THE APPROVED DOCUMENTS
The Building Regulations 2000 (SI 2000/253),which came into operation on January 200,replace the Building Regulations 99 (SI 99/2768)and consolidate all subsequent revisions to thoseregulations. This document is one of a series thathas been approved and issued by the Secretaryof State for the purpose of providing practicalguidance with respect to the requirements ofSchedule to and Regulation 7 of the Building
Regulations 2000 for England and Wales.At the back o this document is a list o allthe documents that have been approved andissued b the Secretar o State or this purpose.
Approved Documents are intended to provideguidance for some of the more common buildingsituations. However, there may well be alternativeways of achieving compliance with the requirements.Thus there is no obliation to adopt an
particular solution contained in an ApprovedDocument i ou preer to meet the relevantrequirement in some other wa.
Other requirements
The guidance contained in an Approved Documentrelates only to the particular requirements of theRegulations which the document addresses. Thebuilding work will also have to comply with the
requirements of any other relevant paragraphs inSchedule to the Regulations.
There are Approved Documents which giveguidance on each of the parts of Schedule and on Regulation 7.
LIMITATION ON REQUIREMENTS
In accordance with Regulation 8, the requirements
in Parts A to K and N of Schedule to theBuilding Regulations do not require anythingto be done except for the purpose of securingreasonable standards of health and safety forpersons in or about buildings (and any otherswho may be affected by buildings or mattersconnected with buildings).

THE WORKPLACE (HEALTH,
SAfETy AND WELfARE)
REgULATIONS 1992
The Workplace (Health, Safety and Welfare)Regulations 992 contain some requirementswhich affect building design. The mainrequirements are now covered by the BuildingRegulations, but for further information see:Workplace health, safety and welfare. Workplace(Health, Safety and Welfare) Regulations 1992.Approved code of practice and guidance, 998.HSE, L 24. ISBN 0 7760 43 6.
The Workplace (Health, Safety and Welfare)Regulations 992 apply to the common partsof flats and similar buildings if people such ascleaners and caretakers are employed to work inthese common parts. Where the requirements ofthe Building Regulations that are covered by thispart do not apply to dwellings, the provisions maystill be required in the situations described abovein order to satisfy the Workplace Regulations.

To reduce the risks to the health of persons inbuildings formaldehyde fumes given off by ureaformaldehyde foams should not penetrate to theoccupied parts of buildings to an extent whichwould give rise to an irritant concentration.

Urea ormaldehde (Uf) oam
1.1 Insulating materials which give offformaldehyde fumes (either when used or later innormal use) may be used to insulate the cavity ina cavity wall where there is a continuous barrierwhich will minimise as far as practicable thepassage of fumes to the occupiable parts.
Technical solution
1.2 A cavity wall may be insulated with UF
foam where:a. the inner lea of the wall is built of masonry
(bricks or blocks); and
b. the suitabilitof the wall for foam filling isassessed before the work is carried out inaccordance with BS 8208-:985 Guide toassessment of suitability of external cavitywalls for filling with thermal insulants. Existingtraditional cavity construction; and
c. the person carrying out the work holds(or operates under) a current Certificate ofRegistration of Assessed Capability for thework he is doing; and
d. the material is in accordance with therelevant recommendations of BS 567:985Specifications for urea formaldehyde (UF)foam systems suitable for thermal insulation
of cavity walls with masonry or concrete innerand outer leaves; and
e. the installation is in accordance withBS 568:985 Code of practice for thermalinsulation of cavity walls (with masonry orconcrete inner and outer leaves) by fillingwith urea formaldehyde (UF) foam systems.
