Subiect: Guidelines for procurement of Clinker from Clinker units located in Indiafor Cement manufacturing

Procuring clinkers from outside sources for cement manufacturing lead toissuance of CMD's circulars (1) CMOI16:269/1489 dated 1984 10 17(Clinker from Cement Licensees only), (2) CMD/16:269/1489 dated 19871229 (Clinker from Cement Licensees only) (3) CMO/16: Cement dated2001 11 16 (for imported clinker) & (4) CMO/16: Cement dated 19 042010/25 11 2010 keeping in view the need for ensuring the appropriatequality of clinker for cement manufacturing units.

In context to changing scenario in the field of cement certification, newintegrated Cement manufacturing units are being installed by Cementmanufacturers. It is observed that they are commissioning Clinkerizationunits first & grinding units at a later stage, which has resulted in excessproduction of clinker which is found to be surplus to them. A request hasbeen received to supply clinker to outside parties having BIScertificationinorder to utilize the surplus clinker. As there is no separate IndianStandard for Clinker exists so far & Cement being under mandatorycertification, it is proposed that the following guidelines for adhering toprocurement of Clinker from new clinkerization units (non BISlicensee ofCement) may be considered.

1. Cement manufacturing unit such as (a) Cement grinding units, (b)Integrated Cement plants etc., shall inform the respective branch officesof BISin advance and take permission about their intention to procureclinker from new clinkerization unit indicating the expected quantum ofclinker and the period for which they intend to use the outside facilities.

2. For Initial approval. BISoffice to be requested for arranging visit alongwith special inspection charges for verification purposes along withChemical & Physical testing as per IS269: 1989. A visit shall be planned tothe new clinker unit for verifying manufacturing and testing facilitieswith complete chemical and physical testing for assessing competency oftesting personnel also.

3. The Clinker manufactured from new clinkerization unit may be suppliedto outside parties having BIS certification for Cement. With eachconsignment of clinker they shall supply test certificate I completerecords of test maintained as per relevant Cement STI.

4. On receipt of clinker along with detailed corresponding test report fromthe new clinkerization unit, the material would be stacked at plant in aseparate area & in an identifiable manner.

5. Cement producing unit shall carry out the physical and chemical tests oneach consignment of clinker by preparing cement sample in laboratoryball mill as per relevant scheme of testing and inspection. '

6. BIS officers during periodic visits shall check the related documents,supplier test certificates and the test records in respect of Clinker samplesdrawn by the licensee consignment wise on its receipt. IOs shall draw asample of Clinker for independent testing, at least once in an operativeperiod, at BIS / BIS recognized laboratories irrespective of Grades ofCement for which clinker is being used.

7. The preliminary draft of Indian Standard for "Specification for Clinker" isalready circulated by CEO vide Doc: CEO 2 (7670) May 2009 forcomments.

8. These guidelines are operative till an Indian Standard for Clinker ispublished by Bureau of Indian Standards.

9. This has an approval of competent Authority.
