Luis is a Maryland-based, woman and minority-owned multi-generational Asphalt Manufacturer and Construction Services company that serves as an economic engine for the regional economy. Prioritizing safety and training, we have successfully manufactured hundreds of thousands of tons of quality asphalt and paved thousands of lane miles of roads and highways. Company Growth Albertina and Manuel Luis founded the company in 1985 on the principles of hard work, dedication and a commitment to excellence. In 2008, Albertina and Manuel turned the company’s ownership and management over to their two daughters, Cidalia Luis-Akbar and Natalia Luis. Since then, the company has grown into a diverse, 200+ employee, multi-disciplined corporation providing quality services across the state of Maryland. In 2010, we acquired our Rockville, MD manufacturing facility. The plant is a multi-million dollar investment in Montgomery County that has significant local and economic impact on business and employment. The decision to vertically integrate the company with manufacturing allows us to better control the integrity and quality of product as well as offer a higher level of service. In 2013, MLuis launched a new division, Hydrovac Excavation, which safely and efficiently provides soft-dig excavation services to public/private utility partnerships. We look forward to launching our Quality Control Testing Services division later on this year. As the economy continues to recover, we see continued job growth and investment in our jurisdictions in the near future.

Firm Facts• Our facility is the only family-owned asphalt manufacturer that is MBE and WBE certified in the country.• WBENC certified for construction services, aggregate retail, asphalt manufacturing and hydrovac excavation.• We paved over 750,000 tons of asphalt throughout Maryland including the City of Baltimore, Montgomery

County and State Highway Administration over the last three years.• In 2010 we became the only company to offer a state-certified mobile asphalt testing unit in Maryland, enabling

us to immediately evaluate quality of production and placement and verifying field test results against independent lab results.

• Majority of plant and lab equipment is American-made and the quarry stone and sand is U.S.-sourced.• We produce up to 300 tons of asphalt per hour, all certified by MDSHA, DDOT, VDOT, FHWA, MAA,

Cidalia Luis-Akbar President and OwnerCidalia Luis Akbar oversees the company’s $60 million+ internal management, accounting/financial and strategies management, in addition to strategy, development and overall growth of a diverse and growing company. Growing up immersed in and working for M. Luis right from its start, she knows the business inside and out. At the same time, she worked in retail which gave her great insights on customer service.

While in graduate school, she worked as a teaching assistant at UCSB and as a Spanish teacher at Santa Barbara Community College. After college she returned to M. Luis, where she was promoted to vice president. In 2000, she left the company to start her own business with Natalia, which they sold in 2008, using its value to acquire a part of M. Luis.

Along with her professional accomplishments, she has been widely recognized as a savvy, dedicated business leader and economic contributor.

She earned two Bachelor of Arts degrees in Economics and Spanish/Portuguese from the University of Maryland, College Park. In addition, she has attended executive business programs at Harvard University, the University of Pennsylvania, Wharton Business School and Dartmouth University, Tuck Business School.

Along with her academic awards and professional accomplishments, Cidalia is involved with various organizations such as CARE International, and Refugees International. She is a board member of Children’s National Medical Center Foundation, Girl Scouts of Central Maryland, FBI Washington Field Office Citizens Academy, Associated Builders and Contractors (ABC) Metro Washington, School the World, and Ayenda Foundation. She is a member of the Young Presidents Organization, Capital Chapter and the Women’s President’s Organization where she is a member of the Platinum Forum, and is currently participating in the WPO/Sam’s Club Executive Leadership Program.

Natalia Luis Vice President and OwnerNatalia Luis is Vice President and Co-Owner of M. Luis Construction Co., a heavy highway construction and asphalt manufacturing firm with over 25 years of industry excellence. Ms. Luis oversees business development, estimating and project management for the Maryland – based business.

A family, minority and women-owned business, M. Luis Construction owns the only minority and women-owned asphalt manufacturing plant in the region. The company has supported local, city, state, and federal government in a broad range of road reconstruction services including asphalt manufacturing, aggregate distribution, arterial milling and overlay programs, neighborhood rehabilitation programs and urban streetscapes. In early 2013, M. Luis launched a Hydrovac Excavation Division which will work with private/public partnerships to safely and efficiently excavate in highly dense underground utility areas while maintaining an incident free work environment.

Along with her professional accomplishments, Natalia has been consistently recognized as a smart, strategic businesswoman and an economic contributor.

2013 – Recognized as one of the Enterprising Women Magazine Entrepreneurs of the Year; recipient of the Maryland Ernst & Young Entrepreneur of the Year Award; and was featured in the Spring 2013 issue of Building Washington by Associated Builders and Contractors.2010 – Chosen as one of the Daily Record’s Leading Women Under Forty; recipient of the Latina Powerhouse Award

Natalia has been featured on the cover of SmartCEO and Enterprising Women magazines as well as other industry leading publications.

Natalia earned two bachelor’s degrees from the University of Maryland Smith Business School in Business Administration and International Marketing. She has also attended executive business programs at the University of Pennsylvania, Wharton Business School and Dartmouth University, Tuck Business School.

Along with her academic awards and professional accomplishments, Natalia is involved with various organizations such as Children’s National Medical Center where she currently serves on the Foundation Board. She is Chairperson of Building and Grounds Committee at Beauvoir National Cathedral School and serves as a board member of the Protestant Episcopal Cathedral Foundation Building and Grounds Committee. Natalia also is Vice President of the Latino Student Fund and is a board member of the Little Folks School. Natalia also serves on professional boards, such as the Maryland Minority Contractor’s Association. She is a member of the Women’s President’s Organization Zenith Forum.
