THE POSITION OF

Building Official

civil engineering, architecture, construction technology, public adminis-tration, or a related field. Applicants must have at least four (4) years of increasingly responsible building inspection experience as well as Building Inspector certification issued through the International Code Council. Although not required, experience in a supervisory capacity is highly desirable. Building Official and Fire Inspector certifications are not required at the time of appointment but will be required within one year of employment with the City.

THE COMPENSATIONThe salary range for the Building Official is $114,618 to $153,600 annually and is dependent upon qualifications and experience. The City also offers an attractive benefits package including:

Retirement – Classic CalPERS members 3% @ 60 and 2% @ 62 for PEPRA Members.

Deferred Compensation – Employees are eligible to join the ICMA-RC deferred compensation plan. This plan allows employees to set aside pre-tax wages for retirement.

Health Benefits – The City provides a Cafeteria benefit plan allowance of $1,467 per month to cover the costs of medical, dental, vision, supplemental life insurance, and ancillary benefits. The City participates in the CalPERS Group Health Benefits, which offers several options including HMO and PPO plans. Any remaining balance from the Cafeteria Benefit Plan can be designated to a health reimbursement account (HRA) for reimbursement of eligible health care expenses and/or dependent care flexible spending account (FSA) for eligible dependent care expenses.

Annual Leave – The City provides 144 to 232 hours of annual leave (combined vacation and sick leave), depending on number of years of service. The City also provides 11 paid holidays and two eight (8) hour floating holidays each fiscal year in observance of Lincoln’s Birthday and Cesar Chavez’s Birthday.

Administrative Leave – Exempt employees receive 60 hours of administrative leave per fiscal year.

Short-Term & Long-Term Disability – The City provides short-term disability insurance equal to 66-2/3% of income (up to $1,000/week) after a 14-day waiting period. The City provides long-term disability insurance with a monthly benefit of up to $5,000 after a 90-day waiting period. Employees have the option to elect enhanced long-term disability insurance (up to $8,000/month).

Life Insurance – The City provides group term life insurance and AD&D in an amount equal to $50,000 or one times base annual salary, whichever is greater. In addition to the basic group life insurance provided by the City, employees may purchase up to $500,000 of supplemental life insurance. Cover over $150,000 is subject to approval by the insurance provider. Employees may also elect supplemental life insurance coverage for their spouse/registered domestic partner and child(ren).

Social Security & Medicare – The City participates in Social Security and Medicare.

Tuition Reimbursement – The City provides up to $1,000 per fiscal year for reimbursement of expenses directly related to the cost of tuition, school fees, books and required materials for approved courses.

THE POSITIONUnder the direction of the Community Development Director, the Building Official supervises, plans, and coordinates the activities and operations of the Building Division within the Community Development Department including plan checking, issuance of building permits, building construction inspection services and activities, and inspection of fire sprinkler and suppression systems; coordinates the activities of the code enforcement program; coordinates assigned activities with other divisions, departments, and outside agencies; assigns work activities and reviews work product, methods and procedures; works with developers, architects and contractors to maintain code requirements; conducts complex building inspections during all phases of construction, alteration and repair; ensures the provision of safe structures for Building Occupancy; enforces compliance with national, state and city mandated building codes, regulations and ordinances; performs a variety of highly technical duties relative to assigned areas of responsibility; and provides highly responsible and com-plex administrative support to the Director of Commu-nity Development.

Essential job functions in-clude but are not limited to:

• Assume management responsibility for the services and activities of the Building Division within the Community Devel-opment Department; participate in the development and implementation of goals, objectives, policies, and priorities of the Building Division.

• Exercise scope of authority granted for the City’s ‘Building Official’ as outlined in the Coronado Municipal Code and designated by the Director of Community Devel-opment, Redevelopment and Housing Services.

• Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.

• Supervise, oversee, and participate in the more complex and difficult work of staff responsible for providing building and fire safety inspections and code enforcement services to the City; assign work activities, projects and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.

• Perform a variety of complex technical duties in support of the City’s building program operations and services to enforce compliance with national, state and city mandated building codes, regulations and ordinances including fire prevention and fire safety.

• Train employees in their areas of work including building inspection, fire prevention, and code compliance methods, procedures and techniques; ensure adherence to safe working prac-tices and procedures.

• Conduct inspections of complex and sensitive projects during all phases of construction, alteration, remodel or repair; inspect foundation, concrete, framing, plastering, plumbing, electrical and mechanical installations and other building elements; conduct repeated in-spections from inception of construction project to release for occupancy.

• Interpret and enforce compliance with applicable codes and ordi-nances including, but not limited to, approved construction plans, uniform electrical, mechanical, plumbing and building codes, fire sprinkler and fire suppression safety laws, City zoning ordinances, and state and federal accessi-bility standards for the disabled.

• Receive and resolve issues and complaints from the general public on building code enforcement and zoning issues; investigate code violations; issue notices for correction, stop-work orders and citations; serve as liaison with all parties to ensure corrective measures are taken, and that issues are resolved in a timely and efficient manner.

• Examine and review construction plans and specifications for new construction, additions and alterations to determine compliance with applicable building, fire, and construction codes, ordinances and regulations; review blueprints, drawings and specifications to ensure projects comply with plans; calculate fees; verify contractor credentials; stamp plans; issue permits.

• Confer with architects, developers, contractors, builders and the general public on building code enforcement issues; research, interpret, and explain codes, ordinances, rules and regulations.

• Review and approve building inspection documentation including final inspection certificates and related documents.

• Maintain a variety of logs, records and files; generate reports and records as required.

• Administer the City’s floodplain regulations; respond to related public inquiries; maintain floodplain maps, interpret data, prepare related reports, and update City Ordinance as re-quired by the Federal Emergency Management Agency (FEMA).

• Participate in fee study and fee adoption processes.

• Conduct and/or attend a variety of meetings including safety meetings, code committee meetings

• As required, provide court testimony for building code enforcement litigation.

• Represent the City as the Building Official at International Code Council (ICC), California Building Officials (CALBO), and local code making group functions.

• Perform related duties and responsibilities as required.
