Burnaby Board ofTradeWins Push forNationalWater PolicyBy Cory [email protected]

The Burnaby Board of Trade has successfullylobbied for a national water sustainabilityframework to become official CanadianChamber of Commerce policy during thenational business organization’s AnnualGeneral Meeting in Ottawa, Ontario. TheBurnaby Board of Trade’s policy was debatedand passed by delegates during the two-dayAGM. The resolution is now an official policyposition of the Canadian Chamber and will bepursued directly with the federal governmentover the coming months.

“We’re thrilled to have been able tosuccessfully raise the issue of sustainablemanagement of our water resources to thisnational level,” said Paul Holden, President& CEO of the Burnaby Board of Trade. “Thefact is that Canada is not immune to waterscarcity, something Burnaby and much ofBC saw vividly demonstrated this summer. We felt it was important and timely to callfor a national framework so that we betterunderstand water resources we have, howthey’re being used, and how best to managethem for sustainable use in the future.”The policy resolution, entitled “Does

Our Water Abundance Mask a Potential

Trade embarked upon a similar concept, launching the Pledge for a SustainableCommunity at bbotpledge.ca. The programoffers tips, resources and case studiesfor businesses interested in improvingenvironmental sustainability in theirorganizations, and serves as a platform forencouraging positive change by allowingbusinesses to publicly pledge to improvetheir sustainability and reduce theiremissions, waste and energy use.So far, nearly 140 organizations from

across the Lower Mainland have taken partin the Pledge program, including the Cityof Burnaby who have been developing theirown Environmental Sustainability Strategy, and a couple of the same companiesthat have now also signed the VancouverClimate Pledge.

In addition, our initiative offerseducational programming and otherresources to help businesses make evenmore meaningful reductions in theiremissions. In fact, through a pilot programthis year, ten local businesses have beenable to receive a personalized emissionsaudit and emission reduction strategy tofurther improve the sustainability of theiroperations.

As one of our organization’s core valuesis a commitment to the triple bottom lineof economic, social and environmentalpriorities, we have a real interest in seeingcommunities from all across BritishColumbia and Canada take meaningfulsteps to improve the sustainability of ourprovince and beyond. We want to be a voicefor businesses to not only call for strongeraction on climate change, but to take actionthrough meaningful public commitments. The business community must be an

active participant in addressing climatechange if our sustainability goals are to bemet successfully. Our experience has shownthat most businesses want to be part of thesolution and be leaders in this area. The Burnaby Board of Trade is now

working with chambers of commerce andboards of trade locally and internationallyto bring the Pledge for a SustainableCommunity to their cities, towns, andregions. Going forward, I hope morecommunities will follow our lead, andVancouver’s, to encourage businesses towork together for a more sustainable future.

“Fix the PST”says BurnabyBoard ofTradeat BC BudgetHearingsBy Michael [email protected]

As part of the 2016 Budget Consultationprocess, the Burnaby Board of Trade hasmade a submission to the Select StandingCommittee on Finance and GovernmentServices calling on the provincial governmentto fix the Provincial Sales Tax (PST)by removing the tax on key businessinvestments in new equipment, machinery

and software with the creation of arefundable input tax credit.April 1st of this year marked the two-year

anniversary of the return of the PST from theprevious Harmonized Sales Tax (HST) regime.Businesses in BC used to be able to claima credit for the taxes paid on equipmentand software investments under the HST,but the switch back to the PST eliminatedthose credits, effectively amounting to a 7%tax increase on key investments. This hasled to BC having one of the worst MarginalEffective Tax Rates for business investment inthe country.“While the BC Government has succeeded

in making BC more competitive by manymeasures, the taxes paid on capitalinvestment is an outlier that forces BCcompanies to pay more than business inmost other provinces and serves as a dragon business investment,” remarked BurnabyBoard of Trade president and CEO PaulHolden. “By implementing an input taxcredit for new equipment, machinery and

software in particular, the government couldhelp invigorate business investment in theprovince and help boost the competitivenessof our local firms, and drive economic output.”With a $1.68 billion surplus in the 2014/15

fiscal year, and projected surpluses of $1billion over the next three years, the BurnabyBoard of Trade believes now is the time toact.“We recognize and support the

government’s need to be fiscally prudent andwe’ve applauded the return to a balancedbudget in recent years. However, with thesurpluses expected over the next three years, there is certainly fiscal room enough toimplement some PST reform for businesses,”said Holden. The Burnaby Board of Trade hopes to see

at least some implementation of a refundableinput tax credit in Budget 2016, with the goalof eventually phasing in a full 7% PST inputtax credit for equipment, machinery andsoftware in the future.¾

The Silent Gardener Ltd. owner SheldonRidout has been in business since 2000.In that time his landscape company hasbeen Climate Smart Certified (measuring, setting targets and lowering greenhouse gasemission and waste) and in 2012 he won theBC Landscape Nursery Association award forEnvironmental Stewardship. His goal fromday one has been to reduce noise and airpollution all the while providing an efficient, quality gardening service.

A conversation with Sheldon about hisbusiness and sustainability:What got you thinking about sustainability?20 plus years ago when I got into thehorticulture certification program atKwantlen College I didn’t really givesustainability a second thought. I graduatedfrom the program a year later and wentto work for a very good company who didlandscape maintenance the same way aseveryone else.

In the 7+ years of working for thatcompany I applied more pesticide than I careto think about. I went home smelling like 2stroke exhaust every day. Generally I foundcustomers were angry for the noise andfearful of the chemicals we were using.

You have a lot of time to think as agardener. I started thinking that there hasto be a better way. Gardening should bea peaceful undertaking and it wasn’t. Istarted taking organic gardening coursesand learning how the chemicals we wereusing negatively affected the soil and howit leaches into the water table. I finally gotto a point where I was either going to leavethe horticulture industry or do something tochange how I did landscape maintenance, soI started The Silent Gardener Ltd.Are there benefits to being a sustainableand environmentally friendly landscapingcompany? The added benefit to doing the work the way

we do it, is it sets us apart from the 1000 oddother landscape maintenance companiesout there. And of course, there’s less of animpact on our environment. What are some of your greatest challengesand obstacles? We work hard at being a very sustainablecompany. What we really need is forcorporations to understand that reducingtheir carbon foot-print also extends togrounds maintenance. Most mowingequipment doesn’t have emission controlsand are heavy polluters.Next steps?Right now we are heavily promoting thecompany. We’re trying to meet as manyproperty and facility managers as possibleto explain our service and how it willbenefit them and help them meet theiroverall sustainability objectives. (and havebeautifully landscaped gardens as well!)¾
