Potential changes to the mortgage interest deduction, business taxes and individual income tax rates remain fluid until lawmakers adjourn for the year. The Governor proposed a plan during his State of the State address, where he described a fairer, flatter and simpler income tax rate, consolidating three brackets to two and lowering the rates. Those making under $15,0000 ($30,000 married filing jointly) would pay a 3 percent rate while those making more would pay 4.9 percent. Currently tax rates are 3.5 percent, 6.25 percent and 6.45 percent. The plan would also eliminate individual income tax on non-wage business income for LLCs, S-corps and sole proprietorships on lines 12, 17 and 18 of the federal form 1040 individual income tax return. The corporate income tax rate would be unchanged. To help fund the plan, the Governor proposed eliminating itemized deductions and some credits. Additionally, the sales tax rate would remain at 6.3 percent. The House of Representatives passed its own version of a tax plan by a 68-56 vote that lowers tax rates while preserving mortgage interest deductions. When growth in the state general fund exceeds three percent the monies generated would be used to lower the individual income tax rate further. The 2012 Spring Parade of Homes Celebrates 50 Years of Excellence Kansas Tax Reform Debate Continues Every spring for 50 years, builders do something extraordinary by rolling out welcome mats throughout the Greater Kansas City Metropolitan area. Home buyers and consumers flock to tour new homes to see the latest in new home design and innovations. The Spring Parade of Homes (previously the Spring Homes Tour) has given buyers a wealth of housing choices to find the home of their dreams since 1962. This year’s event is presented by Bank of Blue Valley. The 2012 Spring Parade of Homes, April 14-29, is the perfect place for home buyers looking to turn that dream into a reality with 287 homes that will be open throughout the metropolitan area representing a wealth of housing choices. Homes will be open daily from 11 a.m. to 6 p.m. and admission is free. In addition, free Parade Guide books will be available after April 11 at the HBA located at I-435 and Holmes and at all Parade homes during the dates of the event. Event information and an online Parade search are available at www.KCParadeofHomes.org. Homes can be viewed by a variety of categories including price, location, builder, floor plan, and subdivision. This house was designed by Wolfgang Trost, with donations from McCray Lumber and Millwork. HBA members came out in full force for the 2010 Annual HBA Golf Tournament on Friday, June 9th at the Falcon Ridge Golf Club in Lenexa, KS. Renewed interest in the tournament was gratifying for everyone involved with 144 golfers and a portion of the proceeds benefiting two important charities. The Salvation Army and Hillcrest Transitional Housing were presented with checks from Home Builders Association Foundation Fund to support their important work.

The day started with a continental breakfast and registration where golfers could purchase mulligans and skirts to raise extra money for the charities on hand. A putting contest sponsored by The Kansas City Star where the winner brought home a new putter.

To spice up this year’s event, co-chairs Tommy Angotti (Factory Direct Appliance) and Deb Swearingen (Pinnacle Bank) offered games throughout the day to keep golfers entertained. The longest drive, longest putt, and everyone’s favorite hole, where golfers could opt to put on a skirt and tee off from the women’s tee box. Finishing the day was a lunch and awards ceremony where checks were presented to the charities and tournament winners.

The Governor proposed a plan during his state of the state address, where he described a fairer, flatter and simpler income tax rate, consolidating three brackets to two and lowering the rates. Those making under $15,0000 ($30,000 married filing jointly) would pay a 3 percent rate while

those making more would pay 4.9 percent. Currently tax rates are 3.5 percent, 6.25 percent and 6.45 percent.

The plan would also eliminate individual income tax on non-wage business income for LLCs, s-corps and sole proprietorships on lines 12, 17 and 18 of the federal form 1040 individual income tax return. The corporate income tax rate would be unchanged.

Builders Development Corporation Breaks Ground on Energy Star Home

The Builders Development Corporation (BDC) leadership recently was joined by a distinguished group of representatives at a ground breaking for an energy star geothermal-powered home in Gladstone, Missouri. Funding comes from Recovery Act funds as part of a program run by BDC in a public-private partnership to strengthen neighborhoods, create jobs and improve energy efficiency.

NAHB’s Executive Officers Council has appointed sara Corless, HBA executive Vice President, to the Certified Graduate Builder (CGB) Board of Governors. This is a non-voting role designed to gain input from HBAs that have robust education programs. Her participation will help the CGB Board make decisions that better serve the students, designees and licensed HBAs.

Bob Frost, Frost Construction Company, was elected in February as the 2012 Chairman of NAHB’s Political Action Committee, BUILD-PAC. Frost has served as a BUILD-PAC Officer for the past three years. BUILD-PAC rose over $1 Million in 2011 and is on track to exceed its 2011-2012 election cycle fundraising goal of $2.1 Million. BUILD-PAC is ranked among the top Federal Association PACs. Housing Still Packs Local Economic PunchHome building provides a positive

financial impact for the local economy and remains a key component of economic recovery according to a report commissioned by the Home Builders Association of Greater Kansas City. The report, The Metro Area Impact of Home Building in Kansas City, was conducted by NAHB senior economist elliot eisenberg in February. eisenberg presented the results to a forum including locally elected public officials, city administrators and planners, and economic development leaders, March 1.

According to the report, the estimated one-year metro area impacts of building 100 single-family homes in Kansas City include $22.9 million in local income,

$3.3 million in taxes and other revenue for local governments, and 319 local jobs. The additional, annually recurring impacts of building 100 single-family homes include $3.4 million in local income, $996,000 in taxes and other revenue for local governments, and 53 local jobs.

“Home building is vital to our region’s growth and prosperity,” said HBA executive Vice President sara Corless. “As our economy begins to gradually recover and building activity returns toward normal levels, we are excited to see the impact housing makes on our community.”

The report also indicates new housing pays for itself generally quickly, many

times in the first year. After 15 years, the homes will generate a cumulative $17.7 million in revenue compared to $12.3 million in costs, including annual current expenses, capital investment, and interest on debt.

Last month Kansas City was added to the National Association of Home Builders/First American Improving Markets Index (IMI). The index identifies metropolitan areas that have shown improvement from their respective troughs in housing permits, employment, and house prices for at least six consecutive months.

“seeing our region added to the Improving Markets Index, combined with reports from builders and suppliers in the field, shows that we are moving in

the right direction,” said Corless. “Going forward, it is important to remember the role housing plays in our local economy. Housing really is a pocketbook issue for everyone.”
