Transnational Co-operation Agreement (TCA)
1. Description of transnational projects
1.1. Project names:
Bulgarian project name: Career guidance for economically inactive young people
Polish project name: Transgression bridges - innovative career counseling
1.2 Rationale and objectives:

Youth unemployment is still a hot problematic topic in Bulgaria. Young people, especially economically inactive young people who are not in education or training, at the age of 15 to 29, have to face job and training markets that are more and more confusing referring to job offers and opportunities and also to required skills and competences that young people have to bring with them. Youngsters feel overstrained and it becomes difficult for them to orientate themselves, find the right place and develop their own identity and personality. That makes it also difficult for them to generate an idea of their future life and in particular their professional life. New up-to date approaches/tools are needed to provide assistance that includes the entire living environment of the young people on their way to a satisfying occupational and social life.
COMMON INTERESTS: a. the division of activities among the partners will allow sharing the experiences of developing spaces for counseling in both employment and educational side of services b. solutions developed within each project will be exchanged in order to enrich the expected outcomes and mutual implementation of the results (e.g. new competences, counseling tools, models etc.).

POLISH PROJECT BULGARIAN PROJECT
MAIN GOAL: 1. Development of new group counseling approach in order to enhance effectiveness of labor market services and to create a better match between education/skills and career plans.
MAIN GOAL: 1. Improving the quality of life of economically inactive young people who are not in education or training and increasing their motivation for independent life by promoting equal opportunities for employment and integration into the labor market through implementation of social innovative practices.
TRANSNATIONAL COOPERATION OBJECTIVES: 1. The increase of quality and effectiveness of employment services, specifically career counseling, provided by public and non-public institutions based on solutions elaborated by the partner. 2. The increase of skills and competences of career counselors and client managers based on solutions elaborated by the partner.
TRANSNATIONAL COOPERATION OBJECTIVES: 1. Sustainable integration into the labour market of young people, in particular those not in employment, education or training, including young people at risk of social exclusion and young people from marginalized communities. 2. Promoting transnational cooperation in respect of exchange of experience, good practices and models of sustainable integration of young people under 29 years of age, incl. on the labour market
TRANSNATIONAL COOPERATION RESULTS AND PRODUCTS: 1. functional scheme of method implementation process. 2. workshops, study visits and seminars organized in Poland and Bulgaria 3. training materials. 4. training programs. 5. group career counseling tools. 6. guidebook how to design and provide employment services based on group career counseling. 7. recommendations for implementing the methods.

1. institutions: public and private employment agencies, nongovernmental organizations, organizations providing trainings. 2. specialists: experts, counselors, job coaches, client managers, employment officers, trainers. 3. clients: unemployed persons of different age and background including: people from NEET group, people 30+, people over 50 years old, people with disabilities, long-term unemployed.

Representatives of organizations related to the socio-economic integration of economically inactive young people who are not in education or training - social workers, educators, pedagogues, counsellors, volunteers of youth institutions.
added value of the activities
Added value of transnational activities due to the implementation of the project will include for both parties:
- better final products, enriched by the perspective of foreign experiences, - common understanding of concepts and methods, - common level of competence, - good-practices national and foreign, - transfer of tools and ideas, new perspective on the same problems, - mutual learning and exchange of experiences between transnational Partners
incorporation of horizontal aspects (gender, CSR, …)
Team members will be informed about possibilities and ways to apply the principles of equality and non-discrimination in relation to the issue of the project and the duties performed. The activities will consider the principles of equality and non-discrimination, and will be adapted to the needs of participants in the project due to: individualized approach regarding the prevention of gender stereotypes, the involvement of experienced staff, taking into account the principles of universal design.

Research and analyses as a Qualitative Study on empowerment needs of youth at risk - economically inactive young people who are not in education or
training, at the age of 15 to 29 - a short research among the target group and recording of determined needs, solutions, tools, approaches etc.
Methodology/training programme and training course for the target group, based on social innovative methods, tools and good practices and approaches
of the Polish partners organization and a testing phase within 10 learning groups;
Career Guidance Youth Centre - as an organizational structure for training, services provider and activities designed for economically inactive young people
and for representatives of organizations and institutions related to the socio-economic integration - social workers, educators, pedagogues, counsellors,
volunteers of institutions and associations that work with youth;
On-line learning platform for training and consultancies economically inactive young people and representatives of youth organizations;

Additional Polish Partner activities:
Phase 1 - preparation of the solution:
workshop for polish institutions and their personnel
recruitment and assessment process of career counsellors
expert work: analysis of gathered information, preparation of implementation paths for each institution involved in the project. This includes meetings and
conversations with decision makers/specialists, creating implementation strategy, evaluation tools, etc.
Phase 2 - testing of the solution:
training for polish counsellors/development space (5 days x 4groups x 10 persons/group): first step to elaborate new assessment and employment services
design tools.
counselling and employment programs for clients based on implementation strategy, 40 groups x 8 clients/group.
supervision sessions (4) for counsellors.
workshops (2) for decision makers/specialists/experts, summarizing and evaluating of results and progress of counselling and employment programs

PL partner will transfer to BG partner innovative individual and group CAREER COUNSELLING methods and tools based on constructivist approach model of
subcontracting labour market services.
Study visits to Bulgaria for career counsellors:
BG partner – will transfer to the PL partner innovative TRAINING, COACHING and EVENTS methods to provide assistance that includes the entire living
environment of the young people on their way to a satisfying occupational and social life.

dissemination strategy
Project partners will disseminate widely the activities, recommendations, project products and results for good practice through: - Direct marketing to promote the information and materials via the project web site and
partner’s web tools used. - Publications in subject-specific journals, newsletters etc. - Presentations at appropriate generic and subject-specific conferences, workshops and
seminars. Dissemination will be done continuously throughout the duration of the project.

Project partners will conduct ongoing evaluation activities in order to capture the strengths
and challenges of the projects, and help to improve the quality of the outcomes.
The data collection methodology includes:
- in depth interviews - focus groups - case studies - questionnaires - workshops
1.4 Organization and decision-making:
contribution and responsibilities of each partner;
1. Partners are responsible for activities related to their projects and products, taking place in their countries. 2. Management of the transnational cooperation is in response of each partner mutually. 3. Partners will also compose a common project group.
role and tasks relating to the co-ordination of the TCA;
Each Partner shall appoint one person responsible for project coordination, implementation and day to day contacts. The members of the project staff will be in constant touch. The channels of ongoing communication between Partners are: telephone, skype, e-mail and traditional mail.
arrangements for decision-making;
Representatives of the Parties of transnational Agreement will be included in a project Steering Group (one person representing every project partner and one representing project coordinator). The tasks of the Steering Group include: making key decisions (with large majority of voices) concerning the finance, changes in the project, and crisis management, etc. The Steering Group will also make decisions by correspondence (email, classical) and meet remotely (video-conferencing) on a quarterly basis in order to assess milestones, risks, and progress indicators.

The key issue will be organization of a kick-off meeting of Steering Group and managing team during the first phase of the project in order to standardize communication and strategy of action.

2. Signatures of partners
Each partner undertakes to carry out the tasks and fulfill the duties set out above as part of the transnational project, on the condition that they are granted ESF funding set out in 1.6 above.
If for whatever reason any of the partners is not granted this support, this TCA must be amended or cancelled. Subject to the agreement of their respective Managing Authorities, the resulting ‘orphan’ partners may amend the TCA, optionally including new partners, and explore with their Managing Authorities how the grant contracts can be amended.
