdraw the LOA, or terminate the

Agreement, as the case may be, without being liable in any manner whatsoever to the bidder or the

Consultant, if it determines that the bidder or Consultant, as the case may be, has, directly or indirectly

or through an agent, engaged in corrupt practice, fraudulent practice, coercive practice, undesirable

practice or restrictive practice in the bidding process. In such an event, the Employer shall forfeit and

appropriate the Bid Security or Performance Guarantee, as the case may be, as mutuallyagreed

genuine pre-estimated compensation and damages payable to the Employer towards, inter alia, time,

cost and effort of the Employer, without prejudice to any other right or remedy that may be available

to the Employer hereunder or otherwise.

12. Details of Deliverables:-

Definition of consolidated Rates for Audio/Video Spot/Jingle/Song/Signature Tune: The

consolidated rates shall include charges for script, production with good voices & music/audio

and following software, master CD, one broadcast copy of CD, one copy of CD, and client copy

of CD. The consolidated rates include charges for script, production, with good voices, master

(CD), one broadcast copy (CD) and one copy (CD) & one client copy (CD). Production includes

signature tune, opening/closing/change over music/jingle drama, stock voices/music/songs, studio

recorded interviews/expert comments receiving questions through phone/E-mail/letters, reply of

question by anchor/experts in the programme, production of promos including one broadcast CD

copy, one copy and one client copy. If field interviews are specifically desired by the client, the

producer shall carry them out with no extra cost to the client. The Charge shall include cost of

title/graphic plate, one Beta/DVC pro and two DVD/VCD copies & in pen drives as required by

client.

Re-recording charges for Spot/Jingle/Signature Tune: No charges would be admissible if

changes in spot/jingle can be made only through editing, within six months of the approval of the

spot, even if spot was made as per approved script. This would include one broadcast CD copy,

one CD Copy and one client CD copy. Re-editing of old episodes is defined as deleting or re-

arranging someportion.

Re-recording: -Re-recording is defined as re-recording some portion of an old episode to replace

someoldportion,andmayincludechargesforvoices,editing,one broadcast CD,oneclientcopy.

Explanation of consolidated Rate for Video spots/Telefilms/Documentaries: -The

consolidated rate shall include charges for script, detailed shot-by-shot storyboard (for Video-

Spots) location, outside travel, anchors, shooting, editing, jingle, 2-D/3D animation/2D & 3 D

Character animation/all kinds of Graphics as required by Client, titling/sub-titling/text, music,

voiceover, background effect, special effects). Two Master Copies (both mixed and unmixed) in

Digi Beta or DVC, for Client. In additions, all video-spot would be required to be submitted in

suitable digital MPEG format at broadcast quality for delivery byinternet.

Languages Version : - The languages version would include besides dubbing, regional content,

characters, property, artists, outdoor, shooting in regional location, languages graphic animations

etc to ensure regional look to theprogramme.

Payment of Bill

Jabalpur Municipal Corporation shall make the payment to successful bidder (the Agency) against

the bill generated by Agency on monthly basis on the various items executed as per the approved

financial quote in a month for the works completed up to the full satisfaction of the client. Bills will

be raised by agency after monthly review of Celebrity Endorsements, Events and Media

Management campaign under SBM. Proper supporting details, documents & deliverables as per

scope of work mentioned in RFP and requirement of the accounts department is to be submitted by

the agency along with the bills. Advance payment will not be made in any case. Payment will be

done on monthly basis after receipt of data obtained/produced during the month.
