Garland Power & Light (GP&L), in partnership with Rusk Interconnection LLC, is developing theRusk - Panola Transmission Project (Project) to interconnect the Electric Reliability Council ofTexas transmission grid to the Southern Cross Transmission Project, which will in turn connectto the southeastern United States. The Project will be a double circuit, 345-kV alternatingcurrent transmission line that will begin at a new Oncor Electric Delivery Company switchingstation in Rusk County and extend eastward for approximately 40 miles to a new GP&Lswitching station in Panola County, adjacent to a new Southern Cross converter station, both tobe located near the Texas/Louisiana state line (see enclosed map of the Project study area).

Because you are a representative of your community, we want to make you aware of upcomingpublic outreach to engage and inform residents regarding the transmission line routing processand our subsequent application to the Public Utility Commission of Texas for approval of acertificate of convenience and necessity. We will be holding two public open houses to introducethe Project, present potential routing options, and solicit feedback from landowners and anyoneinterested in the Project. The open houses will be on Tuesday and Wednesday, December1 and 2, 2015, at the Carthage Civic Center, 1702 South Adams, Carthage, Texas 75633.The open houses will be Informal, and the public is welcome to attend any time from 4 to7 p.m. Landowners within 500 feet of any of the proposed route options will be mailed aninvitation to the open house and a map of the route alternatives. Enclosed with this letter is a map depicting the study area for the Project. Bums & McDonnell isrequesting your assistance inventorying the human and natural resources in the Project area toidentify any routing constraints or opportunities within the area that should be considered as part ofthe Project. The new transmission line in the Project, and the subject of the CCN application, will bedouble circuit, 345-kV AC. Routing constraints include those areas or resources which may not becompatible with transmission line construction, such as airports, protected species habitat, or denseresidential areas. Route opportunities include such things as previously disturbed areas, industrialcorridors, and existing utility rights-of-way. Your input will assist the project team in developingpreliminary alternative routes that take advantage of opportunities while minimizing potentialenvironmental and land use impacts, including the following:

Bums & McDonnell isrequesting your assistance inventorying the human and natural resources in the Project area toidentify any routing constraints or opportunities within the area that should be considered as part ofthe Project. The new transmission line in the Project, and the subject of the CCN application, will bedouble circuit, 345-kV AC. Routing constraints include those areas or resources which may not becompatible with transmission line construction, such as airports, protected species habitat, or denseresidential areas. Route opportunities include such things as previously disturbed areas, industrialcorridors, and existing utility rights-of-way. Your input will assist the project team in developingpreliminary alternative routes that take advantage of opportunities while minimizing potentialenvironmental and land use impacts, including the following:

1. Private Conservation Lands are marked and we feel you should resect those lands;

2. Pulaski was the original seat for Panola County and there is historical markers around the Sabine River area whichwould not need to be interrupted;

3. You will have to contend with crossing several Farm-to-Market Roads; those being #10, #31, #59, #699, #999, and#2517.

We do not have any further observations.

Garland Power and Light and Rusk Interconnection LLC (Rusk) are developing the Rusk to PanolaTransmission Project (Project) in order to interconnect the Electric Reliability Council of Texas(ERCOT) transmission grid to the Southern Cross electric transmission line that is planned toconnect ERCOT and the southeastern United States. We are requesting your input on the Project,which will be submitted to the Public Utility Commission of Texas for approval of a Certificate ofConvenience and Necessity (CCN). The Project will begin at a new switching station in RuskCounty and extend eastward for approximately 40 miles to a new switchyard adjacent to a newconverter station, both to be located at the border of Texas and Louisiana (see enclosed map of theProject study area). Rusk and Garland have retained Burns & McDonnell to assist in thealternative route development and route selection for the Project.

Enclosed with this letter is a map depicting the study area for the Project. Burns & McDonnell isrequesting your assistance inventorying the human and natural resources in the Project area toidentify any routing constraints or opportunities within the area that should be considered as part ofthe Project. The new transmission line in the Project, and the subject of the CCN application, will bedouble circuit, 345-kV AC. Routing constraints include those areas or resources which may not becompatible with transmission line construction, such as airports, protected species habitat, or denseresidential areas. Route opportunities include such things as previously disturbed areas, industrialcorridors, and existing utility rights-of-way. Your input will assist the project team in developingpreliminary alternative routes that take advantage of opportunities while minimizing potentialenvironmental and land use impacts, including the following:
