SCENES of the blind, lame, poor andweak coming forward to receive nancial
aid and also in kind are daily occur-rences during Ramadan in Penang.
Politicians from both side of the di-vide, regardless of their race and religion,
render help to these groups of people.Generous donors and wealthy business-
men too hand out cash and basic fooditems as part of their contributions tosociety.
On July 21, a group of superbikers
from Kota Riders Bike Club vroomedinto Kampung Melayu during a bukapuasa event organised by the villagedevelopment and security committe(JKKK) of Kampung Melayu and as-
semblymember for Air Itam Wong HonWai to hand out food items and cash toa group of children who attend Quranrecital classes.
The children from as young as seven
years were waiting to break fast with thecommunity.
Deputy Chief Minister I Mohd. RashidHasnon also handed out RM1,000 to 20recipients from Air Itam who are bene-
ciaries of the Senior Citizen Program.Chief Minister Lim Guan Eng, who
also attended the event, was greetedwarmly by the residents.

BAGAN Member of Parlia-ment Lim Guan Eng, who is
also the Chief Minister ofPenang, said in a statementissued on July 18 that the At-torney-Generals Chambers(AGC) lack of action against
six police reports made by hisoffice against Malay rightsgroup Perkasa smacked ofdouble-standards by the AG.
At the same time, it also
proved that the AGC practised
selective prosecution.Why does it take twoyears and yet, no chargesagainst Perkasa on the
violence against mediamembers and the threat tothe safety of the ChiefMinister? Lim asked.
This double-standard
practice by the AG andthe Federal governmentclearly shows selectiveprosecution. The caseswere not only delayed but
may have been given aNFA (no further action)stamp.
Lim provided the writ-ten reply from the Home
Ministry Datuk Seri Dr. Ah-mad Zahid Hamidi which
showed six police reports weremade between 2011 and 2013against Perkasa.

Bridge on July 1, 2011 wherea reporter covering a demon-stration on the Penang Bridgewas assaulted.

THE Seberang Perai Municipal Council (MPSP)celebrated its 39th MPSP Day on July 6 with a hostof activities for the public, MPSP staff and theirfamilies, corporate sponsors and others.
One of the highlights of the celebration was the
launch of the Tourist Map of Seberang Perai. It is
the rst time the mainland attractions are listed ina complete tourist map.Chief Minister Lim Guan Eng, Deputy Chief

Lim Hock Seng and Chong Eng, assemblymembersLee Khai Loon, Soon Lip Chee and MPSP council-lors were at the launch.
In his speech, Lim praised the efforts by MPSPto publish the tourist map and said: The map will
promote tourism which will provide more job op-portunities for the youths in the hotel, transport andtourism industries.
Lim also congratulated MPSP chief MaimunahShariff, council secretary Rozali Mohamud and others
for successfully obtaining theISO 14001:2004 certication
from SIRIM QAS Interna-tional Sdn Bhd.
At a press conference afterthe launch, Lim announcedthat MPSP wil l spend
RM1.36 million to battlestreet crime by increasing the
number of closed-circuittelevision cameras (CCTVs)by 55 units to be installed on
the mainland.I am very concerned
with street crime which hasdrastically increased by 72per cent. Last year the
number of street crimes reported was 218 but basedon the gures from January to May 2013, the num -bers have increased. Therefore, I have directedMPSP to immediately install the CCTVs this yearalthough it was initially planned for next year.
Maimunah added that MPSP will also increase the
number of streetlights by 150 at a cost of RM360,00Children of MPSP staff members had an enjoy
able time in the games and colouring contests whithe adults had fun at the karaoke. Participants several contests organised by MPSP also walke
away with attractive prizes.

THE recently concluded
13th General Election pro-duced changes to the Penang
State Assembly. For Umno,
this is going to be their sec-
ond term as opposition here.
Maybe after the 2008
General Election, Umno
could console themselves
that Pakatan Rakyats vic-
tory may be just be a flash
in the pan and that they can
come back as the ruling
party the following election.
It was difficult for Umno
to accept the fact that their
arch-rival, the DAP, had fi-
nally been elected as theruling party and they have
been relegated to the opposi-
tion role.
Maybe because of such
feelings, Umno was ready to
fight the PR all the way in
the Penang State Assembly.
With characters such as Da-
tuk Azhar Ibrahim as the
Opposition Leader and a few
other Umno assemblymen,
the Penang State Assembly
promised to be very lively,
tense and sometime explo-
sive.
On the other hand, the PR
assemblymen went all out toprotect this new government
and the Chief Minister. The
rest was history, Azhar was suspended three times,
even government backbencher Jagdeep Singh Deo
was also suspended and there were several walkouts
by the opposition.
This time around, the new Opposition Leader is
a veteran lady legislator, Datuk Jahara Hamid, and
she is definitely a different character from Azhar.
With her at the helm and the fact that several new
Umno assemblymen are not the explosive-type, the
opposition presented themselves quite differently.
They seemed to be more reasonable, their lan-
guage was not unkind or hard-hitting and their de-
meanour mild.
The DAP assemblymen do not find any problemrelating to the Umno representatives and even man-
aged to get them to agree to our proposals. How-
ever, PKR Malay exco would have to face the wrath
of the Umno representatives because they need to
compete on Malay and Islamic issues.
I can say that Umno must now accept the fact that
the PR was re-elected for a second mandate with
greater majority from the electorate. Umno may have
wished that the PR be defeated but the results indi-
cated that Umno needs to review its thinking and
operations to stay relevant in todays political sce-
nario.
Umno in Penang has never been in the opposition
all these years. I said they have not been an effective
opposition the last term as they found it difficult to
adjust themselves to the new role.
But Umno needs to realise that they have a role to
play and unless they play the role well and effectively,
they will continue to lose support among the voters.
Just as people said change of role, change of
mindset, Umno must change its mindset that they are
no longer in government and cannot get things done
according to their whims and fancies.
I look forward to Umno playing the opposition
in a more responsible manner in the Penang State
sembly.

COME 2015, a United States medical devicesmanufacturer - Haemonetics Corporation will set
up their manufacturing facility at the Batu KawanIndustrial Park in south Seberang Prai.
The proposed plant to be located at a 4.8 hectareplot will see an investment of millions of ringgitfor manufacturing whole blood and apheresis de-
vices.This facility, which will provide jobs for up to
700 headcounts will have production starting in thefirst quarter of 2015.
Chief Minister Lim Guan Eng said the investment
was a runaway success of Invest Penang, in col-laboration with federal agencies like MalaysianIndustrial Development Authority.

BUSTLING and vibrant Little India turned darkand quiet on July 16 because all 140 shops at theenclave closed as a form of unity in a country wide
protest.This same scene happened in other parts of Ma-
laysia and caught the attention of assemblymemberfor Padang Kota, Chow Kon Yeow.
Chow, who is also the exco member for Local
Government, Traffic Management and FloodMitigation, met the traders during their peaceful
protest.The local traders at Little India claimed that the
annual Global Indian Shopping Festival traders are
illegal and are invading their market. Further, theyclaimed that there is an outflow of approximatelyRM40 million out of the country.
The Penang State Government is not in a posi-tion to deal with the global issues of fair tradecompetition, anti-dumping and others but we will
still listen to the grouses of the local traders, Chowsaid at a press conference.
In fact, after hearing all the objections from thelocal traders, the state has negotiated with the or-ganiser of the annual Global Indian Shopping
Festival to hold their fair in PISA and not in TimesSquare so that they are further away from Little
India. We have also reduced the number of daysof the shopping carnival from 10 days originallyplanned to only five, he added.
There are over 1,000 local traders who pro-tested in Malaysia and they claimed they lost mil-lions of ringgit due to the competition from theshopping carnival. By right, the Federal govern-ment through the International and Domestic Trade
ministries must look into their grievances.An example given by Chow was if one is doing
a hawker business which relies on a seasonal mar-ket, you do not want an illegal hawker to take awayyour customers.

Gold jewellery and textile merchant P. Ramal-ingam claimed that they lost almost 30-40 per centannual profits and have suffered in the last four
years due to the Global Indian Shopping FestivHe said they cannot compete with the forei
traders because they need to pay taxes, utilities asalaries for their workers.
Another trader, GP Asok Kumar, hoped the Pe
ang government will look into their plight and stthe Global Indian Shopping Festival.
While consumers enjoy the perks of cheapprices and wider varieties of goods in one locatiwhen they visit the Global Indian Shopping Fes
val, the local traders will have to brace themselvdue to the business slowdown at their shops Little India.

visited Lebuh Armenian inGeorge Town to check onLithuanian artist ErnestZacharevics artwork Lit-tle Children on a Bicycle,
that had been defaced re-cently.
I am not happy that theartwork was damaged, butluckily Ernest was kind
enough to touch up the mu-ral, he said during a pressconference at the site.
Also present were Zacha-revic and his wife GabijaGrusaite, George Town Her-
itage festival director, JoeSidek and exco for Tourism,Danny Law Heng Kiang.
Lim also thanked art lov-er and designer Kenny Thi,
30, who helped clean themural which was defaced bygravy.

IN an unprecedented move, state excomember for Housing and Town &
Country Planning Jagdeep Singh Deohas urged the Federal government tocontinue its efforts to help the lowerincome group to own low-cost housesto show reconciliation and move on
with building the country.Jagdeep held a press conference on
July 18 in Komtar and revealed thatthere is a RM1.8 billion loan guaranteescheme by the Ministry of Finance Inc
given to low- income earners to pur-
chase low-cost homes through a schemeby Syarikat Jaminan Kredit PerumahanBhd (SJKP).
Although the Penang government
has offered low-cost, medium-cost andaffordable housing to Penangites, thestate realises that a group of people whowere offered the homes cannot get ahousing loan from the banks.
This group is those who have aregular income but cannot producedocuments of their income. They arefarmers, small traders, shermen, tai-
lors, contractors, housewives and oth-
ers who do not have income tax, EPFor salary slips to qualify for a bankloan, Jagdeep said.
This SJKP scheme has been around
since January 2008 and until July 12this year, 467 applicants from Penanghave received the guarantee given by
SJKP to the banks. The total involvedis RM21,793,213.39.
Jagdeep urged the Penang assem-blymembers and the media to helpspread the news that 14 banks are
listed under the SJKP scheme andapplicants can obtain the forms fromthese banks.
To be eligible, the applicant must be18 years and above, self-employed orhave regular income of an average ofRM1,000 per month (to be certied by
penghulu, JKKK chairman, Category
A civil servant or bank manager wherethe application is made).The loan guaranteed is up to a
maximum of RM100,000 or 100 percent of the loan where the age of theborrower is between 40 and 65 years.

Association (REHDA) chairman, Da-tuk Jerry Chan revealed that REHDAmembers have checked with localbanks but the banks claimed that theyare unaware when the guarantee scheme

scheme augurs well for all becauwill help the poor to own homes offby the state government and at the stime, help the developers to selllow-cost homes they built.
Meanwhile, the banks have notto lose because the loans are guaranby SJKP.

ONE cannot miss the eye catching, bright and cheer-ful SPICE sign at the former Penang InternationalSports Arena (PISA).
If you have been to an exhibition or concert thererecently, you denitely can see the transformation that
has taken place right before your eyes in these lastfew months.
The basement carpark is now lighted and paintedwith various colours.
The arena itself is brighter and there is no longer
ugly tarpaulin hanging from the ceiling which usedto leak.
Although construction work is on-going, the de-veloper has minimised the inconvenience withproper road signs and directions.
The other most visible portions are of course themain entrance, reception area and toilets which havebeen upgraded.

included;3. A retail and commercial area willbe built to provide visitors entertain-
ment and leisure with cafes andshopping outlets;
4. Works are being carried out forthe subterranean exhibition centre;5. The rooftop of the subterranean exhibition centre willbe turned into a 7.5 acre green park with jogging paths;6. A new hotel will be built to cater to the visitors to
SPICE;Overall, the work is 37 per cent completed while
the arena refurbishment is 90 per cent ready.By 2016, Penangites can look forward to enjoy all
the above facilities.
Meanwhile, the arena area is fully booked everyweekend as the place is still full of activities.
Khoo said, Even the organisers of the major evenare very happy with the refurbishment. Some of theare annual events and they nd that the air-condition
ing is now cooler, place brighter and generally, evryone is happy including the visitors.
Also at the site visit were Datuk Liew Chook Sathe project management consultant engaged by MPPand Lawrence Lim.
Media members were taken on a tour of the construction site and SP Setia explained the piling an
excavating works being carried out for the subterrnean exhibition centre.

BUSINESSMAN Harvindar Singh, 51, is a sixth-term
councillor who is part of the One-stop centre (OSC)standing committee and Planning Committee of thePenang Island Municipal Council (MPPP)..
I hope to impart some of the knowledge I gainedsince I became a councillor in 2008. Back then, we
started with very little experiences as councillors.Now, some of us have learned and hope to share ourexperience with the new councillors who are justappointed, Harvindar told Buletin Mutiara after thecouncil meeting at the Town Hall in Esplanade.
Harvindar is known among civil servants and alsofellow councillors as someone who is very meticu-lous, thorough and nothing escapes his sharp eye.
Previously, before the MPPP went paperless anddigital, the councillors would be given stacks andstacks of documents and Harvindar would be the onewho spots mistakes and question any discrepancies.
Although Harvindar does not possess tertiary
qualications like some of his peers, he has led the
committees he headed successfully due to his dedica-
tion and determination.
I never missed a council meeting. I take my jobvery seriously. Before meetings, I spend time readingthrough all the papers given to us, he said.
When asked how he deals with challenges whenthe committee has to make difcult decisions such
as demolishing illegal buildings, approval of newdevelopment and other opposing views, Harvindarsaid: We see what is best for the people. Whateverwe do, we do for the benet of Penangites. Usually,
we seek the help from the technical people, weighthe pros and cons and decide.
Muhammad Sabri Md. Osman 51, a businessman,is a third-term councillor and has been appointed thealternate chairman of the Infrastructure and Transport
Committee & Public Health Standing Committee.Sabri gave basic reminders to the new councillors:
Be punctual, observe the dress code, study all the papers,proposals and when unsure, approach the various depart-
ments in MPPP and get more information.

Infrastructure and Transport Committee.

THE Penang squad returned vic-torious with 48 medals picked up
from 17 sports events held atthe16th KL Sukma Games fromJune 28 to July 7.
The nal tally was eight gold,19 silver and 21 bronze medals ,
which were collected from, amongothers, judo, artistic gymnastics,synchronised swimming, softball,table tennis, wushu, silambam,futsal, equestrian, cricket and
Muay Thai.This put Penang in seventh
place among the 14 states thatcompeted in the games, with Sel-angor topping the chart with 70
medals and the highest gold
medal tally of 23.In appreciation of their efforts,the Penang squad was rewardedwith incentives, at a function on

MENTION the word dead and manywould quickly picture graves, owers, thecolour grey and corpses or even zombies.
Not many would picture a colorful
festival that the whole family wouldenjoy.
With that in mind, the Penang BonOdori Festival 2013 kicked off on July20at the Esplanade in Georgetown.
Today, Bon Odori has evolved from a
sombre occasion to a carnival lled withfun for the whole family while maintain-ing its strong Japanese cultural values ofhonouring the departed spirits of ones
ancestors.This is seen in the traditional Bon
Dance, a Japanese folk tradition to ac-knowledge and appreciate the spirits ofthe dearly departed.
The festival started at 6pm with open-
ing speeches from Penang Chief MinisterLim Guan Eng, state exco memberDanny Law and Ryuji Noda, consul-general of Japan.
An estimated 50,000 people lled up
the Esplanade eld that had 92 stalls andbooths.
Each stall had a different aspect ofJapanese culture - from sushi to tradi-tional Japanese games to products from
the Land of the Rising Sun and even afew Cosplay acts.
Also, to go with all the
festivities, traditional Japa-nese dance and musical per-formances were going on allthrough the day and into thenight.
Other highlights were thethree-string instrument per-formance by the TokuyamaRyu Gensui-Kai group andthe Japanese folk perfor-
mances by the Nihon MinyoKenkyu-Kai Toyomiko-Kai.
Other dances by local or-ganisations and SM SultanAbdul Halim, Kedah were the
Rasa Sayang, Tanko Bushi, ZunkodoBushi and Pokemon Ondo, showing theclose bond between our local Malaysianculture and our Japanese friends.
In his speech, Noda said this was the
best way for Malaysians and local Japa-nese residents to learn about the culture ofeach other and have fun at the same time.
Our friendship with Japan goes backa long way and we hope this strong rela-
tionship will continue through the yearsto come., Lim said.

The Delta Eco Night Run is back for
its second year running.The run will be held at Youth ParkPenang at 7pm on Aug 30 and will makeits way from the park to one of Penangs
main tourist attractions, the BotanicalGardens and then return to end at YouthPark.
One of the main attractions is thechance to run in the Botanical Gardens
when the sun goes down, a chance notgiven to many as the garden is nor-mally closed to the public at night.
The run, organised by Delta BusinessSolutions Sdn Bhd, endorsed by the
Penang state government and in col-laboration with the Penang Island Mu-nicipal Council (MPPP), the PenangSports Council (MSNPP) and co-organ-
ised by Lions Club of Georgetown, aimsto raise funds for an environmental
project.This year, Delta aims to raise RM 25000 for a sh releasing project in No-
vember 2013.There will be two categories in the
run, competitive and fun run.Registration fees for both are RM40
per runner.

A DISPUTE between two neigh-
bours has caused more problemsthan both anticipated.
It started out as one neighbourlodging a complaint with the Pen-ang Island Municipal Council
(MPPP) about an illegal exten-sion.
Upon checking, MPPP foundthat there are over 20 units inVilla Condo in Relau which have
illegal extensions.
Paya Terubong assemblymem-ber Yeoh Soon Hin went down tothe ground to handle the situationas one resident had cried foul that
only her unit received the noticeto demolish her extension.
Wishing to be known only asMadam Wong, she alleged thatMPPP had practised selective
enforcement as only she got the notice.The extension works at her unit
were not completed and bare brickscan be seen from the outside.
MPPP officers from the BuildingDepartment explained to her that no-
tices will be issued to all the otherunits as well.
There are nine blocks of apartmentswith 458 units.
Built in 1990, many of the units on
the ground floor have extensions.
After Yeoh had to explain the situ-ation to the residents and calm themdown.
MPPP does not practise selectiveenforcement like what was claimed,
he said. However, we do not condone
illegal extensions and will adowners to follow the law.

STATE assemblymember for Paya Ter-ubong Yeoh Soon Hin made a site visit
to Jalan Bukit Kukus, in Paya Terubong,Air Itam, on July 18 following com-plaints by residents about the housingproject at the nearby Geo Valley.
Yeoh said 27 households on Lebuh
Rambai 6 were affected by a landslideon June 6, following a downpour in the
area.Joining Yeoh during the visit wasLone Pine Groups general manager,Tommy Ng and ofcers from Penang
Municipal Council,s (MPPP) engineer-ing department.
Following a complaint from theaffected residents, MPPP issued a stop-work order to the developer on June
10, Yeoh said.The Geo Valley housing project
comprises 72 blocks of six-storeysemi-detached townhouses, totalling
288 units.He said following this, the devel-
oper has since constructed a drainage
system and a retention pond.Meanwhile, remedial works by the
developer were also carried out. All theaffected residents were also compen-sated for damage resulting from thelandslide, he added.
He commented that the developerhad also requested the council to con-
duct a follow-up check on the construc-tion site.Its more than a month since the
landslide occurred , and nothing newhas happened.
There is also no further report ofpollution from the construction site,Yeoh said.
He added that the council will lift thework-stop order if everything is ne.
In the meantime, the developer willhave to submit a weekly report to thecouncil.

AT 3pm on June 24, Lai Siew Fong, a
36-year-old saleswoman was believed tohave been burnt by her husband in theirown home. The incident in Bukit Merta-jam resulted in 60 per cent burns on thevictims body.
The husband disappeared after the
incident. Prior to that date, the victim andher family had already lodged at least 5police reports as a result of continuingincidents of violence.
The horror does not stop there. Some
victims lose their very lives. Apart fromthe Lai Siew Fong case, there were re-ports of at least 2 other women beingbeaten to death by their own husbandswithin the past 2 months. Chee Gaik Yap,
a 25-year old woman, was believed tohave been raped and murdered 7 yearsago. Some victims are merely toddlers,like the 4-year old who was believed tohave been raped in her own kindergarten
in Penang several years back. What iseven more sickening is that some of the
perpetrators are members of the victimsown family, including their fathers.
Violence against women is not a new
issue. Every day, we hear news of thisfundamental violation of womens hu-man rights in its various forms, includingphysical violence (beatings, burnings andother forms of abuse), sexual violence
(rape, molestation and sexual harass-ment), psychological and emotional vio-lence and many more. The reality is thatwomen are often targeted as victimsbecause they are presumed to be weak
and easily overpowered.The impact of violence against wom-
en is extremely serious. Victims lose their
lives and dignity, their physical andmental health, their self-condence and
ability to function on a day-to-day basis.Their work performance and socio-eco-nomic status often deteriorate. Familyharmony is shattered. The future of LaiSiew Fongs children, aged 10 and 6 re-
spectively, appears unclear, with theirmother seriously injured and their fatherhaving disappeared. The father of the lateChee Gaik Yap was driven to attemptsuicide in the vicinity of the court when
he received the verdict that the Alor SetarHigh Court had acquitted the accused in
his daughters case. Family members andclose friends of rape victims experiencephysical and mental trauma when theyundergo investigation and court trial
processes. These consequences can lastfor years, if not a lifetime.
In Malaysia, violence against wom-en is escalating. Statistics show that in
the past decade, between year 2000 and2010 throughout the country, a total of35,684 cases of domestic violence werereported, together with 25,363 cases ofrape and 19,465 cases of outrage of
modesty or molestation. Of this gure,
3,255 (9.12% or almost 10%) of do-mestic violence cases took place inPenang. Studies in Penang also show
that the conviction rate for cases ofsexual crimes (most of which involvefemale victims) which went to trial incourt is only about 4%, whereas the
DNAA rate (where the accused is dis-charged not amounting to acquittal) isaround 45%. This clearly shows that itis not easy for a victim to seek justicein court, due to various factors.
Gender inequality is one the maintors contributing towards violeagainst women. When women arerespected nor treated as equal to m
terms of their worth, when they arependent nancially on men and are
stantly being depicted or regardeweak and easily manipulated bymedia and by society, what results
culture that readily accepts and norises violence against women as jusway things are. This attitude needs changed, for the sake of the safety
wellbeing of society. The responsibfor transformation rests on our shoulcollectively.
