•68% of Latino children vs. 96% of Whites in Denver with health insurance coverage 2003-2007 (CDPHE Health Disparities Profiles) •52% of adult Latinos in Denver had coverage vs. 91% of Whites •5 focus groups showed that Latino were not aware of benefits •Surveyed 50 Latinos: 80% did not know where to look for benefits •Many eligible Latinos have great difficulty applying for public benefits such as Medicaid, food stamps and CHIP. Thus we propose to increase the no. of eligible Latinos applying for these benefits.
•Community-based workers (CBW) programs are evidence-based interventions to reduce disparities (references 1-3)
•We will train and deploy bilingual, bicultural CBWs to provide assistance in enrolling eligible Latinos for eligible programs: CHIP; Medicaid; and Food Stamps
•Reach: we intend to offer assistance to 200 uninsured Latinos in the period of October 2010-June 2011, among those attending masses at three Latino churches in NW Denver. •Implementation: we will evaluate the training of our CBW with pre/post tests. Each promotora will fill a checklist for each client to document the information delivered and will do a followup to evaluate enrollment in the insurance program. •Impact: we intend to enroll at least 150 Latinos in one of the insurance programs, which represents approximately 75% of the Latinos for whom we intend to offer our assistance.

Community Engagement
Will be sought during all phases:
• we will engage the community in determining their barriers
as well as in the development of the intervention by seeking
out the target population during events promoted by Latino
churches, and
• by hiring members of the community who will act as
community advocates and culture brokers, in addition to
bringing the community perspective with them to the table
• evaluation results will be disseminated to the community
through: church bulletins, fliers distributed during church
events, and through Latino media.

•Out of 48 Colorado CBOs addressing healthy living/ access to healthcare, over half reported “some or no” experience/skills in health data, evidence-based interventions, community engagement and program evaluation (Table 1, next section).
•With Health Reform, CBOs face a major challenge enrolling and addressing access to care for newly eligible individuals.

Project TEACH is a tailored, high quality training on health data, evidence-based interventions community engagement, program evaluation and healthcare access, with a demonstrated impact on improving CBOs’ skills to produce successful grant applications targeting healthy living/access to healthcare.
