INTRODUCTION

1. The necessity of the thesis

President Ho Chi Minh once taught: "Cadres are the chain of the

machine. If the chain is not good, not running, the engine is though good,

though running, the whole machine is also paralyzed. Cadres who bring the

policy of the Government and organizations to implement in the people, if

cadres are bad, the good policies can not be implemented”. The resolution of

the 8th, the 9th and the 10th congresses of the Party considered the issue of

building up the contingent of cadres is the most important work in the cause

of national renewal. Building a contingent of cadres who are "politically

stable, ethical, healthy lifestyle, intellect, knowledge and ability to work in

practical activities, connected with the people" is the most concern which

determines the survival of our Party and State. This is also reflected in

analyzing the situation of cadres, Party members at the XIth Party Congress

and especially in the Fourth Central Conference (XIth Congress). At the

XIIth Party Congress, the quality of the contingent of cadres, civil servants

and officials were evaluated as follows: "The quality and capacity of the

contingent of cadres, party members, civil servants and the work of training

and using of cadres have many limitations. The rule of law, discipline is not

strict”. Therefore, in the process of reforming the economic management

mechanism from the centrally planned economy to the socialist-oriented

market economy in our country, the building of the contingent of cadres and

civil servants working on state management in general and contingent of civil

servants working on state management of economy in particular are both

urgent and long-term strategies to meet the requirements of national’s

construction and development.

Up to now, the contingent of civil servants of our country has grown up

in quality, increased in number and gained considerable achievements.

However, the reality is posing many new problems, especially in the context

of international integration and accelerated industrialization and

modernization of the country. Therefore, the establishment of the contingent

of civil servants working on state management of economy together with

the requirements of title standards and quality of civil servants are becoming

increasingly urgent and important.

Quang Nam is one of the provinces with relatively stable and sustainable

economic growth. Over the long term, GRDP in the province has increased

on average 12% / year from 2010 to 2015. Average income per capita in

2010 reached 17.2 million, reached 38.3 million by 2015. In 2010, the total

GRDP in the province reached nearly 24,611 billion, increased 12.2%,

reached 56.797 billion by 2015. Industry structure is moving towards

progress; Value of industry increased rapidly; Service is growing; Import-

export turnover in the period 2010-2015 increased by 12%/year on average.

However, apart from the above-mentioned achievements, Quang Nam has

some limitations, includes: the economy is small scale; growth is not

commensurate with its potential, unsustainable; Competitiveness,

productivity and efficiency are not high; Investment environment is not

attractive; Infrastructure is not synchronized; The quality of human resources

has not met the requirements of industrialization and modernization.

Management of exploitation and use of resources is not yet rational; Situation

of mineral resources’ waste is still common. The human resources of the

province are abundant but not effectively used the rate of unemployment,

lack of employment is high. The level of technology and capacity to receive

the transfer is still limited; people's life is still difficult, economic

development is slower than many provinces in the country.

One of the many reasons for the above-mentioned limitations is that the

work of building contingent of civil servants working on state management

of economy in Quang Nam has not been effective and reasonable (from

recruitment to deployment, evaluation, planning, training, rotation, policy, so

on); Due to the weaknesses in both the level and capacity of the contingent of

civil servants working on state management of economy, especially at the

provincial level, the effectiveness of leadership and management of

economic activities in the province has not met requirements of the

development. Therefore, in addition to the guidelines and policies of

economic development of the Party and the State, Quang Nam needs to have

its own measures, suitable to local conditions for development, in which,

building contingent of civil servants working on state management of

economy is a great importance issue. This is to overcome the current

shortcomings of the current contingent of civil servants working on state

management of economy in Quang Nam at present. It is necessary to

consider this work as the key stages in implementation province's socio-

economic development strategy. Therefore, the issue of building a contingent

of civil servants, especially high-quality contingent of civil servants working

on state management of economy is not only in line with the socialist-

oriented market mechanism but also meaningful in building law-based state

which is of the people, by the people and for the people, as well as the urgent

need in the current process of industrialization and modernization.

Based on above situation, I select the topic: "Building the contingent

of civil servants working on state management of economy in Quang Nam

province" as a doctoral dissertation, specialized in economic management.

2. Purposes and research tasks of the thesis

2.1. Purpose

Based on the theory of building the contingent of civil servants

working on state management of economy, the thesis analyzes and assesses

the situation of building contingent of civil servants working on state

management of economy at the provincial level in Quang Nam in the 2010-

2015 period, to propose solutions to improve the efficiency of building this

contingent of civil servant in Quang Nam to meet the needs of socio-

economic development up to 2020 with a vision to 2030.

2.2. Tasks

- To define the theoretical basis, methodology and concepts related to

build the contingent of civil servants working on state management of

economy at the provincial level in Vietnam.

- To analyze and assess the situation of building the contingent of civil

servants working on state management of economy at the provincial level in

Quang Nam in the period of 2010 - 2015 and to draw the successes,

limitations and causes.

- To propose key solutions for building the contingent of civil servants

working on state management of economy in Quang Nam province up to

2020 with a vision to 2030.

3. Subject and scope of the thesis

3.1. Research subjects

The research object of this thesis is to build a contingent of civil servants

working on state management of economy in Quang Nam province on the

basis of the following key issues: strategy, training, retraining, recruitment,

promotion, appointment, rotation, evaluation, mechanisms and policies for

the contingent of civil servants working on state management of economy.

3.2. Research scope

In term of space: The dissertation focuses on building the contingent of civil

servants working on state management of economy in Quang Nam province

In term of time: The thesis focuses on analyzing the issue in the period

of 2010 - 2015, to propose solutions until 2020 and vision 2030.

4. Theoretical ground and research methods of the thesis

4.1. Theoretical ground

- The dissertation is based on the principles of Marxism-Leninism; Ho

Chi Minh Thought; the Party's lines, the State's policies and laws; and the

decisions of the Party committees and government of Quang Nam province

on building contingent of civil servants working on state management in

general and who working on state management of economy in particular.

- Based on the views and theories of economic management science to

build the contingent of civil servants working on state management of

economy at the provincial level in the context of developing a market

economy.

4.2. Specific research methods

- The thesis is based on the results of research and assessment the

contingent of civil servants working on state management of economy in

some provinces and cities in the country, the results of the survey on the

situation of the contingent of civil servants working on state management of

economy in Quang Nam.

- The author of the dissertation conducted a quantitative survey (by

votes): 300 officers, with simple representative sampling method; Qualitative

survey (in-depth interview): 15 persons

- Being a topic with practicality and specific subjects, the thesis uses the

statistical method, compare, modern tools and methods of economic research

in analysis to present through the system of comparative tables to make the

necessary conclusions.

5. New contributions of the thesis

5.1. New scientific contributions

- To systematize, supplement and further clarify the theoretical ground

on building the contingent of civil servants working on state management of

economy at the provincial level in Vietnam.

- To establish the main contents to build the contingent of civil servants

working on state management of economy in Quang Nam in the current

period.

- To assess the situation of building contingent of civil servants working

on state management of economy at the provincial level in Quang Nam in the

period of 2010 - 2015; to analyze achievements, limitations, weaknesses and

causes.

5.2. New practical contributions

- The research results contribute to complete the institution, mechanism

and policy on building contingent of civil servants working on state

management of economy at the provincial level in coming years.

- The results of the study can be used as a reference for provincial

governmental agencies and contingent of civil servants working on state

management of economy in Quang Nam.

In addition to the introduction, conclusion, list of references and

appendices, the thesis has 4 chapters, 12 periods.

Chapter 1

LITERATURE REVIEW ON BUILDING

THE CONTINGENT OF CIVIL SERVANT WORKING

ON STATE MANAGEMENT OF ECONOMY

1.1. Researches on building the contingent of civil servant working

on state management

Researches on building the contingent of civil servant working on state

management in the world economy highlight the very important role of the

civil servant working on state management, considering "civil servants are

the first wealth of government’s". In order to build a contingent of civil

servant working on state management in general and in economy in

particular, researches in the world attach importance to the following

contents: Training plan for efficient cadres in the state economic sector; The

goal is to develop talents systematically to ensure the right source of cadre in

leadership positions;

Human resource management must agree with the vertical strategic plan

and with other functions of horizontal human resources such as training and

development, wage and welfare regimes, recruitment and selection, relations

Labor and Human Resource Assessment to allow the adjustments to face

with fickle changing of environment. Human resources managers must

monitor the skills of civil servants and keep a list of skills. It is clear that

these researches have implications for researching the issue of building the

contingent of civil servant working on state management of economy in

Vietnam.

1.2. Researches on building the contingent of civil servant working

on state management of economy in Vietnam

The researches have dealt with different perspectives and levels and

contributed some solutions to build a contingent of civil servant working on

state management of economy who have "mind and vision" of our country in

general as well as each locality where is researched in particular. It is

possible to draw some general assessment of the research’s results on

building the contingentof civil servant working on state management of

economy, as follows:

Firstly, the planning work must be democratic, public and properly

guided. Arranging, using properly the contingent of civil servant working on

state management of provincial economy according to the planning, “treasure

the talented as do carpentry”, arranging the right personnel and proper

training, creating conditions for cadres to promote their strengths; providing

appropriate remuneration to civil servant working on state management of

provincial economy.

Secondly, in recruiting, priority is given to virtuous and talented people;

Decentralization is used for sectors in civil servant recruitment.

Thirdly, specific standards of titles for each type of work of civil servant

working on state management of economy must be elaborated.

Fourthly, reinforcing the work of training and fostering the contingent of

civil servant working on state management of provincial economy.

Fifthly, managing civil servants has an important role, which is the

decisive factor affecting all stages of the work of building civil servants in

general and civil servant working on state management of provincial

economy in particular.

In addition to the achievements that have been made, these researches

still have the following limitations:

Firstly, the above-mentioned work has not yet made a detailed analysis

of the rationale for civil servants working on state management of provincial

economy.

Secondly, analyzing, assessing and deeply explaining the situation of

civil servants in the process of working on state management of provincial

economy have not been implemented.

Thirdly, to date, there has not been any research on the content of

building a contingent of civil servant working on state management of

provincial economy in Quang Nam province.

1.1. Thesis's research direction

The main research’s direction of the dissertation is to analyze and

assess the situation of building a contingent of civil servant working on state

management of provincial economy in Quang Nam on the contents; building

development strategy; the work of planning; the work of recruitment;

Arranging, using and alternating cadres; the work of training and fostering;

The policy for civil servants ... Then, the thesis proposes solutions to

improve the efficiency of the process of building the contingent of civil

servant working on state management of provincial economy in Quang Nam

province.

Chapter 2

THEORETICAL GROUND AND PRACTICE OF BUILDING THE

CONTINGENT OF CIVIL SERVANT WORKING ON STATE

MANAGEMENT OF ECONOMY AT THE PROVINCIAL LEVEL IN

THE CURRENT PERIOD

2.1. Concept, characteristics, classification and role of the contingent

of civil servants working on state management of economy

2.1.1. Concept of civil servant working on state management of economy

Inheriting selectively the views of the predecessors, the author of the thesis

introduces the concept of civil servants as follows: civil servants are recruited

citizens to work regularly in state agencies, and are paid by state budget.

- Civil servant working on state management of economy

The concept of civil servant working on state management of economy

is used in the dissertation as follows: civil servants working on state

management of economy are those who work in the field of state

management of economy, and are arranged in the system of state

management agencies; They represent the State to implement certain

management functions within the state socio-economic management system;

although they are also workers, they are different from other direct workers

in the manufacturing sector in that the type of labor they implement: -

management labor - a form of special production that produces benefits for

the nation.

2.1.2. Characteristics of civil servants working on state management of

economy at provincial level

- Their activity is tied to state power at provincial level and law

- The activity of civil servant working on state management directly

affects the lives of local people.

- Civil servant working on state management of economy at provincial

level is under pressure on the amount of work to be handled as well as the

pressure to be completed on time is huge.

2.1.3. Classification of civil servants working on state management of

economy

- Depending on the position and importance of the contingent of civil

servant working on state management of economy, the team can be divided

into three groups: (1) economic policy makers; (2) A group of specialized

economic analysts in each specific area that is likely to lead to alternatives or

areas for policy decisions; (3) A group of professional staff who assist in

technical management.

- Depending on the decentralization, the team is divided into four

categories: (1) civil servant working on state management at Central level;

(2) civil servant working on state management at provincial level; (3) civil

servant working on state management at district level; (4) civil servant

working on state management at commune, ward and township level.

- Depending on the management level of the system, this team includes:

(1) senior team; (2) middle class; (3) grassroots group.

- Depending on the field of profession, it is possible to divide state

management of agriculture, industry, commerce, services, finance, etc.

2.1.4. The role of contingent of civil servant working on state

management of economy

- Planning directions, strategies, guidelines, plans for economic development.

- Organizing the apparatus and personnel to effectively implement

economic management tasks.

- Adopting management measures to achieve the objective of rapid,

stable and sustainable development of the economy.

- Guiding the economic sectors to properly implement the policies and

laws of the State, ensuring fairness and equality among economic sectors.

- Implementing the inspection and supervision of the operation of all

economic sectors.

- It is an important part in the organization and implementation of the Party's

and the State's economic renovation policy; it is a team to absorb, select and sum

up the practice which contribute to improving the economic development

strategy and directions; to implement management functions such as forecasting,

planning, organizing, controlling, inspecting, adjusting, ...

2.2. Content of building a contingent of civil servant working on

state management of economy at provincial level

2.2.1. Principles for building a contingent of civil servant working on

state management of economy

Building a contingent of civil servant working on state management of

economy is a set of behaviors aimed at orienting the strategy and planning on

the development of the contingent of civil servants; building policies for

training, using, encouraging and deploying those contingents to promote their

capacity for economic development in particular and socio-economic

development in general.

2.2.2. General requirements for the contingent of civil servant working

on state management of economy at provincial level

2.2.2.1. General requirements for the contingent of civil servant working

on state management of economy

- On political qualities: The highest manifestation, most concentration

on the quality of each civil servant working on state management of

economy at provincial level is to firmly grasp the Party's viewpoints and

renewal directions.

- On moral qualities, lifestyle: living exemplarily and working in

accordance with the Constitution and the law are basic ethical standards,

always exemplary in front of the people. At the same time, every civil

servant working on state management must actively study and follow the

example, morality and behavior of Ho Chi Minh.

- On professional competence: Having professional knowledge in the

field of management; having knowledge of market economy and

international economic integration; having knowledge of economic laws,

joint stock companies, securities market ...; having modern scientific

management knowledge, etc.

- On organizational management capacity: Being capable of sensitivity,

flexibility and ability to observe tasks from the general to the detail to

organize the system in a synchronous and efficient manner.

2.2.2.2. The requirement for the number, structure of the contingent of

civil servant working on state management of economy at provincial level

- On the number: Annually, depending on the current number and

capacity of civil servants to determine the payroll norms, to ensure the right

and sufficient number of civil servants to fulfill the assigned tasks.

- On the structure: ensuring inheritance, transition generation; ensuring

the rational structure of gender, ethnicity, territory...

2.2.3. The content of building the contingent of civil servant working

on state management of economy at provincial level

2.2.3.1. Building standards for titles

The title of a civil servant is the concept of a civil servant’s title in the

administration or the civil service in general, for example: director, deputy

director, head of department, deputy head, specialist ... The process of

defining the criteria for the title of civil servant working on state

management at provincial level, apart from having to depend themselves on

the common standards promulgated by the Party and the State, to pay

attention to the following requirements:

- Determining the criteria for the title of civil servant working on state

management of economy at provincial level must be depended on the function of

the economic state management apparatus of such provincial/municipal service.

- Depending on the requirements of the current practice of the state

management apparatus of economy

2.2.3.2. Organizing the recruitment

Finally, the recruitment of civil servant working on state management of

economy also needs to comply with the following basic requirements:

- Deriving from the work needs that recruit appropriate people.

- Ensuring the standard job title of the vacancy.

- Ensuring fairness, equality and publicity.

2.2.3.3. Planning the contingent of civil servant

Cadre planning is generally another important element of cadre work.

Requirements of civil servant planning:

Firstly, the principles of cadre work of the Party must be adhered to. It is

necessary to have a firm grasp of the objectives, principles, standards and

major solutions for cadre work in the new era.

Secondly, planning to ensure the system between levels, getting lower

level planning as the basis for higher level planning, superior planning to

facilitate better implementation of subordinate planning.

Thirdly, sticking with reality to have a systematic, fundamental and

long-term plan for early detection of promising young civil servants.

Fourthly, both ensuring scientific, practical, objective characteristic and

creating resources to train, build contingent of civil servants and motivate civil

servants to strive; it is consistent, scientific but not rigid, closed.

2.2.3.4. Training, fostering

Training is the process of influencing people to get them acquainted and

mastering systematically knowledge, skills... preparation for their adaptation

to life and the ability to undertake an assignment of specific labor,

contributing to the development of society.

2.2.3.5. Arranging to use, promoting, rotation

On the arrangement of using civil servants, the aim is to maximize the

ability of each individual, to help them train themselves, improve their skills

in all aspects, fulfill their assigned tasks and help community solve problems

to achieve high efficiency.

The rotation of civil servants working on state management of economy is

an important and meaningful part of the cadre work, contributing to the

building of a contingent of qualified cadre who meet the requirements of

national industrialization and modernization. Rotation of cadre is a

breakthrough because if they do well, the rotation of cadre will promote the

cadre assessment, planning and training, fostering the cadres.

2.2.3.6. Assessing the civil servant

Assessment of civil servants to clarify their political qualities, ethics,

capabilities, professional qualifications and performance results of assigned

tasks. The assessment results shall serve as a basis for arranging, using, and

training, fostering, rewarding, disciplining and implementing policies

towards civil servant. The assessment of public servants must be conducted

on the principle of democratic centralism; ensure objectivity, science and

conclusions by majority on the basis of civil servant standards and results of

accomplishment of assigned tasks.

2.2.3.7. Policy for civil servants

Current civil servant policies include: the policy of recruiting,

appointing and dismissing civil servants; Policy on training and fostering of

civil servants; Wage policy; Disciplinary Reward Policy; Civil servant

protection policy and other remuneration policy for civil servants…

Depending on the importance, extent and level of regulation of the

policy, it must be institutionalized by laws, ordinances, decrees and

regulations of relevant state agencies.

2.2.3.8. Organizing the apparatus for managing the contingent of civil servant

To ensure that the contingent of civil servants is in terms of quantity,

structure and quality, and simultaneously operates in a stable and efficient

manner in all stages of the organization and personnel work, it is necessary to

have a system of units specializing in organizing and managing civil servants

from central to local levels. These units are called Organization agencies.

The organizing agency is responsible for advising and assisting the

leading and managerial agencies at various levels and branches on

organization and personnel work.

2.2.4. Criteria for assessing the work of building the contingent of

civil servant working on state management at provincial level Derived from the very important role of the contingent of civil servant

working on state management at provincial level and from the realities of the

research area, the dissertation based on the following basic criteria to assess

the construction the contingent of civil servant working on state management

of economy at provincial level in Quang Nam in recent years.

-On the planning work, it is necessary to define specific standards

together with requirements of localities and units; The planning process

ensures the democracy and objectivity; Planning must be closely linked to

training, fostering, inspection, review, evaluation and experience.

-On the work of recruiting, it must be from work that selects the

appropriate person; The recruitment organization must ensure transparency

and equality.

-The training, fostering, must build planning, careful training, fostering plan;

setting up appropriate training and fostering mechanisms and policies.

-The use, promotion and rotation must be in accordance with Party's

viewpoint and the law of the State; The arrangement of cadres and civil servants

must be in line with the standards, skills, capabilities and aspirations of civil

servants, creating the best conditions for them to develop their talents; The

arrangement of cadre must be derived from the requirements of the job.

-Rotation work must be based on cadre planning and intention to

arrange, use after rotation; The purpose of the rotation is to develop the cadre

rather than the purges of cadres who are not the same team.

- On the regime, policy for civil servants is assessed based on the policy

of material and spiritual treatment and the policy of rewarding talented

people in the province.

- On the assessment of civil servant working on state management of the

economy at provincial level, based on the set of standards and procedures

that ensure the scientific, rational and actual cadre.

- The basis for assessing the organizational structure of the civil servant

management is based on the level of stability, high rationality in terms of

structure, quantity, quality and efficiency of the contingent of civil servant

working on state management of economy at provincial level.

2.3. Experience on building civil servants working on state

management of economy in some localities and lessons learned for

Quang Nam province.

2.3.1.1. Experience of Hanoi

Firstly, for cadre planning: the City Party Committee must attach

importance to the development of guiding documents in combination with

thorough understanding of the purpose, requirements, contents and

responsibilities of the collective leaders towards the work of planning cadre

to focus on effective implementation. In this work, the role of the leader is

very important.

Well performing the training and fostering of professional qualifications

and skills, politically theoretical qualifications, state management, economic

management and foreign language skills; At the same time, appointing,

transferring and alternating cadres according to the planning.

Secondly, for the rotation of cadres: the Party Committees at all levels

should firmly grasp the principles, guidelines, thorough, comprehensive and

well-timed preparation, , appropriate procedures, careful and appropriate

steps to ensure high feasibility. In the course of organizing the direction, it is

necessary to regularly monitor, inspect and periodically review and draw

experience and step by step bring the work of rotation cadres into order, with

high quality and high efficiency

2.3.1.2. Experience of Da Nang

Da Nang pays great attention to the training and fostering cadres and

civil servants in the direction of specialized and professional training and

fostering of knowledge and skills which are suitable to the job positions, civil

servant ranks and criteria, leadership criteria; The management and training

of skills according to the positions of employment and the current jobs have

contributed to raising the professional qualifications and professional skills

and political theories of the contingent of cadre and civil servant working on

state management of economy.

2.3.2. Lessons learned can be applied in Quang Nam

Firstly, in order to build and develop a contingent of cadre and civil

servant in general, civil servants working on state management of economy

in particular, it is necessary to pay special attention to cadre planning. This is

the most important step, since from the new planning can create the plan of

training, fostering, alternating, appointing...

Secondly, building civil servants must be associated with caring for the

Party's grassroots organization, to apply the Party's guidelines, policies to life; Is

the place to check and assess and screen the party members and civil servants.

Thirdly, in the recruitment, arrangement, use, promotion and rotation of civil

servants, it is necessary to ensure the centralized, democratic... principles.

Fourthly, the more suitable, satisfactory remuneration policies for civil

servants are, the more can they encourage and attract the good civil servants

in the localities.

Chapter 3

SITUATION OF BUILDING A CONTINGENT

OF CIVIL SERVANTS WORKING ON STATE MANAGEMENT

OF ECONOMY IN QUANG NAM PROVINCE

3.1. Overview of geographic, administrative and social characteristics

of Quang Nam province

3.1.1. Geographic, administrative characteristics

Quang Nam Province is located in the central part of the country, the

North borders Thua Thien Hue and Da Nang, the East borders East Sea with

125 km of coastline, and the South borders Quang Ngai, the West borders

Kon Tum and Lao People's Democratic Republic.

Quang Nam has a natural area of 10,406 square km and a population of

1,460,164 (in 2013). Currently, the province has 15 districts and 2 cities and

1 town, of which 9 mountainous districts (Tay Giang, Dong Giang, Nam

Giang, Phuoc Son, Bac Tra My, Nam Tra My, Hiep Duc, Tien Phuoc and

Nong Phuoc. Paint); 7 districts / towns in the delta and midland (Dien Ban

Town, Duy Xuyen, Dai Loc, Thang Binh, Que Son, Nui Thanh and Phu

Ninh); The two cities are Tam Ky and Hoi An

3.1.2. Socio-economic characteristics

In 1996 Quang Nam province was separated from Quang Nam - Da

Nang, the socio-economic situation of the province, as well as the people's

life at that time, faced many difficulties, the poverty rate was over 36%, the

economic, technical and social infrastructure was weak and backward.After a

process of development, with accurate, timely and creative decisions of the

party committees and authorities as well as the determination to strive of the

whole population, the socio-economic situation of the province Quang Nam

has made positive changes up to now.The growth rate of total product in the

area in the period 2010 - 2015 is 12% / year; compared to 2005, GRDP in

2015 increased 2.3 times. Economic structure shifted positively:

Construction industry from 24% to 39.5%; Services from 35% to 41%; Agri-

forestry-fishery decreased from 31% to 21%. The economic strength of the

province has been raised, which facilitated to accelerate the development in

the coming time.

3.2. Situation of the contingent of civil servants working on state

management of economy at provincial level in Quang Nam

3.2.1. On quantity and structure In the period of 2010 - 2015, the number of the contingent of civil

servants working on state management of economy at provincial level in

Quang Nam remains at an average level of 1,056 people per year.

However, due to the need to reduce staffing and improve the machine

wasmore streamlined and reasonable, the number of these

contingentstended to gradually decrease (despite uneven decrease through

years).If the number is 1,128 peoplein 2010, then by 2011 it dropped to

953 people, increased to 999 peoplein 2012; By 2013 it increased to

1,101 people; But from 2014, it was back to the declining trend of 1,090

people and 1,067 people in 2015.

- The gender structure of the contingent of civil servants working on

state management of economy in Quang Nam Provincewas unreasonable,

because female civil servants were relatively low, less than a quarter of the

total; Later years tended to increase (27.55% in 2015)

- On the ethnic structure, the civil servants working on state

management of economywas Kinh accounting for more than 86%; The

percentage of civil servants who were ethnic minority people was low,

accounting for only 2% of the total number of contingents of civil

servants working on state management ofeconomy (while ethnic

minorities account for 7.2% of the total population).

3.2.2. On quality

In 1996 Quang Nam province was separated from Quang Nam - Da

Nang, so the first time, the contingent of civel servants working on state

management of the province was both insufficient and weak. The university

qualification of the civil servants always had high professional requirements

such as Department of Finance (had not reached 50%), Department of

Planning and Investment 46%, Department of Industry 52%. However, in the

later years, especially in the period from 2006 up to now, the qualifications

of the contingent of civil servants working on state management of economy

in Quang Nam has made positive changes, particularly from 2011-2015, the

number of university graduates and upper university graduates accounted for

more than 65%, the ratio of primary-qualificationcivil servants decreased

gradually from 10.31% in 2011 to 1.3% in 2015.

However, compared to the current general requirements of civil servants

working on state management of economy at provincial level, Quang Nam

still accounted for more than 20% the civil servants working on state

management of economy who had not yet reached university qualification(

According to the General requirements, university qualification must reach

90-95%).Moreover, the survey on the quality of the contingent of civil

servants working on state management of economy in many areas of Quang

Nam had not met the requirements of 12-19%, concentrated on the group of

civil servants working on state management in the Agriculture; Trade in

Services; Finance...).

3.3. Situation of building the contingent of civil servants working on

state management of economy in Quang Nam province in the period of

2010 - 2015

3.3.1. Content of building and achieved results 3.3.1.1. Construction of development strategies and planning The Department of Home Affairs coordinated with the provincial Party

Committee to carry out the development strategy for the contingent of civil servants working on state management of economy. Specifically: from 2010, Quang Nam has set up a development strategy for civil servants from the Departments to work on state management of economy. For example, with the Department of Finance, the development strategy took into account that the retirement age from 2010-2015 was 10 people and the replacement strategy was 15 people, of which on-the-job training was 8 People, the strategy of attracting competent cadres in this field are 8 people including students with good academic performance at Hanoi Finance University ....Or the development strategy for civil servants in the field of state management on agriculture and rural areas has brought about remarkable results, from the starting point of lacking quantity and having weak capacity, the contingent has been improved both quantity and quality up to now.

On the work of development planning for the contingent of civil servants working on state management of economy at provincial level, especially on the planning of key cadres at the departments and agencies working on state management of economy, the province has planned overall development of these civil servants on each route (tenure) for 5 years. Over the past five years (2009 - 2013), the province had planned more than 250 key cadres to be appointed to leadership positions in departments, and 195 people have been appointed by the province in accordance with the plan up to now.

3.3.1.2. The work of recruitment

Prior to the requirement of building a contingent of civil servants working

on state management of economy, the province had proposed the recruitment

project for this contingent as requirement of the Central. The recruitment

process ensured the rules; The recruitment project for civil servants basically

met the requirements, specifically:

+ The province had announced widely on the mass media to recruit civil

servants on the field of state management of economy throughout the province;

posted publicly at the place of receiving the records of the agency or

recruitment unit.

+ The Department of Home Affairs issued documents to define

requirements and criteria for recruitment of civil servants in this field

specifically; provided legal regulations for recruiting such as: regulating

council’s function and council members...

+The process of organizing the recruitment took place in accordance with the

State regulations to ensure the legitimacy, to select equally the right candidates.

3.3.1.3. Arrange, use and rotation the cadres

- The arrangement and use of the contingent of civil servants working on

state management of economy in Quang Nam province had always been paid

special attention by Quang Nam's leaders. Most civil servants working on

state management in the departments were laid, arranged according to their

trained profession.

In the process of arranging and using the contingent of civil servants,

leaders of the province had many solutions based on the criteria of the

principle "treasure talents", inquired about the aspirations and personalities of

civil servants to detect and streamline according to each person’s forte. The

arrangement and promotion of civil servants were qualified according to the

principle of "placing people", "having up, having down", "having in, and

having out".

- Some departments / agencies well implemented the work of cadre’s

rotation. However, many places had not fully realized the effect of rotation in

practice, not properly evaluated how the rotation of the cadres had been over

time; the perception and determination of the committees and leaders were

not truly consistent, leading to the difference between organization and

results in the local areas. Many places were awkward to distinguish the

rotation and movement of cadres...

3.3.1.4. The work of training and fostering

Over the past five years (2009-2013), more than 400 cadres and civil

servants had been trained, some of whom had been sent to formal training

courses at Da Nang University of Economics, Quang Nam University and

National Academy of Public Administration, including the areas of finance and

banking, economic management, economic development, tourism management.

There were more than 170 civil servants following in-service training. About 250

people were sent to distance learning. In general, these subjects basically met the

required content requirements after 5 years of study.

The re-training of civil servants working in state management of

economy in Quang Nam in the past five years, with an average of 40-50

people per year, mainly focused on the banking and finance sector, state

management of agriculture industry, trade services.

On the work of fostering civil servants working on state management of

economy in the past five years, Quang Nam province had organized over 80

classes in different fields with the number of over 100 people per class. Thus,

in the past 5 years there had been nearly 10,000 people participating in

fostering.

3.3.1.5. On the policy regime for civil servants

Quang Nam had well implemented civil servant policies such as: policies of

recruiting, appointing and dismissing civil servants; policy on training and

fostering of civil servants; wage policy; disciplinary Reward Policy; social

insurance, health care, convalescence and other treatment policies for civil

servants ... In addition, the province also has regulations on creating the most

favorable conditions for civil servants to learn, train and foster.

3.3.1.6. On the assessment of civil servants

Deeply aware of the purpose and significance of the evaluation and

ranking of civil servants over the past few years, the provincial leaders as

well as the departments and agencies of Quang Nam took the assessment

seriously and organized the implement seriously

First of all, implementing a public evaluation, the overall civil servants

at the occasion of year-end closing, ranking the emulation category for all

civil servants. Moreover, there were also occasional reviews of the electoral,

planning, or re-appointment cases; or ending a term of rotation...

Secondly, the content of the civil servant assessment was still mainly

based on the general civil servant assessment standards.

Thirdly, the process of judging publicly and democratically in the form

of self-assessment by individuals, then by collective comments, and

unanimous vote-by-vote or secret ballot.

However, the way of public servant assessment had long been rigid;

self-criticisms were often mechanical, lacked authenticity.

3.3.1.7. The work of organizing the management apparatus for civil

servants

The management of state cadres and civil servants working on state

management of economy at provincial level in Quang Nam over the past years has

achieved the following major results:

Firstly, the civil servant management apparatus performed well the function of

advising the leaders of the Agencies, departments and branches as well as the

provincial leaders in planning and building the contingent of cadres and civil servants

working on state management of economy each year, each stage.

Secondly, the civil servant management apparatus advised the leadership in

recruiting, managing, arranging and using cadres and civil servants; Promulgation

of regulations on recruitment, probation; Training, retraining and evaluating cadres

and civil servants working on state management of economy.

Thirdly, implementing the salary regime and the preferential treatment

regimes, policies, disciplinary reward policies for cadres and civil servants, state

management of economy in the province were very thorough, strictly complied

with state regulations.

Fourthly, implementing the inspection of the enforcement of the law on cadres and civil servants working on state management in accordance with the general regulations of the Party and the Government.

3.3.2. Limitations in the process of building up the contingent of civil

servants working on state management of economy in Quang Nam province Firstly, the the work of building development strategy for civil servants

working on state management of economy in the province remained not specific and unreasonable.

Secondly, the work of planning the contingent of civil servants working on state management of economy at provincial level remained passive and confused.

Thirdly, the work of recruitingthe contingent of civil servants working on state management of economy in Quang Nam remained unreasonable.

Fourthly, the work of training, retraining and fosteringthe contingent of civil servants working on state management of economy in Quang Nam remained low.

Fifthly, In the past five years, the work of arranging and usingcivil servant working on state management of economy in Quang Nam remained limited.

Sixthly, the work of inspecting, supervising and controlling the activities of civil servant working on state management of economy in Quang Nam remained limited.

Seventhly, regimes and policies for civil servants working on state management of economy in Quang Nam have not yet created a motivation to promote strongly.

Eighthly, the management work the contingent of cadres, civil servants of the organizational apparatus of the departments was not effective, and a part of civil servants had low level of awareness, lacked awareness in the work resulting in low efficiency.

3.3.3. Causes of limitations in building a contingent of civil servant working

on state management of economy at provincial level in Quang Nam 3.3.3.1. Subjective causes Firstly, due to the limitations of the vision, the thinking of the

development strategy for the contingent of provincial civil servant was not tied to the need to fully meet the state management function for economic development of the province.

Secondly, the provincial leaders still did not pay due attention to the roadmap for achieving objectives of the state economic management, especially the problem of ensuring equality and respect for all economic sectors and people in the process of implementing management functions.

Thirdly, the work of arranging and using civil servants in Agencies working on state management of economy was carried out by the reverse process, which was not based on the requirements and nature of the work required according to their functions, tasks to arrange civil servants.

Fourthly, didn’t resolutely deal with the civil servants who were

ineligible and lacked the criteria of civil servant working on state

management of economy

Fifthly, the provincial leaders have not yet had effective measures of

monitoring and evaluation, so their efficiency have not been evaluated

accurately in the process of implementing management functions; have not

yet summarized learned lessons

Sixthly, the content of training and fostering programs in practice was

mainly based on general theories and didn’t invest much time in focusing on

the specific work of management in each sector, each type of management

cadre at each level as well as management skills.

Seventhly, there was not a close connection between responsibilities,

obligations with powers and interests of civil servants; the rights were not

compatible with functions and tasks.

3.3.3.2. Objective causes

Firstly, with the characteristics of the province that 80.83% of the

population living in rural areas (higher than the national average), still had a

small production thought, small farmer psychology in the process of building

the contingent of civil servants who were qualified to do the state

management in the area.

Secondly, due to the system of mechanisms and policies at the central

level on building the contingent of civil servant working on state

management as a basis for applying to the province has not completed, the

state of patchwork, lacking of systematic features has still existed.

Thirdly, there was no legal framework for local authorities in building a

contingent of civil servant working on state management at provincial level,

for example Civil service law.

Chapter 4

DIRECTIONS, OBJECTIVES AND MAJOR SOLUTIONS

FOR BUILDING THE CONTINGENT OF CIVIL SERVANT

WORKING ON STATE MANAGEMENT OF ECONOMY

AT PROVINCIAL LEVEL IN QUANG NAM

4.1. Direction, tasks of building the contingent of civil servants

working on state management of economy at provincial level in Quang

Nam up to 2020 with the version to 2030

4.1.1. Directions

4.1.1.1. General directions

Basing on the directions and tasks defined in the Party congress documents, it is necessary to build a synchronous contingent of cadres with a

rational and good structure and build the next contingent of steady leading cadres. Attention should be paid to the training of female cadres, ethnic minority cadres, experts in all fields; focus on fostering talent according to the orientation of planning.Renovatingstrongly the work of cadres in the truly democratic, scientific and impartial direction. Building and improving the mechanism for the appointment and dismissal of cadres; Expanding nominations and self-nominating, introducing a variety of personnel options to choose from. Having mechanisms and policies to ensure the detection, selection, training, fostering, and recruitment and rewarding of virtuous and talented people; Replacing the incompetent, unreliable people. “Promoting civil morality, social responsibility, tightening discipline in directing and performing civil duties of cadres and civil servants; Accelerating the adoption of e-government”

4.1.1.2.Direction to build a contingent of civil servant working on state management of economy in Quang Nam up to 2020, with vision of 2030

The content of direction to build civil servants working on state management of Quang Nam's economy is: to continue promoting democracy and collective intellect, to determine on preserving and multiplying the strength of solidarity; to increase discipline, to raise civil-duty responsibilities of civil servant working on state management of economy; to improve the efficiency of the use of working time in agencies, units and localities. To renovate the quality and efficiency of state management of emulation and commendation. To concentrate on leading the implementation of the plan on administrative reform, reforming the public-duty regime and civil servants; to formulate a scheme on employment placement, structure of civil servant ranks and structure of civil servants according to their professional titles in the agencies and units under their management, which are associated with the organization of the implementation of the examination scheme. To recruit leaders and managers of administrative agencies and non-business units under the provincial People's Committee, this shall serve as the basis for a close assessment of the performance of tasks of civil servants. The development of strategies and policies for cadres and civil servants must stand on a stable, consistent, uniform opinion; inherit, ensure the continuity and solidity among generations of cadres (must be expressed not

4.1.2. The task of building a contingent of state management of

economy in Quang Nam province

- To continue implementing the Resolution No 04-NQ / TU dated June

30, 2011 of Quang Nam Provincial Party Committee on the work of cadres in

the period 2011-2015 and direction to 2020.

- To advise and guide agencies, units and localities in the task of

appointing, reappointing, dismissing, alternating and implementing regimes

and policies for civil servant working on state management of economy in

accordance with the regulations of the State

-To develop and guide the criteria, procedures and methods for

evaluating civil servants for economic management in Quang Nam.

4.2. The main solution to build a contingent of civil servant working

on state management of economy in Quang Nam includes:

Firstly, renewing the work of civil servant recruitment in Quang Nam

province.

Secondly, improving the efficiency of planning for the contingent of

civil servants.

Thirdly, renewing the work of arranging, using, appointing civil

servants.

Fourthly, treasuring the work of assessing civil servants working on

state management of economy in Quang Nam.

Fifthly, renewing the work of training, fostering and retraining civil

servant working on state management of economy.

Sixthly, building a plan to alternate civil servants working on state

management of economy in a scientific and reasonable manner.

Seventhly, improving the system of mechanisms and policies for civil

servant working on state management of economy in the province

Eightly, renewing the inspection and supervision of the contingent of

civil servant working on state management of economy in the province.

4.3. Conditions to implement solutions and some proposals

4.3.1. Conditions to implement the solutions

Firstly, it is necessary to improve the system mechanisms and macro

policies at the central level on building the contingent of civil servant

working on state as a basis for application. The law of civil servants, local

government law, budget management law, and inspection and supervision

laws in the state management of economy should be promulgated soon. ..

Secondly, functional agencies of the Central Government: speed up the

construction and improve the quality of legal documents on personnel work,

law, minimize the law to wait for the guiding documents.

Thirdly, improving the system of state documents at provincial-level on

economy, which shall serve as a basis for formulating evaluation methods,

detecting superior persons, good persons and promising children, ...

Fourthly, strengthening the leadership of the party committees, leading

the implementation of the government, especially the cadres of organization.

4.3.2. Recommendations

- Recommendations for training institutions in the province

Coordinating with the Department of Home Affairs to organize training

and fostering civil servants working on state management of economy;

Organizing the compilation of programs, materials to train, foster provincial

civil servants in accordance with particular title; Ensuring coherence between

theory and practice

- Recommendations for the People’s Committee of Quang Nam

Approving the scheme on organization, rearrangement of civil servants

and streamlining of the personnel of the provincial departments. It is

necessary to promote the recruitment process based on the quality of the job

description and the effectiveness of the recruitment test.

- Recommendations for the Ministry of Home Affairs and the Government

The Ministry of Home Affairs and the Government should soon work

out a plan to improve the mechanism and policies; to synchronize general

regulations; to submit to the National Assembly for approval and

promulgation of laws related to the work of building the contingent of civil

servant working on state management of economy at provincial level.

CONCLUSION

The Resolution of the 3rd Party Central Committee, session VIII on the

cadre strategy in the period of industrialization and modernization of the

country (June 18, 1997) affirmed that "cadres are the decisive factor for

success of the revolution, associated with the fate of the Party, of the country,

is a key step in the work of party building” .The 9th Conference of the 10th

Party Central Committee which reviewed 10 years of implementation of the

3rd Central Resolution , session X on further promoting the implementation

of the cadre strategy from now to 2020 defined the objectives to be achieved

qualities and capacities, structured in conformity with the socio-economic

requirements and tasks of the new era. "

Establishing the contingent of cadres and civil servants working on
