National Economists to Present Forecast
will 2014 be a good year for the h o u s i n g sector? will the labor m a r k e t improve? will the cost of building materials increase or decrease in 2014? Get these questions answered at the HBA’s annual economic Forecast Breakfast on Thursday, January 16 at 8:30 a.m. at the Overland Park Convention Center. David Crowe, Chief economist and senior Vice President, the National Association of Home Builders, will provide the latest economic and housing forecast from NAHB’s wealth of information. Chris Kuehl, co-founder and President, Armada Intelligence, will provide his analysis of local and national economic prospects. Both economists have presented at the HBA in the past to rave reviews.

The tradition continued in December as the HBA’s Inaugural Dinner brought together members and guests for an evening of celebration and awards. The event is special night to welcome the incoming President of the Board of Directors, the new executive committee, and presenting the annual HBA awards that recognize the outstanding contributions of individuals who have made a lasting and significant impact on housing in Kansas City. Those awards include the Bob Bollier Award for sales and Marketing, the Fred J. Geier Associate of the Year, the Builder Hall of Fame and new this year was the Next Generation Builder. see page 13 for more on the 2013 recipients with the remarks from the awards presentation.
HBA Welcomes 2014 at Night of Awards

with Kansas and Missouri state legislators returning to work this month, the HBA Government Affairs Committee and Board of Directors have approved the 2014 Legislative Agendas for Kansas and Missouri. The legislative agendas include long-standing policy issues that are important to HBA members and key to a strong housing industry. The legislative agendas also serve as the HBA’s guide for its advocacy efforts in Topeka and Jefferson City and are designed to adapt to any legislation that may come our way during the legislative sessions.
It is difficult to predict what will happen during the upcoming Kansas legislative session, which begins on January 13. Much depends on the Kansas supreme Court’s anticipated decision in the Gannon v. State of Kansas case, which may or
may not order the legislature to increase education funding or the base state aid per pupil by close to $500 million.
Tax reform, or efforts to reduce personal
and business taxes, is expected to be on the agenda again in Jefferson City, as well as a debate on wheather Missouri should be a “Right to work” state. The Missouri General Assembly enters into session on January 8.
The Government Affairs Committee, which is charged with examining issues
and legislation and recommending policy positions, began discussing the HBA’s legislative agenda in October. The Committee is co-chaired by Harold
Phelps, Phelps engineering, Inc., and Brenner Holland, Hunt Midwest Residential, LLC. Committee members represent a broad spectrum of the housing industry, including: Tommy Angotti, Factory Direct Appliance, Misty Hanson, stewart Title of Kansas City, Curtis Harris, Gordon energy

The KCHBA will join HBA members from across the state of Kansas for the annual Kansas Building Industry Association (KBIA) Legislative Day and first quarter Board meeting on wednesday, January 29, 2104. The HBA of Missouri (HBAM) Legislative Day will be held on wednesday, March 5, 2014. Legislative Day provides an important opportunity
for HBA members to meet face-to-face with their state legislators to discuss issues important to the home building
industry and their views on legislation up for consideration during the 2014 legislative session. It is critical that members of the housing industry show that they are paying attention to what is happening in Topeka and Jefferson City and to share their views on issues that impact their

ed eilert, Chairman, Johnson County Board of Commissioners, served as the guest speak-er at the HBA Board’s November luncheon. Chairman eilert provided an overview of John-son County’s operating budget and briefed the Board on the opportunities and challenges fac-ing the County. He also provided HBA mem-bers with data on available lots in incorporated and unincorporated Johnson County. Accord-ing to Chairman eilert, there are 7,451 platted, undeveloped lots in the County and 8,951 acres in all land use categories.
Chariman eilert has a long career in public service. He served on the Overland Park City Council and later as Mayor of the city. He was also a Johnson County Commissioner before becoming Chairman. Chairman eilert has been a resident of Johnson County since 1965.

Favorite plans are larger than last year’s best sellers, and include a home office and a first-floor master bedroom.
There are clear trends in house plans, and they tell as much about marketing as they do about design. Here are the leading ones for 2013 based on sales from house plan subsidiaries of Hanley wood, BUILDeR’s parent company.
1. They’re presented well. It may seem obvious, but people gravitate toward an attractive presentation. sixty percent of the best-selling plans have photography, and the rest have high-quality 3D renderings. Make sure your marketing materials match your customers’ high
expectations.2. Social media
loves them. The best-selling plans get pinned a lot. Pinterest is a virtual scrapbook that many potential buyers are using. If your company doesn’t have a Pinterest page, start a pinboard to showcase your homes’ special features.
3. They’re ready for telecommuting. six out of 10 of the most popular plans have an office or a study, while others have living rooms that could easily serve that function.
4. The kitchen is everything. All of the top plan layouts have kitchens that include islands and are
open to the main living space.5. There’s still a place for formal
dining. Rumors of the dining room’s demise have been exaggerated. The majority of the top-selling home plans—six out of 10—have a dining room that is separate from the breakfast nook. will the space get used much? Maybe not, but buyers still want it.
6. They’re mainly two stories. seven out of the 10 top-selling designs have two stories—a big reversal from last year when 80 percent were single-level designs. But single-story living remains strong; a look at overall plan sales reveals an almost even split between one- and two-story homes.
7. The master bedroom is on the first floor. Nine out of 10 of these homes have a master suite on the first floor. Parents with children enjoy the privacy, and empty nesters appreciate the convenience. Accessibility will continue to gain importance in the coming years, so this trend is likely here to stay.

The HBA’s 2014 Missouri Legislative Agenda includes long-standing policy issues that are important to HBA members and key to a strong housing industry. The HBA Government Affairs Committee will continue to monitor legislation and recommend policy positions as necessary.
Top PrioritiesFire Sprinklers in Residential Structures: Fire sprinklers in one and
two family residences and townhomes should remain a consumer option. Currently local governments are prohibited from mandating residential fire sprinklers in their building code. The HBA supports making this prohibition permanent by eliminating the December 31, 2019 sunset on the prohibition.
Licensing: The HBA opposes state license and/or registration legislation for home builders. The HBA has also opposed mandatory statewide licensing of home inspectors. The HBA believes licensure is best addressed at the local level.
Taxes: The HBA opposes any changes to state tax policy that adversely impacts economic growth and homeownership, including but not limited to, efforts to eliminate the state mortgage interest deduction, property tax deduction and state Historic Tax Credit. The HBA supports any tax credit or grant for new home buyers and the state Housing Trust Fund.
Building Codes: The HBA opposes any legislation creating a uniform statewide building or energy code.
Important PrioritiesArtificial Growth Management: The HBA opposes limits on new
development, including impact fees, urban growth boundaries and excise taxes.
Workers’ Compensation Reform: The HBA supports the requirement that everyone in the construction industry carry workers’ compensation insurance.
Green Building: The HBA supports non-mandatory initiatives to promote the use of green building technology in residential construction. HBA supports flexibility in guidelines and certification programs that include standards, such as the ICC 700 National Green Building standard and the Home Innovation Research Labs’ NGBS Green Certification program.
Recording Fees: The HBA generally opposes any additional fees proposed on recording instruments. The HBA supports redirecting any current recording fees towards housing initiatives, such as the state Housing Trust Fund.
Education Funding: while recognizing the connection between economic development and quality education, the HBA supports funding based on actual costs, administrative consolidation and further expansion of local funding options.

Alan white began his career with First Federal Bank in 1974 as an Assistant Branch Manager. In 1977, he opened and managed First Federal’s first mortgage office in Johnson County, originating all types of loans there until 1985, when he moved to First Federal’s loan department as Assistant Manager. In 1990, he was promoted to senior Vice President and Chief Lending Officer, a position held until 2007. At that time, his love of working directly with customers led him back to originations at First Federal’s Johnson County Office. Although he can do all types of loans, his specialty is in new home construction. Alan works directly with individuals and families wanting to build a home with a product called a construction/permanent loan. Many of you may know him for his work with builders financing inventory of spec and custom homes.
Alan has served on the Board of Directors and various committees of the HBA. He is a past director with the Missouri Mortgage Banker’s Association and has served as a Board Member with the Mortgage Banker’s Association of Kansas City.

Justin Pfeifer has been working with his family’s residential home building company ever since the summer when he was 13 years old. He started out working on one of the framing crews as their helper boy. After a couple summers he worked with the main superintendent learning the ins and outs of the field superintending and the building industry. By high school Justin knew being a home builder was the career for him so he graduated from Pittsburg state University with a Bachelor of science degree in Construction Management with an emphasis in residential design. since graduating in 2011 Justin has worked alongside his father Troy Pfeifer as the Vice President of Pfeifer Homes Inc.

Misty Hanson is a returning award recipient from last year as the recipient of the Bob Bollier Award for sales and Marketing. The reality is that her commitment to the HBA has been unprecedented during the past few years and leadership wanted her to have this special recognition.
Misty grew up in Dallas, Texas and moved to Kansas City in 1987 where she graduated from Park Hill High school and then UMKC. During college she worked at Re/Max and says that’s when she caught the real estate bug. she now works for stewart Title as the Business Development Officer. She earned her Real Estate license in 1997 and has continued to maintain that certification. She first sold for J.D. Reece and then Reece & Nichols before going to work for stewart Title as an escrow processor. she worked at a couple of other title companies before returning to stewart Title.
It is Misty’s enthusiasm she brings to her HBA involvement that makes her such a valuable leader for the association. she goes above and beyond to support the HBA committees and events.
Dan Norburg, Norburg ContractingBuilder Hall of FamePresented by John Moffitt, 2010 Award Recipient
When Dan Norburg was told about the award the first thing he said was, “but I’m a remodeler!” The fact is the HBA is a builder/remodeler organization and Dan exemplifies the finest in this industry. Dan is a Kansas Citian born and raised. He created Norburg Contracting as a company that is second to none in quality craftsmanship and service. Anyone can tell you Norburg Contracting is a remodeler of choice in Kansas City.
Dan had been a leader in the industry with professional designation and affiliations starting in the early nineties. He has served on the board of directors consistently and those of us in meetings with him know he is oftentimes the conscience of the board asking, “Is this the right thing to do?”
He chaired the HBA Remodelers’ Council numerous years and is a lifetime NAHB director who has served as a trustee of NAHB’s Remodeler’s Council.

Housing Continues to Improve in Metro Area
Housing production continues to outpace the prior five years in cities across the Greater Kansas City Metropolitan Area. November numbers were down slightly compared to October, but are still the highest for November since 2007 with 340 single family permits. The year to date single family permit total is 3,803 compared to 2012 with 3,020 for a 26 percent increase. Multi-family housing continues to climb with 275 permits located primarily in Gladstone with 221, according to the Home Builders Association of Greater Kansas City’s (HBA) monthly Residential Building Permit statistics report.
“During the past 32 years the HBA has tracked building permits which have ranged from a low of 2,154 in 2009 to a high in 2004 of 11,089. In fact the average of those years is 6,755 annually and the median is 7,563,” said executive Vice President sara Corless. “By all accounts we have room to continue this growth in 2014 and beyond.”
The share of new permits per county has remained relatively unchanged since 2012 with Johnson County at 41 percent, Jackson County at 18 percent, Clay County at 16 percent and Platte County with 10 percent. Cities in the top ten year to date include Kansas City, Missouri with 621, Olathe with 480, Overland Park with 402, Lee’s summit with 316, Lenexa with 199, Platte County with 172, shawnee with 142, Kansas City, Kansas/wyandotte County with 138, Blue springs with 132, and Leawood with 108.
