BUILDING THE RIGHT INFRASTRUCTURE FOR TOMORROW
REFORM INFRASTRUCTURE GOVERNANCE AND BOOST INVESTMENT The main impediment to strong infrastructure investment is not related to a lack of financing, but a lack of good governance. The topic of infrastructure governance is thus increasingly taking center stage in Africa among policy makers and practitioners.
This event follows directly from the 2015 Addis Ababa Action Agenda and the recommendations of the 2017 Global Infrastructure Forum which called on the Multilateral Development Banks and partners to focus on: strengthening investment capacity, policy and governance frameworks of governments; enhancing of private sector participation and financing; boosting the catalyt-ic role of Multilateral Development Banks in bridging the public and private sectors. The new World Bank initiative to crowd in commercial financing and sustainable private sector solutions, Maximizing Financing for Development, is a clear manifestation of this, and for this to succeed, governance reforms must happen.
The event will add value by:
• Bringing together high-level decision-makers from politics, business and civil society that can set the direction for how the infrastructure pipeline can be boosted through better governance.
• Ensuring that senior officials, reputable business partners and sector experts meet and share knowledge about concrete cases and what works
• Making ready-to-use tools available - unfolding the standards and tools that have been developed; develop specific demand driven knowledge products that build on what is needed going forward.

Session 2: Why is Infrastructure so hard to get right?
The objective of good infrastructure policy is to make the right projects happen in a manner that is cost efficient, sustainable, affordable and trusted by users and citizens. In addition, it is a priority to make the best use of the private sector and allow for innovation. This presents a challenge.
The panel will confront the issues by way of addressing three sets of questions:
• What are the main governance issues and bottlenecks to successful infrastructure investments?
• What can we learn from the cases that were successful?
• How do we move forward on this topic?

Session 3: Designing a strategic vision is crucial but difficult to implement
A necessary condition for a successful infrastructure program is appropriate strategic planning that sets a long-term vision, but this is easier said than done. While identifying a long list of projects is relatively easy, prioritizing it is not. It requires that the country negotiates the inevitable trade-offs of limited fiscal space, competing interests from stakeholder groups and marries the immediate needs with long term prospects. Key questions to be addressed include:
• What should be included in a strategic plan for a long-term infrastructure vision?
• What can we learn from the successful cases of infrastructure vision?
• Are the key capacities governments must focus on?
• What are the key implementation obstacles?

Session 5: Making sure it’s done with integrity
Infrastructure can have a great impact on citizens’ lives, trust in government and on the environment for years to come. It falls to the government to ensure that people are heard, that decisions are made trans-parently, that all the important information is made public and that integrity and corruption threats are identified and managed. Some key questions to address include:
• What are we trying to achieve with transparency, disclosure, consultation and data collection?
• What can go wrong and how to avoid that?
• What are good practices and have they worked?

Case Studies
This session will provide first hand informal exchange. A practitioner will share the story of a project or case followed by a short but vibrant off-the-record conversation.
The case studies will cover infrastructure services that perform a public role. There will be varying degrees of private participation, i.e. pure public works contracts, service concessions, full concessions, PPPs, SOE-PPP arrangements. The cases will cover a range of sectors such as energy, transport, and water. For all the cases, the asset will have reached the operational stage. The speaker will either be a representative for the public or private side in the deal. The deal will have lived up to good governance principles, broadly speaking.
There will be five concurrent case studies presented in the first hour, followed by five different case studies in the second hour. Each case study will be presented twice. For each group, delegates must choose two of the available case studies to attend.

Building Infrastructure with the right tools
Officials and decision-makers face concrete issues regarding infrastructure: when to use PPPs, how to develop a project pipeline that is operational, how to ensure alignment across levels of government, how to build a clear business case, allocating risks to the parties best able to handle them, choosing and using transaction advisors. This session will present some of the tools and approaches that can help.
